The artillery is a key element of the ground forces operation during wartime, and the military engineers support the artillery position development operation to support the smooth operation of the artillery. In establishing the artillery position development operation plan, the commander requires more than his intuition to find the best option reflecting a number of elements of the battlefield situation which changes every minute. Moreover, the number of available equipment is smaller than the number of required position developments, and the effective equipment operation becomes essential element of this issue. This study quantified the capability of the available engineering equipment, organized a number of teams enabling equipment to put out the maximum capacity based on the quantified figures, and formed the model which allocates the team to the developing points to minimize the developing time. The goal programming method was applied to resolve the problem. The developed model was applied to compare the total mission duration following the number of teams, the variable for commander's decision, and the result of this study can be used as the quantitative data for commander's decision making process in establishing the artillery position development support operation through effective equipment management.

The purpose of this study is to verify the relationship between mission-oriented Command, organization efficiency, organization culture of 626 field officers in JFMU. Firstly. the study found that decision making in the relationship between mission-oriented command and organization efficiency had negative effect on job satisfaction. Planning and trust lead to positive effect on job satisfaction and organizational commitment and no significance in self decision. Secondly, mission-oriented command may differ depending on the types of organization culture and organization culture has positive effect on job satisfaction and organizational commitment. Thirdly, mission-oriented command has some effect which derives from its impact on organization efficiency that also effects rational culture and rank hierarchy culture. These study results suggest different measures in terms of practice and policy. Firstly. within the military organization, precise communication will lead to job satisfaction without unnecessary overload of communication. Also. we have rationale culture, agreement culture and rank hierarchy culture forming our organization culture. There is a need to apply elements of mission-oriented command depending on the types of organization culture. Secondly, to maximize organization performance through mission-oriented command, we have to strengthen the rationale and rank hierarchy cultures and especially introduce development culture which should be established within the military organization.

본 논문에서는 데이터 기반 정보 고도화를 통해, 사격전술지휘 의사결정체계의 Assisted Decision-Maker인 AI 부전포대장을 구현하는 방법론을 제시한다. 전포대장은 지휘결심의 말단에 있는 지휘관으로서, 최종적인 의사결정자이다. 이들의 지휘결심이 보다 견고하고 신속하게 이루어지도록 하는 것이 전쟁 승패에 매우 중요한 요소이다. 화력체계를 언급하는 경우 JMEM 탄약효과가 자주 언급되고 한국형 구축 사업이 아직 진행 중이기도 하지만, 완료되더라도 임의의 지형과 전술상황 각각에 대한 유용성까지를 입증하는 데에는 또 다른 기간과 노력이 요구된다. 본고에서는 AI 플랫폼 구축의 실제 사례가 전무한 상황에서 AI 부전포대장 구축을 위해 필요한 연구의 범위와 그 대상을 살펴보고, 지능형 사격지휘체계의 구축 방안을 제안한다.

본 연구는 Delphi 및 DEMATEL 기법을 활용하여 참여정부의 전시작전통제권(이후 전작권) 전환에 관한 정치 군사적 결정요인을 선정하고, 이들 결정요인간의 영향정도 및 관계를 정량적 정성적으로 분석하는데 있다. AHP를 활용한 기존 연구에서는 전작권 전환 결정요인을 학술자료와 현장실무경험을 바탕으로 선정하여, 요인선정에 대한 보다 객관적인 분석이 요구되었다. 본 연구를 위해 온라인 및 오프라인 환경에서 안보 관련 전문가 집단을 대상으로 일련의 설문을 실시하였다. 분석결과로 참여정부의 전작권 전환 결정요인은 크게 '군사주권의 회복', '평화통일을 위한 여건조성', '우리나라의 국력신장에 따른 국격 제고'로 AHP기법에 의한 기존연구와 대동소이하였으며, 전작권 전환 결정요인간의 영향 및 관계는 '군사주권 회복'과 '평화통일을 위한 여건조성'은 별개 사안으로 상호 연관성이 없고 '군사주권 회복'이라는 진보세력의 정치적 이익이 주된 결정요인이었던 것으로 나타났다. 본 연구는 Delphi 및 DEMATEL 기법을 적용하여 참여정부의 전작권 전환 결정요인에 대해 정략적 정성적 분석을 실시하였는데 의의가 있다.

Define the importance and role of the acquisition strategy based on the Defense Acquisition Management System, diagnose and analyze the actual state of document preparation. We analyzed the timing and details of the basic strategy of the project in 2015 and suggested a supplementary plan to improve the efficiency of Military force improvement projects in conjunction with the Defense Planning and Management System. It is necessary to reduce the preparation period including the policy decision making process and then divide it into planning and programming stages to complement the role of acquisition strategy. In order to apply these improvements, the necessary revision of laws and regulations to be reviewed is referred to, enabling continuous research.

Vehicle fleet planning problem is generic name given to a whole class of practical decision making problems which find the vehicle routes and schedules to accomplish the reqired service to customers using vehicles. In this paper the various problems are classified into the three groups according to their characteristics: (1) vehicle routing problems, (2) vehicle scheduling problems, and (3) vehicle routing and scheduling problems. The State of the art of each group is described and the future research directions are presented.

본 연구의 목적은 군복무 후 제대한 복학생의 진로결정자기효능감과 자아탄력성이 대학생활적응에 어떤 영향을 미치는지 검증하려는 것이다. 이를 위해 전북권에 소재한 4년제 대학교에 군복무 후에 복학한 남학생 234명을 대상으로 설문을 실시하였으며 수집된 자료는 spss 18.0을 사용하여 상관분석과 위계적 회귀분석을 실시하였다. 각 변인들 간의 상관관계를 살펴본 결과, 대학생활적응의 하위요인 학업적응과 대학환경적응은 진로결정자기효능감의 목표선택과 자아탄력성의 낙관적태도와 정적상관이 나타났으며 대학생활적응의 사회적응은 진로결정자기효능감의 미래계획과 자아탄력성의 낙관적태도 그리고 대학생활적응의 개인-정서적응은 진로결정자기효능감의 자기평가와 자아탄력성의 자신감 간에 정적상관이 나타났다. 또한 위계적 회귀분석을 실시한 결과, 자아탄력성은 진로결정자기효능감보다 대학생활적응에 더 많은 영향을 미치는 것으로 확인되었다. 군복무 후 복학한 남학생만의 자료 수집을 통해 밝힌 본 연구의 의의와 더불어서 연구의 제한점을 논의하였다.

본 연구는 국방획득사업에 있어서 무기체계 기종결정간 현 규정상의 문제점을 분석하고 객관성과 공정성을 확보할 수 있는 몇 가지 기법을 제안하고 있다. 헬기 가종결정 문제를 적용 사례로 제시하였으며 AHP, PROMETHEE, 요소변환 등의 기법적용과 장 단점 분석을 통하여 비교분석 하였다. 모든 상황에서 모든 조건을 만족하는 의사결정 기법은 사실상 존재하지 않는다. 따라서 무기체계 기종결정시 평가항목의 유형에 따라 적합한 의사결정 기법을 적용함으로써 객관성을 유지할 수 있을 것으로 판단된다.

Weapon target assignment problem is an essential technology for automating the operator's rapid decision-making support in a battlefield situation. Weapon target assignment problem is a kind of the optimization problem that can build up an objective function by maximizing the number of threat target destructed or maximizing the survival rate of the protected assets. Weapon target assignment problem is known as the NP-Complete, and various studies have been conducted on it. Among them, a greedy heuristic algorithm which guarantees (1-1/e) approximation has been considered a very practical method in order to enhance the applicability of the real weapon system. In this paper, we formulated the weapon target assignment problem for supporting decision-making at the level of artillery. The lazy strategy based on hierarchical structure is proposed to accelerate the greedy algorithm. By experimental results, we show that our algorithm is more efficient in processing time and support the same level of the objective function value with the basic greedy algorithm.
