The purpose of the article is to analyze students' self-assessment of the level of soft skills development and the prospects for its improvement in a pandemic. For an adequate and objective study of the stated issues, comparative analysis was most often used. For this purpose, theoretical studies of national and foreign experts were analyzed, which included specific sociological surveys. Prospects for further work are assumed in a detailed study of the factors, conditions and mechanisms for the formation and development of soft skills in students of natural, engineering and technological, medical, social and humanitarian specialties.

The article clarifies and divorces the concepts of distance learning systems "distance learning", "distance education", "distance technologies", "open education". The central concept of the DO system is "distance learning"; - an assessment of the use of distance technologies in the system of higher professional education in Ukraine was carried out, which showed that the dominant teaching technology at the moment is the technology of teaching using cases (case technology on paper and electronic media). It is determined that distance technologies based on the active use of technical teaching aids (network technologies, telecommunication technologies) find little use in the system of higher professional education in Ukraine.

The main purpose of the article is to study the features of innovation and project management. The rapid growth of scientific and technological progress in our time is leading to such profound changes that a passive, slow response to the development of science and technology leads to a growing backlog. The article defines the hypothesis of the research, it is an assumption that the process of forming ICT competence will be effective if: theoretically substantiated, developed and practically implemented a structural and functional model for the formation of ICT competence, taking into account interdisciplinary integration, the pedagogical conditions that contribute to the formation of ICT competence have been determined: interdisciplinary integration as the basis for building an interdisciplinary course, the content of which is aimed at the formation of ICT competence.

The article is timed to coincide with the thirtieth anniversary of Ukraine's independence. Based on the generalization of fundamental and applied studies of scientists, the author's vision of such category as the gender parity is conceptualized. Based on the analysis of historical events related to the development of the state, the formation of cultural and social values in determining the gender identity of modern society is substantiated. Based on the analysis of literary and regulatory sources, the structure of the state administration of Ukraine is visualized, which has become the basis for the diagnosis of gender aspects. Based on the analysis, the problems of gender parity in the public administration system of Ukraine are identified.

The article is devoted to the study of the features of administrative liability for offenses in the informational sphere, the definition of the concept and features. Based on the examples of implementation of instruments of European legislation into the national legal system and examples of national legal practice, the authors have identified the features of informational and legal sanctions aimed at restricting the rights of access of subjects to information, prohibiting them to disseminate certain information, restricting the rights to disseminate certain information, and suspending informational activities. It has been substantiated that the administrative liability for informational offenses as a protective legal institution is created to contribute to the solution of such acute problems of legal support of human and society interests in the new informational dimensions.

The sowing campaign is taking place with great difficulty as a result of active military actions in the eastern and southern parts of the country, specializing in the cultivation of grain crops. Seaports are blocked, which creates new threats to global food security. The generalization of analytical data is aimed at characterizing the food security of Ukraine before and during military actions, followed by the designation of possible consequences, including on global food security. The generalizations made prove the need to consolidate the efforts of Ukraine, as one of the world's largest food producers, and international organizations in order to avoid the greatest catastrophe of mankind in its modern history, which will be caused by famine.

우크라이나는 1994년 12월 부다페스트양해각서를 통해서 국가의 주권과 영토보전 및 안전을 보장한다. 서명했던 러시아에 의해 크림반도의 침탈에 이어 2022년 2월 24일 제2의 무력침공을 받았다. 이 두 번째의 침공은 1년 2개월을 초과하는 장기전으로 가고 있다. 동(同)양해각서의 동반서명국인 미국을 향한 호소도 승산 없는 전쟁이 세계대전으로 확대될까 하는 우려로 효과가 없었다. 국가존폐위기를 모면할 수 있었던 것은 젤렌스키 대통령을 위시한 전 국민들의 단결된 결사항전정신 때문이었다. 이 애국적 자조정신이 미국을 위시한 서방의 자유민주주의 세계와 국제사회의 지원을 받게 하였고 그 강도는 날이 갈수록 증대되고 있다. 스스로를 지킨다는 자위(自衛)의지는 외부적 동맹이나 지원을 창출 한다는 것을 보이고 있다. 우크라이나전쟁이 한국에게 주는 교훈은 미래전의 형태로 부각되는 하이브리드전략과 군사적 수단과 비군사적 수단에 대한 동시통합능력을 포괄하는 독자적 국방력의 발전과 자강(自彊)의 의지 및 신뢰를 바탕으로 한 한미동맹 결속의 강화가 핵심이 되어야 함을 시사한다.

The main purpose of the article is to determine the role of the digitalization phenomenon (its positive and negative sides) as a means of anti-corruption policy in the healthcare sector of Ukraine and provide practical recommendations for transforming the domestic healthcare sector based on digitalization through the implementation of organizational and legal measures. The definitions of such concepts as: corruption in the healthcare sector; digitalization; digitalization of the healthcare sector; e-medicine. A typology of reasons for promoting the development of corruption in the healthcare sector of modern Ukraine is given. As a result of the study, a number of scientific tasks were implemented. The negative side of the introduction of digitalization in the healthcare sector has been identified and illustrated. The types of e-services in the healthcare sector are systematized, each of them is characterized and the fundamental directions of their development are indicated. The existing problems of technostress are characterized (techno-overload; techno-invasion; techno-complexity; techno-insecurity; techno-uncertainty). In the context of considering digitalization as a means of anti-corruption policy in the healthcare sector, practical organizational and legal measures are proposed for implementation.
