This article substantiates the scientific provisions for modelling the level of Ukraine's public financial security taking into account the impact of budget policy, in the process of which identified indicators of budget policy that significantly affect the public financial security and the factors of budget policy based on regression analysis do not interact closely with each other. A seven-factor regression equation is constructed, which is statistically significant, reliable, economically logical, and devoid of autocorrelation. The objective function of maximizing the level of public financial security is constructed and strategic guidelines of budget policy in the context of Ukraine's public financial security are developed, in particular: optimization of the structure of budget revenues through the expansion of the resource base; reduction of the budget deficit while ensuring faster growth rates of state and local budget revenues compared to their expenditures; optimization of debt serviced from the budget through raising funds from the sale of domestic government bonds, mainly on a long-term basis; minimization of budgetary risks and existing threats to the public financial security by ensuring long-term stability of budgets etc.

The article examines the problems of ensuring the effectiveness of the economic security system in the face of increasing competition. The relevance of the study is determined by the intensification of competition between enterprises and the threats arising from this phenomenon. The methodological basis is the methods used: analysis and synthesis - to identify the main trends in the development of tools for economic security of the enterprise; systematization - to highlight the main characteristics of the economic security of the enterprise in the intensification of competition; generalization - to form the general conclusions of the study. The purpose of scientific research is to substantiate the feasibility of using the tools of the economic security system to increase its efficiency in the face of intensifying competition. The main components of the economic security system of the enterprise, which have the greatest impact on the formation of an effective level of economic security. The defining characteristics of the system of economic security of the enterprise are investigated. Special characteristics of the economic security system of the enterprise are considered. The offered directions of tools of maintenance of system of economic safety of the enterprise in competitive conditions: objective, subjective external, subjective internal. For each area, specific tools for ensuring the system of economic security, which affect its efficiency, have been identified.

This research deals with the PLAN's capabilities and its implication for regional security, and suggests some measures for maritime security cooperation among regional states. China has began to focus its national strategy more on 'rising as a new maritime power' since the 18th Party Convention in November 2012. Chinese new strategy aims at building a strong navy, contributing economic prosperity and national security, and thus elevating its prestige in international society. Most of all, building a strong navy is the foremost task at this time, and that is why the PLAN has the priority for military modernization. Chinese new maritime strategy could cause naval arms race in East Asia and aggravate maritime territorial disputes among concerned parties. It is the time for regional states to discuss some measures to build confidence, such as arms control of naval weapons, establishment of multilateral maritime security mechanism, and foundation of regional security regime, thus enhancing regional maritime cooperation.

Along with the development of IOT, the number of people using IOT devices has enormously increased and the IOT era has come. Especially, people using the IP cameras among Internet devices have been drastically increasing. It is because the IP cameras are well networked and comparatively cheap compared with CCTVs, and they can also be monitored and controlled in real time through PCs and smart phones for the purposes of general theft prevention and shop surveillance. However, due to the user's serious lack of security awareness and the fact that anyone can easily hack only with simple hacking tools and hacking sites information, security crimes that exploit those have been increasing as well. Therefore, this paper describes how easily the IP cameras can be hacked in the era of IOT, what kind of security incidents occurred, and also suggests possible government measures and new technical solutions to those problems.

순환 법 격자는 NTRU 공개키 암호의 분석에서 처음으로 소개되었다. 본 논문에서는 순환 법 격자에 대한 세가지 추정 후 축소 기법을 제안하고, NTRU의 상용 시스템에 적용하여 본다. 현재까지는 이러한 기법들이 NTRU의 안전성에 심각한 영향을 주지 않는 것으로 보인다. 그러나, 본 논문에서 제시한 방법은 개선의 여지가 많이 있고, 순환법 격자와 관련된 암호 시스템들의 안전성을 더욱 엄밀히 분석하는데 활용될 것으로 기대된다.

The main purpose of the study is to determine the key aspects of the mechanisms of state management of the exchange of information about cyberattacks, cyber incidents, and information security incidents. The methodology includes a set of theoretical methods. Modern government, on the one hand, must take into account the emergence of such a new weapon as cyber, which can break various information systems, can be used in hybrid wars, influence political events, pose a threat to the national security of any state. As a result of the study, key elements of the mechanisms of state management of the exchange of information about cyberattacks, cyber incidents, and information security incidents were identified.

4차 산업혁명으로 인하여, 스마트홈과 같은 IT 기술이 융합된 시스템이 등장하였지만, 이러한 시스템으로 인한 사생활 침해와 같은 보안사고가 증가하였다. 이와 같은 보안사고에 대응하기 위하여, 스마트홈을 구성하는 다양한 기기에 대한 보안위협을 분석하고, 이러한 보안위협을 해결하기 위한 새로운 보안 요구사항이 필요하다. 따라서 본 논문에서는 스마트홈을 구성하는 대표적인 기기 중 하나인 월패드를 대상으로, 기술적 및 정책적인 측면에서의 보안 위협을 분석하고, 이를 해결하는 보안 요구사항을 제안한다. 본 논문의 결과를 통하여, 제안한 요구사항을 기반으로, 안전성이 향상된 월패드를 설계하여 구성할 수 있을 것으로 사료된다.

특수경비원들의 이직의도는 국가안보와 관련된 산업과 시설들의 안전에 직 간접적인 문제를 일으킬 수 있다. 이는 이들의 높은 이직의도가 관련 산업에 새로운 고용 및 훈련 등을 통한 비용의 손실을 가져오는 측면뿐만 아니라 국가기간시설들에 대한 경비를 담당하고 있는 경우, 국가의 안보와 국민의 안전을 위협할 수 있는 요인이 될 수 있기 때문이다. 따라서 이 연구는 공항의 보안 및 안전과 치안을 담당하는 198여명의 신입특수경비원들을 대상으로 그들의 이직의도와 이에 영향을 미치는 요인에 대해 연구하였다. 이 연구의 목적은 이들의 이직의도에 영향을 미치는 요인을 파악하는 데 있다. 보다 구체적으로 국가안보의식, 직업만족도, 그리고 직업몰입도가 이들의 이직의도에 어떠한 영향을 미치고 있는지를 분석하고자 하였다. 연구분석 결과, 특수경비요원들의 국가안보의식과 직업만족도 그리고 직업몰입도는 이들의 이직의도에 직접적인 영향을 미치는 것으로 나타났다. 그리고 직업만족도와 국가안보의식은 직업몰입도에 의해서 중재되어 간접적인 영향을 또한 미치는 것으로 나타났다. 그러나 이 연구에서는 일반적으로 이직의도와 관련된 것으로 알려졌던 성별, 나이, 그리고 교육의 정도는 유의미한 관련요인이 아닌 것으로 밝혀졌다. 이 연구의 결과를 통한 정책적 함의와 이 연구의 공헌점이 결론과 논의 부분에서 논의되었다.

새로운 정보통신기술 변화에 따른 신규 보안위협의 등장, 사이버 공격의 증가, 국내외 정보보안 관련 법규 제정 및 시행 강화 등 제반 환경 변화에 따라 정보보안에 대한 대응방법의 변화를 요구하고 있다. 본 논문에서는 디지털 경제주체로서 정부, 기업/산업, 개인, 환경 등 네 가지 측면에서 국가 정보보안을 위해 해결해야 할 이슈를 도출하고 해결방안을 제시하였다. 구체적으로 국가 정보보안 거버넌스 체계 개선 방안, 정보보안 산업 육성 및 기업보안 수준 제고 방안, 정보보안 전문인력 양성 방안, 정보보안 법 제도 정비 및 문화 형성 등 네 가지 관점에서 현황 및 문제점 분석과 주요 이슈 해결을 위한 정책 방안을 제시하였다.

e-Business in healthcare sector has been called e-Health, which is evolving into u-Health with advances of ubiquitous technologies. Seamless information sharing among health organizations is being discussed in many nations including USA, UK, Australia and Korea. Efforts for establishing the electronic health record (EHR) system and a nation-wide information sharing environment are called NHII (National Health Information Infrastructure) initiatives. With the advent of u-Health and progress of health information systems, information security issues in healthcare sector have become a very significant problem. In this paper, we analyze several issues on health information security occurring in u-Health environment and develop an information security standard for protecting health information. It is expected that the standard proposed in this work could be established as a national standard after sufficient reviews by information security experts, stakeholders in healthcare sector, and health professionals. Health organizations can establish comprehensive information security systems and protect health information more effectively using the standard. The result of this paper also contributes to relieving worries about privacy and security of individually identifiable health information brought by NHII implementation and u-Health systems.
