Quality management is essential to achieve the desired quality throughout a program. Especially in phase of research and development(R&D) of a program, that is an effective and efficient way to achieve the quality goals and improve the quality of a program in total life cycles. For applying the quality management to a R&D program, characteristics of the program should be considered in various aspects. In this study, the characteristics of developments of defense weapon systems were analyzed and the meaning of quality in that field was defined. And then, application methods of the quality management were established and the quality management model with four view points(external, organization, programs, practices) was proposed. In addition, detailed tasks of the quality management activities were described and some examples of applying the model were introduced.

This study grasped problems and properties of rural tourism through Cooperative Tourism Development Model Project, so it provided to develop network program and to indicate long-term development direction. This study area was Gubyung-Areum village in Boeun-gun, Chungcheongbuk-do. This village has superior natural landscape and rich area theme. Also, this village was chosen in Areum Village Revitalization Project in 2002, infrastructure full equipment was achieved. Gubyung-Areum village is administering buckwheat flower festival and experience program by Bo-Eun County Office help to change the farm stay village to the rural experience village. But, there were some problems to operate in experience program. So that Chungcheongbuk-do Provincial Government Republic of Korea is propelling Cooperative Tourism Development Model Project for coping these problems from 2007.12.31 to 2008.9.30. This study is going to develop tourism network program that take advantage of enough area resources grasping problem of Gubyung-Areum village through propulsion of Cooperative Tourism Development Model Project. This study present Developing Strategies for Gubyung-Areum village through investigation, analysis and operation process.

This paper examines the determinants of imbalanced regional development in Korea during the period of 1985-1995. The review of previous analytical techniques have been used to analyze the determinants of disparities in regional development of disparities in regional development, but few has applied the regression technique which reduces a bias due to heterogeneity across region. The results of the study show that Kmenta model with per capita GRDP as dependent variable can reduce the heterogeneity bias in regional development and can minimize the statical errors in estimation and interpretation of the coefficients of the explanatory variables. According to the results of Kmenta model, urban infrastructure such as roads, information and communication facilities are major causes of regional disparity over the period of 1985-1995. The results of the study also indicate that local government should devote their policy efforts to identify and utilize the unique soci-economic characteristics of each locality in the process of regional development.

This paper describes the development of the transient analysis model of 345[kV] 100[MVA] STATCOM and the result of the performance analysis. The Korea power utility company, KEPCO began a commercial operation of a 100[MVA] STATCOM(Static synchronous COMpensator) at 345[kV] Migeum substation in Seoul. In order to operate a new control device like STATCOM to the power system, suitable transient model is needed. Therfore, Korea Electric Power Coporation(KEPCO) developed a transient analysis models using EMTDC/PSCAD. The development of this transient analysis model is based on the actual STATCOM S/W algorithm and H/W specification that was provided by its manufacture. Through this model, the transient/dynamic performance of STATCOM at Migeum substation can be analyzed.

This study postulates a partial mediation model(study model I) and a whole mediation model(study model II) to examine the effect on endogenous rural development of local innovation capability strengthening in the local industry promotion project, the establishment of promotion system, and the revitalization of local economy. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0 and AMOS 5.0. The results showed that in the partial mediation model, the local innovation capability strengthening had a significantly positive effect on the establishment of promotion system, the establishment of promotion system had a significant effect on the revitalization of local economy, and the revitalization of local economy had a significant effect on the endogenous rural development, while the establishment of promotion system and local innovation capability strengthening didn't have effect on the endogenous rural development. In the whole mediation model, the local innovation capability strengthening had a significant effect on the revitalization of local economy, the establishment of promotion system on the revitalization of local economy, and the revitalization of local economy on the endogenous rural development. According to the verifications of study model I and II, the endogenous rural development is achieved after the revitalization of local economy through the establishment of promotion system and the local innovation capability strengthening. From these results, this study presents suggestions, limits of study and directions in the future study.

According to the Marine Traffic Safety Law, revised in 2009, Marine Traffic Safety Audit is introduced to secure the safe navigation, to prevent the marine accident and to maximize the efficiency of the port. In this audit system, marine traffic safety assessment is the most important scheme because the primary purpose of the audit system is to identify potential risk elements affecting safe navigation. Even though the reliability of audit result depends on the selection of assessment models, there are no independent assessment models for Korean coastal waters and most of models used in Korea currently are developed by foreign countries. Therefore, the development of the independent assessment model for Korean coastal water is required. This study, prior to the development of independent assessment model, aims to provide a basic data by comparing two foreign assessment models in Ulsan port area with marine accident statistics data.

Today, It is difficult to search the various and numerous information efficiently. For this reason, Semantic Web emerged to provide searching services more easily through the structuring of a variety of unstructured format data and the definition of meaningful relationships between information. Especially, definition of relationship and meaning among resources is significant to share and infer related information. Ontology modeling plays just that role. Weapon parts development information is unstructured and dispersed all over. There are many difficulties in finding desired information, leading to getting improper outcomes. In this paper, we present an intuitive ontology model with weapon parts development information including the multi-dimensional information analysis and expansion of the relevant information. This study build up a ontology model through creating class and hierarchy about parts information and defining the properties of classes with Ontology Development 101[1] procedures using Protégé tools. The ontology model provides users with a platform on which search of needed information can be easy and efficient.

This paper presents an SBA (simulation-based acquisition) effectiveness analysis environment using the RUP (Relational Unified Process) model. The RUP model has 4 phases which cover the whole development steps such as requirement analysis, design, development and test. By applying the RUP model, SW development can be represented with the iterations of developments for each phase. Such a characteristics of the model would make the model suitable for defense acquisition. In this paper, we show the relation between the RUP model and V process model, which is the foundation for defense acquisition. In order to show how the model could be applied to SBA effectiveness analysis, graphical user interfaces for the analysis are presented at the end of the paper.

In this paper, we propose a Model Driven Development using UML(Unified Modeling Language) in an efficient Combat System Software development methods. UML is managed by the OMG (Object Management Group) as a Unified Modeling Language. Recently, In developing the software for the system, development time is contrary to a short, while it must meet a number of requirements of our customers. If you develop a non-efficient software early, the structure of the software become more complex in proportion to the number of requirements. As a result, a serious problem in the system, such as an increase in defective products due to the lowering of the reliability and communication problems between the developer has occurred. To overcome those problems, the aim of this paper is to develop a reusable high efficient Combat System Software by applying Model-Centric Development (Not Code-Centric Development). If Combat System Software development method using the UML proposed in this paper is used, easy communication among developers can help reduce the serious errors in systems. Also, it has the advantage that the future needs of software maintenance/repair become easy by using high readability object Model.

This study was aimed at the development of a standard model for vocational training course for the unemployed based on entrepreneurial skill system. The model reviewed the definition of skill-related concepts and skill system through the set-up of skill system in the first place, and developed job capacity system by coming up with the direction and the method in the development of the model for the job capacity system and training courses. Skill boundaries, core capacities, performances, capacity units and levels, and unit criteria were derived from it. And, training courses were composed and the structure was built in accordance with skill capacity system on the basis of it. As the result, the training model which drew to the development model of training courses, the structure of training courses and the model of training curriculum was finally developed.
