Safety at sea continues to be an important topic for research. The factors that contribute to safety issues are often complex and unclear. Lack of non-technical skills in such areas as communication, teamworking, situational awareness, decision making etc. are well documented as directly affecting safety in high risk work settings such as on board merchant vessels. Competence in non-technical skills can be affected by various habits and circumstances that influence a worker and result in either positive thinking and behaviour or negative thinking and behaviour. Negative thinking can cause stress, anger, frustration; loneliness etc. and this can possibly result in behaviour or actions that undermine the safety of crew and ship. Factors that may contribute to these negative thoughts and behaviours are many and varied and this paper will be looking at one aspect: mobile phone use. In the Republic of Korea, dependency on mobile phones is uniquely high. Maritime students are also susceptible to such dependency and this paper will demonstrate that the symptoms associated with mobile phone addiction and dependency, and in particular the symptoms of withdrawal, are important factors that need to be mitigated in order to improve safety at sea. Although the benefits of mobile phones are many it will be suggested that over-reliance, dependency or addiction can result in negative thinking or behaviour that may directly or indirectly contribute to the factors that cause incidents and accidents at sea. It will be suggested that the most appropriate method of dealing with this problem is twofold: firstly, through training at the educational level and secondly, by encouraging the shipping industry and government to invest more into providing seafarers with better access to the communication methods that they are used to on shore in order to improve work conditions.
Ships if 500 gross tonnage and upwards constructed on or after 1 July 2002 shall have an automatic tracking aids according to SOLAS V /19 but existing ships less than 10,000 gross tonnage constructed before 1 July 2002 have potential collision risks due to the lack of automatic plotting devices like as an ATA This paper aims to provide a homemade ATA by developing the tracking algorithm for ATA and to prevent collision incidents by distributing ATA system to coasters.
The Formal Safety Assessment (FSA) is a structured and systematic methodology developed by the IMO, aimed at assessing the risk of vessels and recommending the method to control intolerable risks, thereby enhancing maritime safety, including protection of life, health, the marine environment and property, by using risk analysis and cost-benefit assessment. While the FSA has mostly been applied to merchant vessels, it has rarely been applied to a DP vessel, which is one of the special purpose vessels in the offshore industry. Furthermore, most of the FSA has been conducted so far by using the Fault Tree Analysis tool, even though there are many other risk analysis tools. This study carried out the FSA for safe operation of DP vessels by using the Bayesian network, under which conditional probability was examined. This study determined the frequency and severity of DP LOP incidents reported to the IMCA from 2001 to 2010, and obtained the Risk Index by applying the Bayesian network. Then, the Risk Control Options (RCOs) were identified through an expert brainstorming and DP vessel simulations. This study recommends duplication of PRS, regardless of the DP class and PRS type and DP system specific training. Finally, this study verified that the Bayesian network and DP simulator can also serve as an effective tool for FSA implementation.

Hazardous and noxious substances (HNS) may cause maritime incidents during marine transportation, which are liable to lead to a large amount of spillage or discharge into the sea. The damage to the marine environment caused by the HNS spill or discharge is known to be much greater than the damage caused by oil spill. Particularly dangerous is HNS, which is deposited or buried in the seabed, as it can damage the organisms that live on, in, and near the bottom of the sea, the so-called "benthos," forming the benthic ecosystem. Therefore, it is vital that the HNS deposited on the seabed be recovered. In order to do so, procedures and equipment are required for accurate detection, stabilization treatment, and recovery of HNS in subsea sediment. Thus, when developing a mechanical recovery system, the performance requirements should be selected using performance indices, and the conceptual design of the mechanical recovery system should be based on performance requirements decided upon and selected in advance. Therefore, this study was conducted to arrive at a conceptual design for a mechanical recovery system for the recovery of HNS deposited on the seabed. In the design of the system, based on the fundamental scenario, the method of suction foundation with the function of self enclosing was adopted for recovering the HNS sediment in the subsea sediment. The mechanical recovery system comprises the suction foundation, pollution prevention, a pump system, control system, monitoring device, location information device, transfer device, and tanks. This conceptual design is expected to be reflected and used in the basic design of the components and shapes of the mechanical recovery system.

The most likely influenced by the oil pollution at the sea is the fisheries industry, because if the destruction if the marine ecological system The rate if compensation for damage from IOPC Fund due to the incident if oil pollution is more or less $20\%$, which is remarkably lower than those cf our adjacent nations or European nations. The reason such a low rate cf compensation is that it is not easy to take evidences if changed caused by oil pollution requested by IOPC Fund due to the environments if our fisheries. Therefore unless the environments if our fisheries is changed completely, it is very difficult to get actual compensation for damages under the existing system, considering the results if the oil pollution damage compensation claim cases up to now. In this study tried to identify the actual benefits of 03FC convention that raises the upper limit if the compensation while keeping the criterion for compensation And proposed to supplement the compensation system of damage caused by oil pollution with analyzing the actual status if compensation from. IOPC Fund for the our oil pollution incidents and the judgment if Supreme Court on the case if oil. pollution acident in Keumdong No.5.

Recently more than 450 incidents of oil spill a year have occurred in nearshore of Korea, which caused unmeasurelable losses in fisheries and severe damage in marine ecosystem. Two approaches remain paramount in any response to marine oil spill : the enhancement of natural dispersion of the oil by using dispersants, and mechanical recovery using booms and skimmers. A technique currently receiving fresh attention is the enhancement of the natural bioremediation of oil through the application of micro-organisms and/or nutrient. Oil, like many natural substances, will biodegrade over a period of time into simple compounds such as carbon dioxide, water and biomass. Bioremediation is the term used to describe a range of processes which can be used to accelerate natural biodegradation. More specifically biostimulation is the application of nutrients, and bioaugremetation or seeding is the addition of microbes specially selected to degrade oil. Bioremediation is an economically attractive method for the clean-up of oil-contaminated area. Bioremediation has been demonstrated to be an effective oil spill countermeasure for use in cobble, sand beach, salt marsh, and mud flat environment.

In this study, the authors analyzed the limit of IOPC Fund system, such as limit of compensation, amount of FC, long period of assessment by IOPC Fund, issue of non verification by poor claimant or small business, issue of poor claimant subsistence in early stage of accidents, and comparatively analyzed how the three countries resolved these limits by enacting special laws and government policy. Until recently most governments have carried out prevention policy for maritime safety, oil spill response, investigation of maritime accidents, and restoration of marine environment when oil spill accidents happened. However, governments have not actively participated in the oil spill compensation process because it is a matter of private sectors between the polluter and claimant. The governments have only limited their role in ratifying Civil Liability Convention and Fund Convention and enacted relevant domestic laws. However, the governments of France, Spain, and Korea have actively participated in the compensation process of oil pollution incidents of M/T Erika, M/T Prestige, and M/T Hebei Spirit. This is because they had experiences of unsuccessful compensation in M/T Amoco Cadiz, M/T Agean Sea, and M/T Sea Prince.

FPSO and shuttle tanker are connected to each other by a mooring hawser and a loading hose through which cargo oil is off-loaded. Even in mild sea-state. environmental loads can cause unstable large drift motions between two vessels in tandem off-loading operations, which may result in collision incidents. Accordingly. the analysis on the relative motion between two vessels due to the environmental loads should be investigated in initial design stage. In this study, the low speed maneuvering equation is employed to simulate nonlinear motions of FPSO and shuttle tanker. Low frequency wave drift forces including hydrodynamic interactions between two vessels are evaluated by near field approaches. Current loads are determined by mathematical model of MMG and wind loads are calculated by employing the wind spectrum according to the guidelines of API-RP2A. Mooring forces produced by turret mooring lines and a flexible hawser are modeled quasi-statically by catenary equations. The effect of environmental loads that affect nonlinear motion is investigated through variation in their magnitudes and the nonlinear motions between FPSO and shuttle tanker are simulated under wave, current and wind in time domain.
This paper analyzed the distribution characteristics of incidents of high seas watches and warnings using data from 2010 to 2014. High seas watches and warnings are critical to the vessels and marine operators of the region, etc. because they affect the ability to safely maneuver. High seas often appear at the southern and middle regions of the East Sea and the eastern region of the South Sea. This phenomenon is closely connected to an extratropical cyclone's development and migration, as well as monsoon intensity. They occur primarily in winter(December ~ January) and spring(March ~ April). The statistical analysis of monthly high seas watches and warnings in both inshore and offshore areas shows a strong positive correlation.
It is unsafe to attempt a complete definition of the expression 'perils of the seas', because in practice the question 'what is a peril of the seas' is inextricably woven up with the further question, 'was the loss proximately caused by the sea peril ?' Such casualties as stranding, collision and heavy weather appear with monotonous regularity in the daily reports, and are the obvious examples. However, what can be included in the term 'perils of the seas' seems to be inexhaustible, although most circumstances appear to have been covered by the Courts. Two cases heard in 1887 were instrumental in defining perils of the seas. In The Xantho Lord Herschell made the following remarks: "The term ... does not cover every accidents or casualty which may happen to the subject matter of insurance on the sea. It must be a peril 'of' the sea. Not every loss or damage of which the sea is the immediate cause is covered by these words. They do not protect, for example, against that natural and inevitable action of the winds and waves which results in what may be described as wear and tear. There must be some casualty, something which could not be foreseen as one of the necessary incidents of the adventure. The purpose of the policy is to secure an indemnity against accidents which may happen, not against events which must happen. ... If a vessel strikes upon a sunken rock in fair weather and sinks, this is a loss by perils of the sea."
