  • This paper compares technology foresight activities of Japan, Germany, Britain, France, Australia, and the Netherlands with those of Korea in terms of their motives and purposes, procedures and methods, and utilization of foresight results. From the comparison, it has been found that although the foresight programs were started from similar motives and purposes, different approaches were adopted from one another depending on the characteristics of national innovation systems, national S&T policy directions, and level of science and technology capabilities of the countries. On the basis of the lessons drawn from our study, some recommendations are made for future foresight activities in Korea: clarifying purposes of foresight activities, preparing utilization strategy at the planning stage, promoting participants' learning and methodological elaboration, and so forth. Implications for policy makers are also discussed.

  • While noticing that there is insufficient interest in the assessment of EFL learners' vocabulary levels or sizes, the researchers developed two tests identical in form (Forms A and B) to assess the lexical knowledge of Korean university learners at the $1^{st}{\sim}10^{th}$ 1,000 word bands by adapting a pre-established vocabulary levels test (VLT). Of equal concern was to investigate if the VLT was equally a valid and reliable instrument to be used on measuring the lexical knowledge of EFL learners. The participants were 804 university freshmen enrolled in a General Education English Course from four different colleges. The learners were asked to respond to either Form A or B. While scores generally fell towards the lower frequency bands, multiple regression found the Korean College Scholastic Ability Test (CSAT) to be a significant variable for predicting the learners' vocabulary sizes. From a methodological perspective, however, noticeable differences between Forms A and B could be found with item response theory analysis. The findings of the study provide suggestions on how future VLT for testing EFL learners may have to be redesigned.

  • This paper addresses the assessment methods used to evaluate the magnetic exposure of a human to ELF EMF (Extremely Low Frequency Electromagnetic Field) which is caused by the process of power delivery from 60 Hz commercial power. These days the main concern is primarily focused on the magnetic field. For the exposure assessment, both numerical studies and laboratory experiments were studied and the results of the two compared for methodological suitability. The numerical analyses employ the Impedance Method (IM), Boundary Element Method (BEM), and Finite Element Method (FEM) and the laboratory experiments used various human phantom models made with conductivities congruent to human organs and then exposed to uniform/non-uniform magnetic fields to produce eddy currents. Under these conditions a number of examples have been evaluated and the reliability assessed to present the pros and cons of each methodology.

  • Information revolution shifted the meaning of education from traditional face-to-face education to technology integrated virtual one, namely cyber education. A new way of education, however, has not constituted its methodological standards either performance measurement scheme. The study probes the critical factors that influence students' achievement and satisfaction especially in the cyber education environment. Using hierarchical regression, important factors for students' achievement and satisfaction in the management education environment are presented. The results indicate that students' individual characteristics are relatively less influential for cyber education success. Rather, institutional supports including provision of in-depth interaction among students and with the instructor are more critical. We can infer that cyber education essentially requires three factors: in-depth interactions with instructor collaborative environment among peer students technical support from the institution.

  • The sensitivity of microwave scattering to the dielectric properties and the geometric structure of soil surfaces makes radar remote sensing a challenge for a wide range of environmental issues directly related to the condition of natural surfaces. Especially, the potential for retrieving soil moisture with a high spatial and/or temporal resolution represents a significant contribution to hydrological and ecological modeling. This paper aims to review the current state of the art in SAR technology and methodological issues towards the discovery of a new potential accurate monitoring of soil moisture changes. In this paper, important parameters or constraints significantly affect the sensitivity of the measurements to soil moisture, such as roughness statistics, spatial resolution, and local topography, are discussed to improve the applicability of SAR remote sensing techniques. This study particularly intends to discuss important notes for developing smart and reliable methods capable of retrieving geophysical information.

  • The Environmental Site Assessment System(ESAS) in Korea which became effective as of 2002 is very similar to the ASTM standard practice in United States. Unlike the United States, however, we do not have Phase I ESA, enough environmental professionals with approved training and practical experiences, and detailed guidelines for a governmental action. As a result of comparison the ESAS with the ASTM standard practice, the ASTM standard practice is focused on the Innocent Landowner Defense and has a difference in data search process as well as legal and methodological ways from the ESAS. Therefore, the Transaction Screen Process in ASTM E-1528 standard practice is suggested to reduce the risk potentially produced under on-site assessment and to achieve efficient on-site assessment. In addition, social and executive supports are discussed to more activate on-site assessment. In near future this study is expected to be standardized more in detail with activation of on-site assessment and it is also expected to increase the role and responsibility of environmental professionals considerably.

  • As a scientific educational facility, the role of science museum has been enlarged. However there are few study to evaluate the public value of science museum. This paper applies a conjoint analysis to measuring the public value of science museum. At first, this paper chose the attributes of science museum and derived the marginal willingness to pay, As a result, the choice works for selecting a preferred option among three alternatives were within respondents' ability and the derived marginal willingness-to-pay estimates were statistically different from zero. This paper contributes to complementing the existing valuation methods by estimating the attributes of science museum and providing policy-makers with useful methodological framework and quantitative information in the decision-making process related to the policy of cultural facilities.

  • This study investigated how air traffic controllers (ATCs) perceive the visual information on radar screen and examined quantitative and qualitative differences as a function of expertise. Little research has shown that how much information is processed by ATC visually and perceptually, how ATCs represent the information, and what difference exists between experts and novices. Participants were asked to draw representing visual information on the blank sector map after a 5-second exposure. Data were analyzed by a superimposing method to identify correctly represented information. Results showed that the expert group had much larger size of chunking and their pattern was wider and more accurate than the novice group. The practical application and methodological implications are also discussed for further research.
