In the shipping industry, it is well known that around 80 % or more of all marine accidents are caused fully or at least in part by human error. In this regard, the International Maritime Organization (IMO) stated that the study of human factors would be important for improving maritime safety. Consequently, the IMO adopted the Casualty Investigation Code, including guidelines to assist investigators in the implementation of the Code, to prevent similar accidents occurring again in the future. In this paper, a process of the human factors investigation is proposed to provide investigators with a guide for determining the occurrence sequence of marine accidents, to identify and classify human error-inducing underlying factors, and to develop safety actions that can manage the risk of marine accidents. Also, an application of these investigation procedures to a collision accident is provided as a case study This is done to verify the applicability of the proposed human factors investigation procedures. The proposed human factors investigation process provides a systematic approach and consists of 3 steps: 'Step 1: collect data & determine occurrence sequence' using the SHEL model and the cognitive process model; 'Step 2: identify and classify underlying human factors' using the Maritime-Human Factor Analysis and Classification System (M-HFACS) model; and 'Step 3: develop safety actions,' using the causal chains. The case study shows that the proposed human factors investigation process is capable of identifying the underlying factors and indeveloping safety actions to prevent similar accidents from occurring.

최근 들어 어업세력은 경제성 악화로 인해 계속해서 내리막길을 걷고 있는 상황에 처해 있으며, 생활수준 향상과 주5일 근무로 인한 해양 레저 관광객의 증가로 인해 침적 해양폐기물은 계속해서 증가하고 있는 추세이다. 또한 매립, 간척사업 등으로 인해 어장의 면적은 계속해서 축소되고 있으며, 육상과 해상에서 기인한 각종 오염물질로 인한 해양오염으로 어장 파괴는 지속적으로 이루어지고 있다. 이와 같은 결과로 인해 정부는 어장을 보호하고 어업 여건을 향상시키기 위해 침적 해양 폐기물 수거사업을 시행하고 있다. 해양환경과 자원들에 대한 연구결과들은 바다라는 특수한 상황에서 가시적인 해양환경과 어업여건의 개선에 대한 결과들을 얻기까지에는 많은 시간을 투자해야한다는 것을 간접적으로 알려주고 있다. 2004년 7월부터 2013년까지 10년 동안 약 3천억 원을 투자해서 해양환경 조사사업들이 진행되고 있어, 효과적인 성과들을 얻기 위해서는 보다 전략적인 접근에 의한 사업이 진행되어야 한다. 일반시민과 정부에서 점차적으로 해양환경에 대한 관심이 높아지고 있어, 해양환경 관련 조사사업들을 진행하는 연구기관들은 효율적이고 합리적인 결과를 얻기 위해 관련 사업들과 상호협력이 필요하다. 이러한 배경으로 해양환경 및 자원조사와 침적 해양폐기물 수거사업이 동일해역에서 상호 협의된 조사항목에 대해 병행하는 방식으로 추진된다면 해양환경과 어업여건의 개선과 더불어 비용 효과적 결과들을 얻을 수 있을 것이다.

Saigon-Vungtau fairway is the main and the most important fairway of the major economic areas: Ho Chi Minh City, Dong Nai Province and Ba Ria-Vung Tau Province in Vietnam. In last 5 years, 80% of accidents happened on the fairway were caused by collision and contact/impact. This presentation study on marine traffic investigation in the adjacent of the fairway to find out problems related to marine traffic for improving Marine Traffic Safety Management in this area.

우리나라 해양사고 조사매뉴얼은 국제적인 해양사고 조사지침과 코드 등을 수용하지 못하여 국제 기준과 절차 및 흐름에 뒤떨어져 있고, 새로운 시대와 여건에 맞는 독자적인 조사매뉴얼이 없는 실정이다. 이 연구에서는 한국과 일본 및 미국 해양사고 조사기관의 조사 매뉴얼을 비교ㆍ분석하여 우리나라 조사매뉴얼의 문제점을 도출하고, 우리 실정에 맞는 새로운 조사매뉴얼의 제정 방안을 제시하고자 한다.

2010년 1월 해양사고조사코드의 발효를 통하여 해양사고 조사에 대한 표준화된 지침이 마련되었고, 더불어 국제해사기구는 체약국에게 동 지침의 준해양사고제도의 관리를 권고함에 따라 우리나라에서도 2010년 해양사고의 조사 및 심판에 관한 법률에 준해양사고제도에 관한 조항을 신설하게 된다. 중앙해양안전심판원은 준해양사고제도의 효율적 운영을 통하여 해양사고를 예방하고자 다각적인 노력을 기울이고 있으나 본 제도는 좀처럼 활성화되지 못하고 있다. 본 연구는 준해양사고제도의 운영실태와 문제점을 살펴보고, 해외의 우수한 준해양사고제도 및 철도, 항공 등의 유사교통기관의 준사고제도를 분석함으로써 준해양사고제도의 효율적 이행을 위한 방안을 제시하는 데 그 목적이 있다. 이에는 특히 준해양사고 자율보고로의 전환, 사법적 기능이 없는 민간단체로의 이관, 준해양사고보고에 대한 인센티브 제도의 확대, 법제도 개선 및 세부 이행 지침의 마련 등이 포함된다.
