This paper develops and builds an Integrated Assessment System for National Competency Standard Professional Basic. The integrated evaluation system for basic job competency in the National Competency Standards is developed to conduct examination by means of computers, smartphones and tablet PCs. The system can be used for the basic job competency test, examination for online cyber universities, job competency examination for enterprises, and the listening, reading, and speaking test in the foreign language proficiency examination and is even better in terms of facility investment and saved operating costs as well as efficient use of spaces in comparison with conventional evaluation schemes. Even greater synergy effects can be achieved by providing support for the integrated evaluation system for basic job competency in connection with the NCS qualification system. The evaluation system has been tested and practiced at a specialized high school and can be applied to the NCS education evaluation of the college and four-year college and to the selection examination of new employees of the company.

산업현장 적합형 전문직업인력 양성이라는 사회적 요구에 부응하기 위해 전문대학교육이 국가직무능력표준(National Competency Standards, 이하 NCS) 체제 중심으로 변화되고 있다. NCS기반의 교육과정은 단순히 직무관련 지식과 스킬을 이해하는 것이 아니라 적용 수준으로 역량을 향상시킨다는 점에서 기존 교육과정과 차별화된다. 본 연구에서는 광고제작과 교육과정에 대한 전문대학 사례연구로, 산업현장 및 수요자 요구, NCS 분류체계를 토대로 교육과정을 개편하였다. NCS기반 교육과정 개발절차에 따라 일부 교과목들이 신규 도출되거나 폐지되었으며, 학과 자체적으로 도출한 능력단위들이 교육과정에 추가 반영되었다. 개편된 NCS기반 교육과정을 토대로 전문직업인력을 양성함으로써 전문대학교육이 산업현장과 한층 밀착연계될 수 있을 것으로 기대된다.

The purpose of this study is to suggest an improvement plan for the practical evaluation method used to determine the national technical qualification in field of flower design to improve its development. First, an advisory committee was formed, after which comparisons, an analyses and matching were conducted of the currently used national technical qualifications and competency units and the competency unit elements of the National Competency Standards in an effort to strength practical skills and industrial field abilities in the field of flower design. Second, we visited an industrial site to understand the practical and technical aspects as well as the facilities and equipment used in the flower design field. The status of workers in the industrial field in the field of flower design was then analyzed. Through this process, practical examination questions were developed for improve the evaluation method. In addition, to ensure a properly configured result, a pilot test was conducted involving those majoring in the field of flower design. To investigate the feasibility of the developed exam, a survey focusing on targets related to flower design was conducted. Based on the results, by suggesting an improvement plan for the practical evaluation method of national technical qualifications in the field of flower design, it is possible to improve knowledge, technical aspects, and literacy, allowing us to train outstanding technical professionals. In the end, this study can be expected to contribute to the improvement of the flower design industry.

본 논문은 국가직무능력표준(NCS)기반 국가기술자격검정의 용접분야 실기시험 평가방법 개선을 목적으로 수행된 연구에 대한 내용을 기술한 것이다. 현행 용접기능장의 실기시험 내용을 체계적으로 분석한 후 최신 용접기술 동향을 반영하고 국가직무능력표준의 능력단위, 수행준거 등을 적용하여 용접기능장 실기시험의 새로운 평가방법을 제시하였고, 자문회의 및 시범평가를 통해 그 효과를 검증하였다. 향후 한국산업인력공단 기술자격출제실에서는 본 연구를 기초로 세부직무분야 전문가를 통한 출제 기준 개정을 완료 한 후 용접기능장 국가기술자격검정에 실제 적용할 예정이다.

이 연구에서는 NCS 기반 직업교육과정 도입에 따른 공업계열 특성화고 마이스터고 교사의 직무수행능력의 영역과 하위 요소를 도출하고 이들의 중요도와 교육적 요구에 대한 인식을 조사하였다. 이 결과로부터 공업계열 특성화고 마이스터고 교사의 직무수행 능력 향상 방안을 제시하였다. 이를 위해 서울, 경인 지역의 공업계열 특성화고 및 마이스터고 10개교를 선정하여 전문교과 교사 269명을 대상으로 설문 조사를 실시하였으며, 그 결과는 다음과 같다. 첫째, NCS 기반 직업교육과정 도입에 따른 공업계열 특성화고 및 마이스터고 교사의 직무수행능력의 영역으로 교과 지도 영역, 생활 지도 영역, 학급 경영 영역, 대외 활동 영역, 행정 업무 영역 등 5개 영역과 총 34개의 하위 요소가 도출되었다. 둘째, 직무수행능력 영역별 중요도는 교과 지도 영역, 대외 활동 영역, 생활 지도 영역 순으로 나타났으며, 교육적 요구는 교과 지도 영역, 대외 활동 영역, 행정 업무 영역 순으로 높게 나타났다. 셋째, 직무수행능력의 하위 요소 중에서 NCS 학습모듈의 교수 학습 자료 제작 및 교재 재구성, NCS 교육과정 편성 및 운영, 노동법과 신자격법 등의 법규 지도 및 취업 지도, 생활 기록부 관리, NCS 관련 교사 연구 활동, NCS 관련 현장 실무 능력 향상 연수, NCS 연계 사업 업무 등의 중요도나 교육적 요구가 높았다. 넷째, NCS 관련 활동 경험의 유무에 따라 교과 지도 영역과 생활 지도 영역의 중요도와 교육적 요구에서 유의미한 차이가 나타났는데 NCS 관련 활동 경험이 있는 교사가 경험이 없는 교사에 비하여 직무수행능력의 중요도와 교육적 요구를 더 높게 인식하고 있는 것으로 나타났다.

인적자원의 질은 사회 운용의 효율을 높이는 핵심 요소이다. 세계 각국은 국가 직무능력표준을 개발하고 이를 인적자원관리에 활용하고 있다. 이러한 추세에 발맞춰 기록관리분야 역시 직무능력표준을 개발하고 이를 중심에 두는 인적자원개발체제를 구축해갈 필요가 있다. 각급기관에 기록물관리전문요원이 배치되고 기록관 조직이 운용되고는 있으나 직무상 성장 발전이 요구되고 있음은 주지의 사실이다. 이러한 상황에서 기록관리 직무를 수행하는데 필요한 직무능력을 규명하고 이를 활용하는 것은 전문요원의 전문성 강화의 측면에서나 기록관 업무의 정상화의 측면에서나 의미 있는 일이다. 본 연구에서는 공공영역과 민간영역의 기록관리 전 분야에 활용가능한 직무능력표준을 개발하는 절차와 방법론을 제시하였다. 그리고 표준의 설계과정에 대한 예시를 보여줌으로써 기록관리분야의 직무능력표준 개발의 가능성과 타당성, 활용성 등을 확인하고자 하였다. 또한 기록관리분야의 직무능력모형과 각 능력 단위별 요소들을 제시하였다. 최근 이슈로 부각된 기록관리의 전문성을 입증하기 위한 방법론을 마련하고 기록관리분야의 인적자원개발시스템을 도입하는데 본 연구가 도움이 될 수 있기를 기대해 본다.

본 연구는 국가직무능력표준기반 평생교육에서 학습자의 직무능력개발이 직업기초능력 향상에 미치는 영향력을 밝혀내는데 목적을 갖는 연구이다. 이를 위해 수리능력, 문제해결능력, 자원관리능력, 의사소통능력 4개 단위로 구분한 직업기초능력에 직무능력개발이 미치는 각각의 영향력을 검증하였으며 이 과정에서 평생교육 학습자들의 교육환경의 외부적 영향을 감안하기 위해 공분산분석을 실시하였다. 표본조사를 위해 서울에 소재중인 평생교육 기관의 학습자 480명을 대상으로 실증 조사하였고 이를 기반으로 통계 분석을 실시하였는데 그 결과를 요약하면 다음과 같다. 첫째, 가설1의 검증결과 직무능력개발요인은 단일 차원에서는 수리능력에 모두 영향을 주지 못하는 것으로 나타났다. 둘째, 가설2의 검증 결과, 직무능력개발요인 중 교육체계(F=3.021, p<.05)와 교육과정(F=6.684, p<.05)은 단일 차원에서 수리능력에 유의한 긍정적인 영향을 주는 것으로 나타났다. 셋째, 가설3의 검증 결과, 직무능력개발요인 중 교육과정(F=5.865, p<.05)만 단일차원에서 자원관리에 유의한 긍정적인 영향을 주는 것으로 나타났다. 넷째, 가설 4의 검증 결과, 직무능력개발요인은 단일 차원에서는 의사소통에 모두 영향을 주지 못하는 것으로 나타났다. 이를 통해 직무능력개발요인은 교수상호작용과 평생교육지원이 병행되는 과정에서, 교육체계와 교육과정이 조화되거나 혹은 교육체계, 교육과정, 평가관리 모두가 적절히 조화를 이루었을 때, 의사소통 향상에 긍정적인 영향을 미칠 수 있음을 시사한 것으로 평가 할 수 있다.

National Competency Standards (NCS) is the knowledge, technology and attitude a country has organized by its industry sectors and levels to necessary to fulfill the duties in the industrial filed. NCS has been standardized in the national dimension to successfully execute the duties of the industrial site. Currently, many universities of South Korea have opened courses on trade practices however, these courses are not consistent in the execution of criteria and unit of export-import management competency of the NCS and not established well-balanced. This study explains the concepts and structure of the NCS, analyzes the execution criteria and unit of export-import management competency of the NCS and presents the subjects that need to be reinforced or established in the future based on the current status of the curriculum. Departments of Trade practices need to recognize the changes in the trading environment, boldly straighten the existing subjects which overlap or do not conform to changes by using the NCS skills analysis and establish new courses that match for the era to recover original competitiveness of Trade Department.

Objectives: The purpose of the research is understand the priorities of national competency standards vocational key competence factors in nurse who is work in Seoul and Incheon. Methods: The design of this study is descriptive investigation research, and the subjects were 144 nurse. we establish the vocational key competency defined in national competency standards as analytic hierarchy analysis model. The vocational key competency has 10 categories and 34 sub-categories. And based on the survey in nurse, the weight representing relative importance of each factor were calculated by using analytic hierarchy process method. Results: The analytic hierarchy process analysis on 10 categories showed that professional ethics(0.149) was higher than any other categories while that of numeracy(0.040) was at the bottom. And the analysis on sub-categories revealed that the most important factors in each categories included the Ethical community(Professional ethics), Conflict management skills(Interpersonal skills), Problem solving capability(Problem-solving skills), Listening skills(Communication skills), Applicable technical skills(Technical skills), Ability to understand business(Ability to understand organizational structures), Information processing capabilities(Information capacity), Self-management skills(Self-development capability), Ability to manage time(Resource management capabilities), Basic math skills(Numeracy). Conclusions: The results in this study can be used as basic data for the development of liberal arts curriculum for Nursing.
