Current Status and Future Prospect of Organic Farming in 25 European Countries with Special Reference to Increasing Number of Organic Farms and Financial Support Policy (유럽 25개국의 유기농업 현황과 전망 -유기농장의 재정보조 정책을 중심으로-)

  • The number of organic farms are increasing in European countries during last 10 years. Most European governments are giving subsidies for organic farmers as well as converting organic farms from conventional farming method. The price level of most organic products are higher than price level of conventional products in general. However, there are certainly some market demand problems in organic products in some countries. Organic farms will be increased in 2005 and 2010 for 10∼20% of the total agricultural area in some European countries. Government subsidy payment is also increasing. Therefore, many farmers are going to change into organic farming method from conventional farming. However, there will be certainly some market demand problems in future because of national economic growth problems. At the same time, the quality of soil can be improved and status of health of urban consumers should be improved by consuming organic products.

  • In this study, medium capacity EHP and GHP for air-conditioning a building with a floor area of $1,200\;m^2$ are compared economically. To consider all the factors of initial and operation costs effectively, an annual equal payment method is proposed. For the initial cost, equipment, construction, installation, electric facility, financial subsidy and tax cut are considered. Basic electricity, energy(electricity and gas), space charge, labor, insurance and repair are considered for the operation cost. Under the assumptions made in this study, overall cost of EHP is less than that of GHP. However, different outcome may result if different assumptions are made. This study is useful for performing an economic evaluation of various air-conditioning systems.

A Study on the Minimun Farm Size of the Greenhouse Vegetable Cooperatives (완전협업을 위한 시설채소 영농조합의 최저규모)

  • This paper is aims at identifying the minimum farm size of the greenhouse vegetable cooperatives. Farm cooperative is one of the institutional measurments for the seeking of economy of scale which could not be found in family farm. In this paper 5 cooperatives and 5 farmhouseholds which have been managed vegetable greenhouse were surveyed. The results are as follows; First, cooperatives had 29.3% less on the fixed costs, and received 43% more on prices than general vegetable farmhouseholds. This means that the cooperatives have economy of scale. Second, to establish full organized coopratives, cooperative sizes must be more than 4,582 pyung, considering the government target which will be loaned 80% goverment loan of total facility costs with no subsidy.

  • This study aimed at examining the investment and economic analysis of greenhouse horticultural project area by governmental subsidy project. There were only 5 project areas that economic efficiency of investment is recognized in 30 project area in Kyungsangnam-do. And there are 7 project areas to gain farm firm revenue. These were possible area to develop to farm firm. There are 4 project areas to gain farm firm revenue in 18 project areas of glass greenhouse area, and 8 project areas to gain farm firm revenue in 12 project areas-vinyl greenhouse area. The rate of return of the fixed capital is higher in the vinyl greenhouse area than in the glass greenhouse area by type of greenhouse. There were cultivated tomatoes, cucumbers, peppers, etc. in the greenhouse area. The investment efficiency of the fixed capital is higher in cucumber and pepper than in other vegetables. Flowers a re lower than the vegetable in investment efficiency.

  • Nowadays the concern about development and diffusion strategies of new & renewable energy and its technologies is getting higher globally as Kyoto Protocol has taken effect this year and oil has been rising in price tremendously. Developed countries have already commenced the study and research for this problem and are looking for various solutions. In this paper, R&D environments and diffusion status solar thermal energy in the United States are analyzed and the probability of application into Korea case is observed. To achieve this observation, correlations between US case and Korea case is estimated and the variation of duration and amounts in R&D and the R&D contribution to national economic growth are considered.

Crop Science Approaches to Alleviate the Food Security Concerns in Korea

  • Unstable crop production and distribution affected by climate change and COVID-19 pandemic has raised the food security concerns worldwide. In particular, Russia's invasion to Ukraine has blocked the grain trade such as wheat and com to importing countries, which has aggravated the situation. Korea has relied on foreign imports for about 80% of domestic grain demand, raising great concerns on food security. Considering situations related to Korea's food security, some points in view of a crop scientist are suggested and discussed as follows; 1) Domestic production of major grain crops should be increased through encouraging farmers by appropriate governmental subsidy programs 2) International corporation should be strengthened and diversified for sustainable overseas agricultural development and for stable import even in case of food crisis and emergency. 3) Self-sufficiency target should be specified by law so that more budget investments could be put to alleviate the food security concerns. 4) Technologies for climate smart agriculture and for competitive agricultural products should be developed aided by social and governmental support.

The Effectiveness and Proposal of Agri-Food Export Subsidies in GyeongBuk (경상북도 농산물 수출지원정책의 효과와 과제)

  • This paper examines the effects of export subsidies on agricultural food exports, focusing on a case of Gyeongsangbuk-do. Using monthly data of agricultural food exports during 2007-2020 and the GLS regression analysis, we test the hypothesis whether the export subsidies would increase the exports of four major agri-food categories with three digit codes of HS such as fruits, vegetables, flowers, and mushrooms. Evidence shows that the export subsidies had statistically significant impacts on the agri-food exports except flowers. In order to test the robustness of the analysis, the agri-food export subsidies are reclassified into four sub-subsidy policies, and the analysis re-examines the effects of the sub-subsidies on agri-food exports. It shows that export policies for production stabilization, logistics, and overseas marketing promote the exports of agri-foods significantly. Alternative export policies are drawn in this study since the existing subsidies conflict with the WTO agricultural agreement.

  • Unmanned Aerial Vehicle (UAV) has several advantages over conventional remote sensing techniques. They can acquire high-resolution images quickly and repeatedly. And with a comparatively lower flight altitude, they can obtain good quality images even in cloudy weather. In this paper, we discussed the state-of-the-art of the domestic and international use of UAV in agricultural sector as well as assessed its utilization and applicability for agricultural environment in Korea. Association of robotic, computer vision and geomatic technologies have established a new paradigm of low-altitude aerial remote sensing that has now been receiving attention from researchers all over the world. In a field study, it has been found that use of UAV imagery in an agricultural subsidy program can reduce the farmers' complain and provide objective evidence. UAV high resolution photography can also be helpful in monitoring the disposal zone for animal carcasses. Due to its expeditiousness and accuracy, UAV imagery can be a very useful tool to evaluate the damage in case of an agricultural disaster for both parties insurance companies and the farmers. Also high spatial and temporal resolution in UAV system can increase the prediction accuracy which in turn help to maintain the agricultural supply and demand chain.

  • The demand and installation for photovoltaic system(namely, PV) has grown steadily in Korea. However, the PV system has a various economic viability according to the PV system characteristic variables such as inverter efficiency, miscellaneous power conditioning losses, azimuth and slope of PV array, PV tracking mode, and so on. The other variables are the monthly consumed electric energy and economic related factor such as initial cost, government subsidy, maintenance cost, inflation rate, energy cost escalation rate, discount rate, etc. Therefore, this study is to present economic evaluation of PV system with those concerned factors by calculating internal rate of return, year-to-positive cash flow and net present value indices.

  • In 1997, Korean IT enterprises were 9,000 in numbers and Gross Domestic Product (GDP) took 8.6%, and IT industry employed 400,000 persons. In 2002, it has increased : 21,000 companies, 14.9% of GDP, and 500,000 employees. National policy have diverse programs to the IT industry sector. Ministry of (MOC or MIC) have invested the R&D Program since late 1980. National subsidizes have been provided directly or indirectly to the programs. Direct subsidizes policy conflicts to the principle of the free competition market but it's very powerful to the IT organization (such as institutes, colleges, and companies) for the IT industry. This paper analyzes the national R&D subsidy systems and suggests the advanced systems.
