  • In December 2002, International Maritime Organization (IMO) has adopted the Resolution MSA.137(76) Standards for the Ship Maneuverability. For applying the standards, we have to estimate and evaluate the Maneuverability of a ship at the design stage in difference of trim and displacement as accurate as possible. In this paper, the effect of loading condition on the ship Maneuverability was investigated through 3 methods : numerical simulation, free running model ship and real ship data.. Firstly, We carried out numerical simulation, free running model ship experiments and real ship experiments at ballast condition, half loaded condition and full loaded condition with difference of trim.. Secondly, by comparing these results of 3 methods, we draw out the trend of ship Maneuverability due to the change of trim and displacement of a ship.

Present State and Challenges for Women Seafarers in Korea

  • This paper surveyed & analyzed the career path of the 586 female cadets who graduated from the Korea Maritime University. According to the analysis, 154 graduates have the seafaring experience onboard, while 432 have no chance to work onboard. The figure indicated that one of the challenge is the number of female maritime officers who can engage in the boarding works was relatively limited. However, it is significant implication that about 80% of the graduate have been employed in a maritime industry including shipping, shipbuilding, public sectors and etc.

A Study on the Concept and Attributes of Sea Power for Evaluation of Maritime Power (해양력 평가를 위한 해양력의 개념과 속성에 관한 연구)

  • For evaluation of maritime power, the attributes of sea power are identified in this paper by system analysis method. A many fundmental factors of sea power are selected by survey of the extensive and thorough literatures on maritime power. And the factors are classified into 11 standard attributes by cluster method. The 11 standard attributes are as follows: geographical condition, character of territory, character of the people, maritime will of the government, shipping power, navel power, shipbuilding power, fishing power, ocean research and development, dependence on seaborne trade, number of ocean population. As the sub-attributes of the standard attributes, 37 composite factors and some basic factors are defined through careful survey and discussion with some experts. As the result of this study, the maritime power is systematically identified as maritime power system. And it is realized that the evalution of maritime power system is the hybrid MADM problem with both quantitative and qualitative factors.

The efficiency of national maritime logistics for 29 ocean countries: using super-efficiency DEA

  • With the expansion of the global supply chain, the efficiency of maritime logistics is considered a crucial factor for countries' trade and competitiveness. Nevertheless, prior research has not thoroughly evaluated the efficiency of maritime logistics, including countries' ports and shipping capacities. Accordingly, this study examines integrated maritime logistics efficiency at the national level using DEA-CCR, BCC, and super-efficiency DEA. Furthermore, this study identifies a difference between the selected countries' maritime logistics efficiency and LPI (Logistics Performance Index) through Spearman's correlation test as an ad-hoc analysis. From this, Asian countries showed higher efficiency and European countries showed higher LPI scores. These results might be derived from this difference in port-city development patterns. Additionally, the main cause of inefficiency in Europe and Japan might be attributed to high fleet capacity of control. Consequently, this study can provide valuable implications for coastal countries to set more efficient directions for maritime logistics investment and policy.

  • "United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea" was passed in July 3, 2008. on September 23, 2009 signing ceremony was held in Rotterdam. The system of maritime performing party is a special system in the transport convention, and constitutes an integral part of the Convention. Maritime performing party system is not the first system which brings in the carrier's independent contractor, but it is the most comprehensive and thorough one. It unified the duty of carrier's independent contractor in the maritime segment, and it is also an important progress in the developing process of international maritime legal system. There are some differences between the maritime performing party and China's current related system, i.e, the port maritime performing party and the intermediate performing party are included in the maritime performing party, and they can enjoy the carrier's exception clause and limitation of liability.

  • In 2010 Manila Conference, the revised STCW (International Convention on Standards of Training, Certification and Watch-keeping for Seafarers) of IMO recalled that a large percentage of maritime casualties and pollution incidents are caused by human error. Therefore, education and training improvement will play important role to reduce maritime casualties. From this, we focus on improving safety during sailing through upgrading the education and training for Korean cadets by updating maritime education and training program. In terms of a maritime education program from some of the maritime universities in the world such as United States Merchant Maritime Academy(USMMA) Philippine Merchant Marine Academy(PMMA), are compared to the Maritime University in Korea. As a result, we suggest an effective education system.

  • The analysis of maritime traffic refers to the processes that are used to analyze the environmental characteristics of the target area and, based on this analysis, predict the traffic pattern of the vessels. In recent years, maritime traffic analysis has become significant with increase maritime traffic volume and expansion of VTS coverage area. In addition, maritime traffic analysis is also applicable in the safety assessment of port facilities and the VTS (Vessel Traffic Service). In this paper, we propose a method to analyze the vessels' traffic pattern by using the heat map and the centroid method. This method is efficient for the analysis of the vessel trajectory data where spatial characteristics change with time. In the experiments, the traffic density and centroid by time have were analyzed. Trajectory data collected at Mokpo harbor was adopted. Finally, we reviewed the experimental results to verify the feasibility of the proposed method as a maritime traffic analysis method.

  • Recently, as digital communication technology is widely applied to the maritime field, large amounts of maritime data are being accumulated. Accordingly, attempts to create new value by applying data science and Artificial Intelligence(AI) technologies are emerging. Typically, Ministry of Oceans and Fisheries has been providing korean e-Navigation service since 2021 based on LTE-Maritime communication network, as well as R&D for creating value-added service through analyzing huge-sized maritime traffic data is underway. By the way, to do any data-based research, legal system, as a research infra, that researchers can get the data whenever they need is essential. This paper looked at types of data in maritime fields, checked related legal system about scientific analysis and utilization. It is confirmed that there are some legal factors which restrict its scientific analysis and utilization, and suggested ways of improvement to boost R&D using maritime data as a conclusion.

Compensation Method of eLoran Signal's Propagation Delay and Performance Assessment in the Field Experiment

  • The eLoran system is a high-power terrestrial navigation system that is recognized as the most appropriate alternative to complement the GNSS's vulnerability to radio frequency interference. Accordingly, Korea has conducted eLoran technology development projects since 2016. The eLoran system developed in Korea provides 20 m positioning accuracy to maritime user in Incheon and Pyeongtaek harbor. To accurately calculate the position with the eLoran signal, it is necessary to apply a compensation method that mitigates the propagation delay. In this paper, we develop the compensation method to mitigate the eLoran signal propagation delay and evaluate the positioning performance in Incheon harbor. The propagation delay due to the terrain characteristics is pre-surveyed and stored in the user receiver. Real-time fluctuations in propagation delay compared to the pre-stored data are mitigated by the temporal correction generated at a nearby differential Loran station. Finally, two performance evaluation tests were performed to verify the positioning accuracy of the Korean eLoran system. The first test took place in December 2020 and the second in April 2021. As a result, the Korean eLoran service has been confirmed to provide 20 m location accuracy without GPS.
