Effects of Local Governments Social Security Network on Safety life satisfaction - Mediating effect of regional disorder - (CPTED와 지자체 안전교육이 지역 무질서 및 안전생활 만족도에 미치는 영향: 지역 무질서의 매개효과)

  • This study is designed to examine the relationship between the social safety net and the 'satisfaction level of safety life' conducted by local governments and to examine the effects of anarchy on the indicators. To do this, 300 people were sampled using the random sample method in the metropolitan area using the population of residents in the metropolitan area in 2017, and a total of 276 copies were extracted except 24 copies in the final analysis. Regression analysis and path analysis were conducted through structural equation modeling. Bootstrapping was performed to investigate the significance of the mediator effect. In summary, 'CPTED' has a positive effect on 'disorder' and 'safety life satisfaction', but 'municipal safety education' has a positive effect on 'safety life satisfaction' Respectively. 'Local disorder' has a negative effect on 'safety life satisfaction'. As a result of path analysis, the same effect was found. In order to examine mediating effect, bootstrapping showed that regional disorder was mediated only in 'CPTED' and 'safety life'. This result suggests that there is a need for change in the safety education of the community and it supports the precedent study that it is an effective means of safety net for the safety life of the CPTED community in the community. It is one of the nation's most important policies to prepare measures for the safety of the people. The local governments should also ensure the safety of local residents. In this study, the relationship between the local safety net and the disorder and safety life satisfaction was investigated.

  • Since out of a lot of traffic problems traffic accidents cause damage to life and properties of people, it stands out as one of traffic problems which needs improvement, and the loss due to traffic accident negatively affects not only the parties to the accident but also the national economy. Thus, continual concern of the government toward traffic safety is getting bigger and lately each local government is preparing a basic plan for traffic safety and vitalizing traffic safety policies. As expanding the responsibility and role of local governments for traffic safety, traffic safety measures which are based on the characteristics of each local government should be studied. Most of analytical methods in the existing traffic accidents prediction models with macroscopic vision focus on socioeconomic variables such as local population and the number of registered vehicles, and present a great deal of prediction error when they are applied in practice. In this context, this study proposed a traffic accident prediction model in respect of macroscopic level for autonomous districts (administrative districts) of Seoul City. The model development was not based on the entire city but on the type of local land usage (development density) whose relationship with traffic accident frequency was analyzed.

  • At present, the main method of high-speed train chassis detection is using computer vision technology to extract keypoints from two related chassis images firstly, then matching these keypoints to find the pixel-level correspondence between these two images, finally, detection and other steps are performed. The quality and accuracy of image matching are very important for subsequent defect detection. Current traditional matching methods are difficult to meet the actual requirements for the generalization of complex scenes such as weather, illumination, and seasonal changes. Therefore, it is of great significance to study the high-speed train image matching method based on deep learning. This paper establishes a high-speed train chassis image matching dataset, including random perspective changes and optical distortion, to simulate the changes in the actual working environment of the high-speed rail system as much as possible. This work designs a convolutional neural network to intensively extract keypoints, so as to alleviate the problems of current methods. With multi-level features, on the one hand, the network restores low-level details, thereby improving the localization accuracy of keypoints, on the other hand, the network can generate robust keypoint descriptors. Detailed experiments show the huge improvement of the proposed network over traditional methods.

  • This study analyzed and investigated problems of local safety experience halls' spatial structure and media status. Improvements would be suggested after comprehending the need to execute safety education based on citizen's satisfaction and requests. Contents of safety experience space concept, display characteristics and types applied to local institution were analyzed. Safety experience centers with systemized protocols that opened after 2003 and were bigger than $5,000m^2$ were selected. We had three candidates and they were Seoul Gwangnaru Safety Experience Center, Boramea Safety Experience Center and Daegu Safety Theme Park. Going through checklists and interviewing official institutions that were in charge of safety hall educations helped comprehension of sample space status and detailed experimental presentation media. A survey was created based on this study and was distributed to users and non-users of safety experience halls. The survey consisted of general questions covering situations, awareness, level of interests, frequency and satisfaction level. The results were extracted with SPSS 18.0 through frequency analysis and cross tabulations. This research improvements through synthesized contemplation. For the resuits First, various experimental programs need to be supplemented in order to prevent accidents. Second, vivid experimental spaces need to be planned for active participation and users should be fully aware of safety hazard through education. Third, there weren't enough institutions compared to the education needs. Promoting and building more safety experience halls are dire. Finally, these suggestions of the results will be distributed in the planning of the exhibit hall.

  • Based on major safety-related statistics of cities, provinces, counties, and districts across the country, social disasters manage regional safety index ratings in six areas(traffic accidents, fires, crime, life safety, suicide, and infectious diseases), and natural disasters operate a management system. The current application of the regional safety assessment of natural disasters is very insufficient to evaluate the local risk of natural disasters up to the Eup, Myeon, and Dong level, and it is marked too engineering and difficult for the general public to use. The purpose of this study is to present Korea's natural disaster local risk assessment as an improvement model that extends to the sub-unit of Eup, Myeon, and Dong, using the local risk assessment model mixed with natural and social disasters.

Comparison of perception and related factors of community safety between citizen and officer: Focused on S-si in Kyunggi-do (시민과 공무원의 지역사회 안전인식 및 관련 요인 비교: 경기도 S시를 중심으로)

  • Background & objectives: Understanding the awareness of policy targets and implementers about safety in the local community is the crucial to establish a systematic community safety policy. The purpose of this study was to identify the perception of local citizens and civil servants regarding community safety and its related factors. Methods: For achieving this research goal, this study conducted survey targeting 538 citizens and 404 civil servants in S-si, Kyunggi-do. Self-administred and web-based survey were used to collect data from April 1st to 16th 2021. Results: Civil servants scored higher in community safety perception than citizens, and S city's safety interest, information, and participation scores were also higher than those of citizens. Based on the results of multiple regression, thought about in interest of safety in S-si, providing and sharing about safety information to citizens, and participation of community safety policy were significantly associated with perception of community safety. Conclusions: Setting safety as the top priority in S city policy and paying attention to safety by the mayor, public officials, and city council members is an important way to raise citizens' awareness of local safety. Also, efforts at the city level are needed to foster safety knowledge through systematic education on safety.

Production and evaluation of children's dietary life safety index data on metropolitan cities and provinces in Korea

  • This pilot study was performed to produce data of the Children's Dietary Life Safety (CDLS) Index which is required by the Special Act on Safety Management of Children's Dietary Life and to evaluate the CDLS Index for 7 metropolitan cities and 9 provinces in Korea. To calculate the CDLS Index score, data regarding the evaluation indicators in the children's food safety domain and children's nutrition safety domain were collected from the local governments in 2009. For data regarding the indicators in the children's perception & practice domain, a survey was conducted on 2,400 5th grade children selected by stratified sampling in 16 local areas. Relative scores of indicators in each domain were calculated using the data provided by local governments and the survey, the weights are applied on relative scores, and then the CDLS Index scores of local governments were produced by adding scores of the 3 domains. The national average scores of the food safety domain, the nutrition safety domain and the perception and practice domain were 23.74 (14.67-26.50 on a 40-point scale), 16.65 (12.25-19.60 on a 40-point scale), and 14.88 (14.16-15.30 on a 20-point scale), respectively. The national average score of the CDLS Index which was produced by adding the scores of the three domains was 55.27 ranging 46.44-58.94 among local governments. The CDLS Index scores produced in this study may provide the motivation for comparing relative accomplishment and for actively achieving the goals through establishment of the target value by local governments. Also, it can be used as useful data for the establishment and improvement of children's dietary life safety policy at the national level.

  • This study aimed to evaluate how universal design principles are embodied in the Public Service Center. It will be used for planning the basic materials of the interior environmental design for Public Service Center facilities and for developing ways to improve interior environments in order for them to be conveniently used. In studying a method, we conducted an Universal Design check list to evaluate interior environment, targeting five Public Service Center facilities located in Gwangju Metropolitan city. This study investigated the Universal Design suitability of center interior Public Service Center on the basis of the tools for Universal Design check list which was composed of supportive design, adaptable design, communicability, safety-oriented design, and accessible design. Through theoretically considering the services of Gwangju's old city hall public service center, which got divided into common space, public service space, waiting space and informative material space. Evaluation on universal design application level showed that those with best universal design application are supportiveness and safety in public service space, communication efficacy and safety in waiting space and safety and accessibility in informative material space and acceptability in waiting space had the lowest application level.

Evaluation on the Efficiencies of Local Exhaust Systems and Airborne Concentrations of Total Chromium, Hexa-valent Chromium and Nickel in Some Electroplating Plants (일부 영세 도금사업장의 국소배기성능과 공기중 총크롬, 6가 크롬 및 니켈농도와의 관계분석)

  • To evaluate efficiencies of the local exhaust systems installed in chromiun and nickel eletroplating tanks, specifications of each tank and general performances of the local exhaust systems were measured in 16 electroplating plants from July 3 to November 24, 1992. Airborne concentrations of total chromium, hexa-chromium and nickel were also measured, Most of the local exhaust systems installed in electroplating plants were inadequately designed. Average capture velocities of local exhaust systems in chromium and nickel tanks were 0.45 m/sec and 0.29 m/sec. Average slot velocities in chromium and nickel tanks were 7.30 m/sec and 2.87 m/sec repectively. Both average capture and solt velocities were in noncompliance with the standards recommened by American Conference of Governmental Industrial Hygienists (ACGIH) and National Institute for Occupational Safety and Health (NIOSH), Exhausted air volume was insufficient in all local exhaust systems surveyed. Worker exposure levels to total chromium, hexa-chromium and nickel were $43.0{\mu}g/m^3$, $1.7{\mu}g/m^3$ and $9.3{\mu}g/m^3$, which were below the Korean Standard and U.S. Occupational Health and Safety Administration (OHSA) Permissible Exposure Limit(REL). However, Worker exposure level to hexa-chromium exceeded the NIOSH Recommended Exposure Limit(REL) of $1{\mu}g/m^3$. As the result of Scheffee's multiple comparions, worker exposure levels to all metals were significantly different between two groups by the management state of existing local exhaust systems (p<0.05). However, Difference between a group with local exhaust systems which were poorly managed and another group without local exhaust system was satatistically non-significant.

The Factors Influencing the Life Satisfaction and Depression between Urban and Rural Elderly (주거환경이 도시와 농촌 노인의 생활만족도 및 우울에 미치는 영향에 관한 연구)

  • This study is designed to find out the difference of life satisfaction and depression between urban and rural elderly. The research method is a questionnaire that surveys those aged 60 and older. The collected data were analyzed by categorizing them into two groups, 503 residing in the elderly who live in Daejeon city and 676 in those who live in Chungnam area. The result of analysis indicated that; First, life satisfaction of the urban elderly was higher than that of the rural elderly(t=3.67, p<.001). But depression between the two groups, the elderly who live in urban area and those who live in rural area, did not show a statistically significant difference. Second, the factors influencing the life satisfaction of urban elderly were convenience of housing, economic level, health status, local safety, life attitude, and period of residence. Third, the depression of urban elderly significantly related to health status, life attitude, economic level, age, and convenience of housing. Fourth, the factors influencing the life satisfaction of rural elderly were health status, economic level, convenience of housing, local safety, life attitude, type of residence, and period of residence. Fifth, the depression of rural elderly significantly related to health status, life attitude, and economic level.
