Due to man-made climate change, global abnormal weather phenomena have occurred, increasing disasters. Major developed countries(military) are preparing for disasters caused by extreme weather appearances. However, currently, disaster prevention plans and facilities have been implemented based on the frequency and intensity method based on statistical data, it is not enough to prepare for disasters caused by frequent extreme weather based on probability basis. The U.S. and British forces have been the fastest to take research and policy approaches related to climate change and the threat of disaster change, and are considering both climate change mitigation and adaptation. The South Korean military regards the perception of disasters to be storm and flood damage, and there is a lack of discussion on extreme weather and disasters due to climate change. In this study, the process of establishing disaster management systems in developed countries(the United States and the United Kingdom) was examined, and the response policies of each country(military) were analyzed using literature analysis techniques. In order to maintain tight security, our military should establish a response policy focusing on sustainability and resilience, and the following three policy approaches are needed. First, it is necessary to analyze the future operational environment of the Korean Peninsula in preparation for the environment that will change due to climate change. Second, it is necessary to discuss climate change 'adaptation policy' for sustainability. Third, it is necessary to prepare for future disasters that may occur due to climate change.
The main subject of this article focused on the legal status of the military aircraft in the high seas. For this the legal status of the military aircraft, the freedom of overflight, the right of hot pursuit, the right of visit and Air Defense Identification Zone (ADIZ) were dealt. The 1944 Chicago Convention neither explicitly nor implicitly negated the customary norms affecting the legal status of military aircraft as initially codified within the 1919 Paris Convention. So the status of military aircraft was not redefined with the Chicago Convention and remains, as stated in the 1919 Paris Convention, as a norm of customary international law. The analyses on the legal status of the military aircraft in the high seas are found as follows; According to the Article 95 of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) warships on the high seas have complete immunity from the jurisdiction of any State other than the flag State. We can suppose that the military aircraft in the high seas have also complete immunity from the jurisdiction of any State other than the flag State. According to the Article 111 (5) of the UNCLOS the right of hot pursuit may be exercised only by warships or military aircraft, or other ships or aircraft clearly marked and identifiable as being on government service and authorized to that effect. We can conclude that the right of hot pursuit may be exercised by military aircraft. According to the Article 110 of the UNCLOS a warship which encounters on the high seas a foreign ship, is not justified in boarding it unless there is reasonable ground for suspecting that: (a) the ship is engaged in piracy, (b) the ship is engaged in the slave trade, (c) the ship is engaged in an unauthorized broadcasting and the flag State of the warship has jurisdiction under article 109, (d) the ship is without nationality, or (e) though flying a foreign flag or refusing to show its flag, the ship is, in reality, of the same nationality as the warship. These provisions apply mutatis mutandis to military aircraft. As for Air Defence Identification Zone (ADIZ) it is established and declared unilaterally by the air force of a state for the national security. However, there are no articles dealing with it in the 1944 Chicago Convention and there are no international standards to recognize or prohibit the establishment of ADIZs. ADIZ is not interpreted as the expansion of territorial airspace.
Defence Security Command is the only military intelligence and investigation agency which is in charge of safeguarding military information and investigating specific crimes such as subversion and disloyalty in military. While the presidential security provided by Defence Security Command, along with Presidential Security Service(PSS) and the police, forms one of three pillars sustaining presidential security, its works and activities have been rarely known to the public due to the military confidentiality. This study looks into some data specialized into the presidential security among works of Defense Security Command by using various resources such as biographies of key people, media reports, and public materials. It reviews the presidential security works in a historical sense that the works have developed and changed in accordance with the historical changes of Defense Security Command, which was rooted in Counter-Intelligence Corps (Teukmubudae in Korean) in 1948 and leads to the present. The study findings are as follows. First, when the Korean War broke out in 1950 and since then the South Korea was under the threat of the North Korean armed forces and left wing forces, Counter-Intelligence Corps(Bangcheopdudae in Korean) took the lead in presidential security more than the police who was in charge of it. Secondly, even after the Presidential Security Office has founded in 1963, the role of the military on presidential security has been extended by changing its titles from Counter-Intelligence Corps to Army Security corps to Armed Forces Security Command. It has developed their provision of presidential security based on the experience at the president Rhee regime when they could successfully guard the president Rhee and the important government members. Third, since the re-establishment into Defence Security Command in 1990, it has added more security services and strengthened its legal basis. With the excellent expertise, it played a pivotal role in the G20 and other state-level events. After the establishment of the Moon Jaeinin government, its function has been reduced or abolished by the National Defense Reform Act. However, the presidential security field has been strengthening by improving security capabilities through reinforcing the organization. This strengthening of the security capacity is not only effective in coping with the current confrontation situation with the hostile North Korean regime, but also is important and necessary in conducting constant monitoring of the military movement and security-threat factors within military during the national security events.
In the wartime, aircraft carrying out a mission to strike the enemy deep in the depth are exposed to the risk of being shoot down. As a key combat force in mordern warfare, it takes a lot of time, effot and national budget to train military flight personnel who operate high-tech weapon systems. Therefore, this study studied the path problem of predicting the route of emergency escape from enemy territory to the target point to avoid obstacles, and through this, the possibility of safe recovery of emergency escape military flight personnel was increased. based problem, transforming the problem into a TSP, VRP, and Dijkstra algorithm, and approaching it with an optimization technique. However, if this problem is approached in a network problem, it is difficult to reflect the dynamic factors and uncertainties of the battlefield environment that military flight personnel in distress will face. So, MDP suitable for modeling dynamic environments was applied and studied. In addition, GIS was used to obtain topographic information data, and in the process of designing the reward structure of MDP, topographic information was reflected in more detail so that the model could be more realistic than previous studies. In this study, value iteration algorithms and deterministic methods were used to derive a path that allows the military flight personnel in distress to move to the shortest distance while making the most of the topographical advantages. In addition, it was intended to add the reality of the model by adding actual topographic information and obstacles that the military flight personnel in distress can meet in the process of escape and escape. Through this, it was possible to predict through which route the military flight personnel would escape and escape in the actual situation. The model presented in this study can be applied to various operational situations through redesign of the reward structure. In actual situations, decision support based on scientific techniques that reflect various factors in predicting the escape route of the military flight personnel in distress and conducting combat search and rescue operations will be possible.

In this paper, the steering characteristics of tracked vehicles are studied for the improvement of steering performance. The important design factor of military vehicles is high mobility. It is influenced by weight of a vehicle, engine capacity, power-train, and steering system. The military vehicle, which is equipped with caterpillar, has unique steering characteristics and is quite different from that of a wheeled vehicle. The steering of tracked vehicles is operated in the power pack due to different speeds of both sprockets. Under cornering conditions, power split and power regeneration are happened in the power pack. In case of power regeneration, power is transferred outside track after adding engine power and power inputted inside track from the ground. However, excessive power regeneration is transferred in the power pack. It damages mechanical elements. Therefore, it is necessary to analyze the steering system and check mentioned problem above. In this study, the detailed dynamic model of steering system is presented, which includes slippage between track and roadwheel, inertia force, and inertia moment. Finally, our model is compared with the Kitano model and we verified the validity of the model.

Enemy information has significant value when it comes to the process of military actions in battle field. Our Army now uses Battlefield Management Systems(BMSs) equipped in Ground Fighting Vehicles(GFVs) and we need to make research on what kind of role enemy information can play in such systems. Also, enemy information can be shared among GFVs and target information shall be extracted from it in view of KVMF scheme. Because KVMF becomes requisite standard in modern BMSs, we need to implement target information handling process in KVMF standard. In this article, we will focus on how target information and its sharing process can be managed efficiently without information conflicts. Also, situation map produced by it will be noted.

The improvement of the reliability of weapon systems and the reduction of the total life-cycle cost based on the improving of the DT&E system for Company Organized weapon systems research and development are urgently required. The major advanced countries operate test and evaluation centers for military (U.S.), manage a large scale organization of IPT personnel (England) or conduct management of DT&E through a third party organization (France). Based on a survey of experts, an improvement of the DT&E policy in terms of reliability and objectiveness is needed, and management through a third party national defense agency and civilian agency such as the Surion development case is required. In addition, although it appears that efficiency improves when management of DT&E is performed by national defence agencies rather than civilian agencies, it is necessary to proceed by selecting a civilian agency based on competition in the case that it is difficult to select a national defence agency.
The study examined the level of heavy metal contamination by dividing military rifle shooting ranges into the three areas, i.e firing, trajectory, and target. The target area was found to be contaminated at a level higher (Cu 845 mg/kg, Pb 30,487 mg/kg) than the Worrisome Level of Soil Contamination (hereinafter referred to as the “Worrisome Level”) The trajectory area was predicted to be free from contamination, but it did indicate contamination although it was pretty much lower (Cu 23 mg/kg, Pb 99 mg/kg) than Worrisome Level. This is attributed to the contamination spread when rearranging the soil of the target area during the maintenance of the shooting range. The firing area was also predicted to be free from heavy metal contamination, but the results analyzed indicated a contamination higher (Cu 201 mg/kg, Pb 2,286 mg/kg) than Worrisome Level. This is attributed to the fragments of the broken bullet scattering due to the pressure generated as the bullet leaves the muzzle. An examination of heavy metal contamination in the discharge area as well as gutters to prevent the intrusion of rain water from perimeter revealed a high level of contamination (Cu 298 mg/kg, Pb 6,497 mg/kg), which makes it necessary to take measures.
IT has affected the hospital management via information systems and multimedia systems such as hospital information systems(HIS) and Order Communication System(OCS). A large number of researches have been done on the topic of success factors of information systems implementation, but a few on the topics of hospital information systems. Thus in this study, the success factors of the military hospital information systems implementation was analysed. To this end, a number of previous researches were reviewed and about 71 items of success factors were deduced. For doing empirical analysis, a questionnaire with 71 items was prepared and sent to proper organizations. The statistical analysis such as factor analysis was applied to about 400 of them returned. The six success factors and 20 sub success factors were resulted from factor analysis. The six success factors include systems management factor, technology and organization factor, the efficiency of IT department factor, technology application factor, outsourcing factor and environment factors. This study finds the outsourcing and environment factors are very important factors as much as other success factors which previously were mentioned.
In this thesis, the connectivity between the military culture in the Middle Ages and costumes by researching the effect on the clothing in the Middle Ages of the culture of knight from the 11th century to middle of the 15th century was tried to be recognized. The culture of knight was widely divided into 4 articles - Chivalry, Tournamemt, The equipment of knight, Heraldry - and then researched. The conclusion after researching the influence of the culture of knight upon the clothing in the Middle Age in the above is as follows. Regarding the clothing, the military culture such as the crusader war, armor, and heraldry was popularized over the entire Middle Ages as the military-look style, and regarding the ornament the result of the crusader war caused the introduction of the Eastern civilization and development of the commerce and industry, and also trade, and consequently the ornament became luxurious. Regarding the footwear, when seeing the Gothic shoes, it can be found that it is similar with the knight's shoes made of the metal. As seen in the above, it can be recognized that the culture of knight caused the huge influence upon the whole politics, culture, and society in the Middle Ages as well as upon the costumes.
