  • This study was conducted as a preliminary study for the mitigation of acid rain which has been a serious environmental problem in both regional and global scales. In this study, sulfur dioxide emission was estimated at city and gun(county) level. Also, this study represents the estimated sulfur dioxide emission with using a geographical information system which includes administrative boundaries. The results of this study are expected to serve as a sulfur dioxide emission mitigation policy guidance and a basis of a future emission model and a comprehensive global warming model. Moreover, thanks to the geographical information system, the results are also expected to help carrying out clear policy goals and setting up sulfur dioxide emission mitigation measures in regional environmental planning processes, which currently have been implemented in some cities and counties in Korea.

도시의 개발 사업에 따른 생물다양성 변화 추세 분석 - 환경영향평가의 육상 동물종을 중심으로 - (Analysis of biodiversity change trend on urban development project - Focusing on terrestrial species in Environmental Impact Assessment -)

  • The Environmental Impact Assessment (EIA) plays a pivotal role in predicting the potential environmental impacts of proposed developments and planning appropriate mitigation measures to minimize effects on species. However, as concerns over biodiversity loss rise, there's ongoing debate about the efficacy of these mitigation plans. In this study, we utilized data from EIAs and post-environmental impact surveys to understand the trends in biodiversity during construction and operation phases. By examining 30 urban development projects, we categorized species richness indices of mammals, birds, amphibians, and reptiles into pre-construction, during construction, and post-construction operational stages. The biodiversity trends were analyzed based on the rate of change in these indices. The results revealed three distinct biodiversity change patterns: (A) An initial increase in biodiversity indices post-development, followed by a gradual decline over time; (B) a sustained increase in biodiversity as a result of mitigation measures; and (C) a continuous decline in biodiversity post-development. Furthermore, all species exhibited a higher rate of biodiversity decline during the construction phase compared to the operational phase, with mammals showing the most significant rate of change. Notably, the biodiversity change rate during operation was generally lower than during construction. In particular, mammals seemed to be most influenced by mitigation measures, displaying the smallest rate of change. This study provides empirical evidence on the efficacy of mitigation measures and deliberates on ways to enhance their effectiveness in minimizing the adverse impacts of urban development on biodiversity. These findings can serve as foundational data for addressing terrestrial biodiversity reduction.

Studies on vibration control effects of a semi-active impact damper for seismically excited nonlinear building

  • The semi-active impact damper (SAID) is proposed to improve the damping efficiency of traditional passive impact dampers. In order to investigate its damping mechanism and vibration control effects on realistic engineering structures, a 20-story nonlinear benchmark building is used as the main structure. The studies on system parameters, including the mass ratio, damping ratio, rigid coefficient, and the intensity of excitation are carried out, and their effects both on linear and nonlinear indexes are evaluated. The damping mechanism is herein further investigated and some suggestions for the design in high-rise buildings are also proposed. To validate the superiority of SAID, an optimal passive particle impact damper ($PID_{opt}$) is also investigated as a control group, in which the parameters of the SAID remain the same, and the optimal parameters of the $PID_{opt}$ are designed by differential evolution algorithm based on a reduced-order model. The numerical simulation shows that the SAID has better control effects than that of the optimized passive particle impact damper, not only for linear indexes (e.g., root mean square response), but also for nonlinear indexes (e.g., component energy consumption and hinge joint curvature).

산업체재난 조기 대응체계 구축을 위한 최적 재해경감활동 방안 연구 (A Study on the Optimum Disaster Mitigation Activity to Establish the Early Counter System on the Industrial Accidents)

  • 본 연구는 아직 초보수준인 국내기업의 업무연속성 유지를 위한 재해경감 활동계획 수립 및 실행에 대한 방향을 제시하였으며, 조기대응체계 구축을 통하여 어떠한 재난에도 안전을 기할 수 있는 기업 연속성 유지 방안을 모색하였다. 이를 실현하기 위하여 국내 재난관리 표준으로 채택된 사고대비 및 업무연속성 관리의 가이드라인을 분석하였고, 국내기업에 쉽게 적용할 수 있는 실행지침을 제시하였으며, A기업을 대상으로 재해경감활동계획 수립 및 정보기술을 활용하는 방안을 연구하였다. 특히 사고대비 및 업무연속성 관리의 가이드라인 5단계 주요 절차 중 계획수립단계의 위험 평가, 영향분석, 예방경감계획 및 대응관리계획 수립에 대한 모델을 제시하였고, 국내 재해경감활동이 활성화되기 위한 방안을 도출하였으며, 재난대응 수준을 향상시키기 위하여 필요한 정보기술 부분도 제시하였다.

  • Recently, in Korea vehicle market, the proportion of SUV is increasing. However Korea SINCAP(Side Impact New Car Assessment Program) doesn't reflect this circumstance. This paper focused on improvement of Korea SINCAP by comparing IIHS(Insurance Institute of Highway Safety) side impact test protocol with Korea SINCAP.

  • Building a dam that is not considering the environmental impact and human social impact can cause the loss of entire ecospheres such as fragmentary green network, disturbance of plants ecosystem, the destruction of social and cultural indigenous resources, therefore, it can occur the environment change and distortion of ecosystem. The purpose of this study is that presenting the methods of ecosystem maintenance and ecosystem damage compensation about for environmentally direct impact i.e. the ecosystem change in the intended place for building a dam. According to the planning progress, the study was proceeded to planning site examine, assessment, conception plan. As the results of examine and assessment, it must be necessary to offered the maintenance and damage compensation if the site where include the 1st degree of biotope area, the 2nd degree of biotope and the 8th degree of green naturality area were damaged by being submerged and constructing road. In addition, according to the conception plan, we suggest the mitigation proposals such as plant communities transplant, planning of connecting green network against for influencing direct impact ecosystem that is destroying plant communities, damaging inhabitants, noise pollution, water pollution, etc.

A case study of protecting bridges against overheight vehicles

  • Most transportation departments have recognized and developed procedures to address the ever-increasing weights of trucks traveling on bridges in a service today. Transportation agencies also recognize the issues with overheight vehicles' collisions with bridges, but few stakeholders have definitive countermeasures. Bridges are becoming more vulnerable to collisions from overheight vehicles. The exact response under lateral impact force is difficult to predict. In this paper, nonlinear impact analysis shows that the degree of deformation recorded through the modeling of the unprotected vehicle-girder model provides realistic results compared to the observation from the US-61 bridge overheight vehicle impact. The predicted displacements are 0.229 m, 0.161 m, and 0.271 m in the girder bottom flange (lateral), bottom flange (vertical), and web (lateral) deformations, respectively, due to a truck traveling at 112.65 km/h. With such large deformations, the integrity of an impacted bridge becomes jeopardized, which in most cases requires closing the bridge for safety reasons and a need for rehabilitation. We proposed different sacrificial cushion systems to dissipate the energy of an overheight vehicle impact. The goal was to design and tune a suitable energy absorbing system that can protect the bridge and possibly reduce stresses in the overheight vehicle, minimizing the consequences of an impact. A material representing a Sorbothane high impact rubber was chosen and modeled in ANSYS. Out of three sacrificial schemes, a sandwich system is the best in protecting both the bridge and the overheight vehicle. The mitigation system reduced the lateral deflection in the bottom flange by 89%. The system decreased the stresses in the bridge girder and the top portion of the vehicle by 82% and 25%, respectively. The results reveal the capability of the proposed sacrificial system as an effective mitigation system.

보호대상해양생물종인 잘피의 보전을 위한 해역이용협의의 사례연구 (A Case Study of the Sea Area Utilization Consultation for the Conservation of Marine Protected Seagrass Species)

  • This study diagnosed the status of marine environmental impact assessment(MEIA) for project near the habitat of marine protected seagrass species such as Zostera caespitosa, Zostera asiatica, Phyllospadix iwatensis. For the preparation of a marine environmental impact statement, different monitoring parameters are used without any specific guideline for the assessment of current status. And also, both tools and techniques for MEIA are needed to improve for implementing. The monitoring plans and parameters are not considered well with the accuracy of the environmental predictions and effectiveness of any applicable mitigation measures. This study suggested the reasonable standard of the MEIA for the conservation of the marine protected seagrass species which have the habitat located near affected area. The inshore seagrasses need to be monitored including shoot count based on the "No Net Loss of Seagrass" as part of the monitoring parameters to assess the status of marine environment of environmental impact statement. In a process of effect prediction, we suggested a concentration of 10 mg/L suspended solids which added by the new developmental project near seagrasses habitat, referring to study of overseas case. But a further study for an appropriate standard is necessary effectively. In a mitigating process, priority needs to be considered in order of avoidance, minimization, reduction, compensation. In a post-monitoring process, it is necessary to monitor the seagrass species abundance to identify the variation of b/a (before and after) project. And in a case of implementing transplantation, survival rate need to be included to determine a success of project.

Managing the Vulnerability of Megacities in North America and Europe to Seismic Hazards

  • The science and technology of seismic hazard mitigation are increasingly being shared among scientists and policy makers around the world. Administrative expertise is also being shared. While there is still tremendous unevenness in technical and administrative capacities and resources, a global community of emergency managers is developing and there is a globalization of expertise. Hazards are better understood, tools for risk assessment are improving, techniques for hazard mitigation are being perfected, and communities and states are implementing more comprehensive disaster preparedness, response, and recovery programs. Priorities are also emerging and hazard mitigation has emerged as the priority of choice in North America and Europe. An increasingly important component of hazard mitigation is resilience, in terms of increased capacities for disaster mitigation and recovery at the community and even individual levels. Each year, more is known about the locations and natures of seismic hazards, although there are still unknown and poorly understood fault lines and limited understanding of related disasters such as tsunamis and landslides. More is known about the impact of earthquakes on the built environment, although nature still provides surprises to confound man's best extorts to reduce risk. More is known about human nature and how people respond to uncertain risk and when confronted by certain catastrophe. However, despite the increased understanding of seismic phenomena and how to protect people and property, there is much that needs to be done to reduce the risk, particularly in major metropolitan areas.

  • Two types of responses to climate change exist. First is climate mitigation which includes efforts of reducing CO2 and GHG emissions. Second response is climate adaptation process which is establishing climate resilience in the supply chain. The two are inherently different since mitigation strategy focus on eliminating the source of climate change and is long term in nature but adaptation strategy is moderating the impact of potential or current climate change. In order to embed climate resilience in the supply chain, mitigation strategies and adaption strategies must be implemented simultaneously. Corporation's adaptation to climate change related natural disaster can be seen as a response that includes mitigation and adaptation strategies simultaneously. A comprehensive climate change resilience supply chain approach has to be developed. This paper illustrated guidelines and adaptation process framework businesses can utilize in order to build climate resilience. Screening process before the actual assessment of risk was introduced as well as the whole adaptation process of establishing information system and strengthening climate-related operational flexibility.
