Adopting a National Innovation Approach for Agro-Sustainability : A Case Study

  • Nowadays, agro-firms are confronted with competition from global suppliers in both domestic and export markets. Such competition in sustainable agro-operations is expected to intensify. The survival of these firms in developing countries urgently requires a significant transformation to be competitive. This paper discusses the rationale of adopting a national innovation (NI) approach from an industry-wide perspective. In order to attain sustainable agro-operations in developing countries, the approach stresses appropriate scientific and technological applications and effective linkages of technology transfer via the network between public and private institutions, universities and other research institutions. Central to this approach is the development of the agro-industrial sector whereby agri-chains are formed. An illustrated case of the NI approach is presented with respect to a small island developing state, the Republic of Trinidad and Tobago.

비영리교육기관의 공익마케팅: 인제대학교의 프론티어개척 (Public Marketing of a Nonprofit-Oriented Educational Institution: Inje University's Pioneering Work in the Frontier)

  • 비영리기관인 인제대학교는 설립된 지 25년 만에 2001년 대학종합평가에서 전국 2위, 지방대학으로 1위를 차지한 이래로 2004년에는 전국 5위를 차지하는 등 꾸준하게 상위권을 유지하고 있다. 그 이유를 추출하기 위해 이사장 면담, 대학당국자 심층면접, 학생면담, 지역주민과의 대화, 이차자료 수집이 이루어졌다. 그 결과, 인제대학교는 경영철학(philosophy)-기능(function)-구조(form)-성과(performance)측면에서 차별적인 공익마케팅을 수행하고 있음을 밝혀내었다. 이사장과의 면담을 통해서 인제대학교 경영철학은 '아무도 눈여겨 보지 않는 황무지에 공익의 이름으로 공헌'하는 프론티어정신임을 확인하였다. 이 경영철학에 의해 학교가 하는 일(기능: function)이 타대학과 차별적임을 밝혀내었다. 단순히 인제대학교 재학생만을 대상으로 하지 않고, 전국과 지역사회, 세계를 대상으로 한 공익네트워크형성에 주력하고 있었다. 또한 이런 일을 수행하기 위한 특징적인 별도 조직들이 인제대학교 내에 구성되어 있음을 알아내었다(형태: form). 탁월한 학교 내 학생-학교 네트워크, 교외 산업 간 네트워크, 국외 인제교류 네트워크조직을 형성하였다. 이를 토대로 인제대학교는 신입생에 대한 유인력, 재학생의 고객만족도, 교직원과 학생의 내부만족도와 같은 질적인 변수와 대학종합평가 및 취업률과 같은 양적인 변수측면에서 높은 성과(performance)를 보이는 것으로 나타났다. 위와 같은 결과를 바탕으로 연구자는 인제대학교를 숨어있지만 강한 비영리기관의 '숨은 강자(hidden champion)'이라 평가하였다. 이런 숨은 강자적 면모의 차별적 공익마케팅 바탕에는 1930년대부터 70년을 넘는 기간동안에 이루어진 투자가 있었음을 확인하였다. 남들이 눈여겨 보고 있지 않지만 사람들에게 꼭 필요한 인술과 교육에 전 재산을 투자하는 헌신성이 오늘날의 인제대학교가 가진 사회적인 위상과 평판, 그리고 성과를 만들어낸 초석이 되었다.

한국 국가혁신체제의 구조와 특성 (The Structure and Characteristics of the Korean National Innovation System)

  • This paper summarizes the research results on the structural characteristics of the Korean innovation system. The Korean NIS has functioned well in the foreign technology imitation stage. However, there are many drawbacks to advancing to the stage of technological innovation. Weak infrastructure and linkages among technological institutions are detrimental factors that affect technological innovation. The immobility of professional manpower is a serious bottleneck to knowledge diffusion. Especially, the inactivity of university research prevents universities from being able to play a relevant role in the national innovation system. The drawbacks of the Korean innovation system are mainly associated with the public sector and social culture. Weak linkages among organizations are due to the lack of trust among people and organizations, and absence of demand-oriented management in public institutes. Weaknesses in technological infrastructure, university research and the social and cultural environment are tile result of the lack of government will. However, the private sector was evaluated as being relatively active in innovation. Particularly, Chaebols deployed aggressive strategies to acquire their own technological capabilities. The findings of this study suggest that to strengthen the Korean innovation system, the government continues to be important, as in the past, in order to shape social institutions and a culture that is learning friendly, diffusion friendly and, consequently, innovation friendly.

국립간호대학생의 지역 간 대학생활 적응차이에 관한 연구 (A Study on Regional difference of Campus Life Adaptation on Baccalaureate Nursing Students in National universities.)

  • This study was conducted to provide information of effective student guidance in nursing education. The sample consisted of 103 nursing students in the area of Seoul and 143 students in Cholla Province. Data were collected by using a questionnaire, which consisted of items about personnal campus life and their major. The results are summarized as follows: 1. There was on significant difference in campus life adaptation on nursing students between Seoul and local areas. 2. In Seoul area, there was no significant difference in campus life adaptation according to academic years. In local area, significant difference was revealed in the academic years. The scores of campus life adaptation were possitively correlated with their academic years. 3. The variables which can be explained in the regional difference were social recognition of nursing and a family atmosphere. In conclusion, the results of the study indicate that, in Seoul and local areas, the personal and educational backgrounds of campus life adaptation were equalized. In addition, it is very important that the counselling on choice of major should be provided to high school students.

China's National Innovation System Reform and Growing Science Industry Linkage

  • In this paper, innovation policies for systems reform in China since the middle 80's are surveyed and its impacts on science industry linkage activities are investigated by looking into (1) technology market, (2) S&T outsourcing activities of firms and (3) co-invention patents by applicants in firms, universities and public research institutions. All of these findings suggest that the role of science sector in China's economic development process has become larger, and double skin problem (separation of science and industry sector) in China's innovation system has been gradually solved by a number of policy actions to facilitate science industry linkages.

일부 치위생(학)과 학생들의 흡연실태 및 인식도 조사 (A Research on the Actual Smoking State and Awareness of some Dental Hygiene Students)

  • 본 연구는 일부 치위생(학)과 학생을 대상으로 흡연실태와 흡연지식 및 금연지식 정도를 조사하기 위해 설문조사한 결과 다음과 같은 결론을 얻었다. 1. 치위생(학)과 학생들의 흡연율은 6.4%로 치과위생사를 대상으로 조사한 결과(4.3%)보다 높은 수준이었다. 따라서 재학생의 금연에 대한 인식 변화와 건강 그리고 금연을 지도해야 하는 예비 금연지도자로서 선행되어야 할 금연을 위한 교육이 필요하다고 할 수 있다. 2. 흡연경험자등의 최초 흡연시기는 중학교시절이 42.6%로 가장 많았다. 따라서 청소년시기에 담배에 조기에 노출되지 않도록 국가적인 차원의 적극적인 노력이 필요한 것으로 생각된다. 3. 금연을 시도해 본 경험은 89.3%였고, 금연실패유무의 이유로는 개인의 의지때문이라고 15%가 대답하였다. 따라서 금연시도율을 높이고, 금연실패율을 낮추기 위해서 반드시 금연을 해야 하는 타당성을 이해시키고, 금연과 관련된 학생들에 대해 1회성 교육이 아닌 지속적인 교육이 이루어져야 할 것이다. 4. 이상의 결과를 볼 때 금연교육은 어릴때부터 지속적으로 해야 하며, 흡연을 하고 있는 예비 치과위생사들에게 흡연에 대한 인식과 금연의 필요성을 보다 더 확실히 알 수 있도록 치위생(학)과 교육과정내에서의 금연교육이 절실하게 필요한 것으로 사료된다.

국가기록원의 기록관리교육에 대한 개선방안 연구 (A Study on the Improvement of Record and Archives Training in the National Archives of Korea)

  • 오늘날 대부분의 국가는 기록물관리의 중요성을 인식하고 기록물관리자를 양성하기 위한 교육과정을 대학과 전문기록물관리기관을 중심으로 운영하고 있다. 그간 우리나라는 대학원과 국가기록원 등에서 기록관리자 양성을 위한 교육훈련이 진행되어 왔는데, 국가기록원의 기록관리교육은 공공기관의 기록관리의 품질에 대해 직접적인 영향을 끼치는 것은 물론 기록관리 전반에 영향을 끼친다. 본고에서는 기록관리종사자의 지속적인 전문수행능력 배양을 위해 중앙기록물관리기관으로 공공기록물관리를 담당하고 있는 국가기록원의 기록관리 교육의 제반 현황을 소개하고, 운영상의 주요 쟁점 및 이에 대한 대안을 제시하였다.

Dental Hygienists in Japan

  • The purpose of this study was to determine the status of dental hygienists in Japan. The study explicated the history, core curriculum, National Examination for Dental Hygienists, work roles of dental hygienists, and workplaces of dental hygienists. This study was based on the government policy report on dental hygienists and the information published by each public institution. The latest statistics presented by the institutions were collected through official websites. The employment information of graduates from Hiroshima University was analyzed based on actual field study. The results of the study revealed that social demand for dental hygienists has steadily increased and policies and education have been revised accordingly. The work roles of dental hygienists have expanded to meet the needs of the treatment and those of public health fields. In line with major policy changes, the educational period has been extended from 1 year to 3 or 4 years, while the mandatory credits for graduation have been established. Licensing examinations were being performed by the local governments since 1948 due to the different situations of dental hygienists in different areas. In 1992, they were converted into a single national examination. The work roles have expanded from assisting dental treatments to health guidance, home care, and perioperative care. Consequently, the number of dental hygienists has increased, especially in healthcare facilities for the elderly. Dental hygienists perform various roles. However, the most essential role is to provide the best oral care services to the patient. The expected role of dental hygienists has expanded in alignment with public healthcare needs and support for the elderly. The government and universities are expected to bring about improvements such as diversifying the channels of education and establishing policies to respond to growing patient needs by cultivating excellent dental hygiene professionals.

중국 대학교 탈행정화 정책 분석: Cooper의 4차원 정책분석 모형을 사용하여 (An Analysis of the De-administration Policy of Universities in China: using Cooper's 4 Dimension Policy Lenses)

  • 본 연구의 목적은 Cooper의 4차원 정책 분석 모형을 사용하여 중국 대학교 탈행정화 정책을 종합적이고 거시적으로 분석하는 것이다. Cooper 등(2004)이 제시한 4차원 정책 분석 모형을 사용하여 중국 대학교 탈행정화 정책을 규범적 차원, 구조적 차원, 구성적 차원, 기술적 차원으로 분석한 결과는 다음과 같다. 첫째, 규범적 차원에서 중국 대학교 탈행정화 정책은 충분한 법적 보장을 받고 있으며 '교육 관리 체계와 관리 능력의 현대화'를 총목표로 하고 정부와 학교의 분리, 관리와 운영의 분리, 행정화 경향의 극복, 실존하는 행정 등급의 취소를 세부 목표로 하고 있다. 둘째, 구조적 차원에서 고도로 행정화된 대학교 관리 패러다임은 특정 역사 시기 중국 고등교육 발전의 초기에 중요한 역할을 하였지만 현재 중국 고등교육 발전을 저해하는 주요한 장애물 중 하나로 되었다. 다만 중국 대학교 탈행정화 정책은 60여년이라는 오랜 시간이 걸려서 겨우 이루어진 교육정책인 만큼 앞으로 대학교 탈행정화 개혁의 추진에 속도를 내기보다는 이 문제를 지속적으로 또한 단계적으로 해결해야 한다. 셋째, 구성적 차원에서 중국의 학자, 대학교 총장, 학생 등을 대표하는 각각의 주체들의 '대학교 행정화' 및 '대학교 탈행정화'에 대한 생각과 입장은 어느 정도 차이가 있지만 그들은 '대학교 행정화'를 없애는 것에 관하여서는 비교적 일치한 의견을 보여주었다. 넷째, 기술적 차원에서 지금까지 중앙정부 및 중국의 많은 대학교들은 관리와 실천에서 '대학교 탈행정화'의 좋은 성과를 축적하였지만 일부 비판의 목소리도 들린다. 그러나 이 모든 개혁의 사례들이 그 성공과 실패와 관계없이 향후 탈행정화 개혁의 모범으로 되길 바라는 바이다.

1980년대 민중미술론의 기원과 형성 (The Origin and Formation of Korean Public Art Theories in the 1980s)

  • The theories of Korean Public Art originated by the artists who were against dictatorship and they associated with democratic politicians. They criticized the Fine art that were supported by the dictatorship and gave their efforts for restoration of 'resistance paintings(against dictatorship)', 'proletarian painting', 'realism painting'. In addition, they participated new social ideology(democracy) movement and demonstrated for their rights in arts. These became the main kernel the public art theory was initiated. The public artists splitted into several different parts and participated in the democratic social movement as well as the art movement for freedom. They opened various art exhibitions within different genre, diverse space for various art section such as an exhibition hall, a factories, a university, or a congregation square. Furthermore, the public art theorists published their divergent views through newspaper/broadcasting or unauthorized printed materials. Most of the public artist and the theorists kept their relationship strongly until 1985, the time when 'National Arts Association' started. In 1983 and 1984, they were clearly separated into two parts; artists(move only in art museums) and activists(move in public spaces like school, convention square etc). Their ideological separation also took out national problems. The division; professional artists and armatures, became the social issue as a social stratification matter. And in creating method, there are also other conflicts; critical realism, and public realism as well as western painting and traditional one. These kinds of separation and conflicts made different Public artists associations, under divergent names; 'Reality and Speak'(R&S), 'KwangJu Art Association', 'Durung', 'Dang(Land)', and 'Local Youth Students Association'. In addition, their ideology and pursuit toward art movements were very difference. However, the differences and conflicts weakened When the oppression of democratic education from new dictatorship(Pres. Jun, Doo Hwan) came out. In August. 1985 the government opened to the public so called, 'The draft of School stabilization law'(Hankwon Anjung Bup) to control the teachers' rights and that initiated bigger street demonstration and conflicts between police and educators. In November.1985, assembly meeting of National Arts Association in democracy opened as 'ONE' combined organization. In this presentation, I'd like to summarize the stream of art movement until 1984, and clarify the main art theories that lead the Public Art Movements in 1980s. The main theories in 1980s are crucial because they become the origin of public art theories. This presentation started with O,youn's "Hyunsil Dong In the first declaration" and explained the absent of practice in 1970s. In addition, Won, Dong Suk 's theory was mentioned as all over struggles in theories before 1980s. GA and R&S 's founding declarations in 1970s were the start of public art theorists' activities and this article reported the activities after the declarations. First, realism base on the consciousness of reality. Second, practice art democratization based on the ideology. Third, the subject of public art movement based on understanding people's social stratification structure. Fourth, the matters of national forms and creative ways in arts based on showing reality. Fifth, the strong points in arts that the practitioners accepted. About the public art theories around 1984, I discussed the dividing point of public art theories that were shown in 'generation theory', 'organization theory', and 'popularization theory' by the practitioners. The public realism theory that subjects the contradiction of reality and point out the limits of critical realism not only showing the new creative ways but also giving the feeling of solidarity to the public art activist groups. After that, public art movements expressed 'Dismentlement of Capitalism' and 'Public revolution'. In addition, the direction of public art movements were established strongly. There were various opinions and views during the start and formation of the public art theories. The foundation of theorists activities derived from the practitioners who had the concept based on stratification and nationalism. The strong trend of group division spreaded out by practitioners who opened art work together in factories, universities, squares and rural areas. Now many lively active practitioners are gone to the other field not related with arts, and others join into professional art field not public art one with unknown reason. The theorists have the same situation with the practitioners. It means to me that theory always have to be based on the practice.
