The object of this study is to provide a framework of increasing the effectiveness of the R&D planning of experts in fisheries and the education of students with the theoretical background and analytical skills through the adoption of technology roadmapping process in the marine production industry. The study was conducted by fact-finding surveys and the response content for surveys obtained from each expert advisor in the field of fisheries and maritime affairs such as fishery industries, some government organizations and research institutes including the Ministry of Maritime Affairs and Fisheries (MOMAF), National Fisheries Research and Development Institute (NFRDI) and fisheries-related universities was analyzed. The major implementation tasks to effectively achieve the basic goals of technology roadmap for short and middle-term research and development in the fisheries production field are as follows: 1. Research in order to achieve the realization of community-based resource management fisheries or fishermen-oriented co-management fisheries with paradigm shift in fisheries management. 2. Research in order to derive the construction of cost reducing and manpower saving systems in fishery-related science, technology and engineering. 3. Research in order to create the high value-added fisheries products with a focus on the upgrading of processing, freezing and refrigerating facilities, the reduction of logistics costs and the minimization of distribution steps. 4. Research in order to achieve the realization and development of environmental-friendly fisheries and internationally competitive fisheries through restructuring the entire fishing industries, in particular, small-scale fisheries. 5. Research in order to achieve the effective utilization of fisheries resources with a new creation of clean and living marine environment by fisherman under the balanced management and protection of marine living resources and fishing grounds.
This study focuses on systematic structure of factors, which affect commercialization of ocean science and technology (OST), applying both grounded theory methodology (GTM) and semantic network analysis methodology (SNAM) by using in-depth interviews with 8 specialists previously experienced in the same field. This study further focuses on clarification of the distinctiveness and universality of commercialization factors on OST by comparatively analyzing on the commercialization factors of general sciences and technologies. Using SNAM, it was determined that commercialization success required connected support system, government support, technology marketing, technology power and characteristics of commercialized entities, which were identified as dominant factors. GTM presented an outcome that connected support systems among participants in commercialization and found that research institute strategies are significant factors in the core phenomenon of commercialization, while technology marketing, technology power and market-oriented technology are important conditions. In addition, the factors of technology, market, connection of participants and government support of commercialized entities are shown as equally important factors for commercialization of ocean science and technology. Secondly, SNAM results indicate that ocean science characteristics depend on a network of government support, research institute strategy, organization and manpower, capital power, and technology marketing, as these ocean science characteristics have been identified as significant factors in the GTM study. It has been determined that technology, market and government support should be connected in order for commercialization of ocean science and technology (OST). Moreover, commercialization methods, applied to the marketing of commercialization of ocean science and technology is differentiated from others since commercialization success is more relevant to these factors.
The technological innovation of IT industry is the competitive tool for them to survive in the environment of an intensive competition. This technological innovation is critical in the survival of firms, but various factors should be considered to embody technological innovation success. This paper aims to identify the determinant factors of the outcome which influence the technological innovation based on the IT industry, and set up a model for measuring technological innovation success. A hypothesis was established for the impact relation between technological innovation success and government support level, which was verified through the logistic regression analysis. In conclusion, in terms of government support, IT manufacturing companies to the success of product innovation, technology development(R&D) and commercialization of direct support is needed for the financial support. And, the success of process innovation is accomplished through manpower training of technical personnel.
China not only has the largest amount of rare earth reserves, but it also produces the most rare earth products. However, China lacks appropriate supervision and management systems of its rare earth industry. The Chinese government's inappropriate mechanisms have been cause for reckless development by national rare earth providers characterized by excessive competition, environmental pollution, and smuggling. In response to the problems, China implemented regulatory measures to restructure the rare earth industry. The Chinese central government intensifies its efforts to control the total quantity of rare earth products and tackle environmental pollution. Six leading conglomerates have been selected to promote the Chinese central government's policy. A new environmental guideline has been drawn up to reduce the discharging of wastewater and air pollution substance. Huge transition and a great influence of its policy changes are expected. These policy changes are bound to entail huge transitions, and the policy is expected to have a great influence in the future structure of the rare earth industry. In consideration of these changes, the Korean government, in collaboration with private enterprises needs to take appropriate measures, such as overseas resources development, R&D expansion, tactical stockpiling, professional manpower training and so on.

In the case of SMEs, entrepreneurship that organizes only core functions with the minimum number of people is increasing, and a responsibility management system focusing on core functions is emphasized, so that the interest in innovation behavior and survival strategy of enterprises is getting bigger. However, in the case of SMEs, it is not easy to pursue continuous innovation due to lack of capital and lack of professional manpower. The purpose of this study is to investigate the effect of SME on innovation behavior by selecting exploratory study and literature study for SMEs. The data for this study were 545 out of the total 600 copies distributed to employees in SMEs. The data were analyzed using SPSS 21.0 and amos18.0. First, product diversification, strategy formulation, and R & D have a significant effect on innovation behavior, and market diversification has no effect on innovation behavior. Second, working variables such as product diversification, market diversification, strategy formulation, and R & D do not control the influence of innovative behavior on innovation behavior. Third, the rank variable, which is the controlling variable, controls the magnitude of the effect of product diversification, market diversification, strategy formulation, and R & D on innovation behavior. As a result, corporate managers should lead the organization in order to promote product diversification, market diversification strategy, R & D and innovation activities. After discussing the conclusions and implications of this study, this study presented the direction of the research for the follow-up study.
The purpose of this research is to analyze the performance of national R&D projects and to find out measures to improve the performance indicators, focusing on energy HRD projects. The main analysis target is 86 energy manpower projects supported since 2010. The performance indicators of the energy HRD projects are related to the research capacity, the number of emission workers, industry-university linkage, job creation and so on, and analyzed by using the 11 indicators of human resource performance index called KPI index. As a result of analyzing the attainment level of the proposed target by task, the index with the highest achievement level is the corporation linkage rate, and the index with the lowest achievement level is the participating company employment. As a result of examining the effects of job creation in company - linked activities, it was found that the greater the number of participating companies in the business, the greater the employment creation effect of the number of internships. As a result of the above analysis, the following policy alternatives are proposed. First, it is necessary to consider adding indicators that can express the quality performance of the business and performance indicators that can express actual business linkages. Second, it is necessary to strengthen the management of differentiated performance indicators according to policy performance targets and major target groups. Third, it is necessary to improve information input and accumulation system along with improvement of performance index.

In the SW industry, the diversification of global markets and technology trends are changing due to the emergence of new services, and IT companies are in need of strategic change different from the previous one. In this study, SWOT analysis was performed by extracting the internal environmental factors and external environmental factors through the previous studies to improve the project performance competence of small IT companies, and the SWOT Matrix was reconstructed through the pairwise comparison. Based on this, the purpose of this research was to propose the project performance competency improvement plans for small IT companies based on importance and priority, and the following four strategies were derived from the result of SWOT-AHP analysis. SO strategy was drawn in direction to invest R & D in new SW industry to enhance technology competitiveness of SMEs in order to develop SMEs, and in order to secure competitiveness of SW industry, WO strategy is drawn the cultivation of professional technical manpower through SW policy. ST Strategy presented technical management through SW system improvement policy to improve SW environment, and WT Strategy presented awareness training on the construction and necessity of project management system construction. Using the strategies presented in this study, it is expected that the managers of small IT firms will be presented as references to measure the performance competence factors of current organizations and company organizations.

Government Research Institutes(GRI), together with universities and private research labs, constitute the core of the Korea's national innovation system, The aim of this paper is to analyze the current system of GRIs and the National Research Councils(RC) in Korea, and suggest some policy recommendations conducive to achieving a world class competitive research system. To identify the problems and policy issues, we have conducted interviews (with executives staffs of RCs, GRIs and government ministries) and questionnaire surveys. For benchmarking purposes, we have visited 9 public research institutes in the USA, UK, Germany, and France. From the analysis of the problems revealed from the interviews and questionnaires, 6 policy variables are identified: three of them, which we call systemware variables, are governance structure, resources allocation system, and management control system; and the other three, which we call humanware variables, are visions and strategic goals, leadership, and research manpower, respectively. We have found that 1;he current GRI/RC systems are inefficient mainly due to the rigid and bureaucratic governance structure and inconsistent resource (i.e., government budgets) allocation systems. We reject the idea of replacing the current RC system with such radical alternatives as 're-governmentization'or 'privatization'. Instead we recommend that the government introduce a better system of governance and national budget allocations, which in turn would help induce a better management control systems, clear research visions and goals, strong leadership on the part of the RC chairman, and more creative and motivated researchers. These recommendations may provide opportunities and rooms for chairmen of RCs and presidents of GRIs to exercise more positive leadership in terms of fitting the visions and goal of GRIs to the national R&D strategy and creating a rational management control system as well as motivating researchers in GRIs to be more creative and productive.
Recently, people in cities of developed countries are exposed to unfortified damages of crime and disaster due to urbanization, industrialization and information-oriented era caused by congestion of population in terms of hardware and various social pathology phenomena and frequent and large scale of disaster caused by crime and disorder, which occur in the course of going through nuclear family, a gap between rich and poor and aging society in terms of software. In this regard, demand for security upon individual life and property has been increased but the police that are responsible for the public security does not effectively reduce damage in life and property because their activities are mainly oriented in coping with security accidents more than prevention. Shortage of manpower and budget, retarded equipment, and heavy overwork are the reasons. In order to confront with this kind of situation, we should utilize CCTV system with the purpose of declining possible chances of crime, not for eliminating cause of crime as crime prevention activities to predict danger in advance as a way of prevention and we may expect a role of damage prevention by installing CCTV in places where security accident may possibly happen. In conclusion, there are invasion of privacy, misuse of the system, insufficiency of overall monitoring office management, lack of citizens' understanding and economical allotment of the system installation costs in installation of CCTV system. However. it is necessary to install the CCTV system for effective prevention of crime and prevention activities of security accidents and accurate PR of purposes of installing CCTV to local residents, establishing relevant laws about system misuse, allotment of equipment costs and fees by R&D of the system machinery, cost reduction method of storage, management and replacement, saving costs from co-operative attitude of government, and local autonomous entities and local residents should be involved.
In order to cope with the rapid changes in science and technology and various societies and complex economies with the advent of the 4th Industrial Revolution, intellectual property education is essential above all. In this study, therefore, intellectual property and the required competences were derived and verified for each field. As for the research method, Delphi technique was used twice for literature review and experts, and the conclusions of the research are as follows. First, the field of intellectual property required in the era of the 4th Industrial Revolution was classified, through literature review and Delphi technique, in eleven sections such as IP-R & D consulting, IP information search analysis, IP entitlement, IP strategic planning, IP transaction, IP finance, IP value evaluation, IP management, global IP management, IP commercialization, and IP disputes, of which validity was verified. Second, It was analyzed that the validity of required competencies derived from each field of intellectual property was reliable. Third, it is generally appropriate to nurture manpower in each field of intellectual property in universities or graduate schools. In addition, it is judged that regular job training of industries such as enterprises and public institutions is necessary regardless of the field.
