예부선 결합선박의 문제점과 개선방안 (Problem and Improvement of tug-barge ship)

  • 최근 예부선 결합선박에 대한 해양사고가 빈발하고 있다. 어선을 제외한 선박사고 중 $36\%$로 가장 높은 비율을 차지하고 있으며, 매년 예부선에 의한 해양사고가 증가하고 있다. 예부선에 의한 해양사고는 증가하고 있으나 예부선의 안전 운항 방안에 대한 체계적인 연구가 없는 실정이다. 본 연구는 예부선에 대하여 인적요소부분, 안전시설 부분, 운항요소부분으로 분류하여 문제점을 도출하고 그에 대한 개선방안을 제시하여 예부선에 의한 해양사고를 방지하는데 목적이 있다.

  • Training students to use a Marine VHF presents challenges because materials are either out of date or cost prohibitive. It is also difficult to teach in a "real world" setting. This presentation gives a few ideas of how to give practical training and a fair testing method.

Questionnaire Survey on the Risk Perception in the Istanbul Strait

  • There are enormous challenges in the Istanbul Strait- one of the most important, congested and narrow waterways in the world - from the view point of risk determination and risk mitigation for the local traffic. Previously several traffic parameters such as; traffic volume for local vessels, traffic flow and potential encounters of local traffic, in addition to the possibility of collision, were investigated in order to determine the degree of dangers in the southern entrance of the Istanbul Strait. Furthermore, risky zones were also determined in this waterway. On the basis of the results of those, a group of expert was surveyed. These experts were pilots, Vessel Traffic Services Operators (VTS-O), Local Traffic Vessel Captains and Master Mariners who had several experience of navigation through the Istanbul Strait. In order to assess experts perceptions of danger and to propose further studies based on this survey. The questionnaire was analyzed by using SPSS (Statistical Package for the Social Sciences) program version 13.0. Finally, some differences and/or shares on risk perceptions of expert in the Istanbul Strait are considered.

Who are the Beneficiaries and Stakeholders of Blockchain Commercialization in the Shipping Industry?

  • In the field of logistics, the maritime shipping industry plays a critical role as the backbone of global trade activities. Nevertheless, previous studies on the commercialization and benefits of blockchain technology are limited in the field of marine logistics. Thus, the purpose of this study was to predict the benefit for each group involved in marine logistics when blockchain technology is applied. As such, 21 factors of benefits were selected for seven major logistics groups (financial institutions, freight forwarders, inland transportation, ocean carriers, port operators, port-related government authorities, and shippers) to study the benefit expected for each through the commercialization of blockchain technology. Based on the results, a different benefit level is expected for each group when blockchain technology is used. In order, ocean carriers (0.155), inland transportation (0.150), financial institutions (0.153), port operators (0.145), freight forwarders (0.142), port-related government authorities (0.129), and shippers (0.126) were found to benefit most from the use of blockchain technology. This study has industrial implications in that it presents the benefits expected when blockchain technology is realized and used in marine logistics by groups involved in logistics transactions.

복합구조 해양라이저의 구조건전성 모니터링 (Structural Integrity Monitoring of the Marine Riser with Composite Structure)

  • As the world energy consumption grows, the interest in marin energy resources is increasing. In excavating such resources, the marine riser which connects the floating structure and sea bed is an essential device. The riser system is often exposed to harsh ocean environment and thus vulnerable to damage. Since the failure of the riser system may cause serious economical loss as well as environmental problem, the structural integrity of the riser is very important. Generally, the riser is an extremely slender structure with a much smaller diameter than a length. Therefore, a structural integrity monitoring methodology for typical buildings and bridges may not be applicable. In this paper, the applicability of a damage identification method for a structure to a marine riser is examined via a numerical example. Also, recent research practices and findings for monitoring the behavior and the structural integrity of the marine riser are examined and summarized.

해상교감관별 시스템의 지리적 후문에 관한 연구 (A Study on the Role of Vessel Traffic Service System)

  • The purpose of this study is to find out what is the functional role of VTS in order to get the people concerned with marine traffic/transportation understand about VTS. VTS could be described as the essential risk management system in both cost effective on cost-benefit analysis and the sea space or time management at port, coastal environment. The important role of the VTS are those functions such as the decision making infrastructure, the passive/active safety measures at sea. VTS could not control/regulate marine traffic as strong as ATC(Air Traffic Control) owing to the marine traffic characters. However, the right and responsibility of VTS finally are belong to the master, pilot and mariners. For the benefit of the electronic technology development, VTS system also cloud be upgraded to communication system from information system. In connection with these system upgrading, the right and responsibility of VTS/staff should be supported by domestic legal system. The followings are presented for VTS to be effective. First, the cooperation and understanding of VTS between the peoples concerned with marine traffic/transportation are essential. Because they are all data supplier and also information consumers. Second, VTS staff/regulator should be selected, educated, trained accordingly as per their career, ability, quality, qualification, certification and etc. Third, the port reliability from VTS users depends on the factors such as economic interests, safety and effectiveness/efficiency of VTS.

  • 우리나라는의 선박자동식별시스템은 국제협약에 의거 강제시행됨에 따라, 정부에서는 2002년부터 정부예산을 투입하여 현재까지 육상기지국 33개소, 운영시스템 11기 및 전국통합망 구축사업을 추진하여 왔으며, 다양한 해상안전분야에서 활용되고 있다. 그러나 현재의 해상교통량 조사 및 분석방법에 있어서는 대부분이 레이더 기반의 VTS관제센터에서 수집된 정보를 조사함으로써 항만위주의 해역에 대한 교통량 분석이 이뤄지고 있는 실정이다. 따라서 이 논문에서는 AIS 전국망 데이터를 조사 분석하여 우리나라 전해상의 AIS 통신 음영지역 및 커버리지에 대한 분석 및 공해상에서 선박의 이동경로 분석 및 교통량을 분석함으로써 효율적인 연안관제 및 해싱관제 업무에 활용할 수 있도록 AIS기반의 해상교통량 조사 분석 시스템을 개발하고 그 내용을 소개하였다.
