A study on the Possibility of Utilizing and Management Course Assessment type of National Technical Qualification at Industrial Secondary Vocational High Schools (공업계열 직업계고에서의 과정평가형 자격 도입 가능성 및 운영 방안 연구)

  • The purpose of this research was to draw implications for preparing utilizing and management course assessment type of national technical qualification based on the awareness of teachers in industrial secondary vocational high schools. To achieve it, this researcher analyzed the awareness about management course assessment type of national technical qualification of teachers at industrial secondary vocational high schools and analyze possibility to introduce course assessment qualification, degree of agreement for expected effects, and importance and necessity for the matters to be considered when introducing management course assessment qualification. Concrete results of this research are as follows. First, the degree of understanding management course assessment type of national technical qualification at industrial secondary vocational high schools was common, but the degree of agreement for introducing goal, purpose, and necessities was low. Second, for the expected effects to be obtained when acquiring course assessment qualifications, there were acquisition of qualification at the same time of education, suggestion of studying goal from an angle of concrete and significant performance, systematic education based on NCS, possibility to develop and form training career, and possibility to acquire industrial field-centered knowledge and technology in order. Third, to draw priority of each item to be considered when introducing course assessment type of national technical qualification at industrial secondary vocational high schools, the importance and necessities were analyzed. As a result, for the sectors whose requirements are more than average, there were flexibility of course assessment type qualification classes, preparation of proper measure by NCS revision, relief of edited classes of necessity ability unit, etc.

  • This paper describes a research for improvement official approval of information processing in national technical qualification. In this paper, we analysis the contents of current exams and propose the new evaluation method of practical exam in information processing fields through grafting new trends of ICT and ability unit, fulfillment criteria in national competency standards(NCS). Also, we have verified the effect of exam through the pilot test. In the future, we will apply the new exams after the revision of guidelines for marking questions by expert group in its duty fields basis on this research

  • The study reviewed the properness of a present job field with 26 items so that the classification system of the national technical qualification can meet the needs of the industrial structure and the technical changes of the 21st century. In addition, it aimed not only to improve the efficiency and effectiveness of the management and operation of the national technical qualification system but to design a new classification system of the job field to stimulate qualification holders' employment. For the purpose of this study, materials and data relevant to the national technical qualification system were comprehensively collected and analyzed. Besides, a new job field with 13 job items was proposed in this study on a basis of the collective advice of experts on the properness of the job field in the national technical qualification system.

  • In this paper, we analyzed the revised guidance on electromagnetic (EM) interference qualification of Regulatory Guide 1.180 (Revision 2), which is published by the U.S. Nuclear Regulatory Commission for electromagnetic compatibility qualification for nuclear safety, by comparing it with that of the previous version. We confirmed that the test methods and the acceptance criteria of both CE101 and CE102 tests for conductive emission and RE102 test for radiating emission are changed in the recently revised Regulatory Guide 1.180 (Revision 2). Furthermore, we found that the revised Regulatory Guide 1.180 provides flexibility in the use of alternative methods for EM interference (EMI) qualification, in that a mix of the various base-standards is technically allowed. In addition, the primary revision of the updated Regulatory. Guide 1.180 is that MIL-STD-461G is to be adopted as the latest base-standard, instead of MIL-STD-461E. To evaluate the influence on EMI qualification for nuclear safety due to the endorsement of MIL-STD-461G, we thoroughly analyzed the modifications in the acceptance criteria and test methods for EMI qualification, and then validated the analyzed effect on the EMI qualification, which is caused by the revision of MIL-STD-461, by performing electromagnetic simulation for equipment under RE102 test.

  • Due to developments in information technology and ensuing changes in the concept of time and space, the significance of national boundaries has been weakened, bringing to attention the heightened competition among nations. In order to respond to these transformations, the Korean government is increasing its efforts to raise the authenticity of the National Technology Qualification System(NTQS) by closely linking NTQS testing method and procedure to practical knowledge and skills in the industry field. This initiative is based on the recognition that the human resources development is a crucial factor in determining a nation's competitiveness. This study aimed, first of all, to diagnose the problems directly and indirectly affecting the testing method in the current NTQS. And then, differentiated solutions according to grade and improvements in the testing infrastructure were suggested. The ultimate purpose was to provide a blueprint for enhancing national competitiveness through increased authenticity and efficiency of the NTQS. Research methods applied during this study include: the collection and review of qualification-related literature; a series of conferences with leading experts; interviews with vocational educators and researchers from qualification-related institutes; a survey of national qualification holders from a variety of professions and industries; and participatory observation at qualification exam centers. An Analytical Study on Feasibility of NCS Level of Qualification Redesign Categories in 7 Major Areas (7대 분야 자격재설계 종목의 NCS 수준의 타당성 분석연구)

  • New occupational qualification system built on NCS(National Competency Standard) aimed to induce industries, the final appliers of qualification, to play a leading role in designing qualification and to spontaneously apply such qualification standard to employment and promotion so as to reinforce universality of qualification. In this study, we verified the validity of NCS level of qualification categories for 130 occupational fields by redesigning NCS-based new occupational qualification system with a focus on 7 major areas, including mechanical field, which were found to have wide-ranging social ripple effect throughout society and high acceptability in 2014. The results of study on suitability at qualification level suggested the followings: First, there is a difference in number of competency units for each qualification category, depending on area. New qualification covering 7 major areas included 15.3 competency units for each qualification category, which exceeds the number of competency units(about 10 units) in subdivided NCS. By field, some difference was found with 7.9 competency units for cultural field and 22.6 competency units for information and communication area. Second, preference above normal level was observed in the criteria, procedure and method for determining qualification redesigning. However, preference below normal level was exhibited in connection with possibility of linkage with overseas qualifications, although preference was above normal level in relation to the suitability of design/qualification level and qualification categories based on lifelong career development path within scope of NCS as the criteria for determining the redesign of qualification categories. Second, we compared NCS level and SC(Sector Council level, and the results showed that NCS level was found to be somewhat well-defined. For the qualifications with different definitions, it was deemed difficult to determine superiority between NCS level and SC level. However, majority opinion indicated that it would be desirable to follow NCS level because NCS was created through collection of opinions for a prolonged period.

  • The domestic professional engineer qualification system has been changed after the enactment of the law in 1963. However, the domestic professional engineers have been unaccepted and unrecognized internationally. In addition, the domestic professional engineer system is operated in accordance with the individual laws of each ministry, but the official qualification examination is conducted by the Human Resource Development Service of Korea. Thus, the domestic professional engineer system has many problems in system itself and operating. In this research, we compare the domestic qualification system with the systems of other foreign countries, and propose how to improve the qualification system. This study limits the scope to the qualification examination for P·E. We suggest 3 ways to improve the qaulification examination; (1) The structure of the qualifications, (2) The testing method, and (3) The unification of the qualification system and operation.

Implementation Plans for the Korean Certified Tumor Registrar Qualification System

  • Background: Cancer registration data is used to understand the nation's cancer burden, and to provide significant baseline data for cancer control efforts, as well as, research on cancer incidence, mortality, survival, and prevalence. A system that approves, assesses, and manages the qualification of specialists, responsible for performing cancer registration, has not been developed in Korea. This study presents ways to implement a certification system designed for the qualification of tumor registrars in Korea. Materials and Methods: Requirements for implementing a certified tumor registrar qualification system were determined by reviewing the system for establishing qualifications in Korea and the American qualification system via the National Cancer Registrars Association (NCRA). Moreover, a survey was conducted on Korean medical records administrators, who had taken the U.S. Certified Tumor Registrar (CTR) examination, in order to review their opinions regarding these requirements. Results: This study verified the feasibility of a qualification examination based on the opinions of CTR specialists by determining the following: items, and the associated ratings, of the qualifications necessary to register individuals as certified tumor registrars in a private qualification system; status of human resources required for the examination or training processes; plans regarding the organization needed for management, and operation of qualifications, examination standards, subject areas, examination methods, examination qualifications, or education and training programs. Conclusions: The implementation of a certified tumor registrar qualification system will lead to enhanced job competency for specialists and a qualitative improvement of cancer registration data. It will also reliably foster human resources that will lay the groundwork needed to establish scientific and reasonable national cancer management policies.

  • When certificates of qualification relating to computer have shown up like dam water and meeting the age of office automation (OA) utilizing computer throughout the community, and at the point of time when the promotion of efficiency of duty is attempted by utilizing internet, the improvement plans should be groped for to expect to cultivate the national industrial manpower efficiently and by easily approaching the related OA certificates of qualification related to computer so that everyone can acauire the additional points for recognition of credit, entering company and promotion by the dimension of public trust, recognition degree, practial using level in actual affairs, reliability of problems and after manpower management of the certificates of qualification less expensively and saving time. the concrete plans are as follows: First, in the standard of making questions for the examination of 'Computer Utilizing Ability' executed by the chamber of commerce and Industry, there is the independent examination, but by inserting the presentation portion in the higher grade and middle grade, it should be contributed to improve office efficiency both in mane and reality. Second, though the internet retriever's examination is executed by the nongovernment specialized examination, since it is actually widely utilized in the office activities due to universality of using internet, it is now the time to newly establish and accommodate it as the national examination of 'internet Utilizing Ability', not the interest specialized retriever. Third, the applicants, shall take examination for the nongoverment certificate of qualification or enterprise's certificate of qualification at the date and place designated by the applicant, but there are much restrictions for the national certificate of qualification, so the date of examination shall be decided flexibly and efficiently to give chances to students by adjusting to the semesters of the students. Fourth, in this rapidly changing age of the informationalization community, the acquisition of the certificates of qualification through the university and the designated and entrusted educational institutes should be increased the proportion of activation to become officially recognized, and the extent of special treatment for obtainers of the certificate of qualification should be expanded to equip manpower competitive power in the age of informationalization.
