Design and Implementation of parallel Media server in current system environment (기존 시스템 환경에서의 병렬 미디어 서버의 설계 및 구현)

  • As network resources have become faster and demands for multimedia service through network have increased, the demand for Media server system has increased. These kinds of media server solve their bottle neck problem of internal storage device by using parallel system which takes advantage of fast network resource. Many vendors have suggested each of their media server system to solve these problem radically, but most of them require major modification of infra component and additional drawback has added. For example, storage mechanism for specific media requires new file system which is totally different from traditional one, and algorithm for enhancing performance may not suit for traditional operating system environment. In this paper, we designed a parallel media server based on web interface of traditional system and implemented a program for media server. Implemented server system performs parallel processing through web interface without any modification of traditional system, and controls which is related to merging load by distributed data is charged only to client and control server and consequently load of storage server can be minimized. And also, data transfer protocol for streaming media includes Retransfer algorithm and client Admission control policy relevant to performance of whole system.

  • This study analyzes the characteristics of the process of changing content as print media is remediation as video media. By applying the dual logic of remediation, we analyze the process of remediation analog media(print) into new media(video). Through the results, we present the possibility that remediation methods using changes and variations in various media can be applied to the design methodology. Marvel Comics has been remediationed as Marvel Cinematic Universe. By understanding the phenomenon that analog media is remediation as new media, Design methodologies can be presented so that designers can derive the results by using the characteristics of remediation when designing.

The Influence of Media Use Characteristics on Social Relationships and School Adjustment through Adolescents' Self-Efficacy and Commitment

  • Recently, the use of media has become a daily life due to Covid-19, and education using media has expanded for teenagers. The purpose of this study is to empirically verify how media usage characteristics affect social relationships and school adaptation through the self-efficiency and immersion of teenagers at the youth education site. This study was collected and distributed questionnaires to 250 high school students in Seoul from November 14 to November 21, 2020. The results of the study were derived with a total of 249 questionnaires, excluding one missing questionnaire, and the hypothesis was verified using a Covariance Structure Analysis. Research has shown that, first, the existing, individual, and utility among the characteristics of using youth media have a significant effect on self-efficiency, respectively. Second, only entertainment among the characteristics of youth media use was found to have a significant effect on immersion. Third, immersion has a significant definition effect on school adaptation, and self-efficiency has been shown to have a definition impact on social relationships. Based on this study, we believe that it will be used as a fundamental resource for the development of youth media usage and policy direction in the age of the ever-changing Covid-19.

Dilemma of the global news channel, a media diplomatic subject (미디어 외교의 주체, 글로벌 뉴스 채널의 딜레마)

  • Referred to as a 'media war,' there is a fierce competition for media discourse between different countries. Twenty four hour global news channels like Al Jazeera, France 24, RT, NHK World, China's CCTV and teleSUR emerged to offer their own perspectives and stance in the global society, and to face the monopolization and distorted information created by the hegemony of English news channels which have swayed international public opinions for a long time. As a tool of public diplomacy, the media's role in determining the image of the nation and winning the 'Hearts and Minds' of the international community is decisive, but it cannot be said that they all have a similar influence or play a positive role in media diplomacy. A global news channel, which is both a media diplomatic subject and a journalism organization, can be in the position of acting as a public relations organization or a propaganda agency for the government depending on the regime's attitude because most of global news channels receive support from the government. Sometimes it is difficult for these media to implement quality journalism because of financial difficulties. Media discourse also has limitations in that it is dependent upon changes in foreign policy of its own government. This study examines the current status of global news channels, the dilemma these channels are facing, and suggests some potential directions that can be taken by global news channels in order to become more effective. It is becoming increasingly important for all nations to respond to distorted information about their own countries, to appropriately identify various issues and changes in the international community and to convey their views and positions to the international community. For now, there is a lack of awareness about the importance of media diplomacy in Korea: There are many English-language media, but as yet no global news channel which could have an influence on the international stage. However, there seems to be some understanding about the need for the media to present the Korean alternative discourse to the senseless dependency on Western media. We hope that this study will be an opportunity to think in depth about the attitude of the Korean global media, whether existing global media or new global news channels, in order to help them become more effective in media diplomacy.

Strength in Numbers and Voice: An Assessment of the Networking Capacity of Chinese ENGOs

  • Under authoritarian regimes, citizen-led NGOs such as environmental NGOs (ENGOs) often operate under close scrutiny of the government. While this presents a challenge to a single ENGO, we propose here - in line with existing research on network effects - that there are opportunities for multiple ENGOs to coordinate and thus work in ways that supersede government controls, affect public opinion, and contribute to policy revision and/or creation. In this paper, we specifically examine the possibility that the gamut of citizen-based ENGOs in China are coordinating. Based on network analysis of ENGOs web pages as well as interviews with more than a dozen ENGO leaders between 2014 and 2016, we find that ENGOs have few direct and public connections to each other, but social media sites and personal connections offline provide a crucial function in creating bridges. A closer examination of these bridges reveals, however, that they can be substantive to the environmental discussion or functional to the dissemination of web page information but typically not both. In short, ENGOs in China are not directly connected but rather are connected in a way that responds to the available social media and the government's censorship practices.

The Influence of the Tools of Liberalism and the Clash of Civilizations on Arabs' Perceptions of the United States of America

  • Adopting the Tools of Liberalism and Clash of Civilizations theories of international relations, this study examines the perceptions of 25,406 Arabs in 11 Arab countries as expressed in an Arab Barometer survey exploring their perceptions of violence against the United States (US), American citizens as "good," President Donald Trump's foreign policy in the Middle East, increasing economic relations with the US, and welcoming American foreign aid. As aspects of the Clash of Civilizations theory, this study examines religiosity, religious ritual practices, and political Islam and, as aspects of liberalism, this study explores the roles of online media as well as perceptions about US foreign aid in the prediction of the criterion variables. The findings suggest that religious indicators, and aspects of the Clash of Civilizations generally, were negative predictors of the perceptions, while social media and motivations for US foreign aid as aspects of liberalism, positively predicted the perceptions. The study discusses the results in relation to implications for policy makers.

  • Domestic digital signage industry has been growing in line with the Internet and intelligent devices like smart phones. However, policies for digital signage need to be supplemented because existing policies are only focused on regulations for outdoor advertisements. Moreover, while digital technologies have been developed, there are few contents technologies to support the digital technologies. In this context, this research aims to identify the problems in relation to the domestic digital signage industry and seek for measures to solve the problems. Various case studies and literature review were conducted to identify problems in terms of policy, technology and service, and measures for revitalizing the digital signage industry were suggested. The research is expected to help digital signage to serve as new convergence media available for customization targeting and user participation.

  • In this paper, we first summarize key components of integrated services of telecommunication and broadcasting. Definitions and typology of th e integrated services are organized th rough comprehensive analysis of recent convergence trend of telecommunications and broadcasting. Various issues on regulations, society cultures, and technical aspects of the convergence are identified. Next, we deal with the digital media broadcasting service which is one of the technical culmination of the telecommunication and broadcasting merged services. The focus of the analysis has been made on policy implications and comparative details with other similar services in the same category. Finally, we suggest the perspectives on forthcoming digital media broadcasting service developments, and implications to cope with this emerging technological breakthrough.

  • This article defines the process of formation of anti-corruption consciousness as one of the areas of interaction between public authorities and civil society institutions. It is concluded that the implementation of the state anti-corruption policy in Ukraine may be more promising if the institutions of civil society are actively involved. The degree of citizen engagement can be increased by increasing social trust, as well as by increasing the level of political and legal education and culture. Particular attention should be paid to the organization of public control and monitoring of the activities of public authorities, impartial coverage of information on the fight against corruption in the media, as well as the joint conduct of an information and educational campaign and the promotion of the formation of anti-corruption consciousness among a large number of citizens.
