초임 특수교사의 교직생활 적응을 위한 임파워먼트 강화 효능성 탐색 (An Efficacy Exploration on Enforcing Empowerment for the Beginner Teachers' Adaptation in Special Education)

  • This paper explores the efficacy on enforcing empowerment for the beginner special education teachers' adaptation of teaching life. Empowerment is widespread public concern regarding the role of the teacher in decision made in the operation of schools. Therefore what is discussed to be definition, a central component and strategies of empowerment based upon the through literature review. Empowerment is defined in terms of teachers power to participate in decision making about teaching and learning condition, especially is related to disabilities. And Empowerment has six components, decision making, professional growth, status, self-efficacy, autonomy, and impact. When novice teachers in special education utilize self-empowerment strategy, they have the opportunities for greater status and increasing power.Finally, empowerment is at the heart of special education teachers' adaptation of teaching life. It is suggested that follow-up studies should be conducted to develop indicator for assessing what teachers in special education perceived their empowerment in overall work. Also higher education program must address this issue in pre-service training of administrators and teachers in special education.

Faster-than-real-time Hybrid Automotive Underwater Glider Simulation for Ocean Mapping

  • The introduction of autonomous underwater gliders (AUGs) specifically addresses the reduction of operational costs that were previously prohibited with conventional autonomous underwater vehicles (AUVs) using a "scaling-down" design philosophy by utilizing the characteristics of autonomous drifters to far extend operation duration and coverage. Long-duration, wide-area missions raise the cost and complexity of in-water testing for novel approaches to autonomous mission planning. As a result, a simulator that supports the rapid design, development, and testing of autonomy solutions across a wide range using software-in-the-loop simulation at faster-than-real-time speeds becomes critical. This paper describes a faster-than-real-time AUG simulator that can support high-resolution bathymetry for a wide variety of ocean environments, including ocean currents, various sensors, and vehicle dynamics. On top of the de facto standard ROS-Gazebo framework and open-sourced underwater vehicle simulation packages, features specific to AUGs for ocean mapping are developed. For vehicle dynamics, the next-generation hybrid autonomous underwater gliders (Hybrid-AUGs) operate with both the buoyancy engine and the thrusters to improve navigation for bathymetry mappings, e.g., line trajectory, are is implemented since because it can also describe conventional AUGs without the thrusters. The simulation results are validated with experiments while operating at 120 times faster than the real-time.

  • In the absence of any guidance under statutory law, such as the Rules for Construction of Policy, MIA 1906, judges should follow the general principles of interpretation that apply to all contracts. In simple terms, Contra Proferentem Rule means that if the contents of the terms and conditions are ambiguous, they are interpreted against the writer of the terms and conditions. In the Anglo-American Contract Law, the 'default rule' is an important judicial tool that can supplement defects in contract norms and reinforce the principle of private autonomy through gap-filling techniques related to the interpretation of contracts. In Korea, it is sometimes mentioned in case of precedent, and it has been established as a clear rule. This study analyzes the interpretation of terms and conditions is not in the form that the interpretation of other general contracts and other interpretation principles are valid, but contracts based on terms and conditions are also contracts, and as a general rule, the interpretation of terms and conditions is explained like the general contract interpretation.

GIS를 이용한 배타적 경제수역 해양자원정보시스템의 구현에 관한 연구 (Development of GIS-based EEZ Marine Resources Information System)

  • 21세기에 이르러 육상에너지 자원의 고갈과 점차 심화되는 세계 에너지난에 따라 해양광물자원에 대한 관심도가 증대되고 있다. 또한 세계 연안국들은 배타적경제수역(EEZ) 체제로 돌입하면서 자국의 해양관할권 확대를 위한 경쟁도 더욱 치열해지고 있다. 특히 1996년 1월 UN 해양법 협약에서 EEZ 개념이 도입되면서 각국의 갈등은 더 심화되었고 연안국간 EEZ 경계를 획정해야 하는 문제를 초래하였다. 우리나라의 경우에도 주변국과 EEZ가 중첩되기 때문에 경계획정을 위하여 관계국과의 협상이 시급한 실정이다. 이러한 협상에 대비하여 EEZ 내의 자원분포, 해저지질, 기존의 협정, 해양법 등과 같은 자료의 확보가 필수적이다. 따라서 본 연구에서는 분산적으로 관리되고 있는 기존 자원조사 자료를 분석하고 자료의 유형별 적합한 데이터베이스 표준안을 확정하여 이를 기반으로 자료를 가공하고 정리함으로써 EEZ 해양자원 조사의 결과물들을 효율적으로 관리할 수 있도록 하였다. 또한 구축된 데이터베이스에 존재하는 위치정보와 속성정보들을 상호 연계성과 전문적인 표출방안 등을 고려하여 다양한 정보를 효율적으로 표출할 수 있는 EEZ 해양자원정보시스템 (MRIS)을 개발하였다. 본 시스템은 GIS(Geographic Information System)을 이용하여 표출된 공간데이터를 다양한 공간 분석과 공간검색 기능 등을 이용하여 분석함으로써 EEZ 지역별 경제성 비교 및 주요 정책 수립에 활용되도록 하였다. 아울러 본 시스템을 이용하여 향후 EEZ 지역별 해양자원의 지속적 관리와 제공이 가능하여 국가해양자원의 체계적 관리가 가능하다. 나아가 향후 주변국과 경계획정에 있어 유리한 협상 결과를 도출하기 위한 제반 정보 제공과 함께 다양한 의사결정지원이 가능할 것으로 사료된다.

사립대학의 구조조정을 둘러싼 쟁점과 합리적 해결 방안 (Issues and Solutions of Restructuring Private Universities)

  • The purpose of this study is to conceptualize some issues around university restructuring in Korea, and explore rational-practical solutions ensuring the survival of higher education institutes confronting many challenges like rapid decreasing rate of birth, global open market of higher education system, and the phenomena of concentration on capital city area etc.. In order to achieve study goals, higher education policies and provisions of past governments from DaeJung Kim's to current MeongBak Lee's were analyzed, and also characteristics and directions of university restructuring of each government were identified. Through this analysis, it was evident that the main concern of university restucturing discourse was primarily focused on how to make public universities have high level of competitiveness. On the other hand, private universities had been totally alienated from university restructuring discourse since 1990's, despite their historical and great contributions to national development of our country. Based on some criticisms of educational policies of national government and partial revision proposal of the higher education act initiated by a few assemblymen, this study suggested eight solutions for developmental restructuring of private universities; constructing comprehensive framework of university restructuring, keeping market-friendly restructuring principle to allow universities take an autonomous position, revising methods, criteria and indexes of university evaluation, reducing the number of enrolling students, not the number of universities and colleges, a new policy to develop local universities allying with universities located at capital city area, differentiating private universities into two types of semi- or quasi-national university and complete autonomous university, legislating financial supports to private universities, and lastly, equal treatment of public and private universities in pursuit of half price tuition.

제4차 「수산업법」 전부개정의 의의와 과제 (Significance and Challenges of the 4th Full Revision of the Fisheries Act)

  • This study examines the significance and problems of the Fourth Amendment to the Fisheries Act, which went into effect in January 2023. Following the passage of the Aquaculture Industry Development Act, the fourth amendment to the Fisheries Act sought to reform the fisheries legislative framework, while also including significant changes. In particular, a number of new systems for managing fishing gear have been implemented, and local governments now have some autonomy in fisheries management, which has allowed for adjustments to be made to meet the needs of the fishing industry and changes in socioeconomic situations. However, as independent legislation for each fisheries sector continues, the subject of regulation under the Fisheries Act, as well as the Act's position as a basic legal system, has been continuously reduced, overshadowing the Act's objective. As a result, a full-fledged assessment of changing the legislation's name in the future is required, as well as addressing issues such as the lack of difference in the legislative purpose clause and the necessity for further revision of the definition clause. Therefore, any future revisions to the Fisheries Act should aim to overhaul the existing framework, including fishing licenses and permits.

자율운항선박 육상원격제어 시뮬레이터 시스템 운용개념 및 시스템 요구기능 분석 (Review of Operation Concept and System Requirements for Shore Remote Control Simulator System for MASS)

  • 자율운항선박(MASS : Maritime Autonomous Surface Ships)은, 고도의 자율도를 가지고, 계획된 경로를 따라 자율 운항하지만, 필요시 육상원격제어센터(SRCC : Shore Remote Control Center)에서 선박의 운항에 직접 개입할 수 있다. 본 연구에서는 이러한 자율운항선박의 운항을 육상에서 모니터링하고 유사시 원격제어하는 역할을 담당할 육상원격제어사(SRCO : Shore Remote Control Officer)의 교육훈련에 필요한 시뮬레이터 시스템의 운용개념과 이를 가능하게 하기 위한 요구기능에 대해 검토하였다. 육상원격제어 시뮬레이터 시스템은, 다수의 자율운항선박의 운항상황을 모니터링하는 Monitoring Station, 유사시 특정 선박의 운항에 직접 원격개입하는 Control Station의 기능을 모의하도록 하였고, 시뮬레이션 종합통제실, 자율운항선박 운항상황 모의 시뮬레이터, 그리고 주변의 유인선 운항을 모의하기 위한 통항선 시뮬레이터 등으로 구성하였다. 기능적으로는, 육상에서 선박을 직접 제어하기 위하여 원격으로 개입하는 ESRC(Emergency Situation for Remote Control) 상황을 정의하여 이러한 상황을 모의할 수 있도록 하였다.

선박운항데이터 기반 실시간 선박운항효율 분석 모델 개발 (Development of a Real-time Ship Operational Efficiency Analysis Model)

  • 현재의 해양산업의 기술은 스마트 선박 및 자율운항선박 등의 개발과 같은 자율화 및 지능화와 환경규제의 강화에 맞추어 선박의 운항 효율성을 개선하는 친환경 선박을 위한 기술이 함께 개발되고 있다. 이러한 흐름에 맞추어, 세계각국에서는 선박의 안전운항을 보장하는 선에서 선박운항효율을 극대화하기 위해 다양한 방식으로 노력하고 있다. 본 연구에서는, 현존하는 선박운항효율 개선 기술이 운항 당시의 기상환경, 선박조종 등의 선박운항상태를 실시간으로 반영하지 못하는 문제를 개선하기 위해, 선박에서 수집한 선박운항데이터를 활용하여 실시간 선박운항효율 분석모델을 개발하고자 한다. 본 연구의 실시간 선박운항효율 분석모델은 연료소모를 기준으로 판단한 선박운항효율과 당시의 선박운항상태를 감안하여 판단한 선박운항효율을 비교하여, 식별된 선박운항효율의 타당성을 확인할 수 있는 모델이다. 분석의 주요 내용은 대상선박의 선정과 선박운항데이터의 수집, 선박운항효율 특성과 선박운항상태 특성의 구분, 그리고 이를 활용한 분류모델의 개발을 포함한다. 연구의 결과는 기존의 선박운항효율과 항해 당시 선박운항상태를 감안한 운항효율을 제시하여 선박 운항자의 의사결정을 지원하여 운항효율을 개선하고자 한다.

  • 4차 산업혁명의 도래로 인한 기술혁신은 자율운항선박을 중심으로 해상 운송분야까지 활발한 발전을 불러왔다. 특히, 현재의 선원이 직접 운항하는 방식인 유인선박 사이에서 운항하게 될 자율운항선박은 자율도에 따라 원격제어를 통해 운항을 수행하며, 육상에서 이를 제어할 원격운항자에 대한 관심 또한 늘어나고 있다. 하지만 아직 원격운항자가 개입이 필요한 상황이 동시에 발생하는 등을 고려한 원격운항자 최소 인력 요구사항에 대한 연구는 부족한 상황이다. 본 연구는 특정 해역 구간의 누적된 항적데이터를 활용하여 선박간에 발생할 수 있는 조우상황에서 원격운항자의 개입이 필요한 상황을 정의하고, 해당 구간을 특정 규모의 자율운항선박 선대로 운항하였을 때, 원격운항자의 개입이 동시에 필요한 상황이 얼마나 발생하는지를 시뮬레이션을 통해 확인하였다. 연구의 결과는 향후 실제 자율운항선박 선대를 운행할 원격운항센터의 원격운항자의 적정인력 배치 등의 계획 또는 정책 수립에 활용될 기초 자료로 활용될 것으로 기대한다.

케어션스타이너 교육사상의 인문적 전통 (Education of Humanistic Tendency of Kerschensteiner)

  • The character of the educational tradition of Germany could be divided into two aspects. One is the humanistic liberal tendency and the other is vocational. From the beginning of the Twentieth Century, however, there has been an attempt to unify these two trends by the . Georg Kerschensteiner is the first of importance to make some comprehensive curriculum for this goal. In Kerschensteiner, the genuine education makes the individual assume his work and role in society, and to develop them by cultivating insight, will and power. His view is well expressed in the slogn "The vocational education is the beginning of the humanistic education." His goal is to make men of independence and autonomy through vocational education. The theory of Kerschensteiner's education is called 'general vocational education'. The reason why is that his vocational education concerns not just technical training for industry, but also general liberal arts. In this point, Kerschensteiner's point of view goes back to Wilhelm von Humboldt, neo-humanist afar in the first half of the Ninteenth Century, and to John Dewey, pragmatist in the contemporary age of Kerschensteiner. Kerschensteiner was much influenced by Humboldt's concepts of power and individuality. These concepts came to be embodied as a principle of vocational education in Kerschensteiner. Furthermore, Humboldt's concept of power could be associated with Dewey's theory of reflexive thinking. The power in Humboldt is to create spirit, which is connected with the world outside through language. The reflexive thinking of Dewey is a process that examines and selects some alternative thinking in the consciousness before acting. This process makes one find the method of problem-solving which results in behaviour. That is the experimental spirit or pragmatic behaviourism. These theories are reduced to the concept of 'work' in Kerschensteiner. And Kerschensteiner's theory of education that has both sides, humanistic and vocational, is similar to that of John Dewey. Dewey brings forward the idea that the vocational education is the best way to cultivate intelligence and emotion, as intelligence operates best in the life. The position of Dewey is in accord with that of Kerschensteiner who intends to cover experiences of various fields of society through practice-learning, and to have knowledge got from outside of school, refuting the misled trend of education isolated from real life. However, there is some difference between Kerschensteiner and Humbolt or Dewey. While the Neo-humanism of Humbolt and the pragmatic education of Dewey put emphasis rather on the liberal arts and culture of individuality, Kerschensteiner is concerned more with the work and life of the reality of society as a group. Kerschensteiner's concept of utility is related to education for the whole man and to the work of the individual and the nation as well as the will and power to practice it. The ideal man of utility of Kerschensteiner is to learn perfectly the value and behaviour of society through vocational life and to have right view of the state establishing a sound mutual relation between individual and state. Kerschensteiner is regarded as a devotee of 'the state of harmony' or 'the ideal of the state', as he makes the state as the criterion for defining the role of the individual. It can be said that Kerschensteiner is not a democrat of the American style as Dewey is, as he makes much of the value of the nation and state. However, he is a humanist and democrat in the point of vocational education. His purpose of education is to make whole men through work and vocational education.
