Towards a Dynamic National System of Innovation in Malaysia : Enhancing the Management of R&D in Public Research Institutions and Universities

  • This article examines the issue of utilization of research findings from public funded research institutions (PRIs) and universities in Malaysia from the perspective of knowledge flows. Such a perspective is adapted from the literature on innovation and knowledge systems. This representation of innovation in terms of knowledge flows helps us to focus on the managerial dimensions involved in the organization of activities such as research and development (R&D). The paper reveals that there is a dismal rate of adoption of research findings generated from PRIs and universities in Malaysia. It is argued that this poor performance is a consequence of weak research management practices. A framework on the key elements of sound research management is described. The article concludes with a discussion on managerial and policy issues arising from these deficiencies and some suggestions for addressing them.

The Changing Role of Government Research Institutes in Innovation Systems

  • Recent years have seen an intensified discussion in many OECD countries about the role and mission of public research in the innovation system. This discussion takes place in quite specific national contexts, but should benefit from international experience. However, whereas voluminous literatures address the changing governance methods, organizational forms and missions of universities, much less attention has been devoted to developing a common understanding of the challenges faced by non-university public research institutions. The main goals of this paper is to contribute to clarifying the nature of these challenges, outlines possible policy answers and draws some implications for Korea. In the first section, the paper uses available internationally comparable indicators to review trends in the contribution of government research institutes (GRIs) to R&D and innovation activities. In the second section, the paper identifies the current major changes in the dynamics of innovation that may call for further adjustments in the positioning, organization and steering of public research institutes. Finally, the paper outlines some strategic objectives and orientations for the reform of public research institutes as part of the broader agenda of the Korean innovation strategy.

  • This study focuses on the changes in the national innovation system between Korea and China since the 1990s, and studies how to benchmark the limitations of the current national innovation system in Korea from successful national innovation systems in China and apply it to Korean cultural contents. As a result of the review, the current cultural content of Korea is a time when it is necessary to drive sustainable growth in a rapidly changing era, and as a result of applying it from the successful cases of China's national innovation system, it is necessary to change the production of Korean cultural content of the Push strategy into a Pull strategy. In other words, it is necessary to produce cultural contents that fit the paradigm of market change. In addition, the existing technology should lead to the creation of new added value from each element composed of Korean cultural contents, K-pop, K-beauty, Korean food, and above all, it is necessary to institutional innovation of the country in distribution abroad.

Comparative Analysis on the Evaluation Systems of the Public R&D Programs in the Developed Countries (선진국공공연구개발프로그램 평가시스템의 비교분석)

  • The frameworks for evaluation of national R&D programs reflect their various political and administrative cultures(Gibbons & Georghiou, 1987), and the structure of national R&D system. In this research the core research questions are : what is god evaluation\ulcorner What is being evaluated, by whom, by which criteria, for whom and what purpose\ulcorner In order to examine these general aims and answer these questions, in detail several objectives can be proposed on the process of this research. In this research, the national R&D programs will be considered in terms of the interface between evaluation and the wider policy-making process. The programs for case study are the Alvey program(UK), the Advanced Technology Program (US) and the Framework program(EU) . One of the characteristics of these programs is the well established evaluation systems they have. From the comparative analysis, we can withdraw some useful implication for Korean evaluation practice for national R&D programs. Evaluation system is social process and the way in which it is organized is critical to its outcome.

A New Perspective on IT Capabilities and Firm Performance: Focusing on Dual Roles of Institutional Pressures

  • To provide a fundamental understanding on the inherent relationship between IT capabilities and sustainable firm heterogeneity, we investigate the dual roles that institutional pressures play, namely, as antecedents of IT capabilities and as moderator of the relationship between IT capabilities and IT innovation success, where IT innovation success plays a mediating role between IT capabilities and firm performance. The structural model was tested, and the results of the PLS analysis provided general support for the proposed hypotheses. IT capabilities had an indirect effect mediated by IT innovation success on firm performance. With IT activities assumed to be embedded in the institutional context, the dual roles of institutional pressures are verified. This study contributes to the literature on IT capabilities by considering both the determining role of institutional pressures on IT capabilities and the institutional context of the chain that connects IT capabilities to firm performance. The results suggest that a firm not only manages various institutional pressures to foster its IT capabilities but also adapts to different contexts with a certain level of institutional pressures to facilitate its IT capabilities and outperform its competitors, which could be sustained through IT innovation success.

An International Comparison of Technological Systems : The Case of CNC Machine Tools in Korea, Sweden, and U.S.A.

  • Focusing on a product, this paper reconstructs the concept of technological systems first introduced by Carlsson and Stankiewicz (1991). Based on the model and our earlier works, we compare the salient features of technological systems for computer numerically controlled (CNC) machine tools in Korea, Sweden, and the United States.. We also try to measure the performance of the systems in an international comparison. Major findings are as follows: (1) The length of 'learning period' for local (national) technological system is substantial, even though it is a catching-up case. (2) The key success factor of the technological system appears to be the connectivity among various actors or infrastructures, rather than just the existence or formation of those. (3) In three countries' experience, the government played an important role in the formation of each own technological system. (4) The performance of Korea's technological system for CNC machine tools during the past two decades(1981-97) seems to be better than that of Sweden and the U.S. Lastly, many policy implication are presented.

The Effect of Organizational Learning on Management Performance: Mediating Effects of Innovation Activities (조직학습이 경영성과에 미치는 영향 - 혁신활동을 매개로 -)

  • This study focused on the concept of organizational learning as a prior variable of innovation activities, and reviewed the relationship between organizational learning, innovation and management performance. According to prior studies, the ability to perform these activities may be enhanced through organizational learning, as the success of the innovation requires activities to acquire and share knowledge within the organization. In other words, organizational learning is playing a role as a precursor to innovation. Therefore, in this study, the effects of organizational learning on management performance are to be verified through the mediation effect of product and innovation activities. Organizational learning provides various definitions and components for each scholar, but this study consisted of a series of knowledge acquisition, information distribution, information analysis and process memory using the framework of the learning ability analysis by Levitt and March(1988) and Huber(1991), Innovation was also divided into product innovation and process innovation, and measured with sub-variables such as presentation of new products and improvement activities to increase productivity. Management performance was measured as financial and non-financial performance. To verify the effects of the mediation, we used a three-step regression analysis procedure of Baron and Kenny(1986)'s and a sobel-test. Empirical studies show that organizational learning has a positive effect on management performance and that knowledge acquisition and information distribution, which are the early stages of learning activities in the lower variables, affect performance through product innovation. Based on the results of the above empirical study, the implications, limitations of the study and future research directions were presented.

  • This article introduces the five functions of the national innovation system(NIS). As one of social systems in the national level, the five generic functions of open system - production, boundary spanning, maintenance, adaptation, management functions - are applied to the NIS. The production function is the primary process, which produces innovative products and services of the NIS. The boundary spanning function is the function of procuring input and disposing the innovation output or aiding in these processes. Experienced R&D human resources, R&D funds, technology etc. are some of the components of the input of the NIS. The maintenance function is responsible for maintaining smooth operation and upkeeping the system in terms of various conditions. The adaptation function is to help the system change and adapt, and scan the environment for problems, opportunites, and technological developments. It has outward orientation, from the long-term view for the survival of the system. The management function carries out planning and control of the overall activities for the other four functions in order to effectiving run the system as a whole. Finally, this article discusses implications of the diagnosis of the national innovation system and the decision making process of S&T policy.

The Global Knowledge Linkage Structures of the Agricultural Sector Pertinent to Information Technology: A Triple Helix Perspective

  • The development of informatization impacts all sectors, including agriculture. Agricultural informatization builds the knowledge linkage structures of agricultural innovation systems globally. This study investigated the global knowledge linkage structures in agricultural innovation pertinent to information technology (IT) for agricultural research and development (R&D) investments and activities. We explored the longitudinal trend of systemness within the networked research relationships in the triple helix (TH) of the university, industry and government (UIG). We collected data from publications in the Science Citation Index (SCI), the Social Sciences Citation Index (SSCI), and the Arts and Humanities Citation Index (A&HCI) to analyze the TH network dynamics. We also performed a scientometrics analysis to quantitatively identify the knowledge and insights of global agricultural innovation structures. These results could be informative for individual countries. Our findings reveal that the global knowledge linkage structures in the agricultural sector that are pertinent to IT fluctuate widely and fail to increase the capacity of agricultural innovation research due to a neglect of the network effects of the TH dynamics of UIG.

  • The concept of Regional Innovation System(RIS) has been developed with the accumulation of empirical research and the reflection on the political and economic environments. It is widely used as a nonnative concept to tackle the problem of regional disparities by enhancing regional innovative development. However, it seems that there is a gap between the theoretical framework of RIS and its actual application in reality. This paper attempts to extend our knowledge about RIS with critical viewpoint. It tries to unravel some values that RIS implies and its theoretical limitations, which were found through the evolution of RIS such as its theoretical roots, the development of its research and policy; and an example of its building in practice.
