An Economic Analysis of the Marine Afforestation Project in Gangneung Region, Republic of Korea (바다숲 조성사업의 경제적 효과 분석 : 강릉 주문진 바다숲 조성사업을 대상으로)

  • This study is aimed to analyze the economic effectiveness (direct fishing income effect) of the marine afforestation project in Gangneung region. Based on the surveyed data, the production values and costs of the marine afforestation project are estimated and compared to determine the economic validity of the marine afforestation project. Results show that the B/C ratio, as an indicator of economic evaluation, is 1.30 with an interest rate of 5.5%, indicating that the marine afforestation project in Gangneung region would be economically feasible under the current production and market conditions. However, it is expected that the economic effectiveness would be increased when considering benefits of recreational fishing and greenhouse gas reduction from the marine afforestation project.

  • The study proposes to draw out the correlation on what kinds of influences local government personnel's performance capability affect the overall quality of the project, and to suggest institutional supplement policies. For the study, two analytical methods are conducted. First, a hypothesis per each factor was set by classifying the factors which affect the personnel's performance capability into organizational and individual factors. Second, a survey was conducted targeting the project management personnels and presented the result on the verification of the hypothesis through statistic techniques. As the result, it is considered that the quality of forest tending project is more affected by the individual factors than the organizational factor, thereby this study suggests the methods of reinforcement in project management personnel's performance capability.

  • Motorola developed the framework of six sigma in 1987. In these days, many companies adapt this powerful tool. In 1996, six sigma was introduced to the Korean companies as a management innovation tool. This study shows case study of 'Champion Project' which was adopted on one Korean company. The champion project is directed by the leader who has a champion belt. The project focus on the processes optimization problem or resource concentration problem to solve critical issues inside of the process. This case study shows the result of champion project. The effect was encouraging in the aspect of effectiveness and efficiency. The most important point of this study is an introduction of the third generation six sigma which was successively adopted on the Korean company.

Importance-Satisfaction Analysis for Improvement of Young Farmers Fostering Support Policy (청년 농업인 육성지원제도 개선을 위한 중요도-만족도 분석)

  • The purpose of this study is to understand the importance-satisfaction level for the improvement of the young farmers fostering support policy. According to the analysis result, the respondents answered that the current policy to foster young farmers is important. However, the actual satisfaction level of the project was found to be lower than the importance level. In the 'Keep up the Good Work' area, which is the first quadrant, 'a project to support young succession farmers and settling in farming' and 'a project to select and support succeeding agricultural managers'. It was found that the respondents highly evaluated the importance and satisfaction of the 'Young Succession Farmers Selection and Farm Settlement Support Project' and the 'Succession Farmers Selection and Support Project'. Therefore, it is necessary to gradually expand the project in the future.

  • In this paper, we offer a new strategic Portfolio Model for national IT R&D project selection in Korea. A risk and return (R-R) Portfolio Model was developed using an objectively quantified index on the two axes of risk and return, in order to select a strategic project and allocate resources in compliance with a national IT R&D strategy. We strategize using the R-R Portfolio Model to solve the non-strategy and subjectivity problems of the existing national R&D project selection Model. We also use the quantified evaluation index of the IT technology road map (TRM) and the technology level Survey (TLS) for the subjectivity of project selection, and try to discover the weights using the analytic hierarchy process (AHP). In addition, we intend to maximize the chance for a successful national IT R&D project, by selecting a strategic Portfolio project and balancing the allocation of resources effectively and objectively.

  • Background: The "Tuberculosis Relief Belt Supporting Project (Tuberculosis Patient Management Project for Poverty Groups)" is a national program for socioeconomically vulnerable tuberculosis (TB) patients. We sought to evaluate the clinical and socioeconomic characteristics of poverty-stricken TB patients, and determined the need for relief. Methods: We examined in-patients with TB, who were supported by this project at the National Medical Center from 2014 to 2015. We retrospectively investigated the patients' socioeconomic status, clinical characteristics, and project expenditures. Results: Fifty-eight patients were enrolled. Among 55 patients with known income status, 24 (43.6%) had no income. Most patients (80%) lived alone. A total of 48 patients (82.8%) had more than one underlying disease. More than half of the enrolled patients (30 patients, 51.7%) had smear-positive TB. Cavitary disease was found in 38 patients (65.5%). Among the 38 patients with known resistance status, 19 (50%) had drug-resistant TB. In terms of disease severity, 96.6% of the cases had moderate-to-severe disease. A total of 14 patients (26.4%) died during treatment. Nursing expenses were supported for 12 patients (20.7%), with patient transportation costs reimbursed for 35 patients (60%). In terms of treatment expenses for 31 people (53.4%), 93.5% of them were supported by uninsured benefits. Conclusion: Underlying disease, infectivity, drug resistance, severity, and death occurred frequently in socioeconomically vulnerable patients with TB. Many uninsured treatment costs were not supported by the current government TB programs, and the "Tuberculosis Relief Belt Supporting Project" compensated for these limitations.

  • Since 2001, the Pangyo district multipurpose rural water development project has been promoted as a new target project for stable supply of agricultural water and improvement of the living environment of rural areas in Seocheon-gun. Detailed data analysis and logic must be reinforced, focusing on the items reorganized by the reorganization of the preliminary feasibility study. The purpose of this study is to promote the smooth promotion of projects by conducting a policy effect assessment following the reorganization of the preliminary feasibility study system. This study conducted a policy assessment of agricultural infrastructure improvement project for preliminary feasibility study. The policy assessment is divided into three parts: project implementation conditions, policy effects and special assessments. The newly established policy effect is to assess the job effects, living conditions impact, environmental evaluation, and safety evaluation that contribute to the quality of life. Sixteen policy assessment items were selected and evaluated quantitatively and qualitatively. The results of the study are expected to provide basic data for the comprehensive judgment of the preliminary feasibility study of agricultural infrastructure improvement project in the future.

Korean Information Summary System for National R&D Projcet Information Summary (국가R&D과제정보 요약을 위한 한국어 정보요약 시스템)

  • The National Science and Technology Knowledge Information Service (NTIS) provides information on national R&D projects. Project information consists of meta-information such as 'project name', 'project performance institution', 'research manager name', and text explaining projects such as 'research goal', 'research content', and 'expected effect'. There is a problem that it takes a lot of time to find the desired project information by checking all of the "research goals" or "research contents" in the list of results of searching for 1 million project information. To solve this problem, this paper proposes a project information summary system that summarizes the parts consisting of long texts within the national R&D project information. By analyzing the linguistic characteristics of the Korean language, a preprocessor was built and a project information summary model based on natural language processing technology was developed to process preprocessed text information. Through this, project information composed of long sentences is provided in a compressed and summarized form, which will help users to easily and quickly infer the overall content with the summary information alone.

Development and Application of Teacher's Evaluation Standard for Environment and Green Growth Project Activity (환경과 녹색성장 프로젝트 활동에 따른 교사용 평가 기준 개발과 적용)

  • The purpose of this study was to develop an evaluation standard by which teachers in charge of environment and green growth education could conduct a project activity and examine its applicability. The results were as follows; First, 26 evaluation items were developed through interviews with teachers and expert meetings. These categories were base on 'Theme', 'Planning', 'Result' and 'Presentation', and 'Evaluation' of the project. Second, a reliability test showed that internal consistency of the items was currently high(Cronbach's alpha .8709). To examine the content validity, the project activity was evaluated by 5 different teachers, and the result showed that the evaluation standard developed in this study was a very effective tool for the teachers to do project learning. Third, from the 2011 revised national curriculum, the subject 'Environment' in middle schools would be renamed as 'Environment and Green Growth'. Also, environment project activity would be introduced in the middle school. Therefore, this study had a significant importance in the fact that it provided teachers and students with a practical evaluation standard for the environment and green growth project activity.

Conflict Analysis in Construction Project with Unstructured Data: A Case Study of Jeju Naval Base Project in South Korea

  • Infrastructure development as national project suffers from social conflict which is one of main risk to be managed. Social conflicts have a negative impact on not only the social integration but also the national economy as they require enormous social costs to be solved. Against this backdrop, this study analyzes social conflict using articles published by online news media based on web-crawling and natural language processing (NLP) techniques. As an illustrative case, the Jeju Naval Base (JNB) project which is one of representative conflict case in South Korea is analyzed. Total of 21,788 articles and representative keywords are identified annually. Additionally, comparative analysis is conducted between the extracted keywords and actual events occurred during the project. The authors explain actual events in the JNB project based on the extracted words by the year. This study contributes to analyze social conflict and to extract meaningful information from unstructured data.
