A Study on model for Records Management of Local Assembly to Embody Local Governance (로컬 거버넌스 실현을 위한 지방의회 기록관리 모형에 관한 연구)

  • For cope with the participating government promoted local decentralization of the present time, local governments are coming to aim at the realization of local governance. Local governance refers to a way of solving public problems of urban area through partnership which is a collaboration and participation based on 'relationship' among diverse interested parties such as executive authority of policy, private sectors. First of all, it is most important task to make transparency and responsibility of all people and networks by themselves through sharing information. With like this kind of a background, local assembly is an momentos body of local governance because it is a decision making organization at the same time as a representative organization of local residents, and it has a relationship of 'check and balance' with chiefs of local governments as an organization monitoring and supervising the administration of an executive authority. Not the less, information about local assembly does not open to the public or exist. Even some informations open to the public, they are not enough to be settled distrust and low-valuation by civil society. Now Local assembly is face to a point that improve over all of record management. This study is based like this critical mind, then, it examines throughly local assembly's realities by suggestion with reforming plan of record management. Record can embody true values when record management practices indefatigably through prudential system from production until preservation. Accordingly, this study suggests management of transaction unit without the omission of record. Also this study is satisfy the condition of Korean record management system with proposals of record management policy and establishment of record center. At the conclusion of study, it puts effects into shape that local assembly secure transparency and responsibility and organize local governance by record management.

A Case Study on the Conservation and Value Improvement of Korean Geological Heritage (우리나라 지질유산의 보존과 가치 증진을 위한 사례 연구)

  • Among the UNESCO World Heritage Sites, the proportion of natural heritage to cultural heritage is relatively small. In 2007, the "Jeju Volcanic Island and Larva Tubes" was the first one that was designated as an UNESCO World Natural Heritage Site in Korea. The growing Korean geological heritage condition and conservation case studies on management of the geological heritage were examined in this study. Furthermore, the purpose of this study is to show future driving strategy for conservation and improvement plan on our geological heritage. Natural Monuments as a state-designated natural property and Geoparks as a new application system for geological heritage are important to conserve our geological heritage. Public engagement through establishment of visitor centers is definitely needed to improve education and promotion. The study includes field investigation for the "Wadden Sea", an World Natural Heritage Site for a mud flat, interviews with staffs and experts who are responsible for investigating and managing the site. Three factors can likely be attributed to its successful management and conservation policy for the "Wadden Sea". First of all, there is an operation for integrated management system and joint secretariat for research and monitoring. Next, researchers invigorate the visitor centers for promotion and education on geological heritage. Finally, experts and staffs implement various research topics and projects based on a long-range plan. The study was carried out to evaluate the present condition of our geological heritage and to make a proposal as a policy to improve value and conserve them. In conclusion, this study provided future discussion that may help researchers to make a decision on long-term policies for the geological subject of Korean natural heritage.

  • This paper is to verify the effectiveness of 'Hybrid Disaster Management Strategy' that integrates 'RTM(Real-time Monitoring) based On-line' and 'UAV based Off-line' system. For landslide prone area where sensors were installed, the conventional way of risk management so far has entirely relied on RTM data collected from the field through the instrumentation devices. But it's not enough due to the limitation of'Pin-point sensor'which tend to provide with only the localized information where sensors have stayed fixed. It lacks, therefore, the whole picture to be grasped. In this paper, utilizing 'Digital Photogrammetry Software Pix4D', the possibility of inference for the deformation of ungauged area has been reviewed. For this purpose, actual measurement data from RTM were compared with the estimated value from 3D point cloud outcome by UAV, and the consequent results has shown very accurate in terms of RMSE.

Characteristics of Naturalized Plants in the Wetland Protection Areas of Inland Wetlands (내륙습지 습지보호지역의 귀화식물 특성)

  • This study was conducted to provide basic data for monitoring the trend of ecosystem change and establishing management plans for wetland protection areas by understanding the status of naturalized plants. In 21 wetland protection areas, 129 taxa, including 10 invasive alien species, were recorded. The naturalized plants appeared mostly as 71 taxa in the Chimsil wetland and were not observed in the Moojechineup and Sumeunmulbaengdui wetlands. Among the naturalized plants, 42 taxa (32.6%) originated from North America. Annual and biennial plants accounted for 68.2% (88 taxa). The frequencies of occurrence of naturalized plants growing in dry secondary grasses such as Erigeron annuus and Trifolium repens were high, and clonal plants that propagated by making stolons and struck roots accounted for 19.4% (25 taxa). The naturalized and urbanization indices showed positive correlations with location factors such as wetland, agricultural land, and used area. However, a negative correlation was found between altitude and forest. Therefore, a management plan that synthetically considers the occurrence frequency and growth characteristics of naturalized plants as well as the locational characteristics of wetland protection areas is required.

A Study on National Cyber Capability Assessment Methodology (국가 사이버 역량 평가 방법론 연구)

  • It is required for us to enhance the national cyber capability as the worldwide countries have been doing effort to strengthen their cyber capabilities. However, we are encountering the difficulty in estimating national cyber capability due to the absence of any cyber capability assessment methodology. This paper presents the national cyber capability assessment methodology which is used for settle up national cyber policy. We also introduce the result of five major nations(US, China, Japan, Russia, Korea)' cyber capability assessment using the proposed methodology. The methodology is developed using open data and includes three areas; base capability, attack capability and defense capability. The assessment result shows the in the order of US, China, Korea, Russia, Japan. As the analysis of that result, in order to enhance the our cyber capability, we recommend that first, cyber budget and human resources for the base capability should be more invested, second, the strategy for attack capability enhancement is strongly required and lastly, the patch ratio and security monitoring level should be upgraded.

  • The red line of Permanent Basic Farmland is the most important part in the "three-line" demarcation of China's national territorial development plan. The scientific and reasonable delineation of the red line is a major strategic measure being taken by China to improve its ability to safeguard the practical interests of farmers and guarantee national food security. The delineation of Permanent Basic Farmland zoning (DPBFZ) is essentially a multi-objective optimization problem. However, the traditional method of demarcation does not take into account the synergistic development goals of conservation of cultivated land utilization, ecological conservation, or urban expansion. Therefore, this research introduces the idea of artificial immune optimization and proposes a multi-objective model of DPBFZ red line delineation based on a clone selection algorithm. This research proposes an objective functional system consisting of these three sub-objectives: optimal quality of cropland, spatially concentrated distribution, and stability of cropland. It also takes into consideration constraints such as the red line of ecological protection, topography, and space for major development projects. The mathematical formal expressions for the objectives and constraints are given in the paper, and a multi-objective optimal decision model with multiple constraints for the DPBFZ problem is constructed based on the clone selection algorithm. An antibody coding scheme was designed according to the spatial pattern of DPBFZ zoning. In addition, the antibody-antigen affinity function, the clone mechanism, and mutation strategy were constructed and improved to solve the DPBFZ problem with a spatial optimization feature. Finally, Tongxu County in Henan province was selected as the study area, and a controlled experiment was set up according to different target preferences. The results show that the model proposed in this paper is operational in the work of delineating DPBFZ. It not only avoids the adverse effects of subjective factors in the delineation process but also provides multiple scenarios DPBFZ layouts for decision makers by adjusting the weighting of the objective function.

Disruption of Chemical Communication of Synanthedon tenuis (Lepidoptera: Sesiidae) by Sex Pheromone Dispensers in Sweet Persimmon Orchards (단감원에서 성페로몬 방출기에 의한 애기유리나방의 화학통신 교란 효과)

  • Pheromone-based techniques are becoming a viable strategy of insect pest management as facilitated by the exponential increase in numbers of pheromone identifications from many insect pests. This is the report on the efficacy of pheromone-mediated chemical communication disruption (PCD) technique against the Korean population of smaller clearwing moths, Synanthedon tenuis (Butler) (Lepidoptera: Sesiidae) using its female sex pheromone component, (Z, Z)-3, 13-octadecadien-1-ol. The PCD trials were carried out four times during 2016 and 2017 in persimmon orchards located at Suncheon and Jinju Cities in Korea, and the PCD efficacy was expressed as the mean differences in the seasonal catches of S. tenuis males in the PCD and control plots. The seasonal male moth catches in monitoring traps installed in the PCD plots were significantly lower as compared with those installed in the control plots. Consequently, the PCD efficacy in the experimental orchards ranged from 95.2-100% with an average efficacy of 98.8 ± 1.2%, revealing a future possibility of pheromone-based management of S. tenuis.

Ruminal pH pattern, fermentation characteristics and related bacteria in response to dietary live yeast (Saccharomyces cerevisiae) supplementation in beef cattle

  • Objective: In this study we aimed to evaluate the effect of dietary live yeast supplementation on ruminal pH pattern, fermentation characteristics and associated bacteria in beef cattle. Methods: This work comprised of in vitro and in vivo experiments. In vitro fermentation was conducted by incubating 0%, 0.05%, 0.075%, 0.1%, 0.125%, and 0.15% active dried yeast (Saccharomyces cerevisiae, ADY) with total mixed ration substrate to determine its dose effect. According to in vitro results, 0.1% ADY inclusion level was assigned in in vivo study for continuously monitoring ruminal fermentation characteristics and microbes. Six ruminally cannulated steers were randomly assigned to 2 treatments (Control and ADY supplementation) as two-period crossover design (30-day). Blood samples were harvested before-feeding and rumen fluid was sampled at 0, 3, 6, 9, and 12 h post-feeding on 30 d. Results: After 24 h in vitro fermentation, pH and gas production were increased at 0.1% ADY where ammonia nitrogen and microbial crude protein also displayed lowest and peak values, respectively. Acetate, butyrate and total volatile fatty acids concentrations heightened with increasing ADY doses and plateaued at high levels, while acetate to propionate ratio was decreased accordingly. In in vivo study, ruminal pH was increased with ADY supplementation that also elevated acetate and propionate. Conversely, ADY reduced lactate level by dampening Streptococcus bovis and inducing greater Selenomonas ruminantium and Megasphaera elsdenii populations involved in lactate utilization. The serum urea nitrogen decreased, whereas glucose, albumin and total protein concentrations were increased with ADY supplementation. Conclusion: The results demonstrated dietary ADY improved ruminal fermentation dose-dependently. The ruminal lactate reduction through modification of lactate metabolic bacteria could be an important reason for rumen pH stabilization induced by ADY. ADY supplementation offered a complementary probiotics strategy in improving gluconeogenesis and nitrogen metabolism of beef cattle, potentially resulted from optimized rumen pH and fermentation.

Hazardous and Noxious Substances (HNSs) Styrene Detection Using Spectral Matching and Mixture Analysis Methods (분광정합 및 혼합 분석 방법을 활용한 위험·유해물질 스티렌 탐지)

  • As the volume of marine hazardous and noxious substances (HNSs) transported in domestic and overseas seas increases, the risk of HNS spill accidents is gradually increasing. HNS leaked into the sea causes destruction of marine ecosystems, pollution of the marine environment, and human casualties. Secondary accidents accompanied by fire and explosion are possible. Therefore, various types of HNSs must be rapidly detected, and a control strategy suitable for the characteristics of each substance must be established. In this study, the ground HNS spill experiment process and application result of detection algorithms were presented based on hyperspectral remote sensing. For this, styrene was spilled in an outdoor pool in Brest, France, and simultaneous observation was performed through a hyperspectral sensor. Pure styrene and seawater spectra were extracted by applying principal component analysis (PCA) and the N-Findr method. In addition, pixels in hyperspectral image were classified with styrene and seawater by applying spectral matching techniques such as spectral distance similarity (SDS), spectral correlation similarity (SCS), spectral similarity value (SSV), and spectral angle mapper (SAM). As a result, the SDS and SSV techniques showed good styrene detection results, and the total extent of styrene was estimated to be approximately 1.03 m2. The study is expected to play a major role in marine HNS monitoring.

Occurrence of Lepidopteran Insects in Urban Forests (생활권 가로수를 기주로 하는 나비목 곤충의 발생양상)

  • In order to establish an effective pest control strategy, we investigated the occurrence of lepidopteran insects in the major trees growing in urban forests from 2019 to 2021. In total, we recorded 76 species of 14 families in Prunus spp., 40 species of eight families in Acer spp., 43 species of 10 families in Zelkova serrata, 28 species of seven families in Rhododendron spp., and 10 species of four families in Hibiscus syriacus. Among these, Hyphantria cunea and Lymantria dispar were recorded from all five tree taxa monitored. The most frequently occurring species in the different tree groups were as follows: H. cunea and Phalera flavescens in Prunus yedoensis, Epinotia ulmicola in Z. serrata, and Rehimena surusalis in H. syriacus. H. cunea also occurred in Rhododendron spp. and Acer spp., although the numbers were lower than those recorded in Prunus spp. and Z. serrata. Our results highlight the importance of focusing on the frequency of occurrence of lepidopteran insects in Prunus spp. and Z. serrata, whereas the presence of these insects in both Acer spp. and Rhododendron spp. Appears to be less problematic. From the perspective of reducing the risks to human health, our findings indicate that the application of pheromones for monitoring lepidopteran species and the use of mating disruptors would be desirable approaches that would contribute to minimizing the spraying of pesticides in urban forests.
