A Case Study of the Audio-Visual Archives System Development and Management (시청각(사진/동영상) 기록물 관리를 위한 시스템 구축과 운영 사례 연구)

  • ADD(Agency for Defense Development) has developed digital audio-visual archives management system to ensure easy access and long-term preservation for digital audio-visual archives. This paper covers total process of the system development and database management in the aspect of preservation and utilization by users' easy search through digitization of audio-visual archives. In detail, it contains system design for images and video data handling, standard workflow establishment, data quality, and metadata settings for database by converting an analog data into digital format. Also, this study emphasizes the importance of audio-visual archives management system through cost-effectiveness analysis.

A Study to Propose Future Preservation Strategies for the Court Library Collection (법원도서관 장서의 미래 보존 전략 제안을 위한 연구)

  • In this study, we analyzed the current situation of court libraries and aimed to propose a future-oriented strategy for preserving and managing their collections. Based on literature and status analysis, the study presents the future preservation strategy of court library collections in three main categories: First, securing space for the long-term preservation of court library collections; second, establishing a system for collecting and preserving court library collections; and third, performing digital archiving for the permanent preservation and utilization of court records, valuable legal volumes, administrative materials, and other judiciary-specific resources. Through this, court libraries, including those in various courts, should resolve the issue of insufficient collection storage space, preserve holdings systematically and efficiently, and activate library use.

A Study on the International Research Trends in Electronic Records Management: InterPARES 3 and ITrust Achievements (전자기록관리에 대한 국제 연구 동향 분석 - InterPARES 3와 ITrust 성과물을 중심으로 -)

  • This study aims to understand the concept and changes of the records management of InterPARES based on the analysis of background, main research interests, and major achievements of IP3 and ITrust. To this end, this study conducted a content analysis of IP3 and ITrust to drive main keywords. This study also utilized word clouds from IP project titles. In addition, a comparative analysis of IP3 and ITrust was conducted based on the environment, scope, core research areas, keywords, objectives, and record management life cycle perspectives. The research identified that InterPARES research was widely expanding the content and subject areas of the study: 1) to apply across the life cycle, as well as long-term preservation; 2) to focus on the concept of trust as well as the concept of authenticity; and 3) to include the concept of the Internet, digital forensics, and the open government along with electronic records.

Analysis of Metadata Standards of Record Management for Metadata Interoperability From the viewpoint of the Task model and 5W1H (메타데이터 상호운용성을 위한 기록관리 메타데이터 표준 분석 5W1H와 태스크 모델의 관점에서)

  • Metadata is well recognized as one of the foundational factors in archiving and long-term preservation of digital resources. There are several metadata standards for records management, archives and preservation, e.g. ISAD(G), EAD, AGRkMs, PREMIS, and OAIS. Consideration is important in selecting appropriate metadata standards in order to design metadata schema that meet the requirements of a particular archival system. Interoperability of metadata with other systems should be considered in schema design. In our previous research, we have presented a feature analysis of metadata standards by identifying the primary resource lifecycle stages where each standard is applied. We have clarified that any single metadata standard cannot cover the whole records lifecycle for archiving and preservation. Through this feature analysis, we analyzed the features of metadata in the whole records lifecycle, and we clarified the relationships between the metadata standards and the stages of the lifecycle. In the previous study, more detailed analysis was left for future study. This paper proposes to analyze the metadata schemas from the viewpoint of tasks performed in the lifecycle. Metadata schemas are primarily defined to describe properties of a resource in accordance with the purposes of description, e.g. finding aids, records management, preservation and so forth. In other words, the metadata standards are resource- and purpose-centric, and the resource lifecycle is not explicitly reflected in the standards. There are no systematic methods for mapping between different metadata standards in accordance with the lifecycle. This paper proposes a method for mapping between metadata standards based on the tasks contained in the resource lifecycle. We first propose a Task Model to clarify tasks applied to resources in each stage of the lifecycle. This model is created as a task-centric model to identify features of metadata standards and to create mappings among elements of those standards. It is important to categorize the elements in order to limit the semantic scope of mapping among elements and decrease the number of combinations of elements for mapping. This paper proposes to use 5W1H (Who, What, Why, When, Where, How) model to categorize the elements. 5W1H categories are generally used for describing events, e.g. news articles. As performing a task on a resource causes an event and metadata elements are used in the event, we consider that the 5W1H categories are adequate to categorize the elements. By using these categories, we determine the features of every element of metadata standards which are AGLS, AGRkMS, PREMIS, EAD, OAIS and an attribute set extracted from DPC decision flow. Then, we perform the element mapping between the standards, and find the relationships between the standards. In this study, we defined a set of terms for each of 5W1H categories, which typically appear in the definition of an element, and used those terms to categorize the elements. For example, if the definition of an element includes the terms such as person and organization that mean a subject which contribute to create, modify a resource the element is categorized into the Who category. A single element can be categorized into one or more 5W1H categories. Thus, we categorized every element of the metadata standards using the 5W1H model, and then, we carried out mapping among the elements in each category. We conclude that the Task Model provides a new viewpoint for metadata schemas and is useful to help us understand the features of metadata standards for records management and archives. The 5W1H model, which is defined based on the Task Model, provides us a core set of categories to semantically classify metadata elements from the viewpoint of an event caused by a task.

Selection Strategy for the File Format of Official Documents in a Cloud Environment (클라우드 환경에서 공문서 파일포맷의 선택 전략)

  • In the digital age, the most basic unit of records management is a document file. Depending on whether each document file is produced in an open standard format or an exclusive proprietary format, there is a cost difference in the process of use and long-term preservation. As government agencies moved to cloud-based business management systems, web-based document editing software was newly adopted. They had the opportunity to select a new file format for web-based document editing software. This paper deals with strategies to maximize the advantages of open standard formats while considering the legacy public document production practices. It introduces ISO/IEC 26300:2006 ODF, ISO/IEC 29500:2008 OOXML, KS X 6101 OWPML, etc. as open standard formats, and looks at considerations when choosing a format and web-based document editing software. In addition, it proposes a strategy to maintain the format of document files shared in cloud storage as an open standard format.

A Study on the Establishment Case of Technical Standard for Electronic Record Information Package (전자문서 정보패키지 구축 사례 연구 - '공인전자문서보관소 전자문서 정보패키지 기술규격 개발 연구'를 중심으로-)

  • Those days when people used paper to make up and manage all kinds of documents in the process of their jobs are gone now. Today electronic types of documents have replaced paper. Unlike paper documents, electronic ones contribute to the maximum job efficiency with their convenience in production and storage. But they too have some disadvantages; it's difficult to distinguish originals and copies like paper documents; it's not easy to examine if there is a change or damage to the documents; they are also prone to alteration and damage by the external influences in the electronic environment; and electronic documents require enormous amounts of workforce and costs for immediate measures to be taken according to the changes to the S/W and H/W environment. Despite all those weaknesses, however, electronic documents increasingly account for more percentage in the current job environment thanks to their job convenience and efficiency of production costs. Both the government and private sector have made efforts to come up with plans to maximize their advantages and minimize their risks at the same time. One of the methods is the Authorized Retention Center which is described in the study. There are a couple of prerequisites for its smooth operation; they should guarantee the legal validity of electronic documents in the administrative aspects and first secure the reliability and authenticity of electronic documents in the technological aspects. Responding to those needs, the Ministry of Commerce, Industry and Energy and the Korea Institute for Electronic Commerce, which were the two main bodies to drive the Authorized Retention Center project, revised the Electronic Commerce Act and supplemented the provisions to guarantee the legal validity of electronic documents in 2005 and conducted researches on the ways to preserve electronic documents for a long term and secure their reliability, which had been demanded by the users of the center, in 2006. In an attempt to fulfill those goals of the Authorized Retention Center, this study researched technical standard for electronic record information package of the center and applied the ISO 14721 information package model that's the standard for the long-term preservation of digital data. It also suggested a process to produce and manage information package so that there would be the SIP, AIP and DIP metadata features for the production, preservation, and utilization by users points of electronic documents and they could be implemented according to the center's policies. Based on the previous study, the study introduced the flow charts among the production and progress process, application methods and packages of technical standard for electronic record information package at the center and suggested some issues that should be consistently researched in the field of records management based on the results.
