Policy Capturing LP for Ranged Ratings in Performance Appraisal

  • For inferring criteria in a performance appraisal. linear programming (LP) has been utilized as an alternative to policy capturing (PC). Previous policy capturing LP (PCLP) studies were limited to the criteria of exact numerical ratings. However. under certain evaluation circumstances, a ranged rating with a lower and upper bound may be preferred over an exact numerical value. Therefore, this study introduces a new LP model that allows ranged ratings. A simple example is given to illustrate our model.

Applying the ACR Preliminary Diagnostic Criteria in the Diagnosis and Assessment of Fibromyalgia

  • Background: Fibromyalgia (FM) is characterized by chronic widespread pain with a low pain threshold. The aim of this study was to compare two criteria for the diagnosis and assessment of FM and to analyze the correlation and agreement between the 1990 and 2010 American College of Rheumatology (ACR) preliminary diagnostic criteria for FM. Methods: We studied 98 patients who had already been diagnosed as having FM using the 1990 criteria or 2010 preliminary criteria. Tender point examination, FM impact questionnaire (FIQ) and pain visual analog scale (VAS) were obtained. According to the preliminary criteria, FM was quantified as WPI (widespread pain index) and the SS scale (symptom severity) and the two criteria were compared. Results: Among 98 patients, 78.6% of the patients were diagnosed with the 1990 ACR criteria and 93.9% of the patients were diagnosed with the ACR preliminary diagnostic criteria, and there was also significant agreement between the two criteria (P < 0.01). There was a correlation with the WPI and the tender point, with the SS and the FIQ, and with the sum of the WPI and SS and the FIQ. Conclusions: The ACR preliminary diagnostic criteria for FM were in agreement with the 1990 ACR criteria during the disease course. The preliminary criteria were the more sensitive method than the 1990 criteria. In addition, the 2010 criteria might have advantages since it is easy to assess the physical and psychological symptoms and can be quantified. Therefore, the ACR preliminary diagnostic criteria for FM could be used more conveniently for clinical diagnosis and follow up evaluation after starting management of FM.

  • In this research a model for establishing a new, rational fee schedule for general surgical procedures in a national health insurance program is developed. A fuzzy multiple criteria decision-making (FMCDM) model is proposed. The relative values of eleven surgical procedures were obtained through an empirical study based on the FMCDM model. Consequently, a new fee schedule obtained from the FMCDM model. This new fee schedule is more convincing than previous schedule and more persuasive to the references for the policy setting.

  • Contract design plays a key role in the life cycle of BOT project. All project management activities and operation processes are arranged in consistence with the document of BOT contract which the public sector ensures that the respective roles and responsibilities set out in the contract are fully understood and fulfilled to the contracted performance criteria. With limited theories to deal with some fundamental issues of BOT contract design, we try to collect data from case studies and formulate several practical principles. The conclusions presented in this paper are analyzed from two cases, one is based on an early case in the United Kingdom, and the other based on the Taiwan High Speed Railway case. The purpose of this paper is not about covering all legal issues about BOT contract design, but rather, our work provides common considerations applicable to the contract parties of a broad range of BOT contracts. The results in this paper shall propose some fundamental principles of the BOT contract design.

  • The article substantiates the need and shows the features of introducing SMART management into the system of public management of regional development in the context of strengthening the national security of Ukraine. Disclosed are such provisions as: goal-setting; state mission; state mission in Ukraine; goals of the Ukrainian state; strategic management priorities in Ukraine. Differences between the purpose of the organization and the purpose of the state are determined. The characteristic of the goal at the state level is given. The management standards in SMART management are characterized. The issues of the exhaustibility of existing SMART criteria are reviewed and it is proposed to supplement them with two such as: inspiration (inspiration) and ity (ethics). Two main principles are defined (evaluated (assessment), reviewed (review)), which must be observed when introducing SMART management into the system of public management of regional development in the context of strengthening the national security of Ukraine.

  • The ASTP is the standard of the assessment ASRP that is monitoring the performance, reliability and safety characteristics of the ammunition items. The ASTP used in domestic now has applied to US Army's grade system and grading criteria so that it cause some problems. To resolve these problems of ASTP, we surveyed both the quality level of production and the field management of ammunition, which compared with grade system and classification criteria. As a result of study, we changed grade system from four steps to three steps and applied the Korean Military Specifications and the Malfunction Criteria to the classification criteria of grades. We are looking forward to improving the reliability and effectiveness of ASRP assessment by simplifying grade system and generalizing grading criteria of ASTP.

The Criteria, Procedure, and Classification of Traffic-Sensitive and Non-Traffic-Sensitive Components: A Case of CDMA Mobile System

  • Since the introduction of competition in the telecommunication market due to the growth of the interconnection between heterogeneous networks, particularly fixed and mobile networks, the interconnection charge based on traffic-sensitive (TS) and non-traffic-sensitive (NTS) costs has become more important. Although there have been many studies of the public switched telephone network (PSTN), previous studies of TS and NTS costs in mobile networks are very few. In this paper, as a pilot study, we propose three criteria and a procedure for the classification of TS and NTS costs based on mobile systems. The three criteria are the following: function type, investment requirement, and main exhaust driver. Moreover, for a CDMA mobile system, strongly TS, strongly NTS, and mixed components are classified by the proposed criteria and procedure. The proposed criteria, procedure, and classification can provide a systematic and useful guideline to decide the scope of mobile facilities and to determine the terminating cost on mobile networks from fixed networks.

  • The first successful case of a CM application in Shanghai, China in 1993 presented its possibility. According to the State Council's 'Investment system reformation', in 2004, more than 40 sub-provincial divisions in China were increased the productivity of construction by the CM application. It is predicted that CM will be utilized as a technical management method at government's plan, which raises the urbanization level more than 60% through the construction industry by 2020. However, compared with increasing CM demands, there are no complete evaluation criteria of CM in china. For instance, 26 areas in china arrange criteria individually, so. Therefore, it is necessary to establish integrated evaluation criteria on the basis of regional ones. This research will draw the evaluation criteria of selecting for the China CM Corporation in order to vitalize CM system.

Multi-criteria Evaluation of Mobile Network Sharing Policies in Korea

  • Mobile operators in saturated markets increasingly favor mobile network sharing (MNS) over facility-based competition. Previous research examining MNS primarily focused on its positive effects, while the negative effects were largely overlooked. This study proposes a decision-making model using an analytic hierarchy process technique to evaluate decision-making criteria among various types of MNS policies. The decision-making model was applied to Wireless Broadband services in Korea to determine the relative importance of both positive and negative evaluation criteria and preference among multiple types of MNS policies. Positive evaluation criteria (that is, efficiency) were far greater in importance than negative evaluation criteria (that is, competition harm). The preference for adopting MNS among five alternative approaches was also revealed. The study findings offer immediate policy insights in Korea and provide a decision-making framework for policy makers in other countries to utilize.

  • The purpose of this study to develop the Hospital Management Award(HMA) programme which would be a basic information for advancing hospital industry in Korea. HMA programme in the study are designed with general census building method of researchers and with the data of professions opinion which was survey with structured questionnaire Major results of this study are as follows. First, Hospital Management Award(HMA) programme is perceived very necessary and useful for advancing hospital industry of Korea (positive response rate: 93.0%). Second, Criteria, Classification of hospitals may be the function, size and ownership of hospital. Third Evaluating area of hospital management, examining method and evaluation marking points are designed on the basis of hospital management information system. Forth, this study suggests same strategies for execution of the programme. On the basis of the study results this study suggests that Hospital Management Award(HMA) programme would rather actualized in advance by formal institute and/or association. And some in depth studies are required mainly for development of the action plan of HMA programme.
