A Study on Cybersecurity Risk Assessment in Maritime Sector (해상분야 사이버보안 위험도 분석)

  • The International Maritime Organization (IMO) issued 2017 Guidelines on maritime cyber risk management. In accordance with IMO's maritime cyber risk management guidelines, each flag State is required to comply with the Safety Management System (SMS) of the International Safety Management Code (ISM) that the cyber risks should be integrated and managed before the first annual audit following January 1, 2021. In this paper, to identify cyber security management targets and risk factors in the maritime sector and to conduct vulnerability analysis, we catagorized the cyber security sector in management, technical and physical sector in maritime sector based on the industry guidelines and international standards proposed by IMO. In addition, the Risk Matrix was used to conduct a qualitative risk assessment according to risk factors by cyber security sector.

The Right Person for the Right Job: a Study on the Need for Enhancing Collaboration between Shipping Companies & Maritime Academies

  • Working onboard large ocean-going vessels is one of many industries that is by its very nature extremely error-provoking. In industries such as aviation, nuclear power, healthcare and transport, the need for mental preparedness and professionalism are amongst the qualities essential for the management of complex hazardous systems. Recruiting, training, and more importantly retaining the right people to work in these industries is of paramount importance if safety is to be continuously improved and economic benefits realized. Through consideration of extant empirical literature this paper will explore the need for enhancing collaboration between shipping companies and maritime training insitutes in order to provide the industry with those most capable for the job. It will be concluded that by providing a strong maritime foundation from the outset of training, maritime academies in South Korea can provide shipping companies with a wealth of highly qualified, motivated officers who will contribute to safety and remain valuable assets within the industry for years to come.

  • The environmental changes in ports such as large size, high technology, and efficiency are greatly realized and advanced ports focus on the research and development for the port technology to be hub ports in each continent. It is necessary to continuously develop the port technology in order to cope with those changes. The continuous development of the port technology leads to not only the growth of the domestic port industry but also the preoccupation of the world's industry and the increase of the export amount related to the port technology. In this paper the state of the art in the domestic and foreign port technology are surveyed proposes the development policies and strategies of the domestic port technology are suggested.

  • The shipping industry is sensitive to the global economy. Therefore, when events such as the global economic crisis occur, shipping market freight rates react immediately, and the long-term stagnation of the industry has been repeated accordingly. In particular, Hanjin Shipping's bankruptcy is an incident in which the nation has become aware of the chronic problems of the Korean shipping industry. The government is making great efforts to rebuild the collapsed shipping industry and become a global leader country. In order for the Korean shipping industry to grow into a global leader, it is important to appropriately respond to the crisis. To this end, it is necessary to establish and operate a crisis response system for the shipping industry at the national level.

A Conceptual Model of Port Clusters and Related Assemblages

  • Recently we have seen a noticeable trend in ports to establish port clusters. Despite this trend, little research has actually been undertaken to fully define and analyse port clusters. A couple of exceptions have descriptively defined port clusters but the boundaries of port clusters are not apparent. Therefore, the aim of this paper is to define port clusters in terms of set theory and in particular look at them in terms of their distinct characteristics and system boundaries. The main concern of this paper is that there is a need to distinguish, from a system and a competition perspective, between port clusters, ports, maritime clusters and port ranges. This paper proposes a conceptual model relevant to the relationship among port clusters related assemblages and that has been applied to the north western europe region This model suggests six levels of competition that will help port authorities and government to develop appropriate policies and strategies for port operation and port industry.

  • Recently, the fierce competitions in the shipping industry and the global economic downturn have heavily influenced ports' operational strategies. In order for port authorities to remain competitive at an international level and to provide more accurate information to develop National policies, ports are required to analyse and improve operations' efficiency. In this paper, the efficiency of 19 Italian ports in 2013, handling different types of cargoes, is assessed through the application of Data Envelopment Analysis (DEA), with constant return to scale (CRS) and variable return to scale (VRS). The purpose of this study is to analyze the efficiency of Italian ports and evaluate whether differences in size and specialization of each port (or cargo handled) are directly correlated with ports' efficiency.

  • 자율운항선박은 제4차 산업혁명 시대의 핵심기술인 사물인터넷과 빅데이터, 인공지능 등이 집약된 미래 고부가가치 선박으로 주목받고 있는 반면, 실제 선박 운항 중 많은 위험요소들로 선박 안전상의 우려가 제기되고 있다. 해양교통에 있어 안전규제는 해사안전 증진 및 해양사고 위험성을 최소화하기 위한 중요요소라고 할 수 있으며, 자율운항선박 시대에서도 동일하게 작용할 것으로 보인다. 이에 자율운항선박 시대 준비를 위한 안전규제의 재정립은 선박의 안전운항을 위한 안전관리체계 정비를 위한 핵심사항이라고 할 수 있으며. 최근 국내·외에서 논의되고 있는 자율운항선박 운항을 위한 규제 개발 역시 중요한 의미를 가진다. 본 논문에서는 자율운항선박 운용을 위한 안전규제체계 개선을 위해 실제 상용화를 앞둔 자율주행자동차 안전위험 이슈 분석 사례를 기반으로 자율운항선박 운용에 따른 안전위험 이슈를 도출했다. 이러한 결과는 자율운항선박의 운용을 위한 규제 개발 논의 시점에서 향후 자율운항선박의 상용화 및 안전규제체계 마련을 위한 기초자료로 활용 할 수 있을 것으로 기대된다.

The Comparisons of Pronunciation Teaching in Lingua Franca Core and IMO Maritime English Model Course 3.17 for Global Communication at Sea

  • As the International Maritime English Organization (IMO) model course for Maritime English has been recently revised and updated, the requirements of current changes to both the 2010 STCW Manila Amendments and English education have been actively reviewed. In order to provide practical guidelines for language teaching, a wide range of new pedagogical approaches and their theoretical backgrounds are also suggested. However, considering the current spread of Business English as a Lingua Franca (BELF) and its critical importance in maritime communication, the pedagogical approaches need to be re-evaluated, specifically in terms of teaching pronunciation in order to emphasize clear and effective communication among international interlocutors. Therefore, the core pedagogical elements of pronunciation should be clearly set and provided with consideration for Lingua Franca Core (LFC), which places importance on mutual intelligibility rather than following the rules of native speakers. In this paper, the current trends of BELF in the maritime industry will thus be introduced. Following this, the importance of LFC in maritime communication will be outlined, and its key features will be discussed in terms of effectiveness and clarity of international maritime communications. Finally, a close comparison between LFC and the pronunciation guidelines suggested by the IMO Maritime English model course 3.17 will be conducted, and pedagogical implications for future teaching pronunciation in cross-cultural global maritime industry will be suggested.

A Comparative Analysis on the Application of Harbor Design Criteria to Channels at Ulsan Port

  • Ulsan Port is the main port for handling liquid cargo because of natural environmental conditions and the distribution of port infrastructures in Korea. Damage to both liquid cargo vessels and the port structure caused by maritime accidents could have a serious impact on property and human lives as well as the marine environment. For safe navigation, the parties concerned should ensure the suitability of various design criteria at the harbor design stage. In this paper we analyze and compare various domestic and international harbor design criteria, and then apply each criteria to Ulsan port to evaluate its overall safety. Additionally, this paper specifies certain precautions in terms of reviewing a ship's safety for each channel at Ulsan Port, and suggests possible improvements to optimize channel design.
