Community Participatory Small Park Design (주민 참여를 통한 도시 소공원 설계 및 조성)

  • This paper presents a community participatory small-park design. It proposes that environmental planning and design can be understood as a communicative action that aims to achieve consensus among stakeholders through communication with the local residents. By studying the communicative action theory and communicative planning theory, three strategies were set for practicing small-park design as a communicative action: (1) stakeholders should how what data and actions are needed; (2) citizens should have access to the data and participate in the process; (3) the community's concerns should be consulted and their opinions heard. In applying the three strategies to the small-Park design, a council composed of experts, community members, and NGO's was established. All processes were then executed after careful deliberation. From interviews, the town-touring program and surveys, the design of the site was determined among the stakeholders. The site was subsequently designed based on the needs of the community and revised according to their suggestions. Finally, the small park was constructed. Even though the researchers experienced many limitations because the site is very small, the significance of this study can be outlined as follows: (1) the need to construct the park was suggested by the community rather than by the administration; (2) experts, members of the community, and NGO's constituted the council; (3) the design process involved deliberation among the members of council rather than a method previously established by experts; (4) the administration supported rather than led the entire process: (5) citizens discussed and reached a consensus by themselves.

  • Regional development and community design has become very important these days. Especially in Hyogo Prefecture after the Great Hanshin Awaji Earthquake, voluntary works have become more popular. With citizen participation, environmental circumstances change a lot. It is becoming very difficult for municipal governments alone to achieve every desirable project. NPOs made of professional members in the Hanshin area have conducted notable activities after the earthquake. At the same time it is necessary also to educate citizens for community design with greenery. These people will support their town design along with professionals. Awaji Landscape and Horticulture Planning Academy provides an excellent educational program, an introduction and examination of which should be valuable. The main concept of the education program is to foster the growth of local community design leaders. Students appreciated the programs very much even if initially they expected a more practical program about planting than programs that teach community design. Many people are active in their own towns to create better environments and communities. The network system "Alpha Green-Net" is functional to support graduates of the course. In the future these educational programs for citizens will becomes very important. Other cities are starting to have their own progrms, but they are still very short term. "Alpha Green-Net" is in the process of growing. Many members are very keen to develop their own abilities. In the future these NPOs should become independent. To help these NPOs become independent and active the educational programs should consider and teach about how to do this more in the future.

  • The purpose of this study is to understand whether the architecture of the mountain village conforms to the geography and local landscape, and become a unique scenic element. Also, the study is to grasp the status of the village landscape design elements. The methods and contents of the study were surveyed by field research with references in Biederbach community, an isolated mountain village in Southwestern Germany. The time frame for the survey research is July 2015. The contents of the study include the analysis of the village's landscape structure, architecture, and landscape design patterns. The following conclusions were reached through the above research process. First, the village landscape structure seen in the mid-distance view is the hilly scene of the alpine region, which houses the sloping terrain of Black Forest and surrounds the residential area with the grassland covered by the Black Forest. Second, the main elements of the town's landscape building are historical culture, traditional architecture, topology and nature, and artificial environmental design. Third, the landscape design utilizing the village's resources creates a sustainable community's residential environment.

From the Functional to the Monumental: The Construction of the Pyongyang Station, 1907-1958 (기능에서 상징으로: 평양역사 건설, 1907-1958)

  • Construction of the Pyongyang Railroad Station began in 1907 as an important foothold for the Japanese colonization of the Korean Peninsula and the further invasion of Manchuria. As Pyongyang gradually grew in size and political significance, the Pyongyang Station came to have two responsibilities: Fulfill its functional role and serve as a monument to the growing dignity of the city. This study argues that the Pyongyang Station, newly rebuilt in 1958, was the first building to solve the demands for both functional expansion and the pursuit of monumentality. Stylistically, the original single-story wooden building became a three-story classical masonry building. The stylistic change symbolizes the political shift by which the building was reconstructed. The simple wooden building built by the Japanese, representing Pyongyang's status as a colonial provincial town, was transformed into an imposing gateway for the capital city of a newly born socialist state. Socialist Realism, correctly described by its slogan "socialist in content and national in form," harmoniously blended classical architecture, socialist symbols, and Korean local motifs. This study is significant in that it illustrates the historical changes and continuity of the Pyongyang Station from 1907, when it was first built, through the "liberated space" to the postwar reconstruction period of the 1950s.

  • This study was carried out to contribute to the self-help and sustainability of grassroots business in Gangwon-do. To achieve this, after setting up the concept of community business, understanding the current designating status of community business and analyzing the business content and the business promotion system, I tried to analyze the continuing factors of businesses and shops, which are more than hundred years old, in Japan and seek a solution to the sustainability of community business in the province. The community business in the province, which is designated and operated, is like this; 86 preliminary social businesses, 62 town businesses, 38 social businesses. The total comes to 186. The preliminary social businesses and the social businesses are assigned more in urban area and the manufacturing sector and educational field have a lot of business contents. When it comes to the business promotion system, there are many incorporated companies and limited companies. While the town businesses are assigned more in county area, the agricultural food field and cultural world have a lot of business contents. When it comes to the main participant of business, the agricultural corporations took the first place overwhelmingly. Especially, I found out that the main participants of community business consist of 38 voluntary associations, which is 20.4 %, and we need to make up for the specialty deficiency in business management. In order to keep the continuity of community business in the province, we could achieve the results of manpower development through the case analysis research, securing good materials which can give the consumers confidence, increasing the quality of the products, maintaining high technical skills, keeping up the tradition of business and demanding forecasting. I think a successive research efforts will be required for securing good materials and increasing the quality of the products in tandem with the local community. And also we need to establish a supporting & operating system through the liaison between the business & academic world, business & administration, and business & business for securing a management specialty as an industrialist.

A Study on the Perception, Importance and Satisfaction with Local Traditional Food among University students - Focused on Kyungsan City - (대학생의 향토음식에 대한 인식 및 중요도, 만족도에 관한 연구 - 경산시를 중심으로 -)

  • This study was to investigate the undergraduates in Gyeongsan city, an area heavily populated with students, on their awareness of and their satisfaction with the local traditional food to suggest an effective marketing direction to town restaurants and to provide them with useful information to activate their business. The samples were taken by the convenience sampling method and the measurement was done by 5 points-Likert. The result was as follows. The students recognized that cleanliness(4.69 points), food texture(4,57 points), the freshness of food materials(4,56 points) and food price(4.20 points) were important. However, they considered the legitimacy of local traditional foods(3.59 points), the supplementary explanation of food(3.58 points) and the quantity of food(3.34 points) as less important. On the level of satisfaction with the food, they were highly satisfied with food taste(3.55 points), food flavor(3.47 points) and quantity(3.39 points), while showing relatively low satisfaction with food creativity(2.94 points), food originality(2.75 points) and the explanation of food(2.61 points). The result of IPA indicated that the food texture, food cleanliness, the freshness of food materials, food flavor, food taste and food nutrients were thought to be important among customers, to be kept well by the restaurants and to be shown as the items to be maintained further. The customers took other items like menu price and the creativity of menu to be important, but their satisfaction with these items were low due to lack of practice. Therefore, those items should be managed intensively.

Improvement of Air Temperature Analysis by Precise Spatial Data on a Local-scale - A Case Study of Eunpyeong New Town in Seoul - (상세 공간정보를 활용한 국지기온 분석 개선 - 서울 은평구 뉴타운을 사례로 -)

  • A higher spatial resolution is preferable to support the accuracy of detailed climate analysis in urban areas. Airborne LiDAR (Light Detection And Ranging) and satellite (KOMPSAT-2, Korea Multi-Purpose Satellite-2) images at 1 to 4 m resolution were utilized to produce digital elevation and building surface models as well as land cover maps at very high(5m) resolution. The Climate Analysis Seoul(CAS) was used to calculate the fractional coverage of land cover classes in built-up areas and thermal capacity of the buildings from their areal volumes. It then produced analyzed maps of local-scale temperature based on the old and new input data. For the verification of the accuracy improvement by the precise input data, the analyzed maps were compared to the surface temperature derived from the ASTER satellite image and to the ground observation at our detailed study region. After the enhancement, the ASTER temperature was highly correlated with the analyzed temperature at building (BS) areas (R=0.76) whereas there observed no correlation with the old input data. The difference of the air temperature deviation was reduced from 1.27 to 0.70K by the enhancement. The enhanced precision of the input data yielded reasonable and more accurate local-scale temperature analysis based on realistic surface models in built-up areas. The improved analysis tools can help urban planners evaluating their design scenarios to be prepared for the urban climate.

  • Recently active policies of bicycle in many municipalities have been selected as the main policies. And a bike-related research is a difference in the direction of research according to socially active atmosphere on a bike using. Recent the research of approaches to enable bike use according to regional characteristics focused on Busan has been conducted is differentiated. But A different approach should be considered on the small town smaller than Metropolitan. Because of the relatively small city-size bicycle can be a variety of purposes. Therefore, this study to research awareness assessment methods of these local residents on the bike use inquires to the awareness of local residents in addition to the physical condition of facilities and policies target for the dong unit of small towns with 300,000~500,000 people. Awareness assessment methods of these local residents for the revitalization of bicycle using enable the local and regional conditions of bicycle using to compare very easily and the conception on the revitalization of bicycles using will make it possible considering the regional differences in the conditions of dong unit. Therefore, this process will be important references to be considered a differentiated analysis and approaches to enable bike use of the conditions of small towns on the bicycle using.

The proposal of urban regeneration methods for deteriorated downtown residential area, considering the development condition of urban blocks - A case study of Kwangju City (쇠퇴한 구도심 주거지의 개발여건별 재활성화 방법 제안 - 광주광역시 구도심을 사례로)

  • The purpose of this study was to suggest urban regeneration methods for deteriorated downtown residential area, considering the development condition of urban blocks. Through the research that are based on literature, field survey, urban planning map and local experts consulting, it found out suitable sites for development such as a deteriorated residential zone or a unused site and it was deduced eight development types from analyzing the characters of developable sites. And then it is suggested various housing forms which were applied to eight development types of developable sites. The consequences of this research are summarized as follows. Evaluation of Site-specific Seismic Response Characteristics at Town Fortress Areas Damaged by Historical Earthquakes (역사 지진 피해 발생 읍성 지역에 대한 부지 고유의 지진 응답 특성 평가)

  • In order to evaluate the local site effects at two town fortress areas in Korea where stone parapets were col-lapsed by historical earthquakes, site characteristics were assessed using site investigations such as borehole drillings and seismic tests. Equivalent-linear site response analyses were conducted based on the shear ways velocity ($V_s$) profiles and geotechnical characteristics determined from site investigations. The study sites are categorized as site classes C and B according to the mean $V_s$ to 30 m ranging from 500 to 850 m/s, and their site periods are distributed in the short period range of 0.06 to 0.16 sec, which contains the natural period of fortress wall and stone parapet. From the results of site response analyses in the study areas, for site class C indicating most of site conditions, contrary to site class B, the short-period (0.1-0.5 sec) and mid-period (0.4-2.0 sec) site coefficients, $F_a$ and $F_v$ specified in the Korean seismic design guide, underestimate the ground motion in short-period band and overestimate the ground motion in mid-period band, respectively, due to the high amplification in short period range, which represent the site-specific seismic response characteristics. These site-specific response characteristics indicate the potential of resonance in fortress walls during earthquake and furthermore could strongly affect the collapse of parapets resulted from seismic events in historical records.
