무기체계 시험평가에 M&S 적용방안 (A Study on the Application of M&S in the T&E of Weapon Systems)

  • The test and evaluation(T&E) of weapon systems is a significant activity in the decision-making process of defense acquisition program, providing the data of trade-off analysis, risk reduction and readiness to advance to next phase of development for the decision-maker. Currently, the modeling and simulation(M&S) is being a critical method in the test and evaluation of weapon systems. Therefore in this paper we review the current status of the test and evaluation for the defense acquisition program in Korea, and suggest an application of M&S in the T&E of weapon systems.

Production and Inventory Management Using Multiple Objective Decision Making

  • Up to the present, the evaluation measures in the production and inventory management have been studied under the pre-condition that the costs for major factors(e.g,. cost of carrying inventory, cost of demand shortage) are given easily, although in practice, it is difficult. The case in which multiple participants have a different viewpoints in production and inventory management has not been studied, in spite of its frequent occurrence. This study suggests a production and inventory model with multiple objectives corresponding to major factors and the related interactive algorithm based on the preference structures of participants. The problem can be solved through a weighting vector generated by an interaction with participants. The concept of equity is also used in order to guarantee the reasonable distribution of group utility in determining the individual relative weights of participants. This study includes the reality of the model and the decision process in the production and inventory management.

A Note on the Selected Multicriteria Decision Methods and Their Applications

  • In this study, we are concerned with the comparative aspects of five selected methods of decision making with respect to their adequacy in helping complex decisions about real-world problems. We examine the methods in terms of outlines, procedures and advantages/disadvantages to identify similarities and differences among them with the aim of showing which method is more likely to gain greater attention both in academia and in practice. To illustrate different courses of deployment of the methods, we offer an application with a case of airport transportation project in this paper. Some discussions on AHP and other methods are presented.

국방 연구개발사업의 의사결정 지원을 위한 시스템 성숙도 평가 모델 개발 (Development of the System Technical Maturity Assessment Model for Defense R&D Programs Decision Support)

  • This paper proposes a novel appoach which can assess the system technical maturity for use in Defense R&D Program reviews. As the weapon systems become more complicated, the success and effectiveness of R&D outcome heavily depend on the application and tailoring of systems engineering process and methods. It is a difficult task to assess the system readiness level(SRL) of the system being developed. A system-focused approach for managing weapon systems development and making effective and efficient decisions during the development lifecycle is critical to ensure the success of the program. The proposed weighted average SRL can facilitate the system technical maturity assessment without expending heavy work load.

계층구조의 속성을 가지는 의사결정 문제의 선호순위도출을 위한 수리계획모형 (Mathematical Programming Models for Establishing Dominance with Hierarchically Structured Attribute Tree)

  • This paper deals with the multiple attribute decision making problem when a decision maker incompletely articulates his/her preferences about the attribute weight and alternative value. Furthermore, we consider the attribute tree which is structured hierarchically. Techniques for establishing dominance with linear partial information are proposed in a hierarchically structured attribute tree. The linear additive value function under certainty is used in the model. The incompletely specified information constructs a feasible region of linear constraints and therefore the pairwise dominance relationship between alternatives leads to intractable non-linear programming. Hence, we propose solution techniques to handle this difficulty. Also, to handle the tree structure, we break down the attribute tree into sub-trees. Due to there cursive structure of the solution technique, the optimization results from sub-trees can be utilized in computing the value interval on the topmost attribute. The value intervals computed by the proposed solution techniques can be used to establishing the pairwise dominance relation between alternatives. In this paper, pairwise dominance relation will be represented as strict dominance and weak dominance, which ware already defined in earlier researches.

계층분석과정(AHP)을 이용한 육군 군대급식 개선과제의 실행 우선순위 분석 (Application of Analytical Hierarchy Process in Analyzing the Priorities of Strategy for Improving the Army Military Foodservice)

  • The current exploratory study presents the Analytical Hierarchy Process (AHP) as a potential decision-making method to obtain the relative weights of alternatives through pairwise comparison in the context of hierarchical structure. The aim of this study was to elicit prior strategy to improve army military foodservice. Content analysis and seven times of in-depth interview from 13 officers of the Ministry of National Defense were conducted to develop the hierarchical structure for AHP analysis. Questionnaires were distributed to 61 foodservice managers and 39 dietitian and military foodservice officers. The highest-ranked strategy for improving military foodservice was the 'renewal of the kitchen facilities' (0.2578), followed by 'enlargement of foodservice operating staffs' (0.2345), 'specialization of sanitation & foodservice management' (0.2222), 'Practical foodservice budget control' (0.1394), and 'menu variety & standardized recipe' (0.1281). 'Enlargement of foodservice facilities' (0.3995), 'increase the no. of kitchen police' (0.3463), 'sanitary & cooking training reinforcement of kitchen police' (0.4445), 'management of foodservice budget by total amount' (0.5043), and 'standardization of mass cooking' (0.3571) were the highest overweight item in each strategy. The study also compared the relative weights of alternatives of foodservice managers with that of dietitians and military foodservice officers. Those two groups revealed some difference in their priority of important strategy regarding army military foodservice. The results of this study would provide the data for making a policy or compilation of the budget regarding army military foodservice.

상황인식 및 의사결정지원을 위한 국방AI기술의 성숙도 수준비교 (A Comparison for the Maturity Level of Defense AI Technology to Support Situation Awareness and Decision Making)

  • On February 12, 2019, the U.S. Department of Defense newly established and announced the "Defense AI Strategy" to accelerate the use of artificial intelligence (AI) technology for military purposes. As China and Russia invested heavily in AI for military purposes, the U.S. was concerned that it could eventually lose its advantage in AI technology to China and Russia. In response, China and Russia, which are hostile countries, and especially China, are speeding up the development of new military theories related to the overall construction and operation of the Chinese military based on AI. With the rapid development of AI technology, major advanced countries such as the U.S. and China are actively researching the application of AI technology, but most existing studies do not address the special topic of defense. Fortunately, the "Future Defense 2030 Technology Strategy" classified AI technology fields from a defense perspective and analyzed advanced overseas cases to present a roadmap in detail, but it has limitations in comparing private technology-oriented benchmarking and AI technology's maturity level. Therefore, this study tried to overcome the limitations of the "Future Defense 2030 Technology Strategy" by comparing and analyzing Chinese and U.S. military research cases and evaluating the maturity level of military use of AI technology, not AI technology itself.

POSSIBLITIES AND LIMITATIONS OF THE APPLICATION OF POERATIONS RESEARCH TECHNIQUE TO REGIONAL PLANNING: WITH A CASE IN KOREA

  • Many techniques have been applied to comprehensive regional planning through the processes of goal-building, research and analysis, plan-establishing, implementation-scheduling, and evaluation. Operations research(OR) is one of those techniques. OR has been developed in such fields of military operations, industrial engineering and business management during the last three decades in several developed western countries. It is a recent tendency for public administrators and researchers to be interested in OR for their scientific decision making. Therefore, we see that OR has not only a weak basis on, but a few practical applications to urban and regional planning. Such situation is worse in developing countries. This paper aims at investigating the possible basis and limitations or obstacles of OR application to public decision making, especially regional planning. A practical example of OR application to regional planning in Korea and its evaluation will be introduced.

  • 본 연구는 네트워크 중심전(NCW)을 원활하게 구현하기 위해 구축된 정보보호체계의 수준을 평가하고 미흡한 부분을 도출함으로서 미래전에 대비하는 예방적 지침을 마련하고자 수행하였다. 본 연구에서는 국방 정보체계 분야에 다년간 근무했던 전문가들로 워킹그룹을 편성하여 그룹의 사결정기법을 활용한 연구방법을 통해 NCW하에서의 정보보호체계 수준을 평가하는 지표를 개발하였다. 본 연구에서 개발 제시한 평가지표를 활용하여 시스템 수준을 평가하고 미흡한 점을 보완한다면 보다 완벽한 정보보호 대책을 마련할 수 있을 것이다.

소부대 전투 모의를 위한 의사결정트리 기반 재보급 행위 모델링 (Resupply Behavior Modeling in Small-unit Combat Simulation using Decision Trees)

  • 최근 러시아·우크라이나 전쟁에서 볼 수 있듯이 군수지원은 현대전에서 빼놓을 수 없는 중요한 요소 중의 하나이다. 군수지원은 모의 논리의 특수성과 복잡성으로 인해 대부대 분석 모델과 전문적인 기능 모델 중심으로 발전되어 왔지만, 교전급 분석 모델에서는 군수지원에 대한 요구가 상대적으로 높지 않았다. 그러나 대대급 이하 제대에서도 무인 수송자산을 이용한 재보급 필요성이 제기되면서, 이의 전투 효과를 분석하기 위한 모의 기법도 함께 요구되고 있다. 이에 본 연구에서는 대대급 이하 제대의 탄약 재보급 논리를 기반으로 교전급 분석 모델을 위한 재보급 과업 모델을 설계한다. 재보급 과업 모델은 다음과 같은 순서로 도출되는 의사결정트리를 기반으로 동작한다. 먼저, 사전 반복 모의실험을 통해 여러 가지 쌍방 교전 조건과 아군의 탄 잔여량에 따른 피아 손실교환비를 수집한다. 이어서, 쌍방 교전 조건, 탄 잔여량, 손실교환비로 표현되는 의사결정 트리를 만든다. 의사결정트리는 전투모의 실행 간에 적의 위협 강도, 피지원 부대의 탄 잔여량 등을 고려하여 재보급 우선순위를 결정하는 데 사용된다. 끝으로 제안된 모델의 실행 가능성을 OneSAF 기반 소부대 전투 모의실험을 통해 입증한다.
