Ensuring national security in cyberspace is becoming an increasingly important issue, given the growing number of cybercrimes due to adaptation to new security and protection technologies. The purpose of this article is to study the features of counteracting, preventing, and detecting crimes in the virtual space of Ukraine on the example of cases and analysis of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The research methodology is based on the method of analysis and study of cases of crime detection in the virtual environment of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The results show that the consistent development of the legal framework in 2016-2020 and the development of a cyber-defense strategy for 2021-2025 had a positive impact on the institution-building and detection of cybercrime in Ukraine. Establishing cooperation with developed countries (USA) has helped to combat cybercrime by facilitating investigations by US law enforcement agencies. This means that international experience is effective for developing countries as a way to quickly understand the threats and risks of cybercrime. In Ukraine, the main number of incidents concerns the distribution of malicious software in the public sector. In the private sector, cyber police are largely confronted with the misappropriation of citizens' income through Internet technology. The practical value of this study is to systematize the experience of overcoming cybercrime on the example of cases of crime detection in a virtual environment.

Globalization and the development of technology have turned creativity into a necessity. Numerous countries consider creativity to be the major model of economic development. In this era of the knowledge-based economy, creativity is becoming a catalyst for the development of millions of people around the world. Irina Bokova, the former Director General of UNESCO, has stated that the cultural and creative industries have a capital of 2 250 billion US dollars, almost 30 million jobs worldwide in the economies of advanced countries and developing countries (Cultural Times, 2015). The article analyzes the theoretical aspects of the relationship between the right to medical secrecy and the employer's right to receive information on the employee's state of health, resulting in a more complete description of the implementation of the right to medical secrecy and the employer's right to information on the employee's health state and the possibilities of protecting violated rights. The limits of permissible restrictions on the right to secrecy of health in terms of ensuring the person's performance of their job function have been clarified.

Based on the obtained results of the study, the most problematic issues and legal conflicts are identified, which are related to the ratio of norms of domestic and foreign legislation, taking into account the requirements of the Constitution of Ukraine and the provisions of the Law of Ukraine "On international agreements". Along with this, it is stated in this scientific article that there are a number of provisions and examples of positive practice on the specified topic abroad and in international legal acts today, which should be used by Ukraine both in improving legislation on the issues of banking activity and in increasing the level of criminal legal protection of relevant critical infrastructure facilities, especially those that are substantively related to prevention and counteraction of activity, with regard to the legalization (laundering) of criminally obtained funds, financing of terrorism and the financing of the proliferation of weapons of mass destruction, which is quite relevant for our state, given the military conflict that is taking place on its territory in the Donbass. Again, in the same context, the need for more active cooperation between Ukraine and the FATF (international body developing a policy to combat money laundering) has been proven.

Today, in many countries of the world, the problems of forming and implementing anti-corruption policies are among the most pressing, since the scale of the spread of corruption poses a real threat to national security and democratic development. Without a victory over corruption as a system of social relations, any country will never be able to ensure the safety of its citizens, have a high standard of living, build an efficient economy and a democratic state based on the rule of law, protect its sovereignty, and become competitive among the developed countries of the world community. The main purpose of the article is to analyze the key aspects of the anti-corruption policy of ensuring public order in the state security system. The research methodology includes methods for researching aspects of the anti-corruption policy of ensuring public order in the state security system. One of the important areas of state policy in the socio-economic and cultural development of the country is cultural diplomacy. It contributes to the information dissemination about the country, strengthens interstate relations, and forms a positive image. Through cultural diplomacy, we achieve a positive perception of the world community of the country, determined by its place in the modern system of international relations. The aim of the study is a comparative analysis of cultural diplomacy opportunities for sustainable development at different levels of public relations, as well as the impact of cultural diplomacy opportunities on the indicators of the Global Sustainable Competitiveness Index and the Global Sustainable Development Index. Regarding the results of the research on the impact of cultural diplomacy opportunities on the indicators of the Global Index of Sustainable Competitiveness and the Global Index of Sustainable Development, four groups are identified among the countries of the European Union: countries with a very high level of sustainable competitiveness and sustainable development; countries with a high level of sustainable competitiveness and sustainable development; countries with low levels of sustainable competitiveness and sustainable development.

The main purpose of the study is to analyze the main aspects of the impact of military actions on the EU labor market. The research methodology includes modern theoretical methods and methods for analyzing the state of the EU labor market. The war in Ukraine changed not only the economy of one country, but the whole continent. The European Union has very sensitively felt the changes brought about by the military actions on the territory of Ukraine. Military actions on the territory of Ukraine are a destructive factor in the labor market. Today, the main task of economic recovery is to minimize the consequences of humanitarian problems and preserve human potential, which is an important source of business activity. Based on the results of the study, we have identified key aspects of the impact of military actions on the EU labor market.

The article proposes a method of modeling a comprehensive indicator for evaluating the effectiveness of regional management of innovation activity. This will make it possible to assess the effectiveness of personnel, financial and credit and foreign economic activity of the regions from the standpoint of an integrated approach. The article reviews the means of stimulating and motivating to labor intellectualization in diplomatic service employees. The means considered encourage them to raise the effectiveness in achieving goals. Leveling up of intellectual labor of diplomatic services employees, as well as means of motivation of employees are covered in the Law of Ukraine "On Civil Service". The law defines and regulates the conditions for the performance of intellectual labor entrusted to the staff of diplomatic services, namely: defines the direct rights and responsibilities of employees of diplomatic services, protects the interests and assists citizens of Ukraine abroad, meets the needs of all pressing issues and problems for their benefit.

The article identifies areas for effective management of innovative development. The competitiveness of the economy in the context of European integration and economic security is assessed. The level of innovative economy of some countries of the world is analyzed. The issue of attracting foreign investors to stimulate innovative production in Ukraine is raised. It is identified the need for the formation of an updated state policy capable of providing innovative development and improving the competitive position of the state in international rankings. Emphasis is placed on the need to form a critical mass of managers-civil servants capable of developing, implementing and monitoring the policy of innovative development of entrepreneurship.
