A Study on the improvement for Basic·Advance Safety Training Course - Focusing on the Crew's Fire Fighting Training - (기초·상급안전교육과정 개선방안에 대한 연구 -선원 소화교육 중심-)

  • It is provided that the seaman should be educated and trained by basic fire-fighting to save the life and protect asset at sea by the STCW(The International Convention on Standard for Training, Certification and Watchkeeping). The designated seaman's safety educational institution which is specified in the nation has held a basic and advanced fire-fighting education for the seaman. The interest of safety at sea has been increasing due to recent huge maritime disaster and there is a tendency to strengthen the safety education for the seaman in the nation. For the effective fire-fighting education for the seaman, the appropriate educational content and facilities are required. Moreover, It is necessary to apply an effective education and training methods for achieving the goal. Unfortunately, this paper has not perfectly been conducted to improve effective safety training in the designated educational institutions which held the seaman's maritime safety educations. From now on, we should consider the effective educational ways for the seaman. The purpose of this paper is to develop the education and training model of STCW seaman's fire-fighting education through the reviewing the status of safety education in the nation.

  • It is one of the most important factors Seafarers Education Quality Assurance and management in Higher Maritime Education Institution. The educational process and result of Higher Maritime Educational Institution. The educational process and result of Higher Maritime Educational Institution should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training Certification and Watchkddping for Seafares(STCW) 1978. Actuall above-mentioned evaluation is deemed to make foundation in order to enhance the efficiency of shipboard education by surveying the satisfaction of shipboard training for Marine Engineering part cadets by the group. In this paper we carried out the questionnaire survey to study stisfactory value and the reason of dissatisfaction of 89 cadets being trained on board the Training Ship in Maritime College of Korea Maritime University The results were calculated by frequency and percentage; the significance of difference among Department groups like Marine Engineering Maritime polic and Ship Operating Systems Engineering Engineering was analysed by $x^2$ inspection.

Actually above-mentioned evaluation is deemed to make foundation in order to enhance the efficiency of shipboard education by surveying the satisfaction of shipboard training for nautical part cadets by the group. In this paper, we carried out the questionnaire survey to study satisfactory value and the reason of dissatisfaction of 113 cadets being trained on board the Training Ship in Maritime College of Korea Maritime University(K. M. U.). The results were calculated by frequency and percentage ; the significance of difference among Department groups like Maritime Transportation Science, Maritime Police and Ship Operating Systems Engineering was analysed by $X^2$ inspection. The major results of above analysis were as follows : First training chance for dadets was very little for being overflowed on board the training ship of the K. M. U. Second, special type of Training Ship HANBADA and HANNARA made the adaptability to merchant vessel's handling restricted. Third, cadets could not manage ratings directly, therefore the education in regard to seafaring management was limited to the theoretical instruction which leads to the low level of satisfaction. And lastly, low value of satisfaction for Drydocking Education in Shipyard was caused by cadet's leaving the Training Ship on account of the safety problems including ship and cadets.

  • Since emergency response training for maritime safety and safety education of maritime education institutions are conducted based on the set scenarios and education contents, there are limitations in the reduction of human error and response to various situations. Although there is a need for improvement, there is no way to improve response capabilities by assessing existing education training and securing diversity in situations. This study proposes a theoretical procedure analyzer method to model the diversity of situations for the improvement of emergency response training. This paper defines the human and system theoretical procedure analysis model (HSTPA) based on the organic relationship of the source and system. The limitations of the existing training were derived by analyzing the errors that each component could produce and applying them to the fire response training scenarios requiring vertical reporting systems and responses. The segmentation and inspection of training scenario considerations applying the proposed HSTPA model is believed to help create diverse and realistic scenarios in emergency response training and education, and improve the situation judgment understanding and response capabilities of the subjects.

  • This paper compares the maritime education of two traditional maritime countries, Korea and the Philippines, specifically, in their maritime transportation education. The subjects of this review focus on Mokpo National Maritime University(MMU) and the Philippine Merchant Marine Academy(PMMA). The paper presents the curricular and training programs of both institutions and shows the differences in the curriculum designs and methodology of delivery as contained in the requirements of Standards of Training, Certification and Watch keeping 1978, as amended in 1995(STCW 95). It also illustrates the social climate of the two countries and the attitude of maritime community in relation with the maritime programs offered by the institutions towards the quality of the competent maritime graduates.

  • This paper presents the maritime education and training at CMA. There are two kinds of Federal Maritime Academies, i.e. U. S. Merchant Marine Academy (USMMA) and U. S. Coast Guard Academy, which are supported by federal government and six State Maritime Academies operated by each state. CMA is a unique campus of the California State University(CSU). A specialized education combining classroom instruction, hands-on experience and professional development prepare students for a successful career in international business and logistics, maritime policy, engineering, technology or in the maritime and transportation industries. All students of CMA, under licensed faculty supervision, learn and train aboard the Training Ship Golden Bear during a two-month training cruise in their first year at CMA. Second-year students participate in a land-based cooperative, or sail on a commercial cruise or the Training Ship GOLDEN BEAR depending on their major. Third-year maritime licensing option students take a final cruise on the training ship, while other students participate in an additional land-based cooperative. In their senior year, students take license exams to complete graduation requirements.

  • The training ships of maritime university in Korea are operated in the suitable schedule. However, there is no paper to grasp the education effect of the coastal navigation and ocean-going navigation terms. As the first step of these training education effects, this paper investigates the effect of training terms and provides the basic materials of the efficient training education. This paper used the 6 times test scores based on test book for 3/0 officer as the assess method. The results are as follows. (1)The higher credits scored in university times, the higher test scores gained in training ship. (2)After ocean-going navigation, the test score was the best(3) The longer the training period is, the more the difference of individual capacity is.

A Study on the Adequacy of Maritime Safety Training for Fisheries Seafarers (어선 종사자에 대한 안전교육 적정성에 관한 연구)

  • In order to prevent the maritime accident, all seafarers who work on fishing vessels over G/T 20 tons are required to undergo the basic safety training by the Seafarer's Act. 45% of domestic crews have boarded on the fishing vessels. However, the fishermen have been trained in accordance with the STCW(International convention on standards of training certification and watch-keeping for seafarers) Convention. But safety training courses for seaman do not reflect on the safety equipment and the limitation of the fishing vessel in the training contents which is organized in accordance with the merchant ship by STCW convention and code. Most of the fishing vessels are small fishing boat of less than G/T 80 tons. Small fishing vessels are operating with only a minimum of safety equipment that has been defined by the fishing vessel safety equipment standard. Due to the safety training that does not fit the situation of the fishing boat, the level of satisfaction by the crews onboard is low for the training. Furthermore, there is a difficulty in achieving the goal of safety education. In order to carry out the safety training that is suitable for fishermen, it is required to provide appropriate standards for the safety education of workers of small fishing boat, by understanding the current state of the domestic fishing vessels. The purpose of this study is to define the aforementioned problems and to provide the standard for the safety education of fishermen. In order to complete the purpose, the research team has conducted a analyzation for registered domestic fishing vessel and safety equipment standard.
