A Study on the Observation Days of Maritime Traffic Investigation (해상교통조사 관측일수에 관한 연구)

  • This study is to compare variation indexes by monthly, weekly and hourly using AIS data, which was collected for 365 days from January 1st to December 31st, 2013 at Mokpo Port and then, computed the maximum standard error by observation days. The comparison of monthly variation indexes showed that the monthly variation indexes for September and February were 1.11 and 0.84, respectively, in turn revealing that the maritime traffic in September was about 32.1 % larger than February. Also, the daily variation indexes for Tuesday and Sunday were 1.05 and 0.92, respectively, in turn revealing that the maritime traffic in Tuesday was about 14.1 % larger than Sunday. When the maritime traffic investigation is executed for at least 1 week in consideration of the daily variation index, it is possible to reduce the maximum standard error rate to be within 21 %. Therefore, if the maritime traffic investigation is made in the month and week with low maritime traffic, each variation index should be applied to reflect the actual maritime traffic.

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.

Comparisons of Seafarers' Perception of Maritime and Onshore Traffic Conditions

  • The purpose of this paper is to compare seafarers' behavior according to traffic conditions of a road and an onshore locations. Behaviors are classified into three categories: Skill-, Rule- and knowledge-based mode. Experimental data were collected using the questionnaires for navigators, working in a merchant ship. To compare the behaviors, we used the four analysis method; the degree of frequency, reliability test, correlation and linear regression. As a result of the study, it was found that Skill-based behavior shows more higher in the road traffic than the maritime traffic, and rule-based behavior shows more higher in the maritime traffic than the road traffic. Also, the behavior in the navigation situation showed statistical significance. Especially, in the case of Rule-based behavior, a high correlation between road and maritime was found. This study can be expected to apply to complementary system utilization between error management system of onshore and maritime traffic.

A Study on Adopting an Ex Post Facto Management System and Reforming the Maritime Traffic Safety Audit Scheme (해상교통안전진단 사후관리제도의 도입 및 제도개선에 관한 고찰)

  • The Maritime Traffic Safety Audit Scheme was institutionalized in 2009 to provide for professional surveys, measurement and the evaluation of navigational hazards that might occur in coastal waters in the course of marine work. Related researches that dealt with the reform of the Maritime Traffic Safety Audit Scheme found that there were no rules or regulations for verifying whether marine work conformed to audit results and reviewing the exactitude of ship handling simulations which were a crucial part of the scheme. According to the necessity of adopting an ex post facto management system in the field of maritime traffic, this study analyzed the similar audit acts such as the Natural Environment Impact Audit Scheme and the Road Traffic Safety Audit Scheme, and proposed specific articles for revising Maritime Safety Act in order to break out from the institutional inertia of the current Maritime Traffic Safety Audit Scheme. It is expected that a newly proposed legal system for verifying the performance of audit results and the exactitude of audits will help improve maritime traffic safety by eradicating potentially hidden hazards related to marine work.

  • For effective ship management in VTS(Vessel Traffic Service), it needs to assess the external force acting on ship. Big data in maritime traffic can be roughly categorized into two groups. One is the traffic information including ship's particulars. The other is the external force information e.g., wind, sea wave, tidal current. This paper proposes the method to assess the external force acting on ship using big data in maritime traffic. To approach Big data in maritime traffic, we propose the Waterway External Force Code(WEF code) which consist of wind, wave, tidal and current information, Speed Over the Water(SOW) of each ship, weather information. As a results, the external force acting a navigating ship is estimated.

Simulation System Development for Verification of Autonomous Navigation Algorithm Considering Near Real-Time Maritime Traffic Information (준실시간 해상교통 정보를 반영한 자율운항 알고리즘 검증용 시뮬레이션 시스템 개발)

  • In this study, a simulation system was developed to verify autonomous navigation algorithm in complex maritime traffic areas. In particular, real-world maritime traffic scenario was applied by considering near real-time maritime traffic information provided by Korean e-Navigation service. For this, a navigation simulation system of Unmanned Surface Vehicle (USV) was integrated with an e-Navigation equipment, called Electronic Chart System (ECS). To verify autonomous navigation algorithm in the simulation system, initial conditions including initial position of an own ship and a set of paths for the ship to follow are assigned by an operator. Then, considering real-world maritime traffic information obtained from the service, the simulation is implemented in which the ship repeatedly travels by avoiding surrounding obstacles (e.g., approaching ships). In this paper, the developed simulation system and its application on verification of the autonomous navigation algorithm in complex maritime traffic areas are introduced.

  • Large and small marine accidents which are related to vessel's navigation are happening continuously and these maritime accidents have caused loss of lives and properties, and serious maritime environmental pollution damage. It is also true that maritime pollution damage is increasing due to these accidents, probability of growth of seaborne volume and complicated maritime traffic environment. Korea, recently, is developing an evaluation index which can assess sea risk through the evaluation of maritime traffic environment and provide danger and general information with relation to maritime traffic environment on target sea area to evaluate maritime traffic safety. In this paper, we intend to confirm the validity of maritime traffic safety on the basis of vessel navigator's risk consciousness and various sailing conditions by using the ship handling simulator. To confirm the validity of sailing vessel's maritime traffic safety, we use analysis of variance. By using analysis of variance, we analyze vessel navigator's characteristics, distance, speed and encounter type between vessels. Through multiple comparison of each factor's risk difference, we can confirm the change of numerical value of risk difference in statistical aspect.

  • Recently, many ships such as VLCCs, dangerous cargo ships, high speed ferry boats are visiting Yeosu ${\cdot}$ Gwangyang harbor. The traffic volume of the year 2003 has increased as many as 2.5 times of 1988. However there is no suitable ship's routeing system which takes account of today's traffic situations in this area. This study aims at the setting of hazardous factors to mitigate the danger to vessels in Yeosu ${\cdot}$ Gwangyang bay and to secure the safety of maritime environment.

Improving Assessments of Maritime Traffic Congestion Based On Occupancy Area Density Analysis for Traffic Vessels (통항선박의 점용영역 밀집도 분석을 통한 해상교통혼잡도 평가 개선에 관한 연구)

  • It may be reasonable to consider density per unit area over time rather than analyze traffic volume, which is simply the traffic volume per unit of time, in assessing the maritime traffic congestion of a certain area. This study contributes to the standardization of maritime traffic congestion assessment methods for the maritime traffic safety diagnosis institute while seeking a new method to minimize evaluation error due to converted traffic volume per ship tonnage level. To solve this problem, a method to evaluate maritime traffic congestion by comparing the area occupied by a vessel with the area of its route using vessel identification data from the Automatic Identification System (AIS) has been proposed. In this new model, it is possible to use actual data due to the development of information and communication technology, reducing conversion error while allowing for the evaluation of maritime traffic congestion by route.

A Study on the Traffic Flow and Navigational Characteristics for the Ship's Routing of Po-hang Port (포항항 항로지정을 위한 주요 통항로 및 통항 특성에 관한 연구)

  • The traffic volume will be increased and the traffic of larger vessel could be multiplied in the Pohang port by the opening of the Young-il new port in 2006. Unfortunately, however, potential danger factors to the safe navigation, disordered navigation and traffic congestion are still existing in the Pohang port and approaching waters. This paper describes the status of marine traffic flow and navigational characteristics based on the marine traffic survey using the exclusive software, and the results of marine traffic survey classify into ship's type, size and track history of passing ships through the statistical methods. Finally the examinations of marine traffic route, traffic flow and navigational characteristics are discussed. These results can be used for the best design of ship's routing at the Pohang waters.
