Marine casualties of vessel are said to be in most case caused by human error, but it would be valid for the assumption that the ship is built with high quality and then should be acceptable to the safety standards. It means that the inherent characteristics of a ship should be the first consideration on the safety of ship. Therefore it is basically necessary for navigator to grasp the inherent stability of his ship and ensure that the ship complies with the minimum statutory standards of stability. This study is to realize the stability of the Korean offshore large purseiner varying with loading conditions by the inclining data and some calculations. The author compared the stability of the ship with IMO criteria and domestic rule, and proposed some improvement for the safety of the ship. The results are summarized as follows ; The values of GM of the ship according to the loading condition in navigation satisfy both of the IMO criteria and the domestic rule, but in case of the area under the GZ curves between the heel angles of $30^{\circ}$ and $40^{\circ}$, and the heel angle occuring the maximum righting lever not satisfy the IMO rule at the fishing ground departure and arrival conditions in the haul in net situation. The initial metacentric height of the ship is very large, but the range of stability and the occurring angle of the maximum GZ are very small, so even small inclining can bring about the beam end. The best method of improvement for that is to increase the freeboard of the model among the variables.

Government ministries operate various system dealing with filed civil appeals. There are representative systems such as Safety Monitoring System of the Ministry of Public Administration and Security (MOPAS), Disaster Premonitory Information System of the National Emergency Management Agency (NEMA), Facilities Hazard Information System of the Ministry of Land, Transportation and Maritime Affairs (MLTM), Environmantal Monitoring System of the Ministry of Environment (ME). The purpose managing these systems is to reduce casualties and to improve safety by preventing disasters and accidents in local communities. This study suggests the method to effectively operate a safety monitoring system which fits to local situations based on the statistical analysis performed on filed complaint cases in Gangdong-gu as a sample region. The cases has been collected since 2012 through the voluntary safety monitoring activity of a specialist who had finished the Emergency and Safety maneger's master course.
Because of the recent increase in maritime cargo capacity, the production and price of crude oil have been rising. As oil prices have risen, many problems have occurred in the industry. To solve these problems, marine resources are being actively developed, and there has been an increase in the orders for special vessels and marine structures for the development of marine resources. However, consequently, various kinds of accidents have also occurred in these special vessels and structures. One of the major types of accidents involves fire and explosion, which cause many casualties and property damage. Therefore, various studies to estimate and prevent such accidents have been carried out. In this study, as basic research for the prevention of fire and explosion, numerical simulations on combustion were carried out by using a commercial grid generation program, Gridgen, and a CFD program, ANSYS-CFX. The influences of some parameters, such as the grid system, turbulence model, turbulent dissipation rate, and so on, on the simulation results were investigated, and optimum ones were chosen. It was found that the present results adopting these parameters agreed moderately well with other experimental and numerical ones.

We analyzed work safety risk factors, which are likely to occur during fishing in gillnet fishing vessels using the written verdict of the Korea Maritime Safety Tribunal from 2016 to 2020, and considered work safety management. Of the total of 37 fatal accidents, three cases in the East Sea, six cases in the South Sea, and 28 cases in the West Sea were very frequent. The accident rate per vessel by sea area (%) was 0.08% in East Sea, 0.12% in South Sea, and 0.40% in the West Sea. Based on the East Sea, the number of fatal accidents was 1.6 times higher in the South Sea and 5.4 times higher in the West Sea. Six cases (16.2%) occurred during departure and preparation for fishing in the fishing process, and all other 31 cases (83.8%) occurred during fishing operation. In the order of accident types, 21 cases (56.8%) of being struck by object, eight cases (21.6%) of contact with machinery and six cases (16.2%) of falls from height were found to be fatal accidents in gillnet fishery. Human factors, such as fishers' carelessness and negligent safety management by captain accounted for 27 cases (73.0%) of the main cause, and 35 cases (94.6%) of the secondary cause. In addition to human factors such as fisher's carelessness and negligent safety management by captain, mechanical factors, environmental factors and management factors must be improved together to reduce human casualties. These results are expected to be utilized as basic data for reducing safety accidents during the work of fishers.

As a college dormitory has the features of high dwelling density and a floating population that becomes crowded during particular times, when a disaster such as a fire occurs, it has the risk of causing much loss of life. In this study, the fire simulation program Fire Dynamics Simulator (FDS), is used to predict the risk when a fire occurs, to analyze the problem, and to suggest an improvement plan for a new cadet dormitory at an university in Korea. The research results are as follows. When a fire occurred in the ironing room inside the cadet dormitory, a smoke detector operated after 65 seconds. Thirteen seconds later, a sprinkler started to operate. The temperature and carbon monoxide density reached the limit value at 241 and 248 seconds, respectively. Because the limit visibility value was reached within 66 seconds after the occurrence of a fire, it is predicted that preparation must be finished and evacuation should begin within 1 minute after the fire occurs, in order to have no casualties. Synthesizing this dormitory fire risk prediction result, the visibility value is considered to be the most dangerous factor for personal safety. Because of this, installing a smoke extraction system is suggested to secure visibility. After the installation of a smoke extraction system, the problem of smoke diffusion in the corridors improved.

Korea has disposed of medium and low level radioactive waste generated by operating nuclear power plants permanently through the radioactive waste repository located in Gyeongju. However, the maritime transport of radioactive waste is exposed to the risk of marine accidents, and it will be necessary to introduce a system to secure safety from the viewpoint of the function and role of the Korea Coast Guard. Especially, Korea is affected by large-scale marine accidents, such as the Hebei Spirit or Sewol accidents. From this point of view, we analyzed the current status of Korea radioactive waste shipping and examined the response systems of major foreign countries. As a result of examining major cases of accidents, we have operated an Emergency Towing Vessel (ETV) fleet centering on European countries in order to respond urgently to marine casualties that may have social, regional and international effects, such as accidents of similar nuclear material carriers and dangerous cargo ships. It proves a partial effect. Based on this, we propose the introduction of the Korean ETV System. In other words, it is necessary to respond to large-scale marine accidents that could lead to enormous environmental, property, and personal damage, such as marine accidents involving nuclear material ships, large oil tankers, and large passenger ships. For this, it seems necessary to introduce Korea ETV, which can carry out emergency towing, oil pollution control function, large - scale rescue equipment and manpower. This will lead to the enhancement of the Korea Coast Guard response to marine accidents, and will not miss the golden time of the initial response to the national disaster, which will help protect precious people, property and the environment.

An analysis of marine accidents that occurred in the last five years, revealed that 77.0 % of all grounding accidents and 66.1% of all marine casualties involved small vessels, which was a very high level relatively. The Mokpo Regional Maritime Safety Tribunal (Mokpo-KMST) inquired on 72 cases of marine accidents in 2021, of which 10 cases were grounding accidents. Furthermore, eight cases of grounding accidents occurred in small fishing vessels. This study analyzed eight cases of grounding accidents on small fishing vessels that inquired in the jurisdictional area of Mokpo-KMST in 2021. I found out that this grounding occurred in clear weather with good visibility (2-4 miles) and good sea conditions with a wave height of less than 1 meter. Furthermore, I found that the main causes of grounding were drowsy navigation due to fatigue, neglect of vigilance, neglect of checking ship's position, overconfidence in GPS plotter, and lack of understanding of chart symbols and tidal differences. To reduce grounding accidents of small fishing vessels, I suggested the following measures. First, crew members who have completed the able seafarer training course on bridge watchkeeping should assist to the master. Second, alarm systems to prevent drowsiness should be installed in the bridge. Third, the regulation should be prepared for the performance standards and updating GPS plotter. Finally, the skipper of small vessels should be trained periodically to be familiar with chart symbols and basic terrestrial navigation.

Ship-floating object accidents can lead not only to a delay in ship's operations, but also to large scale casualties. Hence, preventive measures are required to avoid them. This study analyzed the spatiotemporal aspects of such collisions based on the data on ship-floating object accidents in sea areas in the last five years, including the collisions in South Korea's territorial seas and exclusive economic zones. We also provide basic data for related research fields. To understand the distribution of the relative density of accidents involving floating objects, the sea area under analysis was visualized as a grid and a two-dimensional histogram was generated. A multinomial logistic regression model was used to analyze the effect of variables such as time of day and season on the collisions. The spatial analysis revealed that the collision density was highest for the areas extending from Geoje Island to Tongyeong, including Jinhae Bay, and that it was high near Jeongok Port in the West Sea and the northern part of Jeju Island. The temporal analysis revealed that the collisions occurred most frequently during the day (71.4%) and in autumn. Furthermore, the likelihood of collision with floating objects was much higher for professional fishing vessels, leisure vessels, and recreational fishing vessels than for cargo vessels during the day and in autumn. The results of this analysis can be used as primary data for the arrangement of Coast Guard vessels, rigid enforcement of regulations, removal of floating objects, and preparation of countermeasures involving preliminary removal of floating objects to prevent accidents by time and season.

A variety of decarbonized energy sources are being developed globally to realize carbon neutrality (Net Zero) by 2050 as a measure to address the global climate crisis. As the Korean government has also established a Renewable Energy 3020 policy and promoted energy development plans using solar or wind power, large-scale offshore development projects not present before in coastal waters, such as offshore wind farms, are being promoted. From ships' point of view, offshore facilities present obstacles to safe navigation, and with the installation of marine facilities, ship collisions or contact accidents between ships and marine facilities may occur in the narrowed water areas. In addition, there are concerns about environmental pollution and human casualties caused by marine accidents. Accordingly, we review overseas and domestic offshore wind farm development plans, analyze whether institutional devices are in place to ensure the safe passage of ships in wind farm areas, and study the safe operation of large-scale offshore wind farms and safe passage of ships along the Korean coast by comparing overseas legislative cases with domestic laws and presenting a proposal to illuminate the legal blind sectors.
Purpose: This study conducted research on the sharing of information to enhance the survival rate of emergency patients by swiftly transferring them to appropriate hospitals through sharing the patients' conditions, treatment histories, and transportation information with the Maritime Police Agency and relevant agencies when emergencies occur in the marine environment. Methods: In this study, emergency patient information classified in a smartphone app was received, stored, and transmitted using the LoRa communication method by electronic triage tags, and the transmitted emergency patient information was implemented to be collected in real-time through a hybrid triage system along with LoRa receivers. Results: Through the hybrid triage system, it was possible to receive emergency patient information according to the distance or confirm delayed reception. It was observed that most data were received when the distance was short, while data reception was unsuccessful in relatively longer distances. Conclusion: It was confirmed that in mass disaster environments where internet communication is impossible, rapid and accurate understanding of casualty information at disaster sites and appropriate disaster responses can be achieved using self-networking methods such as LoRa communication. However, limitations inherent in communication methods were also recognized. Further research on various communication methods is required to collect emergency patient information and transfer them to appropriate hospitals in situations where internet communication is unavailable.
