A Study on the Digital Television Loudness Analysis before and after Introducing the Digital Television Loudness Legislation (음량 기술기준 도입 전후의 디지털 텔레비전 방송 음량분석)

  • In this paper, the changes of broadcasting loudness before and after are measured for the major broadcasting channels according to the amendment of broadcasting law and enforcement of digital television broadcasting loudness technology standards. Before the implementation of digital television broadcasting loudness technology standards. all the channels to be measured were broadcast at a higher volume level than the technical standards. However, after the implementation, most of the channels to be measured were maintained at a loudness level suitable for the technical standards. However, some programs are inadequate to meet technical standards, requiring corrective action, and the need for additional research to improve the measurement method.

  • The practice of producing and transmitting TV programs with uneven loudness can harm audiences' welfare in the digital environment where audiences are entitled to be offered quality broadcasting service. The purpose of this paper is to investigate issues concerning the digital loudness policy institutionalized in Korea since May 2016, and to offer policy suggestions. This paper reviews previous studies on audience welfare in digital broadcasting, focusing on the close link between loudness policy and audience welfare. In order to explore the state of international policy, this paper examines loudness standards developed by international standardization organizations including ITU, ATSC, and EBU, along with loudness regulations in the US, the UK, Canada, Australia, Japan, and Korea, respectively. Based on the analysis, this paper suggests recommendations for policy makers and broadcasters. First, policies on mandating regular monitoring and establishing penality system should be established for broadcasters not to violate loudness standards. Second, broadcasters are recommended to collect audience feedback, to be equipped with loudness measuring devices, to offer personnel training programs, and to check the compliance of loudness standards when they outsource TV programs.

  • The dynamic range of the loudness after digitalization of television broadcasting is enlarged, and the loudness difference between the broadcast channel and between the programs within the same channel is expanded. This was subjected to interfere with the television viewer's comfort. In order to improve these problems international standards for the loudness normalization was established in ITU, Europe, USA and Japan. This regulation was introduced to Korea also as technical regulation, and this will apply the broadcast service in June 2016. In this paper, ahead of the introduction of digital television technology based on loudness measurement for the major television channel and to present the results of the comparison of technical standard.

  • In this research, the relationship between physical measurements and subjective evaluations of floor impact noise in apartment building was quantified by applying the neural network analysis due to its complex and nonlinear characteristics. The neural network analysis was undertaken by setting up L-value, inverse A index, Zwicker parameters and ACF/IACF factors, as input data, which came from the measurements at real suites of apartment building having various sound insulations.   • The vehicle noise is classified into interior and radiated exterior noise. And it influences on consumer‘s vehicle decision and traffic noise environment very much. In case of the vehicle exterior noise, it is related with traffic noise and in case of the interior noise, it is related with driver’s and passenger‘s sensitivity quality. Because these influenced on drivers and traffic environment, so standards are restricted by the laws and regulated for the measurement. But, the existence standards measuring the only sound pressure level are limit to reflect consumer’s sensitive aspects. Therefore in this study, the recent standards and laws were searched about domestic and abroad papers and the testing mode for the sound quality (SQ) evaluation was constructed about the vehicle interior noise. Finally, we aimed at the standard establishment to evaluate the vehicle interior SQ using statistics method.

Acoustic Characteristic of Emergency Broadcasting Speakers (비상방송용 스피커의 음향 특성 비교)

  • In this study, the acoustic characteristics of 13 types of emergency broadcasting speakers were tested under the test set-up of UL 2043 and compared. When the sound pressure level of 1 W speakers was compared with speakers with a 15 W output, the SPL of the 15 W speakers was approximately 20 dB higher in some frequency bands. Loudness analysis showed that people can recognize emergency sound from a 15 W speaker twice as loud as the emergency sound from 1 W speakers. The analysis results on the articulation index (room) had an opposite tendency with loudness results, meaning that small speakers can generate clearer sound. Therefore, it is necessary to improve emergency broadcasting speakers to generate louder and clearer sound. Moreover, a performance evaluation standard is needed based on the reasonable and quantitative measurements and evaluations of the acoustic characteristics of the emergency-broadcasting speakers so that a sufficient and clear sound can be generated in various spaces. In addition, it is necessary to establish standards for the clarity of emergency broadcasting in various spaces.
