A Decade of the National Institute for Materials Science as an Independent Administrative Institution

  • In April 2001, many Japanese national institutes were reorganized as Independent Administrative Institutions (IAI) based on the General Act for Independent Administrative Institutions and the act for each institution. Under the Ministry of Education, Culture, Sports, Science and Technology (MEXT), the National Institute for Materials Science (NIMS) was established by the merger of the National Research Institute for Metals (NRIM) and the National Institute for Research in Inorganic Materials (NIRIM). One of the biggest changes was the expansion of autonomous administration. The nanotechnology and material R&D field was prioritized in the 2nd (2001-2005) and the 3rd (2006-2010) Science and Technology Basic Plans; subsequently, NIMS was assigned to take the initiative in nanotechnology as well as materials science. NIMS has proactively expanded research fields through the introduction of researchers from polymers, electronics, and biotechnology as well as member institutes of the World Materials Research Institute Forum (WMRIF). Globalization has been promoted through programs that include the International Center for Young Scientists (ICYS) and the International Center for Materials Nanoarchitectonics (MANA). The 4th Science and Technology Basic Plan (2011-2015) emphasizes outcomes-recovery and rebirth from the disaster, green innovation, and life innovation. The Midterm Plan for NIMS also follows it. R&D collaboration by multi-partners (that include industry, university, and GRI) should be strategically promoted where GRI are especially required to play a hub function for innovative R&D and open innovation. NIMS highlights are Tsukuba Innovation Arena (TIA) and the Nanotechnology Platform Project. On January 20, 2012, a new organization was decided on by the Japanese Government where several IAI from different science and technology areas will be merged to realize more effective R&D as well as administrative cost reductions. NIMS is also supposed to be merged with 4 other R&D IAI under MEXT by the end of 2013.

  • 2019년 전 세계를 강타한 코로나19 발생 이후 포스크 코로나 시대를 준비하면서 디지털 전환(Digital Transformation)에 대한 요구가 과학기술 영역 뿐만 아니라 사회 전체로 급격하게 확산되고 있다. 본 연구는 디지털 전환을 위해 요구되는 혁신 기술 분석을 위해 국가R&D사업을 대상으로 네트워크 분석을 수행하였다. 연구 결과는 향후 디지털 전환의 성공적 이행을 위한 정부 정책과 R&D 추진 전략 수립에 있어 주요한 시사점을 제공할 수 있을 것으로 기대된다.

개방형 혁신과 혁신 성과에 관한 연구: 한국의 제조업을 중심으로 (A Study on Open Innovation and Innovation Performance: Focusing on Manufacturing Industry in South Korea)

  • 오늘날 환경의 변화가 매우 빠르고 복잡하기 때문에, 기업들은 내부 R&D만 수행하여 생존하거나 지속적인 경쟁우위를 확보하기는 어렵다. 이에 따라 개방형 혁신에 관한 패러다임이 강조되고 있으며, 다양한 산업들에서 외부 R&D의 비중이 점점 증가하고 있다. 본 연구는 과학기술정책연구원(STEPI)에서 수행한 한국기업혁신조사(KIS)의 데이터를 통해 개방형 혁신을 분석하였다. 한국의 제조업에 해당하는 기업들을 중심으로 개방형 혁신의 비중을 확인하였고, 개방형 혁신과 혁신 성과 간의 관계를 분석하였다. 분석 결과, 개방형 혁신은 과거에 존재하지 않았던 새로운 패러다임이 아닌 것을 확인하였다. 또한 정부지원제도의 활용은 혁신 성과에 긍정적인 영향을 미친 반면, 외부 R&D의 활용은 관리의 어려움으로 인해 혁신 성과에 영향을 미치지 않는 것으로 나타났다. 본 연구의 결과는 향후 기업들이 혁신 활동을 수행할 때 전략적인 방향을 마련하거나 의사결정을 지원하는데 기여할 수 있을 것이다.

우리나라 국가연구개발사업 정부연구비 투입 대비 성과의 다각적 분석 (Diversified Analysis of the Correlation between Investment and Performance of Korean R&D Programs)

  • 본 논문에서는 진화론적 기술경제학을 토대로 우리나라 국가연구개발사업에 투입되는 정부연구비의 성과를 여섯 가지 분석요인을 가지고 다각도로 분석하였다. 분석에는 2008년 3월부터 서비스를 시작한 국가과학기술지식정보서비스(National Science and Technology Information Service, NTIS)를 활용하였다. NTIS에서 2002년부터 2008년까지 연도별로 과학기술표준분류, 연구수행주체, 경제사회목적, 협력행태에 따른 정부연구비를 조사하였고, 이를 "투입"으로 놓았다. 그리고 이와 유사하게 2002년부터 2008년까지의 연도별 과학기술표준분류, 연구수행주체, 경제사회목적, 협력행태에 따른 논문 성과, 특허 성과, 사업화 성과, 기술료 성과를 조사하였고, 이를 "성과"로 놓았다. 우리는 이 자료의 분석결과를 통해서 정부연구비의 성과에 영향을 미치는 여러 가지 요인을 파악할 수 있을 것으로 기대하였고, 이것으로부터 정부연구비 투입의 방향성 또는 정책적 시사점을 제시할 수 있을 것으로 기대하였다. 다만 보다 미시적인 관점에서 산업 또는 기술의 특성, 연구수행주체가 갖는 조직의 특성, 협력연구 형태에 따른 네트워크의 특성, 사회 정치 문화적 외부 효과 등의 요인을 고려하지 못한 점은 이 연구의 한계점이라고 할 수 있다.

연구개발 분야에서 성과관리제도의 도입현황 분석 (Performance Management in the R&D Sector)

  • This paper aims to review and analyse the introduction process of performance management system(PMS) in the R&D sector. It also examines initial problems and future policy directions of the new system. Theory part deals with various approaches to the PMS and the relation between research evaluation and performance management. The paper then describes how the PMS has been introduced in the National R&D Program by the MOST in terms of the contents of strategic goal, performance goal and performance indicator together with their development process. After this, it captures problems arising in the initial phase and then suggests how they should be solved on the ministerial and cross-ministerial level. Discussed are following topics: lack of strategic planning, grouping of heterogeneous sub-programs, duplication between the OMS and other existing research or performance evaluation. The paper finally suggests policy implications using the logic model which has been developed in a series of recent international conferences.

Determinants of the Performance of Government Assistance to R&D Activities

  • The technological innovation is considered as an important factor and there is a positive externality in developing technology in the form of technology spillover. In this context, it is argued that government should play an active role in advancing technology development and several means have been introduced. This study attempts to analyze manufacturing firms' evaluation for the performance of government assistance programs to their R&D activities. Considering that the performance evaluation takes the form of a count outcome, we apply several kinds of count data models. Some interesting findings emerge from the analysis. For example, we found that a firm's sales amount, dummy for the firm's having an R&D department, dummy for the firm's being a venture one, and the number of the firm's innovative activities have positive relationships with the degree that the firm evaluates government assistance as being useful.

비즈니스 인큐베이터의 경영 성과 향상 및 차별화 전략 수립에 대한 연구 (A Study on Enhancing Managerial Performance of Business Incubators and Developing Differentiation Strategy)

  • Purpose: This study provide the matching mechanism between startup and business incubator to enhance managerial performance of business incubator. In addition, we propose the differentiation strategy for business incubator based on the needs of startups. Methods: In order to carry out the research, we surveyed 216 startups who already have invested in venture capitals and angel investors and currently residing in business incubator and 30 venture capitals and angel investors. Based on survey results, we develop a business incubator capability table matching startup with business incubator. Results: Satisfaction and importance of the supporting programs varied depending on the startup experience and startup lifecycle. As a result, we recommended a R&D center for machinery/material, bio/medical and electric/electronics startups and individual office for ICT and knowledge service startups. In addition, we suggested a differentiation strategy to BI in university specialized for machinery/material, privately operated BI for electric/electronic, (local)government, R&D center and individual office for knowledge service respectively. Conclusion: In this study, business incubator capability table is applied to match startup with business incubator and it could be applied to evaluate the current status of business incubator. Furthermore, it will help to establish a future strategic direction for business incubator.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises.
