The purpose of this study is to conceptualize some issues around university restructuring in Korea, and explore rational-practical solutions ensuring the survival of higher education institutes confronting many challenges like rapid decreasing rate of birth, global open market of higher education system, and the phenomena of concentration on capital city area etc.. In order to achieve study goals, higher education policies and provisions of past governments from DaeJung Kim's to current MeongBak Lee's were analyzed, and also characteristics and directions of university restructuring of each government were identified. Through this analysis, it was evident that the main concern of university restucturing discourse was primarily focused on how to make public universities have high level of competitiveness. On the other hand, private universities had been totally alienated from university restructuring discourse since 1990's, despite their historical and great contributions to national development of our country. Based on some criticisms of educational policies of national government and partial revision proposal of the higher education act initiated by a few assemblymen, this study suggested eight solutions for developmental restructuring of private universities; constructing comprehensive framework of university restructuring, keeping market-friendly restructuring principle to allow universities take an autonomous position, revising methods, criteria and indexes of university evaluation, reducing the number of enrolling students, not the number of universities and colleges, a new policy to develop local universities allying with universities located at capital city area, differentiating private universities into two types of semi- or quasi-national university and complete autonomous university, legislating financial supports to private universities, and lastly, equal treatment of public and private universities in pursuit of half price tuition.

Smart phone based IT support programs are faced with difficulties due to the following reasons first, long development period is required as separate developments are necessary respectively depending on the operating system of Smart phone second, it is also difficult to secure high development cost for the outsourcing of the development. The purpose of this study is to detect challenges and matters for improvement, an recent emerging export market with high potential for Korean agricultural products, and to finally find out measures to increase agricultural export to the market. In order to expand the export of agricultural products to Russian Far East, first of all, Competitiveness in terms of quality and price could be enhanced by improving production facilities, developing new technologies and improving logistical system. Secondly, the export volume should be secured in a stable manner, and it can be achieved by systematically running a larger export organization and unifying contact points. Thirdly, the screening, transportation and storage of agricultural products at low temperature should be offered at the local transportation and distribution stage. Fourthly, the consumers of Russian Far East have very little knowledge of the Korean agricultural products. To overcome this, more active PR, promotional and marketing activities are required.

The continued efforts to reduce GHG emission by international cooperation and each country are in progress. As part of these efforts, Korea's ETS is enforced in 2015. This was the time to make strategies for each company to respond Korea's ETS. This study was performed to suggest a draft of basic strategies for electronic component industry in current Korea's ETS stage are as follows; - Analyzing the nature of electronic component industry - Identifying needs for corresponding ETS of electronic component industry - Analyzing basic countermeasures for each stage of ETS - Suggesting drafts of basic strategies for electronic component industry in current Korea's ETS stage The result of this study, the current stage of Korea's ETS is moving from implementation of the scheme become determined and prepare the minimum corresponding to direct corresponding to the regulation and market change. Electronic component industry has many GHG emission growth(or change) factor, and it will be make electronic component industry as a buyer when Korea's ETS is enforced. Korea's ETS will be clearly act as a regulation rather than new business for electronic component industry. Therefore, identifying the Korea's ETS as a regulation is resonable strategy for corresponding the scheme. The basic strategies of electronic component industry th responding Korea's ETS are as follows; - Building internal organization and decision-making system before enforcement the Korea's ETS - Establishing internal basic corresponding strategies according to carbon price forecast scenarios - Considering the energy consumption and GHG emissions in design phase and preparing the global ETS market in mid or long term.
Wild ginseng production is increasing due to forest recovery for last 30 years. Total number of Symmani (traditional mountain ginseng digger) was 558 in 2001. Provincial distribution of Symmani in 2001 was highest in Kangwon $(32\%),$ next in Choongbook $(21\%)$ and least in Jeonnam $(0.7\%)$ and Kyoungnam $(0.9\%).$ Age distribution of Symmani was $33\%\;for\;fourties,\;32\%$ for fifties and $20\%$ for sixties. There were 8 persons in eighties. Symmanies are still keeping traditional ritual for mountain god serving clothes of colored ribbons and foods. Increased production induced open market system from underground dealing of mountain ginseng. Korea Mountain Ginseng Association established mountain ginseng assessment committee with professional Symmanies in 2001. From September to November in 2001, 987 roots were requested for quality assessment to the committee and 476 roots $(48\%)$ were passed and graded and others were rejected. Highest frequency of rejection was foreign origin. Pass rate was highest $(74\%)$ in Choongnam suggesting best place for quality. Number of collected roots in each province was positively correlated (p=0.05) with number of Symmanies. There are 3 quality groups of mountain ginseng, Heaven (pure natural), Earth (from seeding of wild ginseng) and Man (from seeding or seedling of wild ginseng with slight environmental modification). The relationship between price and age was polynomial in high quality root, Heaven, Earth and seed long head of Man group, and linear in low quality group, seedling long head of Man. The best one in 2001 was 26 g, 124 years old and sold with 109 million won. Quality criteria are age, shape, weight, color and healthy outlook. Fine roots are criteria for health status of roots and taproot is criteria for efficacy and called as medicine barrel. The implication is that ginsenosides have rarely been experienced for efficacy. The quality criteria of cultivated ginseng were originated from those of mountain ginseng. It is unique for mountain ginseng that only fresh one can be on market. Since quality criteria of mountain ginseng must be based on the efficacy experience it is well expected that present criteria might almost be established at the age of Shinnong Materia Medica.

With the recent developments in computer technology, there has been an increasing interest in the field of machine learning. This also has led to a significant increase in real business cases of machine learning theory in various sectors. In finance, it has been a major challenge to predict the future value of financial products. Since the 1980s, the finance industry has relied on technical and fundamental analysis for this prediction. For future value prediction models using machine learning, model design is of paramount importance to respond to market variables. Therefore, this paper quantitatively predicts the stock price movements of individual stocks listed on the KOSPI market using machine learning techniques; specifically, the reinforcement learning model. The DQN and A2C algorithms proposed by Google Deep Mind in 2013 are used for the reinforcement learning and they are applied to the stock trading strategies. In addition, through experiments, an input value to increase the cumulative profit is selected and its superiority is verified by comparison with comparative algorithms.
Hidden Markov model (HMM) is a statistical model in which the system consists of two elements, hidden states and observable results. HMM has been actively used in various fields, especially for time series data in the financial sector, since it has a variety of mathematical structures. Based on the HMM theory, this research is intended to apply the domestic KOSPI200 stock index as well as the prediction of global stock indexes such as NIKKEI225, HSI, S&P500 and FTSE100. In addition, we would like to compare and examine the differences in results between the HMM and support vector regression (SVR), which is frequently used to predict the stock price, due to recent developments in the artificial intelligence sector.

The explosive growth of cryptocurrency, led by Bitcoin has emerged as a major issue in the financial market recently. As a result, interest in cryptocurrency investment is increasing, but the market opens 24 hours and 365 days a year, price volatility, and exponentially increasing number of cryptocurrencies are provided as risks to cryptocurrency investors. For that reasons, It is raising the need for research to reduct investors' risks by dividing cryptocurrency which is not suitable for recommendation. Unlike the previous studies of maximizing returns by simply predicting the future of cryptocurrency prices or constructing cryptocurrency portfolios by focusing on returns, this paper reflects the tendencies of investors and presents an appropriate recommendation method with interpretation that can reduct investors' risks by selecting suitable Altcoins which are recommended using Apriori algorithm, one of the machine learning techniques, but based on the similarity and association rules of Bitocoin.
The ICT(information & communication technology) led to a dramatic change of floral distribution service, a phase of competition between wholesales and retail stores, and distribution channels in floral industry. It was expected that a role of the intermediaries in this industry would have reduced due to the improvement of transaction process by ICT. However, the ICT made to overcome a regional limit of the floral retail distribution service leading to an increase in sales and enlargement of the stores. And even it made possible to bring out another type of intermediaries such as private associations. This case study focuses on what kinds of efforts the floral wholesale distributors have made to enable a distribution process more smoothly between the wholesale distributors and retail stores through the information system, and what the failure factors in adopting the information system have been. This paper is also to examine how the wholesale distributors have changed themselves to gain dominant positions in distribution channels. As a result of the study, it was found that the intermediaries mostly failed in successfully achieving the distribution channel innovation through the information system because of several main reasons. FLOMARKET Inc. tried to innovate a distribution channel to obtain high quality goods through consolidating a wholesale distribution market in that segregated both floral joint market from free markets. after implementing the information system with consideration of the failure factors, FLOMARKET Inc. was able to minimize goods in stock and make a major purchase of various goods. In addition, it made a possible pre-ordering process and an exact calculation of purchasing goods so they could provide their products with market price in real time, which helped for the company to gain credits from their customers. Also, FLOMARKET Inc. established the information system which well suited to its business stage in order to deal with a rapidly changing distribution environment. It's so obvious that the transaction processing system of FLOMARKET Inc. definitely helped to share information among traders more seamlessly and smoothly in realtime, standardize goods, and make a transaction process clearer. Besides, the transaction information helped the wholesale distributors and retail stores to make more strategic decisions in their business because through the system they enabled to gather the marketing intelligence information more easily and convenient. If we understand that the floral distribution market is characterized by the low IT- based industry, it's worth to examine a case study proving that the information system actually increases the productivity of the transaction process in the floral industry.
The aim of this study is to analysis how economic welfare lost happens within the present korea seasonal and time period electricity pricing system and find out reasonable electricity price system acceptable during the transitional period of korea electricity industry restructuring To analyze economic welfare lost in the electricity industry, in advance seasonal and time periodic 9 demand curves(summer, spring &fall, winter/peak-load time, middle-load time, low-load time) and one market supply curve are made and then using these demand and supply curve, seasonal and time periodic market equilibrium prices is calculated. Finally, comparing these market equilibrium prices with present regulated classified seasonal and time periodic prices, the whole economic welfare lost in the electricity industry is calculated. The result of this study shows that in 2002, the total economic welfare lost in electricity industry is 137,770 million Won and under present price system, the worst welfare lost is happening seasonally in spring & fall, time periodically in the middle-load time. Specifically analyzing the characteristics of welfare lost, especially on the industry customers and service customers which are applied in seasonal and time periodic pricing, for the industry customers, the welfare lost calculated in this class occupies 51% of the total welfare lost in the whole electricity industry and the worst welfare lost is happening seasonally in spring & fall, time periodically in the middle-load time. For service customers, the welfare lost calculated in this class occupies 13% of the total welfare lost in the whole electricity industry and the worst welfare lost is happening seasonally in summer, time periodically in the peak time Finally, this study was made based on the year of 2002 and KEPCO has practiced two times of rate change until now. The result of rate change was positively analyzed in the direction of economic welfare improvement(welfare improvement achieved by 16.3% compared to 2002 result).
