This study is designed to deduce an implication for an effective implementation of the Special Act for Conservation, Management and Utilization of World Heritage in Korea which was legislated in February, 2020. To draw an implication, which is regarded as highly valuable for preparing for the implementation of the act, several case studies were performed focusing on four World Natural Heritage sites in Japan, and the result is as follows. First, it is enormously crucial for the central administration agencies and the local government to have a system through which they communicate one another regularly. All the target areas in Japan consist of three national parks and a prefectural park with natural monuments, and the national forest covers a tremendously large proportion of the areas. The Japanese central agencies including Ministry of the Environment, Forestry Agency and Agency for Cultural Affairs have communication with the local government through a system named Regional Liaison Committee in order to manage the sites effectively. Also, in the case of Japan, de facto administrating agencies involving non-profit organizations and the tourism association also participate in the regular conferences to communicate. Second, a specific committee consisting of academic advisers is strongly needed. In the case of Japan, Scientific Committee provides academic grounds for the management plan established by the members of Regional Liaison Committee, and an active system which allows the members to organize consultative committees and subcommittees has been established. Scientific Committee plays an important role in preventing the local government, which tends to manage the world natural heritage in more economically profitable ways, from damaging the environment of the site. The establishment of this type of committee is thought to be extremely desirable because the World Natural Heritage requires comprehensive and sustainable management plans on the ecosystem. Third, establishment of comprehensive management plan based on continuous monitoring on the environment and detailed action plan is exceedingly needed. To sum up, it is vital to establish a management plan considering environmental aspect, and detailed guidelines, which help execute the plan both properly and effectively, are required for systematic and sustainable management.

In many clinical trials, we are interested in comparing the failure time distribution of different treatment groups. Because of ethical and economic reasons, clinical trials need to be monitored for early dramatic benefits or potential harmful effects. Prior knowledge, evolving knowledge, statistical considerations, medical judgment and ethical principles are all involved in the decision to terminate a trial early, and thus the monitoring is usually carried out by an independent scientific committee. This paper reviews the recently proposed group sequential testing procedures for clinical trials with survival data. Design considerations of such clinical trials are also discussed. This paper compares the characteristics of each of these methods and provides the biostatisticians with the guidelines for choosing the appropriate group sequential methods in a given situation.

Recently, side scan sonar system has been developed and operated to survey cable laying, sunken bodies, geometry of sea bottom and so on. It uses the acoustic signals, which are emitted from two transducer arrays, left and right sides, to get geometric information of the specified area. This system consists of transceiver board, towed body, deck unit and GPS receiver. The transceiver board, nested in a watertight canister, controls the transmitting and receiving of the acoustic pulses from transducer arrays. After receiving the scattered signals, it processes BP(Band Pass) filtering, AGC(Automatic Gain Control), TVG(Time Varying Gain) and Heterodyne. The deck init has the signal processing part, A/D converter, power supplier, and real-time monitoring part. The towed body has been designed to satisfy the optimal hydrodynamic behavior during towing, In this paper, brief introductions on the design theory of transceiving part and some results from the field which have been operated recently will be introduced.

Korea APEC ENGINEER Monitoring Committee had announced the Code of Ethics for APEC ENGINEER in Oct. 1999. Korea APEC ENGINEER REGISTER had included the ethical model of APEC ENGINEER as required essential subject to be lectured for continuing professional development. The code of ethic is necessary for the benefit of the engineers themselves. The code of ethic is necessary for the benefit of the engineers themselves. The comparison between Korean code of ethics and Australian code of ethics shows that Australian gives more points to the Engineer's role to protect the safety of the public. Korea has too many laws regulating the engineers'practice, which can be handled by the cede of ethics. From now on, we, engineers should pay more attentions to the code of engineer's ethics and establish new and best model of ethics by enough discussion.
Procedures to establish well-balanced development and effectiveness of environmental impact assessment need include various stakeholder's participation in writing and reviewing document of environmental impact assessment, collecting public opinion, and post monitoring. Accordingly, to encourage effective and efficient collection of resident's opinion analyze present conditions and problems and suggest institutional and politic alternative proposals of it. This study resulted in following conclusions. In institutional aspects, (1) Proposal for drafting document of environmental impact assessment (2) Composition of committee for collecting and regulating stakeholder's opinion (3) Width of civil participation scale. In politic aspects, (1) Use of local community (2) Guide of local information from local society and environmental specialist (3) Understandable document and data of environmental impact assessment (4) Strength of roles and duties of local government.
International negotiation and cooperation for sustainable development currently emphasize three themes on which environmental policies are developed. South Korea emphasizes two of the three themes; climate change and the 2030 Agenda for Sustainable Development. South Korea has taken a leadership role in the international arena regarding these topics, actively participating in the United Nations Framework Convention on Climate Change (UNFCCC) and the negotiations for the 2030 Agenda (Jung, 2018). South Korea has taken a number of steps to address climate change, both domestically and internationally. Domestically, it has implemented several policies and methods to lessen GHG emissions and transition to a low-carbon economy. It has implemented an Emissions Trading Scheme, the largest in the world, a renewable energy portfolio standard, and aimed at accomplishing carbon neutrality by 2050. South Korea is also actively involved in executing the Sustainable Development Goals (SDGs) and has established a national committee to ensure their successful implementation. The group is made up of representatives from the private sector, government ministries, and civil society organizations. It is focused on monitoring the progress of the SDGs and providing policy and financial support for their implementation.

Background: The national Public-Private Mix (PPM) tuberculosis (TB) control project provides for the comprehensive management of TB patients at private hospitals in South Korea. Surveillance and monitoring of TB under the PPM project are essential toward achieving TB elimination goals. Methods: TB is a nationally notifiable disease in South Korea and is monitored using the surveillance system. The Korea Centers for Disease Control and Prevention quarterly generates monitoring indicators for TB management, used to evaluate activities of the PPM hospitals by the central steering committee of the national PPM TB control project. Based on the notification date, TB patients at PPM hospitals were enrolled in each quarter, forming a cohort, and followed up for at least 12 months to identify treatment outcomes. This report analyzed the dataset of cohorts the first quarter of 2016 through the fourth quarter of 2017. Results: The coverage of sputum, smear, and culture tests among the pulmonary TB cases were 92.8% and 91.5%, respectively. The percentage of positive sputum smear and culture test results were 30.7% and 61.5%, respectively. The coverage of drug susceptibility tests among the culture-confirmed cases was 92.8%. The treatment success rate among the smear-positive drug-susceptible cases was 83.2%. The coverage of latent TB infection treatment among the childhood TB contacts was significantly higher than that among the adult contacts (85.6% vs. 56.0%, p=0.001). Conclusion: This is the first official report to analyze monitoring indicators, describing the current status of the national PPM TB control project. To sustain its effect, strengthening the monitoring and evaluation systems is essential.

Objective: This study was designed to report the status of assisted reproductive technology (ART) therapy in South Korea between January 1, 2012 and December 31, 2012. Methods: A localized online survey, originally developed by the International Committee Monitoring Assisted Reproductive Technologies, was first launched and provided to all available ART centers via email in 2015. Fresh embryo transfer (FET) cases were categorized as standard in vitro fertilization, intracytoplasmic sperm injection (ICSI), or half-ICSI. Thawed embryo transfer (TET) and other related procedures, including surgical sperm retrieval, were surveyed. Results: Data from 33,956 ovum pick-up procedures were provided by 75 clinics in 2012. Of the 33,088 cycles in which ovums were retrieved, a complete transfer was performed in 90.5% (29,932 cycles). In addition, 10,079 FET cycles were confirmed to have resulted in clinical pregnancy, representing a pregnancy rate of 30.5% per ovum pick-up and 33.7% per ET. The most common number of embryos transferred in FET was 2 (41.6%), followed by 3 (34.0%), and non-elective single ETs (10.0%). Of the 10,404 TET cycles in which transfer was completed, 3,760 clinical pregnancies (36.1%) were confirmed by ultrasonography. Conclusion: The overall clinical pregnancy rate for FET and TET cycles in 2012 was higher than in 2011 (33.7% vs. 33.2% and 36.1% vs. 31.1%, respectively). The most common number of embryos transferred in FET cycles was 2, unlike in 2011.
Objectives: The coronavirus disease 2019 (COVID-19) pandemic led to increased mortality rates. To assess this impact, this ecological study aimed to estimate the excess death counts in southern Iran. Methods: The study obtained weekly death counts by linking the National Death Registry and Medical Care Monitoring Center repositories. The P-score was initially estimated using a simple method that involved calculating the difference between the observed and expected death counts. The interrupted time series analysis was then used to calculate the mean relative risk (RR) of death during the first year of the pandemic. Results: Our study found that there were 5571 excess deaths from all causes (P-score=33.29%) during the first year of the COVID-19 pandemic, with 48.03% of these deaths directly related to COVID-19. The pandemic was found to increase the risk of death from all causes (RR, 1.26; 95% confidence interval [CI], 1.19 to 1.33), as well as in specific age groups such as those aged 35-49 (RR, 1.21; 95% CI, 1.12 to 1.32), 50-64 (RR, 1.38; 95% CI, 1.28 to 1.49), and ≥65 (RR, 1.29; 95% CI, 1.12 to 1.32) years old. Furthermore, there was an increased risk of death from cardiovascular diseases (RR, 1.17; 95% CI, 1.11 to 1.22). Conclusions: There was a 26% increase in the death count in southern Iran during the COVID-19 pandemic. More than half of these excess deaths were not directly related to COVID-19, but rather other causes, with cardiovascular diseases being a major contributor.
