Korea is one of the country with the world's oldest meteorological observation records. Starting with first meteorological record of fog in Goguryeo in the year of 34 BC, Korea had left a great deal of quantitative observation records, from the Three Kingdoms Period to Goryeo to Joseon. During the Joseon Dynasty, with a great attention by kings, efforts were particularly made to measure rainfall in a systematic and scientific manner. In the 23rd year of King Sejong (1441), the world's first rain gauge called "Chugugi" was invented; in the following year (1442), a nationwide rainfall observation network was established. The King Sejong distributed Chugugi to 350 observation stations throughout the state, even to small towns and villages, for measuring and recording rainfall. The rainfall observation using Chugugi, initiated by King Sejong, had been in place for about 150 years, but halted during national disturbances such as Japanese invasion of Korea in 1592. Since then, the observation had been forgotten for a long time until the rainfall observation by Chugugi was resumed in the 48th year of King Yeongjo (1770). King Yeongjo adopted most of the existing observation system established by King Sejong, including the size of Chugugi and observation rules. He, however, significantly reduced the number of Chugugi observation stations to 14, and commanded the 352 local authorities such as Bu, Gun, Hyeon to conduct "Wootaek", a method of measuring how far the moisture had absorbed into the soil when it rains. Later on, six more Chugugi stations were established. If the number of stations of Chugugi and Wootaek are combined together, the total number of rainfall observation station in the late period of Joseon Dynasty was 372. The rainfall observation with Chugugi during the Joseon Dynasty is of significance and excellence in three aspects: 1) the standard size of Chugugi was so scientifically designed that it is as great as today's modern rain gauge; 2) rainfall was precisely measured, even with unit of Bun (2 mm); and 3) the observation network was distributed on a nationwide basis.
This study researched changes over time regarding the location and spatial characteristics of modern meteorological stations, and examined the characteristics of modern meteorological station construction using the location and spatial characteristics of the Busan Meteorological Station. First, meteorological stations were located in port areas, and then moved to high altitude areas for stable meteorological observation beginning in the transition phase. Here, office buildings and residences were joined, but were separated due to the increase in functions from the stabilization phase. Second, as for spatial composition, in the establishment phase, existing buildings were used, and the scale of newly constructed buildings differed according to time and area. However, after the Japan-Korea Annexation, with increased funds and increased observation equipment, floor plans subdivided by function started to appear. In the stabilization phase, space was subdivided with redundancy due to the increase in functions. In the wartime transition phase, '一' shaped floor plans with redundancy became the norm. Meanwhile, the location of the maritime customs where the first meteorological observations took place after the opening of the ports, and the location and construction of the Busan Temporary Observatory built in the meteorological observation transition phase (1905) were investigated. Also, through the investigation of the Busan Meteorological Observatory, newly constructed before 1934, the location and spatial characteristics of modern era meteorological observatories were studied.
The objective of this study was to assess the meteorological capability of Korea by comparing with that of the U.S. and Japan as of 2010. The research was conducted based on various indices and surveys, and quantified the results using the Gordon's scoring model. The index assessment used 11 items derived from 9 segments - surface observation, advanced observation and observations quality in the observation field; data assimilation, numerical model and infrastructure in the data processing field; forecast accuracy in the forecast field; climate prediction and climate change in the climate field - in this research, we classified the meteorological technology into four fields. In the survey assessment, another 10 items in addition to the above 11 ones (total 21 items) were used. In the field of climate, Korea was found to lag far behind the U.S. (96.5p) and Japan (90.5p) with 77.6 points out of 100, which is 18.9 and 12.9 points lower than them respectively. On the other hand, Korea showed the narrowest gap with Japan (95.3p) and the U.S. (94.2) in the forecasting field, recording 90.3 points. Particularly, in surface observation, infrastructure and forecast accuracy segment, Korea was on a par with the U.S. and Japan, boasting 100.5 percent compared to their counterparts. However, in advanced observation, data quality and climate change segment, Korea was only at the level of 81.5 percent compared to that of the U.S. and Japan. All in all, the technological prowess of Korea, scoring 84.6 points, stood at 89.7 percent of that of the U.S. (94.3p) and 91.9 percent of Japan (92.1p).
이 논문에서는 통신해양기상위성(COMS, Communications, Ocean and Meteorological Satellite)의 지상국 설계를 위하여 통신해양기상위성 기상탑재체(Ml, Meteorological Image)에 관한 기상청 요구사항을 분석하였다. 분석결과에 따라 기상청 요구사항에서 제시된 위성 시야각을 만족하는 관측영역별 배포 영상의 크기를 결정하였으며, 결정된 관측영역의 영상의 크기를 기준으로 배포 영상의 정확한 위성시야각 및 크기를 계산하였다. 이 논문의 결과는 통신해양기상위성 지상국의 상세 설계에 적용되었으며, 향후 관측 스케줄, 사용자 데이터의 배포스케줄 설계에 활용될 수 있을 것으로 판단된다.
In this study, we investigated the optimal meteorological conditions for cloud seeding using aircraft over the Korean Peninsula. The weather conditions were analyzed using various data sources such as a weather chart, upper air observation, aircraft observation, and a numerical model for cloud seeding experiments conducted from 2018 to 2019 by the National Institute of Meteorological Sciences, Korea Meteorological Administration. Cloud seeding experiments were performed in the seasons of autumn (37.0%) and winter (40.7%) in the West Sea and Gangwon-do. Silver iodide (70.4%) and calcium chloride (29.6%) were used as cloud seeding materials for the experiments. The cloud seeding experiments used silver iodide in cold clouds. Aircraft observation revealed relatively low temperatures, low liquid water content, and strong wind speeds in clouds with a weak updraft. In warm clouds, the cloud seeding experiments used calcium chloride. Observations included relatively high temperatures, high liquid water content, and weak wind speeds in clouds with a weak updraft. Based upon these results, we determined the comprehensive meteorological conditions for cloud seeding experiments using aircraft over the Korean Peninsula. The understanding of optimal weather conditions for cloud seeding gained from this study provide information critical for performing successful cloud seeding and rain enhancement.
To monitor the world's oceans and understand the role of the oceans for climate change, an Array for Real-time Geostrophic Oceanography (ARGO) program has been carried out since year 2000. Autonomous profiling floats of about 820 are reporting the vertical temperature, salinity, and pressure profiles of the upper 2000 m underwater at regular time intervals. Meteorological Research Institute (METRI) of Korea Meteorological Administration (KMA) launched 45 floats at the East Sea and the western Pacific to understand characteristics of water properties and develop the global ocean observation system as a part of international cooperation project. In this study, we introduce ARGO program, METRI-ARGO and the features of APEX float itself and their data formats. We also describe the significant points to be considered for using ARGO data.

The results from the Global Positioning System (GPS) measurements of the Mobile Observation Vehicle (MOVE) on the eastern coast of Korea have been compared with REFerence (REF) values from the fixed GPS sites to assess the performance of Precipitable Water Vapor (PWV) retrievals in a kinematic environment. MOVE-PWV retrievals had comparatively similar trends and fairly good agreements with REF-PWV with a Root-Mean-Square Error (RMSE) of 7.4 mm and $R^2$ of 0.61, indicating statistical significance with a p-value of 0.01. PWV retrievals from the June cases showed better agreement than those of the other month cases, with a mean bias of 2.1 mm and RMSE of 3.8 mm. We further investigated the relationships of the determinant factors of GPS signals with the PWV retrievals for detailed error analysis. As a result, both MultiPath (MP) errors of L1 and L2 pseudo-range had the best indices for the June cases, 0.75-0.99 m. We also found that both Position Dilution Of Precision (PDOP) and Signal to Noise Ratio (SNR) values in the June cases were better than those in other cases. That is, the analytical results of the key factors such as MP errors, PDOP, and SNR that can affect GPS signals should be considered for obtaining more stable performance. The data of MOVE can be used to provide water vapor information with high spatial and temporal resolutions in the case of dramatic changes of severe weather such as those frequently occurring in the Korean Peninsula.
The aircraft observation campaign was performed to investigate thermodynamic conditions of snowfall cloud over the East Sea of Korean peninsula from 2 February to 16 March 2018. During this period, four snowfall events occurred in the Yeongdong region and three cases were analyzed using dropsonde data. Snowfall cases were associated with the passage of southern low-pressure (maritime warm air mass) and expansion of northern high-pressure (continental polar air mass). Case 1 and Case 2a were related to low-pressure systems, and Case 2b and Case 3 were connected with high-pressure systems, respectively. And their thermodynamic properties and horizontal distribution of snowfall cloud were differed according to the influence of the synoptic condition. In Case 1 and Case 2a, atmospheric layers between sea surface and 350 hPa contained moisture more than 15 mm of TPW with multiple inversion layers detected by dropsonde data, while the vertical atmosphere of Case 2b and Case 3 were dry as TPW 5 mm or less with a single inversion inversion layer around 750~850 hPa. However, the vertical distributions of equivalent potential temperature (θe) were similar as moist-adiabatically neutral condition regardless of the case. But, their values below 900 hPa were about 10 K higher in Case 1 and Case 2a (285~290 K) than in Case 2b and Case 3 (275~280 K). The difference in these values is related to the characteristics of the incoming air mass and the location of the snowfall cloud.
The performance assessment in radiosonde observation on the special observation program (ProbeX-2009) is performed and the characteristics of precipitation using Auto Weather System (AWS) and radiosonde data in 2009 at the Ulleungdo are investigated. The launching time, observation time, and maximum altitude of radiosonde are satisfied with the regulation from Korea Meteorological Administration (KMA) and World Meteorological Organization (WMO) but the duration of observational time of radiosonde is much shorter than that of the ProbeX-2007 because the altitude of launching site is higher than others in 2007. From the analysis of trajectories of radiosonde, most radiosondes at the Ulleungdo tend to move into the east because the westerly prevail at the middle latitude. However, when the Okhotsk high is expanded to the Korean peninsula and the north-westerly winds strengthen over the East Sea as the subtropical high is retreated, radiosonde tends to move into the south-west and south-east, respectively. Maximum distance appears at the end of observation level before May but the level of maximum distance is changed into 100 hPa after June because the prevailing wind direction is reversed from westerly to easterly at the stratosphere during summer time. The condition of precipitation was more correlated with the dynamic instability except Changma season. Precipitation in 2009 at the Ulleungdo occurred under the marine climate so that total precipitation amounts and precipitation intensity were increased and intensified during nighttime. The local environment favorable for the precipitation during nighttime was while the wind speed at the surface and the inflow from the shoreline were strengthened. Precipitation events also affected by synoptic condition but the localized effect induced by topography was more strengthened at the northern part of Ulleungdo.
본 연구는 겨울철 적설 관측에 사용되는 전도형 강수량계 가열 시스템의 최적 온도, 위치, 제어 방식을 도출하기 위해 수행하였다. 수수구, 외부, 내부를 가변적으로 제어 가능한 전도형 강수량계를 제작하여 실내·외 실험을 수행하였다. 실내 실험은 강수량계 가열시스템의 성능비교와 적정온도를 도출하기 위해 항온항습챔버에서 수행되었다. 이후 다설지인 대관령에 위치한 구름물리선도센터에서 실외실험을 수행하여 실내실험 결과를 검증하였다. 분석 결과, 수수구의 가열 온도는 10~30℃, 내부 가열 온도는 70℃가 최적으로 확인되었다. 또한, 측정 지연을 최소화하기 위한 가열 장치의 최적 위치는 강수량계 외부, 수수구 테두리, 수수구 수직면으로 확인되었다. 본 연구 결과는 겨울철 고체 강수 측정을 위한 강수량계 가열 시스템의 운영 조건에 대한 기초자료로 활용이 가능할 것으로 판단된다.
