Study on Awareness and Consumption Behavior of the General Public and Livestock Farmers regarding Chikhanwoo (칡한우에 대한 일반인과 축산농민의 인지도 및 소비 행태 조사)

  • This study was conducted to determine recognition of Chikhanwoo, promote its market competitiveness, and vitalize its uses in Korea. This research was carried out on 465 people, including 264 of the general public and 191 livestock farmers. For awareness of Chikhanwoo, 53.6% of the general public and 86.9% of livestock farmers recognized Chikhanwoo (P<0.001) through TV, Internet, news, magazines, and others. For consumption behaviors of Chikhanwoo meat, 4.3% of the general public and 1.9% of livestock farmers have purchased Chikhanwoo meat in the past. Most of them hinted at their intention to repurchase and highly intimated their wish to purchase on whether Chikhanwoo tastes better, is more nutritious and is safer than Hanwoo. In addition, they thought country of origin and price were the most important factors for purchasing (P<0.001). For recognition of the Hanwoo grading system, they preferred $1^{{+}{+}}$ and $1^+$, significantly (P<0.001). For need for quality certification, most respondents thought that the government should introduce a quality certification system for Chikhanwoo. For importance factor of prevalence of Chikhanwoo meat, marketability value had the highest degree of importance, followed by taste, quality, tradition and cooking methods (P<0.001). Results of this study show that domestic consumption of Chikhanwoo can be boosted by supplying Chikhanwoo meat with a differentiated taste and a safety assurance to the general public. There is also need to enhance genetic resources and improve brand value of Chikhanwoo. Continuous research and efforts should be made for the development of the livestock market.

Economic Evaluation of Rosuvastatin and Atorvastatin for the Treatment of Dyslipidemia from a Korean Health System Perspective (이상지질혈증 환자에게 사용되는 Rosuvastain과 Atorvastatin의 경제성 평가)

  • Objective: This study aims to analyze cost-effectiveness of two most-commonly used statins from the perspective of the Korean national health system. Methods: The scope of the analysis included rosuvastatin (5 mg, 10 mg, and 20 mg) and atorvastatin (10 mg, 20 mg, 40 mg, and 80 mg). Effectiveness was defined as percentage (%) and absolute (mg/dL) reductions of low-density lipoprotein cholesterol (LDL-C) from the baseline. They were derived from published randomized controlled studies for rosuvastatin and atorvastatin. Effectiveness was defined as reductions in LDL-C levels per mg dose of the drugs. The annual direct medical costs including drug acquisition costs and monitoring costs over the one-year time horizon were calculated for each alternative. The average cost-effectiveness ratios (ACERs) and incremental cost-effectiveness ratios (ICERs) for each statin dose were calculated. Results: The ACERs for all doses of rosuvastatin (5 mg, 10 mg, and 20 mg) were lower than those for all doses of atorvastatin (10 mg, 20 mg, 40 mg, and 80 mg). Rosuvastatin 10 mg was the most cost-effective statin for LDL-C reduction. In cost-effectiveness analyses for corresponding doses of rosuvastatin and atorvastatin, rosuvastatin was the superior strategy which suggests both higher effectiveness and lower costs than atorvastatin. However, we have to consider this analysis is highly influenced by current price of statins in each market. Conclusion: For reduction of LDL-C levels in Korean patients with dyslipidemia, rosuvastatin 10mg is the most cost-effective statin in the current Korean market.

  • Cost information in the Korean construction industry is mainly controlled by the government agencies. However, there have been wild-spread speculations among participants on the adequacy of these unit prices and difference with the actual market condition. Korean public-led unit prices are developed using mainly a top-down approach by a few designated public institutions. Due to the rapid fluctuations in market prices and high-volume of information, it is impossible for a few public institutions to properly consider market conditions. However, there are almost none private cost reference while many are available in other countries to supplement the public cost references. Needs for private cost references have recognized, and this study can be seen as a pilot study to support them. This study attempts to identify the problem areas of Korean cost references and to provide guidance by benchmarking other countries. This study has confirmed the need of developing market-driven cost references by employing a bottom-up approach in which a large number of various construction participants are fostered to provide their own cost information and share with others. It is envisioned that this study provides foundations for further study on the development on-line construction market platform based on abundant and appropriate cost information.

Korea's Optimal Basket Exchange Rate : Thoughts on the Proper Operation of the Market Average Rate Regime (우리나라의 적정(適正)바스켓환율(換率) : 시장평균환율제도(市場平均換率制度)의 운용기준(運用基準) 모색(模索))

  • For the last several years, considerable criticism has been leveled against Korea's exchange rate management. While Korea was designated a currency manipulator by the U.S., domestically it is often complained that the won/dollar rate did not adequately reflect changes in Korea's export competitiveness and fluctuations in the exchange rates of major currencies. In view of this situation, Korea changed its exchange regime at the beginning of March this year from the dual currency basket system to a more flexible one, called a "market average rate regime". Under this new regime, the won rate is determined in the exchange market based upon the supply of and demand for foreign exchange and is allowed to freely fluctuate each day within a + 0.4 % range. This paper, first, seeks to evaluate Korea's exchange rate management under the dual basket regime of the 1980s, and then to construct an optimal currency basket for the won which could provide a proper indicator for exchange market intervention under the new market average rate regime. The analysis of fluctuations in the real effective exchange rate (REER) of the won indicates that the won rates in the 1980s failed not only to offset changes in relative prices between home and trading partner countries, but also to properly respond to variations in major exchange rates as further evidenced by sizable fluctuations in the nominal effective rates of the won. In other words, the currency basket regime which was adopted in 1980 for the stabilization of the REER of the won has not been operated properly, mainly because authorities often resorted to policy considerations in determining the won's rate. In the second part of the paper, an optimal currency basket for Korea is constructed, designed to minimize the fluctuations in the REER of the won without including policy considerations as a factor. It is recognized, however, that both domestic and foreign price data are not available immediately for the calculation of the REER. For this problem, the approach suggested by Lipschitz (1980) is followed, in which optimal weights for currencies in the basket are determined based upon the past correlation between price and exchange rates. When the optimal basket is applied to Korea since the mid-80s, it is found that the REER of the won could have been much more stable than it actually was. We also argue for the use of variable weights rather than fixed ones, which would be determined by the changing relationship between exchange rates and relative prices. The optimal basket, and the optimal basket exchange rate based on that basket, could provide an important medium- or long-term reference for proper exchange market intervention under the market average rate regime, together with other factors, such as developments in the current account balance and changes in productivity.

A Study on the Improvement of Capital Gains Tax Act through the Analysis of the Precedents of the cases of the lawsuit - Focusing on the transfer of inherited and donated property - (행정소송판례 검토를 통한 양도소득세법 개선방안 - 상속·증여받은 자산의 양도를 중심으로 -)

  • When calculating gains from transfers of assets inherited or donated, the value recognized at the market price as of the date of inheritance or acquisition is recognized as the actual transaction value at the time of acquisition. However, Precedents for the appeal for review by the NTS, the request for adjudgment by the Tax Tribunal(TT) and the request of examination by the Board of Audit and Inspection of Korea(BAI) and the cases of the lawsuit have not shown a consistent results on how much such a the actual transaction value will be measured. This study investigates the operating state of the current tax appeal system using the statistical data of the TT, NTS, and BAI and cases of the lawsuit from 2008 to 2017, and suggests the Improvement of Capital Gains Tax Act on the transfer of inherited and donated property. As a result, total number of requested cases has diminished because cases of the pre-assessment review and the reconsideration appeal by the NTS have decreased steadily over the past decade, while the cases of the lawsuit and the administrative trials(the request for adjudgment by the TT, the appeal for review by the NTS, and the request of examination by the BAI) have been steadily increasing. Also This study found that more than 40% of the complainants proceeded with the cases of the lawsuit proceedings in disagreement with the disposition of tax dissatisfaction under the administrative trials. In addition, Even though the retrospective appraisal price is not recognized as the market price due to the strict interpretation of the tax regulations, it can be seen that it is interpreted as a more expanded concept in the application of the market price than the government office or the tax judge. Therefore, according to the precedents of the cases lawsuit, it is necessary to establish a regulation on the recognition of retroactive appraisal value.

  • Railroad started from invention of stream locomotive at the beginning of the industrial revolution. Development of diesel and electric locomotives in railroad induced science and technology since the industrial revolution. Korean high-speed train so-called high-speed train project, is localized 86.7%(compared to price), 92%(compared to number of parts). This technology has been contributed to KTX since 2004. High-speed railway was developed to integrated system, which is contained high technology such as civil, mechanical and electrical technology. This effects to advanced technology across the board science, technology, industry. High-speed railway is fast, safe, comfortable, eco-friendly as next generation's representative transportation. Furthermore it is inaugurate the era of the new railroad. Korea is opened the high-speed railway following Japan, France, Germany, Spain. Korea became the fifth nation of the high-speed railway. It joins the rank of developed countries operating at the speed of 300km/h. Especially, KTX is emerging as advanced transportation with reducing logistics costs significantly due to time advantage and transportation revolution. The purpose of this study is to present the strategy through internal and external railway market's analysis for Korea railway system's globalization expansion(overseas expansion).

Study on rice double cropping in Southern Korea paddy field

  • Recently, the rice growing time was extended by the global warming. This study was conducted to investigate the possibility of rice double cropping system in southern Korea. The first transplanting was with six cultivars ('Kilala397', 'Baekilmi', 'Joun', 'Hanseol' and 'Jungmo1031') on April 15. All cultivars could be harvested at the end of July. Adaptable cultivars for the first cultivation were 'Kilala397', Baekilmi' and 'Joun'. The rice yields at the first cultivation was about 95% of local average yield. Although the yield was slightly less, the first cultivation was considered to have economic benefits, because of the high market price of rice. In the second transplanting was with five cultivars ('Manjong', 'Joun', 'Deabo', 'Jinok' and 'Kilala397') on April 15. All cultivars could be harvested in early November. Adaptable cultivars for the second cultivation were 'Jinok' and 'Kilala397'. The rice yields at the second cultivation was about below the 60% of local average yield, because there was the less growth than normal season cultivation. Consequently, southern Korea' annual rice double cropping system is considered to have no economic value yet. However, the research should be continued considering the temperature rise of global warming.

Short Term Spectrum Trading in Future LTE Based Cognitive Radio Systems

  • Market means of spectrum trading have been utilized as a vital method of spectrum sharing and access in future cognitive radio system. In this paper, we consider the spectrum trading with multiple primary carrier providers (PCP) leasing the spectrum to multiple secondary carrier providers (SCP) for a short period of time. Several factors including the price of the resource, duration of leasing, and the spectrum quality guides the proposed model. We formulate three trading policies based on the game theory for dynamic spectrum access in a LTE based cognitive radio system (CRS). In the first, we consider utility function based resource sharing (UFRS) without any knowledge of past transaction. In the second policy, each SCP deals with PCP using a non-cooperative resource sharing (NCRS) method which employs optimal strategy based on reinforcement learning. In variation of second policy, third policy adopts a Nash bargaining while incorporating a recommendation entity in resource sharing (RERS). The simulation results suggest overall increase in throughput while maintaining higher spectrum efficiency and fairness.

  • On rationale for government intervention is the failure of competition in the market. Health care markets are characterized by such unique aspects as information asymmetry, prevalence of insurance, and cost-increasing competition based on the adoption of costly medical technology. Therefore, government policy to guarantee a sufficient number of providers in markets may not lead to socially beneficisal outcomes such as higher quantity and lower price. This paper examines the unique nature of health services and its implications for competition, the evidence that competition may not reduce health care ex[enditures, and policy tools that government can use to encourage competition which contributes to supporting a sustainable health care system.

Developing a Big Data Analysis Platform for Small and Medium-Sized Enterprises

  • Big data analysis is widely used in applications such as finance and communication, whose market size is growing rapidly every year. Nevertheless, it is rarely used by SMEs (small and medium-sized enterprises) since the existing services are not fully customized for them while being offered at high price. To resolve this, we develop and propose a new platform to provide big data analysis services specialized for SMEs in this paper. First, we compare existing work discussing social big data analysis, and extract service features necessary to help their marketing effectively. Then, we present a prototype system implementing the extracted features, and discuss technical issues needed to develop a complete system which are obtained from the prototype implementation.
