현대패션에 표현된 하이브리드 경향 연구 - 1990년대 후반을 중심으로 - (A Study on Hybrid Expressed in Modern Fashion - Focusing on the End of 1990s -)

  • This study was carried out with an objective to prepare the framework of conformity for the 21st century modern fashion, which is interactive with mankind, based on a position that the 21st century contemporary fashion with its amalgamating trend of diversified artistic forms may not be elucidated on a standpoint centering on one certain modality. The hybrid fashion trend of historical modality which provides freedom and satisfaction in creation of an individuals expressive power in expressing true desire of mans inside through man-centered thought of the times has made multifarious motives of the past and present fragmentary. It thus extracts inner divisions and the concept of consolidation through three-dimensional form. Modern fashion is newly interpreted by the material and details of high technologies. and is harmonized by mix and match with various expressions. By having it, it is being expressed together with many types of dresses and ornaments. The hybrid fashion design trend of regional elements formed by stimuli and contacts of diverse local culture by globalization of network that was achieved by scientific technologies of the contemporary information society has disintegrated varied boundaries in the conventional culture by the latest communication technology-new media on the basis of newly created culture. The fact that regional elements could be expressed as if they were interrelated without each being deprived of originality may be explained with an interpretation on pluralism. The hybrid fashion design trend of cultural aspect, which manifests in the background of scientific technological culture as it transcends the societal-cultural boundaries based on the de-centralization theory of Frederic Jameson, has supplemented the imperfect meanings through conversional correlation with other forms and internal program changes. The middle stratal and polyhedral characteristics are seen as each cultural element is dismantled and reassembled by application of 'multiple-time point expression'. Design forming method is not to bring destruction from outside, but to embrace instability and chaos through radical dismantling of the inside. and to pursue diversity and openness. Thus. it is implemented by an approach that takes the role of design process. In communication of discontinuity, continuity was dismantled through forms of mixing, overlap, perversion, insertion and coincidence.

On Effective Slack Reclamation in Task Scheduling for Energy Reduction

  • Power consumed by modern computer systems, particularly servers in data centers has almost reached an unacceptable level. However, their energy consumption is often not justifiable when their utilization is considered; that is, they tend to consume more energy than needed for their computing related jobs. Task scheduling in distributed computing systems (DCSs) can play a crucial role in increasing utilization; this will lead to the reduction in energy consumption. In this paper, we address the problem of scheduling precedence-constrained parallel applications in DCSs, and present two energy- conscious scheduling algorithms. Our scheduling algorithms adopt dynamic voltage and frequency scaling (DVFS) to minimize energy consumption. DVFS, as an efficient power management technology, has been increasingly integrated into many recent commodity processors. DVFS enables these processors to operate with different voltage supply levels at the expense of sacrificing clock frequencies. In the context of scheduling, this multiple voltage facility implies that there is a trade-off between the quality of schedules and energy consumption. Our algorithms effectively balance these two performance goals using a novel objective function and its variant, which take into account both goals; this claim is verified by the results obtained from our extensive comparative evaluation study.

  • The article considers one of the areas of development of artificial intelligence where there is the development of computer intelligent systems capable of performing functions traditionally considered intelligent - language comprehension, inference, use of accumulated knowledge, learning, pattern recognition, as well as learn and explain their decisions. It is found that informational intellectual systems are promising in their development. The article is devoted to intelligent information systems and technologies in educational activities, ie issues of organization, design, development and application of systems designed for information processing, which are based on the use of artificial intelligence methods.

  • The relevance of research provides the necessity to identify the basic problems in the public governance sphere and information technology relations, forasmuch as understanding such interconnections can indicate the consequences of the development and spreading information technologies. The purpose of the research is to outline the issues of applying information technologies in public governance sphere. 500 civil servants took part in the survey (Ukraine). A two-stage study was conducted in order to obtain practical results of the research. The first stage involved collecting and analyzing the responses of civil servants on the Mentimeter online platform. In the second stage, the administrator used the SWOT-analysis system. The tendencies in using information technologies have been determined as follows: the institutional support development; creation of analytical portals for ensuring public control; level of accountability, transparency, activity of civil servants; implementation of e-government projects; changing the philosophy of electronic services development. Considering the threats and risks to the public governance system in the context of applying information technologies, the following aspects generated by societal requirements have been identified, namely: creation of the digital bureaucracy system; preservation of information and digital inequality; insufficient level of knowledge and skills in the field of digital technologies, reducing the publicity of the state and municipal governance system. Weaknesses of modern public governance in the context of IT implementation have been highlighted, namely: "digitization for digitalization"; lack of necessary legal regulation; inefficiency of electronic document management (issues caused by the imperfection of the interface of reporting interactive forms, frequent changes in the composition of indicators in reporting forms, the desire of higher authorities to solve the problem of their introduction); lack of data analysis infrastructure (due to imperfections in the organization of interaction between departments and poor capacity of information resources; lack of analytical databases), lack of necessary digital competencies for civil servants. Based on the results of SWOT-analysis, the strengths have been identified as follows: (possibility of continuous communication; constant self-learning); weaknesses (age restrictions for civil servants; insufficient acquisition of knowledge); threats (system errors in the provision of services through automation); opportunities for the introduction of IT in the public governance system (broad global trends; facilitation of the document management system). The practical significance of the research lies in providing recommendations for eliminating the problems of IT implementation in the public governance sphere outlined by civil servants..

An ID-based Broadcast Encryption Scheme for Cloud-network Integration in Smart Grid

  • The rapid growth of data has successfully promoted the development of modern information and communication technologies, which are used to process data generated by public urban departments and citizens in modern cities. In specific application areas where the ciphertext of messages generated by different users' needs to be transmitted, the concept of broadcast encryption is important. It can not only improve the transmission efficiency but also reduce the cost. However, the existing schemes cannot entirely ensure the privacy of receivers and dynamically adjust the user authorization. To mitigate these deficiencies, we propose an efficient, secure identity-based broadcast encryption scheme that achieves direct revocation and receiver anonymity, along with the analysis of smart grid solutions. Moreover, we constructed a security model to ensure wireless data transmission under cloud computing and internet of things integrated devices. The achieved results reveal that the proposed scheme is semantically secure in the random oracle model. The performance of the proposed scheme is evaluated through theoretical analysis and numerical experiments.

  • Strangely enough, there has not been much effort in applying the latest technologies to help referees make accurate calls in a soccer game compared to other sports. Modern soccer tries to apply VAR (Video Assistant Referee) technology to correct inaccurate calls such as an offside, but this is being put off due to the fact that real time decision-making cannot be carried out by using this technology. This has led this study to decide developing a device that will accurately identify offsides on a real time basis using various latest sensors and related technologies. This device will aid referees in calling offsides in a soccer match.

  • In the 21st century, the growing use of information and communication technologies (ICTs) and social media platforms has influenced our way of life, including international diplomacy. With the use of new interactive communication technologies such as WhatsApp, Twitter, Facebook, Instagram, video sharing website, blogs, and other social media networks, digital diplomacy has become an active diplomatic mode in modern society and plays an increasing important role in international relations. Although Indonesia has gradually realized the pivotal role of internet diplomacy and recently put it into practice, it is still lagging far behind. This paper will examine how Indonesia conducts its diplomacy in the new era of digital world. How far and in what ways does the Indonesian government make use of digital technology to conduct its diplomacy? What opportunities and challenges are confronted to develop digital diplomacy? How does it navigate diplomacy in the digital age? Unless Indonesia embraces new channels and methods of diplomacy, its foreign policy implementation may not run optimally to support its aim of attaining its objectives in the international stage.

  • Satellite technology has emerged as a powerful tool in modern agriculture, offering capabilities for Earth observation, land-use pattern analysis, crop productivity assessment, and natural disaster prevention. This mini-review provides a concise overview of the applications and benefits of satellite technologies in agriculture. It discusses how satellite imagery enables the monitoring of crop health, identification of land-use patterns, evaluation of crop productivity, and mitigation of natural disasters.   • The article deals with the role of extra-curricular work by means of multimedia technologies in order to improve the quality of training of future specialists. An important condition for achieving high results in training specialists is the optimal combination of classroom and independent extra-curricular work of students by means of multimedia technologies. Very significant is the development of student independence, the formation of skills of independent search activity, the ability to take responsibility, independently solve a problem, find constructive solutions, a way out of a crisis situation, and so on. Extra-curricular work forms students' ability to master the techniques of analysis, synthesis, generalization, comparison; develops flexibility of thinking; opens up opportunities for the development and stabilization of positive learning motives to activate the process of mastering knowledge by means of multimedia technologies as a means of forming the personality of a highly qualified specialist. The concept of multimedia as one of the priority areas of Information Technology, which plays a particularly important role in the process of informatization of education, is revealed, and its advantages in education are shown. The advent of multimedia systems optimizes transformations in education, in many areas of professional activity, science, art, etc. The necessity of distance learning to improve the quality of training of future specialists using multimedia technologies in extra-curricular work is justified. The effectiveness of pedagogical support in the process of distance learning is achieved by the following conditions, which is revealed in the article. Various forms and types of extra-curricular work of students that are used in the modern practice of the educational environment of a higher education institution are described. Scientific and informational activity is considered a key area of information activity. The analysis of scientific and information activities in the field of education allows us to identify its main functions, which emphasize the growing role of scientific information in the education system, in particular, extra-curricular work using multimedia technologies. Operational, complete, accurate, targeted information that meets objective and subjective needs becomes an important link between the field of management, science and practice.

  • Maritime transport is dominant in the overall volume of all international transportation. Existence and overcoming of problems, which cause pressure on shipping safety, remain actual and fully concern both maritime and inland transport. Increasing speed and cargo capacity of the ships along with the reduction of crew members lead to the automation of a growing number of work processes, which indicates the need to actively introduce appropriate measures in the security system of sea-going ships and commercial ports and to develop modern approaches to minimize negative events and incidents in the process of ship operation. Advantages in use of modern methods of monitoring the safety of ship operations, management of possible events and incidents, including investigation of accidents, first, aimed at prevention of negative occurrences and ways of prevention on this basis. Considering statistics on incidents increase, this work presents analysis of general ship accident rate, study of major accidental events growth annually, and investigation of causes of incidents, which most frequently occur in port waters and at open sea. A survey of current approaches to ensuring the safety of shipping by implementing effective tools, such as event and incident management, has been conducted.
