Multi-purpose dams are operated accounting for both physical and socioeconomic factors. This study aims to evaluate the utility of a deep learning algorithm-based model for three multi-purpose dam operation (Seomjin River dam, Juam dam, and Juam Control dam) in Seomjin River. In this study, the Gated Recurrent Unit (GRU) algorithm is applied to predict hourly water level of the dam reservoirs over 2002-2021. The hyper-parameters are optimized by the Bayesian optimization algorithm to enhance the prediction skill of the GRU model. The GRU models are set by the following cases: single dam input - single dam output (S-S), multi-dam input - single dam output (M-S), and multi-dam input - multi-dam output (M-M). Results show that the S-S cases with the local dam information have the highest accuracy above 0.8 of NSE. Results from the M-S and M-M model cases confirm that upstream dam information can bring important information for downstream dam operation prediction. The S-S models are simulated with altered outflows (-40% to +40%) to generate the simulated water level of the dam reservoir as alternative dam operational scenarios. The alternative S-S model simulations show physically inconsistent results, indicating that our deep learning algorithm-based model is not explainable for multi-purpose dam operation patterns. To better understand this limitation, we further analyze the relationship between observed water level and outflow of each dam. Results show that complexity in outflow-water level relationship causes the limited predictability of the GRU algorithm-based model. This study highlights the importance of socioeconomic factors from hidden multi-purpose dam operation processes on not only physical processes-based modeling but also aritificial intelligence modeling.

Recently, estuary reserovoirs have been actively constructed in Korea and also in Japan there are a large number of estuary reservoirs constructed. But most of the estuary reservoirs are located at the downstream of a river where geographical condition is best for the construction of an enclosing dam. And an effective utilization of water from the estuary reservoir seems to be difficult even if estuary reservoirs are considered to be the water resources the most available for their watershed. Studies on estuary reservoirs so far have been mainly concentrated on the physical and engineering problems of the dam construction itself. The purpose of the present study is to review the estuary reservoir planning in connection with the water resources development and to study a basis of the planning. First, the levels of water use in Korea and Japan were compared with those of other countries in the world. And then, some representative reservoirs were selected to study the roles of a reservoir and water-using conditions in the watershed. Based on the study, a survey was given on the relation between a dam construction upstream and an estuary reservoir construction downstream of a river. Finally, a comprehensive examination was made of the bases of estuary reservoir planning. (1) The estuary reservoir planning is deeply related to the plan for water use develo- pment in the watershed. After the upstream water resources were fully developed up to the most, water reso- urces development by an estuary reservoir should be started. (2) If an estuary lake has a capacity big enough, it can store flood discharge of the watershed without any loss and become a basic facility that will bring about the maxi- mum use of water from the watershed. (3) Estuary reservoirs store water used in the upstream watershed, so recycling of water use is attained by the reservoir. Water in the estuary lake is difficult to be fresh water in its long run. Therefore, estuary reservoir should be located at a place where polluted water is purified and refused. All the planning should be based on the assumption that water in the estuary lake is not fresh but polluted after a long time. (4) The estuary lake can only supply water to the lower basin directly. But the upstream area is benefited from the estuary lake by exchange of irrigation water sources between the lower and the upper area. So a large-scale exchange plan between new and existing water resources is important. By constructing estuary reservoirs and the exchange of water sources between upper and lower areas, the reasonable maximum use of water from the whole watershed is at- tained. (5) The big problem coming from the water resources development by an enclosing estuary is salt water intrusion into the lake. To maintain the estuary lake salt-free, multi-purpose use of the lake should be avoided. It is necessary to take such fundamental measures as abolition of back flow operation of gate, and the closing of the fish port and the fish ladder. The results mentioned above were found in this study and these results of this study could be used for the adequate planning of estuary reservoirs in connection with the maximum water use of the watershed.
In order to assess the safety diagnosis and grouting reinforcement effect of old reservoir facility, local governments and public offices mainly use electrical resistivity survey. However, electrical resistivity survey is a qualitative evaluation that varies the resistivity value by various exploration conditions. It is also difficult to grasp the stiffness change directly related to the stability of reservoir, thus an electrical resistivity survey is not applicable to continuous stability monitoring after grouting. The purpose of this study is to investigate and validate the quantitative evaluation of reinforcement effect of reservoir with cement grouting through shear velocity (Vs), which is closely related to the stiffness (${\mu}$) of the ground. This study was carried out on two reservoir facilities. The reinforcement effect was evaluated by comparing the permeability test, standard penetration test, down-hole test and MASW(Multi-channel Analysis of Surface wave) survey before and after cement grouting. Shear wave velocity changes before and after grouting were analyzed by phase velocity difference and inversion analysis, respectively, and the reliability of the analytical results was evaluated by comparing with field test results. Shear wave velocity increases to 5~10% in case of the D levee, and 10~20% in the levee of H reservoir. These results are showed similar pattern to the field test results.
The purpose of this study is to propose a procedure that will be able to find the most efficient sets of weight coefficients for the Geum-River basin in Korea. The result obtained from multi-objective optimization model is inherently sensitive to the weight coefficient on each objective. In multi-objective reservoir operation problems, the coefficient setting may be more complicated because of the natural variation of inflow. Therefore, for multi-objective reservoir operation problems, it may be important for modelers to provide reservoir operators with appropriate sets of weight coefficients considering the inflow variation. This study presents a procedure to find an appropriate set of weight coefficients under the situation that has inflow variation. The proposed procedure uses GA-CoMOM to provide a set of weight coefficient sets. A DEA-window analysis and a cross efficiency analysis are then performed in order to evaluate and rank the sets of weight coefficients for various inflow scenarios. This proposed procedure might be able to find the most efficient sets of weight coefficients for the Geum-River basin in Korea.
The purpose of this study was to develop a Multi-metric Water Quality Assessment (MWQA) model and apply it to dataset sampled from Paldang and Daechung reservoir in 2008. The various water dataset used to this study included 5 year data sets (2003${\sim}$2007) in Korean reservoirs which were obtained from the Ministry of Environment, Korea. In this study, suggested MWQA model has 4 metrics that were composed of 4 parameters such as chemical, physical, biological, and hydrological variables. And, each of the variables attributed total phosphorus (TP) concentration in water, secchi depth (SD) measure in water, chlorophyll-${\alpha}$(Chl-${\alpha}$) concentration in water and the ratio of inflow of water into lakes and efflux of water from lakes, input/output (I/O). First, we established the criteria for trophic boundaries. The boundary between oligotrophic and mesotrophic categories was defined by the lower third of the cumulative distribution of the values. The mesotrophic-eutrophic boundary was defined by the upper third of the distribution. Second, each metric was given by a point-oligo=1, meso=3, eu=5. And then, obtained total score from each metric was divided 5 grade-Excellent, Good, Fair, Poor, and Very poor. As the results of applying the proposed MWQA model, the Paldang reservoir obtained "Fair" or "Poor" grade and Daechung reservoir obtained "Excellent" or "Good" grade. The suggested MWQA model through these procedures will enable to manage efficiently the reservoir. And, more studies such as metric numbers and attributes should be done for the accurate application of the new model.
An integrated system of GIS and water quality model was suggested including the pollutant loads from the watershed. The developed system consits of two parts. First part is the information on landuse and several surface factors concerning the overland flow processes of water and pollutants. Second part is the modeling modules which include storm event pollutant load model(SEPLM), non-storm event pollutant load model(NSPLM), and river water quality simulation model(RWQSM). Models can calculate the pollutant load from the study area. The databases and models are linked through the interface modules resided in the overall system, which incorporate the graphical display modules and the operating scheme for the optimal use of the system. The developed system was applied to the Chungju multi-purpose reservoir to estimate the pollutant load during the four selected rainfall events between 1991 and 1993, based upon monthly basis and seasonal basis in drought flow, low flow, normal flow and wet flow.

When a drought occurs in an area irrigated by multi-reservoirs, onerating a single reservoir separately to control the reservoir' storage is not a desirable solution. In order to reduce damages effectively for the areal drought, the storage of the reservoirs within the areal boundary should be managed as a group. Storage management procedures are as follows : 1. Collecting and checking the present storages of all reservoirs 2. Computing the drought frequency and depth; and finally, establishing a suitable storage saving strategy based on the estimated drought depth. For the purpose of this storage management, the RESTOMS(Reservoirs Storage Management System) was developed and the system was composed of the PRIME computer and the ORACLE as a distributed database management system, which was the host computer of Rural Development Corporation and would be on-lined with the regional offices throughout the country. Reservoirs operated by Farm Land Improvment Association were comprised in the DB system. Using the RESTOMS, the drought frequencies and drought depths were calculated with respect to the reservoir storage records(1967 to 1992). It was obvious that the results were closely corresponding to the real drought records.

Production of hydro-energy is random in its output amount due to the characteristics of the reservoir inflows. Therefore, it is necessary to provide the rationality in determining the amount of energy for a supply contract. This study presents a methodology for determining reasonably reliable amount of the energy supply considering the energy sale-incomes associated with the penalties which are subject to inflow-reliabilities. The objective function consists of the returns of energy sales and the risk-loss function to reflect statistically relevant risks. A range of the coefficient of the risk-loss function was figured out by its sensitivity analysis. The risk-loss herein means the penalty which should be paid by the energy supplier in case that the level of the energy supply is behind the contracted amount. And the reliability of reservoir inflow is defined by the exceedance probability of the inflow. The log-normal distribution was accepted as the probability density function of monthly inflows on the level of significance at 5%. Golden-ratio searching was applied to identify the optimal reliability and Incremental Dynamic Programming was used to maximize generation of the hydro-power energy in reservoir operation. The algorithm was the applied to the Daechung multi-purpose reservoir and hydro-power plant system in order to verify its usefulness.

The environmental ecological flow (EEF) of stream or river will be designated according to the enforcement of the Water Environment Preservation Act. Previous researches by Ministry of Environment have proposed agricultural reservoirs as alternative resources to secure river flow where multi-purpose dam does not exist. However, agricultural reservoirs are constructed for the supply of agricultural water, and in fact, there is not a sufficient amount of water to be supplied to rivers as EEF. Therefore, this study examines the economic feasibility of securing EEF through the remodeling or construction of agricultural reservoirs. We investigated water balance of reservoir through simulation of three types of water supply demands such as agricultural water, agricultural water and river maintenance flow, and agricultural water and environmental ecology flow. The economics analysis was conducted on water supply demands and corresponding remodeling or construction of reservoirs. As a result, it was found that the method of securing through heightening existing reservoir enhancement is economically feasible. However, it was not possible to secure all the amount of the EEF due to the size limitation of existing reservoirs or constrain of the watershed for newly built reservoir. Therefore, in order to secure all of the EEF, the utilization of other alternatives as well as agricultural reservoirs should be considered. This study demonstrated the method of economical feasibility study of securing river maintenace flow and EEF using agricultural reservoirs and other considerations.
The authors obtained the discrete hedging rule for a reservoir's water supply operation by applying mixed-integer programming to save more water by earlier rationing of water supply for a drought period. The 'water supply adjustment guide' is the current operational method applied to the multipurpose reservoirs, and it was derived by a simulation method. Applying the two rules to the Hapcheon multipurpose dam's reservoir simulations with the inflow record from 2003 to 2018, the water supply deficit occurred for the long drought from 2015 to 2018. Especially, the no water supply or intermittent water supply persisted for the second half of 2017. The water supply adjustment guide had the 'normal water supply recovery threshold on storage,' which resulted in the water supply being unavailable in July 2017; then, the water supply suspension occurred until January 2018, when the reservoir storage was greater than the normal water supply recovery threshold. Despite the storage increasing due to the inflow of water into the reservoir, the suspension occurrence needs to be improved in practice. The current water supply adjustment guide and the discrete hedging rule for a reservoir's water supply operation are useful and realistic as the reservoir operation guide, which shows the concept of reducing water supply during the drought phase as scientific figures. However, to improve the reservoir simulation results, which do not provide any or intermittent water for several months, it is necessary to increase the current water supply reduction for drought phases.
