The construction of new roads and the consistent extension of already-existing roads or the line-shape revision of those roads are increased with the governmental investment to SOC facilities currently. Accordingly, the road cut slopes are in the trend of rapidly increasing. As the road slope has increased, a lot of human and property damages has entailed consequently and in the local case, numerous studies have carried out aiming at minimizing this damages caused by the rockfall and landslide. In general, standard falling rock prevention facility has employed for most of the local road slope based on "Guide for Installation and Management of Road Safety Facilities" published by MLTM(the Ministry of Land, Transport, and Maritime Affairs) but profound doubt has raised as to whether this rockfall prevention facility would function properly enough to prevent rockfall efficiently without any damages in case of actual occurrence of rockfall. In addition, it is a reality that in most cases, such work is relied on overseas technology as a whole as the local technical level is low and in case of rockfall prevention net, it is judged that a study on rockfall prevention net that is able to endure more powerful rockfall energy is required as the problem including net bursting is taken place as a result of enough bearing force being failed to be demonstrated due to its partial weak point(not uniformly made). Under this background, in this study, three kinds of model depending on mesh size of expanded metal that is considered to have an adoptability as rockfall prevention net, as target are selected and characteristics depending on mesh size of expanded metal is intended to be researched through a pull-out test performance by using pull-out test equipment rockfall prevention net.

In recent years, the risk of external flooding of major national facilities has increased significantly since 2000 due to the increase in local heavy rainfall events. For important domestic national facilities, it is necessary to analyze the risk of external flooding as flooding in major sites due to heavy rain can cause functional paralysis in major facilities and ultimately lead to massive trouble events. In order to manage the safety of main facilities and its related facilities at a high level, it is necessary to analyze the degree of disaster such as flood depth, flood flow rate, flood time and flood intensity when extreme floods (LIP) are introduced. In addition, the degree of vulnerability of these related facilities should be assessed and risk assessments should be reassessed through linkage analysis that combines the degree of disaster and vulnerability. By calculating a new flood hazard curve for the flood depth and flood intensity in major national facilities under the heavy rainfall conditions through this study, it is expected to be a basis for the waterproof design of important SOC facilities, flood prevention function design, advancement of flood prevention measures and procedures and evaluation of flood mitigation functions.
Three hundred sixty-eight samples of domestic PVC food packaging were analyzed fir DEHP(di-(2-ethyhexyl) phthalate) used in plasticizer by GC/FID and GC/MSD. The number of samples collected were 47(2000), 143(2001), 88(2002) and 89(2004) from local markets in Gyeonggi-Do. In $2000\∼2001$, DEHP was highly detected in 86 out of 190 samples and the level of DEHP were ranged from 1.3 g/kg to 82.8 g/kg. In 2002, meanwhile, DEHP was detected in 8 out ot 88 samples and the level of DEHP were shown to from 1.3 g/kg to 51.5 g/kg. In 2004, DEHP was detected in only one out of 89 samples and the amount was 30.5 g/kg. As a result of this study, it was made clear that the detection rates of DEHP in PVC food packaging were rapidly decrease every year.

In this study, the effect of safety improvement project was analyzed, and a decision making model for traffic accident reduction measures was suggested. The results of this study are as follow; First the overall number of traffic accidents and casualties were reduced, especially reduced the number of unauthorized crossing and centerline encroachments was remarkable. Second, the priorities of traffic accident reduction measures. through hazards roadway section improvement projects were determined. As, higher level evaluation items of AHP hierachy structure include civil facilities and transportation facilities. The civil facilities has 6 lower level evaluation items and transportation facilities has 4 items. The results of this study, It was revealed that traffic experts prefer civil facilities more than transportation facilities and the top 2 items of the each data (or index) took over 50%. In addition, one of the last evaluation contents through the verification, the top 3 items of civil facilities took 55.38%. The project according to the improvement projects for hazards roadway reduced traffic accidents and casualties as well as saving the cost. So these results should be available for basic information for the countermeasure about reducing the traffic accidents by local governments.

Recently, the number of occurrences of inundation and the severity of flood damage has increased rapidly as the frequency of localized heavy rainfall and the ratio of impervious area increased in urban areas. Most local governments focus on employing structural measures (e.g., the construction of detention reservoirs/pump stations, rehabilitation of drainage and sewer pipes) to prevent urban inundation. On the other hand, the effectiveness of implementing such structural measures is being dimished because there are already many inundation prevention facilities. The limitation of structural measures can be overcoming by employing non-structure measures, such as flood alerts and the operation of drainage facilities. This study suggests the pump operation rule (i.e., suggesting pump stop level) for a new detention reservoir operating method, which triggers the operation of a pump based on the water level at the monitoring node in urban drainage system. In the new reservoir operation, a total of 48 rainfall events are generated by the Huff distribution for determining the proper pump stop level. First, the generated rainfall events are distributed as frequencies, quartiles, and durations. The averaged system resilience value was determined to range from 1.2 m to 1.5 m is based on the rainfall-runoff simulation with rainfall generated by the Huff distribution. In this range, 1.2 m was identified considering the safety factor of 1.25 by the Standard on sewer facilities in 2011.
Changes in the amount, intensity, frequency, and type of precipitation, in conjunction with global warming and climate change, critically impact groundwater recharge and associated groundwater level fluctuations. Monthly gravity levels by the Gravity Recovery and Climate Experiment (GRACE) are acquired to monitor total water storage changes at regional and global scales. However, there are inherent difficulties in quantitatively relating the GRACE observations to groundwater level data due to the difficulties in spatially representing groundwater levels. Here three local interpolation methods (kriging, inverse distance weighted, and natural neighbor) were implemented to estimate the areal distribution of groundwater recharge changes in South Korea during the 2002-2016 period. The interpolated monthly groundwater recharge changes are compared with the GRACE-derived groundwater storage changes. There is a weak decrease in the groundwater recharge changes over time in both the GRACE observations and groundwater measurements, with the rate of groundwater recharge change exhibiting mean and median values of -0.01 and -0.02 cm/month, respectively.

Objectives: The purpose of this research is to provide foundational data for reeducation concerning prehospital emergency care in order to improve the performance of emergency medical technicians (EMTs) working at 119 fire safety centers. Methods: Data were collected using a mail-in questionnaire developed by researchers from 288 subjects, who were EMTs working at 119 fire safety centers and local units in the Gwangju Metropolitan City and South Jeolla Province, from March 1, 2009 to April 31, 2009. Results: The mean score for EMTs' knowledge on drug intoxication was7.04 out of a total of 10 points. The mean score for EMT's attitude of emergency treatment performance on drug intoxication was 2.96 out of a total of 4 points. The level of EMT's knowledge is relatively high regarding prehospital care for drug intoxication. The EMT's attitude of performances demonstrated an understanding of the patients' conditions. However EMTs did not actively explain the prognosis and medical conditions for their patients. Conclusions: This research will contribute to making plans for reeducating emergency crew working at 119 fire centers so that can they have a more active attitude towards prehospital emergency medical care.

Confined spaces are inherently dangerous workplace and many fatal and nonfatal accidents have been reported. Even though these accidents occur in various kinds of confined spaces, there has rarely been reported on the health hazard agent, i.e., the types of gases and their concentration ranges. Therefore in this study, we evaluated several toxic and asphyxiating gas concentrations in various confined spaces. We surveyed 57 manholes, 3 sewage treatment plants, 2 yellow radish manufacturing companies and 7 barges to measure the concentrations of oxygen($O_2$), hydrogen sulfide($H_2S$), carbon monoxide(CO), ammonia($NH_3$). Lower Explosion Limits(LEL) and Volatile Organic Compounds (VOCs). Those four types of confined spaces occupies 56% of accidents during last 9 years in Korea. In 57 manholes, the concentration varied according to the types of manholes; rainfall and sewage, and by location; residential and industrial areas. Sewage manhole in industrial area was evaluated as the most hazardous than other types of manhole like rainfall manholes, residential sewage manholes. The highest $H_2S$ concentration and the lowest $O_2$ concentration at sewage manhole in industrial area were 300 ppm, 8.7% respectively. In 3 sewage treatment plants, $H_2S$ and $NH_3$ concentrations were reached up to the 500 ppm and 200 ppm respectively. Two yellow radish manufacturing companies showed the concentrations of 316 ppm, 505.2 ppm, 90 ppm and 15.7% for $H_2S$, CO, VOCs and $O_2$, respectively. Seven barges showed 15.9%~20.9% oxygen concentration. Gas species and concentration ranges varied by the types and location of confined spaces; CO, $H_2S$, $O_2$ could be hazardous in manhole, especially manhole connected to sewage plants. CO, $H_2S$, LEL, $O_2$, $NH_3$ should be controlled in sludge silo and sluge pumping confined spaces in sewage treatment plant. The activity of lifting out radish from the storage tank was evaluated more hazardous rather than the other activities in yellow radish manufacturing industry. The employers must conduct the survey to identify all possible confined spaces in their local workplace prior to performing the tasks. At the national level to reduce the accidents in the confined spaces, we suggest that systemic approach and active education program including possible hazards, standard operation procedures, ventilation plan, and personal protective equipment in confined spaces should be implemented.
According to viewpoints of researchers and stakeholders, various opinions can be suggested on self-governing police system. Therefore, success of Korean self-governing police system will be defending on how to balance among conflicting values such as Empowerment, Political neutrality, Financial issues, Comprehensive competence in maintaining public safety. Before the launching of self-governing police system nation-wide, the experience of Jeju provincial police will be valuable model case. In specific, enlargement of work scope of self-governing police in Jeju province which has been introduced since last year will be a useful reference. There is more pessimism about self-governing police of Jeju province so far. However, this perspective is mostly based on the issue regarding hardwares such as manpower, equipment, law and organization. Issues regarding softwares such as organizational culture, operation system and work process need more attention to evaluate self-governing police system properly. To mark the first year after enlargement of work scope of Jeju police, this study demonstrate the overall result and implications of self-governing police of Jeju province based on documents, statistics, reports and media reports. In result, several preconditions are needed to implement the self-governing police system nation-wide successfully. 1. Strengthen the link between local government and local police 2. Establish the foundation for collaboration of state and local police 3. Enhance the aspect of citizen autonomy in local level 4. Reinforcing the capability of handling situation of state and local police 5. Invigorating the inter-organizational working group to operate self-governing police system effectively. The self-governing police system is unclosed topic to discuss. After this study, in-depth studies should be followed with more resources. Particularly, additional perspective including redundancy and equity need to be considered regarding self-governing police. By getting with the changes of macroscopic trends - lowbirth and aging, the fourth industrial revolution and possible reunification of north and south Koreas - these studies should suggest the long-term blueprint of self-governing police system of Korea.
The idea of this study was derived from awareness of local governments and police's limitation on attempts to 'creating safe park'. The purpose of this study is to examine current political measures of preventing various types of possible crimes in the park and the limitation of those policies. Furthermore, this study aims to suggest possible explanations to utilize Private Security Sector for the effective and continuous way of managing park safety by considering legal and practical solutions and its expectations. The methods of analysis used in this study are, first, literature review of current park safety management policies. Second, this article examined implications of strategies of those policies throughout the case study of the USA's park safety policy. Third, this study suggested plans of action and role of Private Security Sector to improve park safety. The results present several arguments for the park safety. First, legislation of mandatory crime preventing programme in the early stages of designing park is required. Introducing the 'park special judicial police system' to the major parks for a immediate response to the crime can be one of suggestions. Moreover, proactive police response systems, such as one of the Seoul Metropolitan Police's policies- 'returning safe parks to a citizen' are required. Second, the case study of the USA regarding park safety confirmed that major parks in the USA have rigorous and detailed park regulations. It also showed that those parks take not only preventing measures, but also follow-up measures against crimes. Third, the results suggest creating human resources by contracting out Park Managers and Private Security Sector that have specialized experiences and techniques to prevent crimes and public disorders. Overall in this study, increased citizen's satisfaction level, control of continuous and systematic crimes, the spread of joint-production of public safety, and increased fields of the Private Security Sector are expected from the findings.
