Rail breaks and derailments can cause a huge loss to rail players due to loss of service, revenue, property or even life. Maintenance has huge impact on reliability and safety of railroads. It is important to identify factors behind rail degradation and their risks associated with rail breaks and derailments. Development of mathematical models is essential for prediction and prevention of risks due to rail and wheel set damages, rail breaks and derailments. This paper addresses identification of hazard modes, estimation of probability of those hazards under operating, curve and environmental condition, probability of detection of potential hazards before happening and severity of those hazards for informed strategic decisions. Emphasis is put on optimal maintenance and operational decisions. Real life data is used for illustration.
Wetlands considered to be an important natural resources because they provide biodiversity and habitat for species to breed and survive. In this regard, many countries in the world provide wetlands and have policies and laws to protect them. In Korea we hosted RAMSAR COP-10 at Changwon in 2008 representing Korea's endeavor to wetland protection. But, in the process of development Wetlands are easy target to be lost due its easy access and the laws and regulations to protect them are relatively weak. Thus, this research focused on the introduction of No Wetland Loss(NWL) and we can achieve wetland protection in the economy market ways. Thus, NWL should consider 1) a clear definition of NWL and harmony and consensus of introduction of NWL, 2) considering most wetlands be private we need a financial support for securing wetlands, 3) inventories for wetlands in Korea, draw a line of demarcation, technic to evaluate wetlands, 4) wetland restoration considering function of ecosystem not total amount of wetlands. Wetland protection should be a part of Basic Law of Water Management which in its progress and we need further studies on wetland protection because of watershed management, deserted agricultural paddies, etc.

The transmission issues for the scalable video coding extension of H.264/AVC (H.264 SVC) video has been widely studied. In this paper, we propose an objective video-quality assessment metric based on no-reference for H.264 SVC using scalability information. The proposed metric estimate the perceptual video-quality reflecting error conditions with the consideration of the motion vectors, error propagation patterns with the hierarchical prediction structure, quantization parameters, and number of frame which damaged by packet loss. The proposed metric reflects the human perceptual quality of video and we evaluate the performance of proposed metric by using correlation relationship between differential mean opinion score (DMOS) as a subjective quality and proposed one.
A large number of accidents at an underground place have been happening, including the gas explosion under construction of subway; the fires of underground utility and underground shopping malls, and other explosion, at home and abroad recently. These accidents make the function of a city ineffective due to the paralyses of electricity and communications net as well as the loss of property and cause people to feel unsecured with accompaniment of a heavy of toll of lives. This research will show evaluation methods of a numerical value of expected average loss space of combustion with the use of probability in order to present potential risk of combustion growth that underground space might cause, and how designer decides a system that enables us to compare and evaluate relatively the effectiveness of measures for preventing burning by calculating the expansion route and the damage size of burning in case of fire.
Adolescent menorrhagia is defined as excessive menstrual bleeding from menarche to adolescents. It is a distressing condition both for the patient as well as for her parents. If it is not managed in time itmay pose significant health problems that may leads to blood transfusion. We determined the efficacy of Geru (Red ochre) in controlling the amount and duration of blood flow in patients of Adolescent menorrhagia. This study included 40 teenage girls, who presented with heavy bleeding during menstruation to Outpatient Department, Sameena Maternity Nursing Home, Hyderabad during the year of 2013. Assessment of each case was done by history and Pictorial Blood loss Assessment Chart (PBAC) score. Geru powder was given for 2 cycles and results were assessed. The data was analyzed statistically. The mean PBAC score before treatment was $497.04{\pm}389.92$ and after trial in $1^{st}$ and $2^{nd}$ it was found to be $471.13{\pm}162.18$ and $310.13{\pm}142.15$ respectively. On basis of results it was concluded that single unani drug Geru is enough in controlling bleeding and was found effective by its astringent and styptic properties.
Seismic safety evaluation of weir structure is significant considering the catastrophic economical consequence of operational disruption. In recent years, the seismic probabilistic risk assessment (SPRA) has been issued as a key area of research for the hydraulic system to mitigate and manage the risk. The aim of this paper is to assess the seismic probabilistic risk of weir structures employing the seismic hazard and the structural fragility in Korea. At the first stage, probabilistic seismic hazard analysis (PSHA) approach is performed to extract the hazard curve at the weir site using the seismic and geological data. Thereafter, the seismic fragility that defines the probability of structural collapse is evaluated by using the incremental dynamic analysis (IDA) method in accordance with the four different design limit states as failure identification criteria. Consequently, by combining the seismic hazard and fragility results, the seismic risk curves are developed that contain helpful information for risk management of hydraulic structures. The tensile stress of the mass concrete is found to be more vulnerable than other design criteria. The hazard deaggregation illustrates that moderate size and far source earthquakes are the most likely scenario for the site. In addition, the annual loss curves for two different hazard source models corresponding to design limit states are extracted.
Recent analysis results with realistic assumptions provide the variability of operator allowable time for the initiation of aggressive cooldown under small break loss of coolant accident or steam generator tube rupture with total failure of high pressure safety injection. We investigated how plant risk may vary depending on the variability of operators' failure probability of timely initiation of aggressive cooldown. Using a probabilistic safety assessment model of a nuclear power plant, we showed that plant risks had a linear relation with the failure probability of aggressive cooldown and could be reduced by up to 10% as aggressive cooldown is more reliably performed. For individual accident management, we found that core damage potential could be gradually reduced by up to 40.49% and 63.84% after a small break loss of coolant accident or a steam generator tube rupture, respectively. Based on the importance of timely initiation of aggressive cooldown by main control room operators within the success criteria, implications for improvement of emergency operating procedures are discussed. We recommend conducting further detailed analyses of aggressive cooldown, commensurate with its importance in reducing risks in nuclear power plants.
This report documents the results of an at-power internal events Level 1 Probabilistic Safety Assessment (PSA) for a Korea research reactor (KRR). The aim of the study is to determine the accident sequences, construct an internal level 1 PSA model, and estimate the core damage frequency (CDF). The accident quantification is performed using the AIMS-PSA software version 1.2c along with a fault tree reliability evaluation expert (FTREX) quantification engine. The KRR PSA model is quantified using a cut-off value of 1.0E-15/yr to eliminate the non-effective minimal cut sets (MCSs). The final result indicates a point estimate of 4.55E-06/yr for the overall CDF attributable to internal initiating events in the core damage state for the KRR. Loss of Electric Power (LOEP) is the predominant contributor to the total CDF via a single initiating event (3.68E-6/yr), providing 80.9% of the CDF. The second largest contributor is the beam tube loss of coolant accident (LOCA), which accounts for 9.9% (4.49E-07/yr) of the CDF.
Organizations and customers lose if business activities are discontinued by an incident of information systems under the current business environment because they pursue real time enterprise and on demand enterprise. The loss includes the intangible decline in brand image, customer separation, and the tangible loss such as decrease in business profits. Thus, it is necessary to have preparedness in advance and mitigation for minimization of a loss due to the business discontinuity and IT risks. This paper described a IT risk assessment case about domestic construction company.
The purpose of this study is to first evaluate the seismic behavior of ageing arch bridges by using the Intensity Measure - based demand and DCFD format, which is referred to as the fragility-hazard format. Then, an investigation is performed for their seismic vulnerability. Analytical models are created for bridges concerning different features and these models are subjected to Incremental Dynamic Analysis (IDA) analysis using a set of 22 earthquake records. The hazard curve and results of IDA analysis are employed to evaluate the return period of exceeding the limit states in the IM-based probabilistic performance-based context. Subsequently, the fragility-hazard format is used to assess factored demand, factored capacity, and the ratio of the factored demand to the factored capacity of the models with respect to different performance objectives. Finally, the vulnerability curves are obtained for the investigated bridges in terms of the loss ratio. The results revealed that decreasing the span length of the unreinforced arch bridges leads to the increase in the return period of exceeding various limit states and factored capacity and decrease in the displacement demand, the probability of failure, the factored demand, as well as the factored demand to factored capacity ratios, loss ratio, and seismic vulnerability. Finally, it is derived that the probability of the need for rehabilitation increases by an increase in the span length of the models.
