Reflecting on the History and Future of Republic of Korea Navy (대한민국 해군창설 : 회고와 당부)

  • The Republic of Korean Navy (ROKN) started from scratch. However, ROKN demonstrated its Blue Navy capabilities successfully to the entire world by conducting "Operation Early Dawn" at the Aden Bay, Yemen in Jan 2011. On the event of the 70th anniversary of the ROKN, I would like to retrospect past gleaning from voyages and challenges we had in the past. At the very inception of the ROKN, Korean government as well as senior military leaders recognized that it had no time to spare to clean up military those were insinuated deeply by communist agents. It was the top priority of the government. The Mongumpo Operation which was not well known, conducted by ROKN was one of the clean-up drive. The Korean War sometimes called as "a fire from land put-off at the sea". The world famous "Incheon Landing" which reversed war situation from the Nakdong Perimeter also done by Sea Power. ROKN conducted various maritime operations including not only Incheon Landing, but amphibious operation at Hungnam, mine sweeping, sea convoy, Wonsan Withdrawal. On the same day of the Korean War started, 25th June 1950, unless the victory of the ROKNS Baekdusan (PC 701) at the Korean Strait, the waning lamp light of Korea could not be rekindled by the participation of the U.N. The ROKN rescued the 17th regiment of Korean Army from the isolation at the Ongjin Peninsular and transported gold and silver bars stored at the Bank of Korea to the Navy supply deposit in Jinhae safely. ROKN special intelligence unit conducted critical HUMINT which led Incheon Landing success. One of important mission ROKN conducted successfully was not only transporting war fighting materials but also U.S. provided grains to starving Koreans. ROKN participated Vietnam campaign from 1960s and conducted numerous maritime transportation operations supplying materials to Vietnam military forces along the long coastal lines. Experienced Naval Officers and enlisted men who discharged and acquired as merchant marine certificate supported most of the U.S. sea lift operations throughout the Vietnam campaign. ROK-US Combined Forces which had been honed and improved its war fighting capabilities through the Korean War and out of Vietnam jungle playing key deterrent against threat from north Korea. However, those threat level will be completely different when north Korea finish its nuclear weapon ambition. In order to stand firm against north Korean nuclear threat, I would like to expect strong political leadership supporting nuclear submarine for ROKN.

New Year Picture, a Visual Educational Medium in the Qing Dynasty (청대 시각적 교육매체로서의 연화)

  • New year pictures prevailed from 1660s to 1860. Especially, the reign period of Emperor Qianlong(r. 1736-1795) was the period of prosperity. The period of 1660s when new year pictures were started to be popular was the reign period of Emperor Kangxi(r. 1662-1722) was just started and corresponded to Emperor Kangxi's promulgation of "Sacred Edict." Chinese operas such as Peking opera were very popular among common people in the period from 1660s to 1860 when new year pictures prevailed. Qing emperors as foreign ruler chose the way of ruling their people by means of cultural influence in stead of military power. However their culture effort was not efficient toward the majority of illiterate people. New year pictures offered every information about the world through visual icons to the illiterate people at that time who perceived the world by means of seeing. They met the world through visual information offered by new year pictures. New year pictures were the stronger visual medium to spread and educate "Sacred Edict" to illiterate subjects than any other guide books published by elite officers.

Problems and Ways of Improvement towards the Maldevelopment of Reserved Areas of Natural Environments, Ulleung Island (울릉도 자연환경자원보호구역에서의 난개발 문제점과 개선방안)

  • This study is to discuss the problems due to the maldevelopment occurred at the reserved areas of natural environments of the Ulleung Island, Gyeongsangbuk-do province, and it also suggests the ways of solving them The types of the maldevelopment practiced on the Ulleung Island consist of the change of land use, the opening of a round road, the destruction of mountains for the construction of harbor, the development of tourist areas, and the construction of military facilities. The decreased habitat of animals and the pollution of drinking water are occurred by the change of land use. The destruction of ecological system is due to the opening of a round road. The damage of natural landscape and the change of ocean eco-system is closely related to the construction of harbor and the destruction of mountains. Finally, the damage of rare plants and the pollution of drinking water are due to the development of tourist areas and the construction of military facilities. In the followings, the ways of solving the problems occurred by the various types of maldevelopment are suggested. First, the planning of pro-environmental development has to be established and practiced to preserve rare plants which are damaged due to the change of land use. Second, the destruction of natural landscape and resources has to be minimized by the implementation of environmental impact assesment when road and harbor are constructed. Third, the stones needed for the development of islands ought to be imported from mainland. Fourth, the established tourist areas are needed to rationally manage and the potential tourist areas has to be transferred to the reserved areas of natural environments. Fifth, military facilities should be constructed though the cooperation of autonomous local government. Finally, government officers' and residents' conscience of protecting and reserving natural environments is needed, and government has to give residents financial supports.

Development of the Accident Prediction Model for Enlisted Men through an Integrated Approach to Datamining and Textmining (데이터 마이닝과 텍스트 마이닝의 통합적 접근을 통한 병사 사고예측 모델 개발)

  • In this paper, we report what we have observed with regards to a prediction model for the military based on enlisted men's internal(cumulative records) and external data(SNS data). This work is significant in the military's efforts to supervise them. In spite of their effort, many commanders have failed to prevent accidents by their subordinates. One of the important duties of officers' work is to take care of their subordinates in prevention unexpected accidents. However, it is hard to prevent accidents so we must attempt to determine a proper method. Our motivation for presenting this paper is to mate it possible to predict accidents using enlisted men's internal and external data. The biggest issue facing the military is the occurrence of accidents by enlisted men related to maladjustment and the relaxation of military discipline. The core method of preventing accidents by soldiers is to identify problems and manage them quickly. Commanders predict accidents by interviewing their soldiers and observing their surroundings. It requires considerable time and effort and results in a significant difference depending on the capabilities of the commanders. In this paper, we seek to predict accidents with objective data which can easily be obtained. Recently, records of enlisted men as well as SNS communication between commanders and soldiers, make it possible to predict and prevent accidents. This paper concerns the application of data mining to identify their interests, predict accidents and make use of internal and external data (SNS). We propose both a topic analysis and decision tree method. The study is conducted in two steps. First, topic analysis is conducted through the SNS of enlisted men. Second, the decision tree method is used to analyze the internal data with the results of the first analysis. The dependent variable for these analysis is the presence of any accidents. In order to analyze their SNS, we require tools such as text mining and topic analysis. We used SAS Enterprise Miner 12.1, which provides a text miner module. Our approach for finding their interests is composed of three main phases; collecting, topic analysis, and converting topic analysis results into points for using independent variables. In the first phase, we collect enlisted men's SNS data by commender's ID. After gathering unstructured SNS data, the topic analysis phase extracts issues from them. For simplicity, 5 topics(vacation, friends, stress, training, and sports) are extracted from 20,000 articles. In the third phase, using these 5 topics, we quantify them as personal points. After quantifying their topic, we include these results in independent variables which are composed of 15 internal data sets. Then, we make two decision trees. The first tree is composed of their internal data only. The second tree is composed of their external data(SNS) as well as their internal data. After that, we compare the results of misclassification from SAS E-miner. The first model's misclassification is 12.1%. On the other hand, second model's misclassification is 7.8%. This method predicts accidents with an accuracy of approximately 92%. The gap of the two models is 4.3%. Finally, we test if the difference between them is meaningful or not, using the McNemar test. The result of test is considered relevant.(p-value : 0.0003) This study has two limitations. First, the results of the experiments cannot be generalized, mainly because the experiment is limited to a small number of enlisted men's data. Additionally, various independent variables used in the decision tree model are used as categorical variables instead of continuous variables. So it suffers a loss of information. In spite of extensive efforts to provide prediction models for the military, commanders' predictions are accurate only when they have sufficient data about their subordinates. Our proposed methodology can provide support to decision-making in the military. This study is expected to contribute to the prevention of accidents in the military based on scientific analysis of enlisted men and proper management of them.

The Effect of Authentic Leadership on Relation Between Participative Budgeting and Budgetary Slack (진성리더십이 참여예산과 예산슬랙 간의 관계에 미치는 영향)

  • In this study, the empirical analysis was conducted if the authentic leadership, which recently became an issue as an alternative of leadership, plays the moderating role in the relation between the participative budgeting and the budgetary slack. The hypotheses was established based on the literature review and the results of preceding studies in accordance with the scientific research procedure and the questionnaires were collected from the commissioned officers in charge of financial businesses in the military organization. Out of 200 questionnaires collected, 180 questionnaires were used for final empirical analysis excluding incomplete questionnaires. The summary of the research results shown through the regression analysis is as follows. First, the participative budgeting has positive(+) effect on the budgetary slack. Second, The authentic leadership plays the moderating role in the relation between the participative budgeting and the budgetary slack.

Strengthening Trend of Coast Guards in Northeast Asia (동북아 해양경찰 증강 동향)

  • Recent marine territorial disputes in the East China Sea and the South China Sea have come to us as a great threat. China, which has recently established the China Coast Guard and has rapidly developed maritime security forces, is trying to overcome the various conflict countries with its power. Japan is also strengthening intensively its maritime security forces. Since Korea, China, and Japan are geographically neighboring and sharing maritime space in Northeast Asia, there is no conflict between maritime jurisdiction and territorial rights among the countries. The struggle for initiative in the ocean is fierce among the three coastal nations in Northeast Asia. therefore, Korea needs more thorough preparation and response to protect the marine sovereignty. As the superpowers of China and Japan are confronted and the United States is involved in the balance of power in strategic purposes, the East Asian sea area is a place where tension and conflict environment exist. China's illegal fishing boats are constantly invading our waters, and they even threaten the lives of our police officers. The issue of delimiting maritime boundaries between Korea and China has yet to be solved, and is underway in both countries, and there is a possibility that the exploration activities of the continental shelf resources may collide as the agreement on the continental shelf will expire between Korea and Japan. On the other hand, conflicts in the maritime jurisdictions of the three countries in Korea, China and Japan are leading to the enhancement of maritime security forces to secure deterrence rather than military confrontation. In the situation where the unresolved sovereignty and jurisdiction conflicts of Korea, China and Japan continue, and the competition for the strengthening of the maritime powers of China and Japan becomes fierce, there is a urgent need for stabilization and enhancement of the maritime forces in our country. It is necessary to establish a new long-term strategy for enhancing the maritime security force and to carry out it. It is expected that the Korean Coast Guard, which once said that it was a model for the establishment of China's Coast Guard as a powerful force for the enforcement of the maritime law, firmly establishes itself as a key force to protect our oceans with the Navy and keeps our maritime sovereignty firmly.

Study on the Sodium Intake Knowledge and Practices for Reducing Sodium Intake in Soldiers (군인의 나트륨 섭취와 나트륨 줄이기 관련 지식 및 실천에 관한 연구)

  • This study was conducted to provide guideline data for future instructional materials and practice guidelines on reforming the dietary life of military personnel in terms of lowering sodium intake. A total of 264 persons were surveyed to obtain basic data on sodium intake and understanding of sodium. The study also examined the practice that is carried forward in this endeavor. The subjects liked 'kimchi' and 'rice with topping', and these could be the reason for higher salt intake. Career soldiers scored higher in terms of nutrition knowledge than enlisted soldiers (p<0.01). Nutrition education concerning sodium intake was statistically insignificant between the two, whereas career soldiers showed a higher experience rate at these nutrition educational events. Career soldiers also had with higher sodium intake than enlisted soldiers, and this difference was statistically significant (p<0.01). In terms of practice, officers were more likely to experience difficulty in putting the theory of less sodium into practice than their enlisted soldiers counterparts (p<0.05), and the main reason behind this difficulty was that they did not feel the need to lower their sodium intake. Soldiers should be well educated about sodium and healthy diet during their service. Education should focus on lowering sodium intake and changing their attitudes and awareness of this issue in order to elicit behavioral changes.

Survey on Grade System and Job Types of Dental Hygienists in Dental Hospital (치과병원 근무 치과위생사의 직급체계와 직무유형 조사)

  • Purpose: This study is to provide basic data for establishing successful organization management strategies of organizations by understanding rank systems and duty types of dental hygienists who work in dental hospitals. Methodology/Approach: The study conducted a survey and an interview survey two times targeting the entire dental hospitals. The first survey secured the response results of 113 hospitals in the result that conducted the survey targeting 190 dental hospitals in the whole country except 24 ones including dental college hospitals, dental hospitals affiliated with medical colleges or general hospitals, military dental hospitals, and dental hospitals for the disabled among the 214 ones which were registered in the Health Insurance Review & Assessment Service as of December 2015. The second survey conducted the interview survey targeting persons in charge of personnel management by selecting 34 dental hospitals with rank systems of 4 rank systems and above. Finding: The dental hospital has found that dental hygienists-centered human resources were composed. The number of ranks has found that 1 to 6 levels are shown and level 3 is highest. Titles of staff levels have found that 32 places are highest in order of 'employees

  • This study analyzed the present operation state and cases of safety accidents of inflammables and explosives in army camps by focusing on staffs in charge for safety supervision of inflammables and explosives in army camps. Moreover, through this analysis, the study surveyed the actual safety supervision conditions in a workplace related to the hazardous materials, the safety plan for inflammables and explosives, the quality of education for safety supervision, the consciousness of safety supervisors for the safety supervision of inflammables and explosives, and so on. On basis of this research, the actual conditions of inflammables and explosives in army camps were investigated. By not only establishing the systematic safety plan but also developing the safety supervision education programs to manage inflammables and explosives in army camps safely, this study tries to arouse military officers' interest and ensure a safe workplace. Furthermore, this study presents public relations and revitalization of the education to make safety supervisors for inflammables and explosives and the interested parties recognize the hazards of safety accidents, by cutting them off from safety accidents in advance.

A Comparative Study on Serum Lipid Levels in Drinker and Non-drinker (알코올 섭취자와 비섭취자의 혈청 지질 수준에 대한 비교연구 -충남 일부지역 남자공무원을 대상으로-)

  • This study was carried out to examine the effects of alcohol on serum lipid levels. Subjects of this study were 50 military officers living in Honsung, Korea, 25 of whom consumed alcohol on a regular basis and 25 of whom did not. All subjects were previously informed of the purpose of the study and the methods of food intake reporting and blood testing. The age distribution range of subjects was 30-49 years. Weight, height, and body mass index(BMI) were not significantly different between the two groups. Blood pressure was compared, and it was found that the drinker group had mean systolic(SBP) and diastolic blood pressures(DBP) 10mmHg higher than the non-drinker group. Nutrient intake levels of the two groups were not significantly different and were adequate with respect to the recommended dietary allowances. It was found that the drinker group ingested more calories, protein, fat and vitamn B1 than the non-drinker group, while the non-drinker group ingested more carbohydrate, calcium, iron, vitamin A, niacin and ascorbic acid. These differences were believed caused by increased caloric intake from alcohol and additional intake of meat served with drinks for the drinking group. Fourteen of the twenty-five drinkers(56%) had drank regularly for five to ten years. Most drinkers drank 2-3 times per week, with alcohol intake less than two bottles(720ml)of distilled liquor(Soju) at a time. Meat was often served with alcohol as reported by 72% of the drinker group, and was believed to contribute to raised intake of calories, protein and fat in this group. Serum lipid levels of both groups were classified as normal, but the components of total cholesterol, triglycerides were significantly higher in drinkers than non-drinkers. The correlation between triglyceride levels and alcohol intake at one sitting was shown to be significantly positive(r=0.57, p<0.01), so it was believed that triglyceride elevation was associated more with heavy drinking than light drinking. We can conclude that if alcohol is consumed with a normal diet, then serum cholesterol, triglyceride and total lipid levels are expected to increase.
