Of late, natural disasters are becoming more frequent and the damages caused by these are quite substantial. All these are mainly due to a climate change. Many scientists from various countries are therefore engaged in research on atmospheric sciences and seismology. Korea meteorological administration (KMA) has established an advanced research and development center "CATER" for atmospheric sciences and earthquake. CATER has been managing and promoting the five major fields of research such as strategic meteorology, applied meteorology, climate change/countermeasure, earthquake, and research planning for CATER. Compared to 2006, CATER in 2007 has increased the funding by 7% and 5% for the climate change/countermeasure and the earthquake research fields, respectively. Also, the distribution rate of funding in 2007 has increased in 12% for basic research, 6% for university research organization, and 13% for the local area. CATER is trying to construct basic system and infrastructure for atmospheric sciences and earthquake research based on information technology. KMA has also a middle-term vision plan "World Best 365" for atmospheric science and earthquake research. These will give us a chance to become advanced nation in field of atmospheric sciences and seismology.

Human action recognition has become an important research topic in computer vision area recently due to many applications in the real world, such as video surveillance, video retrieval, video analysis, and human-computer interaction. The goal of this paper is to evaluate descriptors which have recently been used in action recognition, namely Histogram of Oriented Gradient (HOG) and Histogram of Optical Flow (HOF). This paper also proposes new descriptors to represent the change of points within each part of a human body, caused by actions named as Histogram of Changing Points (HCP) and so-called Average Speed (AS) which measures the average speed of actions. The descriptors are combined to build a strong descriptor to represent human actions by modeling the information about appearance, local motion, and changes on each part of the body, as well as motion speed. The effectiveness of these new descriptors is evaluated in the experiments on KTH and Hollywood datasets.

An algorithm for estimating the lane departure of a vehicle is derived and implemented based on an EDF(edge distribution function) obtained from gray-level images taken by a CCD camera mounted on a vehicle. As the function of edge direction, the EDF is aimed to show the distribution of edge direction and to estimate the possibility of lane departure with respect to its symmetric axis and local mamma. The EDF plays important roles: 1) It reduces noisy effects caused by dynamic road scene. 2) It makes possible lane identification without camera modeling. 3) It also leads LDW(lane departure warning) problem to a mathematical approach. When the situations of lane departure such that the vehicle approaches to lane marks or runs in the vicinity of the lane marks are occurred, the orientation of lane marks in images is changed, and then the situations are immediately reflected to the EDF. Accordingly, the lane departure is estimated by studying the shape of the EDF. The proposed EDF-based algorithm enhanced the adaptability to cope with the random and dynamic road environments, and eventually led to the reliable LDW system.
This study aims to suggest a new algorithm for detecting two-wheelers on road that have various shapes according to the viewing angle for vision based intelligent vehicles. This article describes a new approach to two-wheelers detection algorithm riding on people based on modified Histogram of Oriented Gradients (HOG) using correlation coefficient (CC). The CC between two local area variables, in which one is the person riding a bike and other is its background, can represent correlation relation. First, we extract edge vectors using HOG which includes gradient information and differential magnitude as cell based. And then, the value, which is calculated by the CC between the area of each cell and one of two-wheelers, can be extracted as the weighting factor in process for normalizing the modified HOG cell. This paper applied the Adaboost algorithm to make a strong classification from weak classification. In this experiment, we can get the result that the detection rate of the proposed method is higher than that of the traditional method.

Posterior fossa is a site next to the middle fossa where arachnoid cyst frequently occurs. Generally, most arachnoid cysts are asymptomatic and are found incidentally in most cases. Although arachnoid cysts are benign and asymptomatic lesions, patients with posterior fossa arachnoid cysts often complain of headaches, gait disturbance, and ataxia due to the local mass effects on the cerebellum. We observed a patient with a posterior fossa arachnoid cyst who had visual symptoms and a headache, but did not have gait disturbance and ataxia. We recommended an emergency operation for decompression, but the patient refused for personal reasons. After 7 days, the patient revisited our hospital in a state of near-blindness. We suspected that the arachnoid cyst induced the hydrocephalus and thereby the enlarged third ventricle directly compressed optic nerves. Compressed optic nerves were rapidly aggravated during the critical seven days; consequently, the patient's vision was damaged despite the operation. Considering the results of our case, it is important to keep in mind that the aggravation of symptoms cannot be predicted; therefore, symptomatic arachnoid cysts should be treated without undue delay.

A primary goal of transnationals is to offer their vision for selling products or services so that they are relevant to local cultures. The purpose of this study is to provide a solution for how transnational companies face various environments and how they can utilize and overcome them and survive strategically. This study will present strategic recommendations for transnational organizations. First, transnational organizations should identify the core areas where organizational can invest or allocate its precious resources to get full advantage of the attractive opportunities form the market and focus on building strong networks with the key stakeholders. Second, they should manage the knowledge flows and provide strategic direction in cooperative venture for the long term successful future and ensure that every department has an effective coordination with other departments in order to bring about the organizational change. Lastly, they should overcome the challenges managers face in a transnational business environment when companies expand their operations into international markets. The managers need to assess the organization's strengths and weaknesses and evaluate different forces which are present in the external environment. And then, Managers have to ensure that the company has sufficient resources, core competencies and capabilities.
Background subtraction is the major task of computer vision and image processing to detect changes in video. The best performing background subtraction is computationally expensive that cannot be used in real time in a typical computing environment. The proposed algorithm improves the background subtraction algorithm of the widely used MOG with the image resizing algorithm. The proposed image resizing algorithm is designed to drastically reduce the amount of computation and to utilize local information, which is robust against noise such as camera movement. Experimental results of the proposed algorithm have a classification capability that is close to the state of the art background subtraction method and the processing speed is more than 10 times faster.

A number of researches on vision-based traffic monitoring system have been carried out. Most of traffic monitoring schemes belong to one of two categories: analyzing of entire traffic scene and examining of local region. However, the proposed methods suffer from severe performance deterioration when applied in different operating conditions because of the loss of robustness. This paper is aimed at surveying various methods proposed and analyzing the advantages and disadvantages of these methods. Also we propose and investigate appropriate approaches to solve the problems in specific applications.
The NSDI concept has changed with the development of the NSDI. While the NSDI was initially established as a separate entity, recently more attention has been given to the SDI hierarchy, from a local level to a global level. As an advanced NSDI, the USA, the UK and Canada emphasize more on better citizen services through an e-Government GIS portal such as the USA's Geospatial One-Stop. This study hypothesizes that the characteristics of NSDIs can be different from each nation in terms of vision, structure, evolution stages and a degree of integration with the e-Government. Rather than to describe differences just fur comparison, more characteristics of NSDIs are identified and the comparisons are developed as recommendations for the future NGIS(National Geographic Information System) in Korea.
