State information policy is an important component of foreign and domestic policy of the country and covers all spheres of society. The rapid development of the information sphere is accompanied by the emergence of fundamentally new threats to the interests of the individual, society, state and its national security. The article considers the components of the state information policy to ensure information security of the country and identifies the main activities of public authorities in this area. Internal and external information threats to the national security of Ukraine and ways to guarantee the information security of the country are analyzed. Information security is seen as a component of national security, as well as a global problem of information protection, information space, information sovereignty of the country and information support of government decisions. Approaches to ensure the process of continuity of the information security system of the state in order to monitor new threats, identify risks and levels of their intensity are proposed.

The article reveals the essence of the concept of "pedagogical innovation" and identifies trends in the development of a modern educational institution. The article defines the organizational conditions for effective management, the actions of the team to implement the concept of marketing management using the tools of pedagogical and strategic management. The theoretical analysis and synthesis of prospects for the development of distance learning in Ukraine, the main topical problems of distance education in Ukraine are considered, the main factors that hinder the introduction of distance learning are analyzed, to pay attention to the need to increase the level of computer literacy among Ukrainian educators and the formation of modern methodology of distance learning, in particular, a single, systematic, national approach of organization, coordination and control in this area. The National Agency for Quality Assurance in Higher Education plays a crucial role in education in Ukraine, as an independent entity creates and ensures quality standards of higher education, which allow to properly implement the educational policy of the state, develop the economy and society as a whole. The purpose of the article: to reveal the crucial role of the National Agency for Quality Assurance in Higher Education to create quality management of higher education institutions, to show its mechanism as an independent entity that creates and ensures quality standards of higher education. and society as a whole. The mission of the National Agency for Quality Assurance in Higher Education is to become a catalyst for positive changes in higher education and the formation of a culture of its quality. The strategic goals of the National Agency are implemented in three main areas: the quality of educational services, recognition of the quality of scientific results, ensuring the systemic impact of the National Agency. The National Agency for Quality Assurance in Higher Education exercises various powers, which can be divided into: regulatory, analytical, accreditation, control, communication. The effectiveness of the work of the National Agency for Quality Assurance in Higher Education for 2020 has been proved. The results of a survey conducted by 183 higher education institutions of Ukraine conducted by the National Agency for Quality Assurance in Higher Education are shown. Emphasis was placed on the development of "Recommendations of the National Agency for Quality Assurance in Higher Education regarding the introduction of an internal quality assurance system." The international activity and international recognition of the National Agency for Quality Assurance in Higher Education are shown.

Electronic educational environments in the conditions of quarantine restrictions of COVID-19 have become a common phenomenon for the organization of distance educational activities. Under the conditions of Russian aggression, Ukrainian proof of their use is unique. The purpose of the article is to analyze the role of electronic educational environments in the process of training applicants for higher education in Ukraine in the realities of a large-scale war. General scientific methods (analysis, synthesis, deduction, and induction) and special pedagogical prognostic methods, modeling, and SWOT analysis methods were used. In the results, the general properties of the Internet educational platforms common in Ukraine, the peculiarities of using the Moodle and Prometheus platforms, and an approximate model of the electronic learning environment were discussed. The reasons for the popularity of Moodle among Ukrainian universities are analyzed, but vulnerable elements related to security are emphasized. It was also determined that the high cost of Prometheus software and less functionality made this learning environment less relevant. The conclusions state that the military actions drew the attention of universities in Ukraine to the formation of their own educational platforms. This is especially relevant for technical and military institutions of higher education.

An essential area is the creation of a single digital market between the EU and Ukraine through information technology. Purpose: to investigate and analyze civil law relations in the field of adaptation of Ukrainian civil law to civil law regulations of the EU. The object of research: Ukrainian civil law and civil law of the EU. The subject of the study is civil law in the context of adaptation of civil law to the legislation of the EU. The following methods of scientific cognition were used during the research: semantic, historical, comparison, analysis and synthesis, generalization. The results of the study show that the harmonization of the legal system of Ukraine with EU law is caused by several goals: successful integration of Ukraine into the EU, legal reforms based on the positive example of EU countries, promoting access of Ukrainian enterprises to the EU market; attracting foreign investment, increasing the welfare of Ukrainian citizens. The adaptation includes three stages, the final of which is the preparation of an expanded program of harmonization of Ukrainian legislation with EU legislation. In the process of adaptation, it is important to take into account the legal history, tradition, features and mentality of Ukraine and before borrowing legal structures to analyze the feasibility of their application in the Ukrainian legal field.

The study develops methodological aspects for modeling the determining impact of modernization on the enterprise's economic security in development competitive conditions using the model of speed, stability and spaciousness of modernization. Modeling the determining impact of modernization on the enterprise's economic security in a competitive conditions involves: firstly, the formation of estimated modeling indicators in accordance with the speed, stability and spaciousness of the enterprise's modernization; secondly, establishing the weight of indicators in the assessment system using the tools of cognitive judgment; thirdly, the establishment of reference values of sound evaluation indicators; fourthly, the calculations of the integrated impact assessment of the modernization's determining impact modeling on the enterprise's ensuring economic security in a competitive conditions; fifthly, conducting calculations and analytical summarization of the results. To determine a comprehensive integrated indicator of the modernization changes impact on the competitiveness and economic security of enterprises, we use the correlation method of the calculated value with the reference value, as well as use weights for groups of calculations. Approbation of modeling of determining influence of modernization on maintenance of economic safety of the enterprise in competitive conditions of development by authors was carried out concerning such enterprises, as: JSC "Ukrzaliznytsia", SE "Ukraerorukh", SE IA "Boryspil", SE "Ukrposhta", KP "Kyivpastrans".

Ukraine has a significant in quantity and unique in quality parameters, in particular, the level of education, a resource - the labor force, which, along with natural resources, can serve as the basis for economic growth and the achievement of sustainable development goals. The study is aimed at a thorough identification of the main factors influencing the formation and use of the labor force in Ukraine, including by comparing with the indicators of the EU countries, before the start of the active phase of military aggression by the Russian Federation. It was found that until February 24, 2022, there were negative trends in the change in the quantitative and qualitative indicators of the labor force due to the demographic crisis, the transformation of the national economy and shortcomings in state regulation of labor market development processes. The military actions not only exacerbated pre-existing problems, but also led to the emergence of new ones. A significant number of refugees and internally displaced persons, with the termination of the activities of half of the economic entities, provoked a sharp increase in real unemployment and a decrease in wages. The specific problem of the labor market of Ukraine - the "labor crisis", which has and will have a significant impact on the labor force, is carefully considered.

The main purpose of the study is to analyze the information aspects of the impact of COVID-19 on the labor market in the EU and Ukraine. In addition to studying the key parameters of changes in the labor market under the influence of COVID-19, i.e. the unemployment rate and the share of the employed population, a thorough study of gender equality, labor migration and the impact on youth made it possible to characterize the effectiveness of the policy of stabilization and restoration of the labor market in the EU and Ukraine. The results obtained form the necessary information basis for modeling labor market regulation in the event of possible subsequent disturbances, in particular under the influence of global pandemics.
