건강보험가입자의 의료급여 자격변동에 따른 의료이용행태 변화 연구 (The Effect of Converting Health Insurance Qualification on Medical Use)

  • Background: The purpose of this study is to analyze whether there is a change in patterns of medical use among those likely to be converted their health insurance qualifications when the family support rule is alleviated. There is no empirical analysis that converting health insurance qualification will affect the increase in medical use. Methods: For analysis, data were extracted from the national health insurance eligibility and medical care database. To identify analysis targets similar to that of medical aids' characteristics among health insurance coverage, we compared income, property level, and medical use patterns through basic statistical analysis and used a difference-in-difference (DID) analysis to estimate the net effect of changes in medical use following the change of qualifications. Results: The main results are as follows. The results show that those who are under the 5% income group (1st income group) of health insurance coverage are the most similar to the medical aids group. DID analysis shows that changes in the medical use of people who maintain their national insurance qualification and who are not. As a results, the number of hospitalized days of converting group was reduced by 3.5 days while outpatient days were increased by 1.8 days. Conclusion: As a result, there was not much difference in the patterns of medical use for the under 5% income group who are likely to be eligible for expanded medical aids when the family support rule is alleviated. In addition, more than 30% of them are in arrears with their health insurance premiums, causing inconvenience in using medical services. These findings suggest the need of abolishing the criteria obligated to support family, and great efforts should be made to contribute to non-paid poor and remove their medical blind spot.

미용계열학과 국가역량체계(NQF) 현황분석과 개선방안 (An Analysis and Reformation of National Qualification Framework in Beauty Art-related Departments)

  • 국내 미용계열학과 국가자격체계(NQF)의 개선안 마련을 위해 해외 국가별 자격체계 분석 자료를 바탕으로 미용계열학과 국가자격체계의 현황을 분석하였다. 대부분의 국 내외 자격수준체계는 Level 8을 도입 또는 시행, 수정 중에 있다. 미용계열의 자격체계 개선을 위해 고등학교부터 석 박사과정까지 미용계열 학과의 각 교육과정에 준하는 자격증과 자격명칭의 개발과 더불어 미용계열에는 없는 산업기사 및 피부 네일 메이크업과정을 위한 기능장 자격증이 신설되어야 한다고 사료되며 본 연구를 통해 미용교육과정과 연계하여 자격을 취득하여 능력이 존중받는 현장중심 교육과정을 위한 기초자료로 삼고자하였다.

Qualification Test of ROCSAT -2 Image Processing System

  • ROCSAT-2 mission is to daily image over Taiwan and the surrounding area for disaster monitoring, land use, and ocean surveillance during the 5-year mission lifetime. The satellite will be launched in December 2003 into its mission orbit, which is selected as a 14 rev/day repetitive Sun-synchronous orbit descending over (120 deg E, 24 deg N) and 9:45 a.m. over the equator with the minimum eccentricity. National Space Program Office (NSPO) is developing a ROCSAT-2 Image Processing System (IPS), which aims to provide real-time high quality image data for ROCSAT-2 mission. A simulated ROCSAT-2 image, based on Level 1B QuickBird Data, is generated for IPS verification. The test image is comprised of one panchromatic data and four multispectral data. The qualification process consists of four procedures: (a) QuickBird image processing, (b) generation of simulated ROCSAT-2 image in Generic Raw Level Data (GERALD) format, (c) ROCSAT-2 image processing, and (d) geometric error analysis. QuickBird standard photogrammetric parameters of a camera that models the imaging and optical system is used to calculate the latitude and longitude of each line and sample. The backward (inverse model) approach is applied to find the relationship between geodetic coordinate system (latitude, longitude) and image coordinate system (line, sample). The bilinear resampling method is used to generate the test image. Ground control points are used to evaluate the error for data processing. The data processing contains various coordinate system transformations using attitude quaternion and orbit elements. Through the qualification test process, it is verified that the IPS is capable of handling high-resolution image data with the accuracy of Level 2 processing within 500 m.

호주의 공학기사 양성과정(전문학사, 고급 디플로마)의 성격과 운영 비교 (Comparison of Characteristic and Implementation of Engineers Associate Qualifications(Associate degree and Advanced diploma) in Australia)

  • This paper investigates the characteristics and implementation of associate degree and advanced diploma in Australia, which belong to level 6 in AQF, to gain meaningful implications for engineering associate education in Korea. In Australian Qualification Framework and Engineers Australia's national generic competency standards are regarded as common benchmark for both qualifications. Training packages for advanced diploma were changed according to the subject/and national benchmark. and were developed to meet the needs of technical workers and para-professionals in the engineering field. The author recommends three suggestions from the findings - leadership of ABEEK for making benchmark for associate degree program in engineering in Korea, in which competency-based curriculum is currently being adopted by policy. development of outcomes descriptor of qualification and educational responsibilities.

119구급대원에게 시행한 일개 응급의료정보센터의 직접의료지도에 관한 분석 (Analysis of direct medical control conducted to 119 emergency medical technicians in an emergency medical information center)

  • Purpose : The goal of the present study is to provide the basic information to medical control which is the most important improving factor of pre-hospital medical treatment. Method : A total of 749 records of direct medical control were collected from 119 EMTs in emergency medical information center of Daejeon, Chungcheongnam-do and Chungcheongbuk-do from March 1, 2010 to February 28, 2011. Results : The 119 EMTs should record the level of qualification of EMT and general patient history taking precisely when they receive direct medical controls. The doctors should take medical controls within the task range of qualification of EMTs. Conclusion : It is necessary to establish the guideline of medical direction and protocol of prehospital emergency care. The quality improvement of pre-hospital emergency services will be possible by the guideline and protocol.

  • 배터리팩의 우주용 어플리케이션은 인공위성 및 발사체로서, 인공위성의 동력원 및 발사체의 순간적인 전력공급을 목적으로 한다. 이 때, 어플리케이션의 요구조건(고전압 및 고용량)에 따라 배터리팩은 리튬계열 셀의 직병렬조합으로 구성된다. 결국, 안정적이고 효율적인 배터리팩의 운용을 위해서는 셀의 고도화가 요구되며, 이의 첫걸음은 셀의 인증(qualification)이라 할 수 있다. 그러므로, 본 논문에서는 인공위성 및 발사체에 사용되는 우주용 셀 인증을 소개하고 이의 비교 분석을 실시한다.

Establishment of Aerospace Composite Materials Data Center for Qualification

  • It is well known that the polymer matrix composite materials have good specific strength, making them appropriate for use in transport vehicle. Since the property of composite materials can be obtained only after manufacturing parts, the property depends on greatly on the fabrication process, which is different from metallic system. Therefore, in order to use composite materials for aircraft, the certifying agency requires a robust database with extensive tests and proof of the process unlike metals. Recently developed material qualification methodology by NCAMP (National Center for Advanced Materials Performance) has been accepted by FAA and EASA and can be applied to type certificate reducing time and cost of developing a composite materials database for aircraft application. This paper summarizes a study to establish the composite materials database to apply the NCAMP methodology to composite materials characterization for composite aircraft and to provide the effective materials database through Aerospace Composite Materials Data Center to be approved by Korea Civil Aviation Certification Agency.

3D프린팅전문운용사 및 3D프린터개발산업기사 국가기술 자격종목 개발에 관한 연구 (A Study on the Qualification Development of 3D Printing Operation Expert and 3D Printing Development Specialist)

  • 본 연구는 3D프린팅 산업에서 3D프린팅 운용과 개발에 사용되어지는 전문기술인력을 효과적으로 양성할 수 있는 3D프린팅전문운용사와 3D프린터개발산업기사의 국가기술 자격종목을 개발하고자 하는데 그 목적이 있다. 연구의 목적을 달성하기 위하여 3D프린팅 분야의 국내외 실태 조사, 문헌조사를 통하여 3D프린팅 관련 교육훈련기관 및 검정 수요 예상인력을 파악했으며, 유사자격제도를 분석하였고, 직무분석을 통하여 3D프린팅전문운용사와 3D프린터개발산업기사의 직무 및 교육내용을 분석하였다. 3D프린팅전문운용사의 필기시험은 3D 스캐너, 3D 모델링, 3D프린터 설정, 3D프린터 출력 및 후가공, 3D프린터 교정 및 유지보수 5개 과목과 실기시험의 경우, 3D프린터 작품제작, 3D 모델링, 3D 스캐너, 3D프린터 유지보수 실무 등을 내용으로 검정 방법으로는 작업형이다. 3D프린터개발산업기사의 필기시험은 3D프린터 회로 및 기구, 3D프린터 장치, 3D프린터 프로그램, 3D프린터 교정 및 유지보수 등 4개 과목과 실기시험의 경우, 3D프린터 조립 및 출력점검, CAD 작업, 3D프린터 프로그램, 3D프린터 유지보수 실무 등을 내용으로 검정방법으로는 작업형이다. 또한, 3D프린팅전문운용사와 3D프린터개발산업기사 자격종목 신설에 대한 설문조사를 실시했으며, 3D프린팅전문운용사와 3D프린터개발산업기사 자격종목의 출제기준 및 채점 방법을 제시했고, 필기시험과 실기시험에 대한 모의 검정시험도 실시하였다. 이러한 결과를 토대로 3D프린팅전문운용사와 3D프린터개발산업기사에 대한 교육프로그램을 만들었으며, 자격검정을 실시할 수 있는 출제기준을 제시하였다.
