Until now, Korea carried out disaster management under the perception that the central government or the local government bodies are totally responsible. However as the size of disasters become larger, the capacity of the public disaster management did not live up to the expectations. To analyze this issue, this research conducted interviews on disaster response readiness by "individual resident-residents cooperation-public/private collaboration" according to each preparedness-response-recovery stage, as resident representatives (Head of Ri, Head of Tong) as subjects. Based on the interviews, surveys were conducted to deduct the necessary factors needed for the general residents to exhibit disaster prevention capabilities. The surveys consist of 6 factors-risk perception, evacuation inductively, individual evacuation response, disaster prevention system, lookout & precaution, information communication.

This study suggested practical considerations in case of planning Small-Sized Household Units of the Vertical Extension of Aged Apartment along with selecting particular Age-Apartment Complex to plan Small-Sized Household Units. Four parts of consideration; (1) Architectural planning aspects, (2) Resident aspects, (3) Structural aspects, and (4) Facility aspects were thoroughly examined to apply in the remodeling construction period. Proposals for Small-Sized Household Units, in this study, covered two different combinations. One was the combination of six equal units, the other was the combination of eleven different types of household units which reflected resident aspects in plan organizations. Plan organization proposal could be chosen and applied to Vertical Extended units by Local Government, Remodeling Association, or Constructor based on their potential residents' aspect, such as family size, life style, age, amount to income and etc. to fulfill their satisfaction. Furthermore, this study had great significance of the adequately reflecting demand on Small-Sized Household Units in Vertical Extension of Aged Apartment.
Waste to Energy Plant were recognized as hateful facilities, and there were many conflicts in the location due to social problems such as the NIMBY phenomenon due to problems such as damage to property in the surrounding area, odor, and image loss. Problems such as air pollution and odor are solved by the development of advanced prevention facilities such as electric dust collectors, wet cleaning systems, semi-dry reaction towers, bag filters, and catalyst towers (SCR: Selective Catalytic Reduction), and air recycling facilities in waste storage tanks. However, it is being avoided because of the perception that it is an incinerator. To resolve these conflicts, the government installs and operates resident convenience facilities to compensate residents near resource recovery facilities, provides green space and improves the environment, and supports heating expenses in accordance with the 「Waste Treatment Facility Support Act」. The purpose of this study is to derive implications through the analysis of domestic and overseas case studies for resident convenience facilities and environment improvement for the promotion of local communities in resource recovery facilities and use them as basic data for community promotion and environmental improvement when installing resource recovery facilities in the future.
This study conducted empirical research from the behavioral perspective with a survey to residents in order to grope for directions to develop a local council. The results gained from the research can be summed up as below: First, according to the result of evaluation on the essential roles (resident representative, checks, and legislation functions) of the council, the residents could not see any improvement in general. Regarding parliamentary activities and administrative changes, they also hardly felt any great changes. Second, according to the result of detailed evaluation on the council activities, the residents regard the collection of residents' opinions or the division exclusively in charge of collecting opinions to be very important. Third, in the developmental evaluation on the local council, they consider it is very crucial to induce outside specialists to secure expertise and establish the system to activate residents' participation. Above results imply that for the development of local councils, it is essential for the councils to play their roles responsibly as well as positively through communication and negotiation with the residents. It is thought that the research results will contribute to explaining the directions to develop local councils both practically and theoretically.
The study aims to determine whether SNS Usage has significantly influence on local administration PR. With the advance in information and communication technologies, many administrative organizations began to work in public relation to their residents via SNS. Nowadays SNS is transforming practical standpoints from forming public opinion through communication message to forming relationship with their residents. Therefore the needs to identify the relationship of the administrative organizations and their residents are demanded with the needs to investigate impact levels of SNS use on the relationships. While there are many researches to simply identify the features of SNS and to introduce local administration, the research investigating the sequential impacts of SNS use on local adminstration PR does not exist. The study targeted a borough office and its residents and compare those two groups. Findings illustrate that the SNS usage of administrative organizations suffer from the shortage of resident's feedback. Finally the study recommends the various issue developments to strike chord with their residents to utilize SNS use in local governmental organizations.

The main aim of this paper is to analyze the influence of the particular social geographical characteristics and the historical background of an area on the thinking and attitudes of its Japanese locals towards immigrant residents. The results of my research suggest the following three points. Firstly, Japanese locals who were strongly attached to their communities were likely to avoid foreign residents. In the areas where new residents were dominant in the community local people were relatively open and accepting to foreign residents. Secondly, age and occupation were influential factors that made some impact on the attitudes of Japanese locals towards foreign residents. When local and foreign residents carried out the same type of occupations Japanese locals were antagonistic with immigrant residents. Finally, the feelings and attitudes of Japanese locals towards migrant residents deeply affected the policies of local governments with regard to treatment of foreign residents, while the policies of local governments for foreign residents might influence the thinking of Japanese local residents about the foreign residents.

As a local autonomy has grown in Korea, tourism industry has been during the last decade promoted aggressively in the local government. As a result tourism has been on of the fatest growing industries in the resent years. In particular, the utilization of cultural tourism resources such as regional festivals have become very popular everywhere. It is important to develop and use cultural aseets as tourism resources. The festival has turned into regional ones catering to local residents and festivals are being promoted as international tourist sites to attract foreign tourists as wellas introduce the nation's rich cultural heritage abroad. Accordingly, the Ministry of Culture and Sports has provided support in cultivation regional culturals as international tourist attractions. It taken has into account a trend in the worldwide travel industry for people to participate and experience the culture unique to their traveling destination rather than particilate in for Conventional sightseeing tours. This study result indicated that more people know the name of events the more people join the events. The reason of not joining events are a shortage of time and information, and unsatisfactory programs etc. They get some information from TV or radio. There are some different opinions among the groups which related to events. The four factors extracted from the factor analysis. But the groups don't have different needs and objectves. in the future study, it is important to investigate the tourists' needs and wants for events and to reflect.

Although the philosophy of sustainable community development does not give the cure-all solutions for the major problems faced in the communities, it is theoretically and practically recognized as a newly emerging paradigm toward community development theoretically and practically. However, more specific tasks and issues of sustainable community development remain unchallenged and descriptive statements. The main objective of this study was to find out the extensive community development practices through the review of current works in the area of sustainable community development indicator, local agenda 21 and the relative issues. The recommendations of this study were the following; 1) The sustainable community development indicators available in the community level should be selected. Also, how to integrate the objective condition and subjective perception in community development practices, and how to weigh the indicator item should be solved in order to compare and measure the implementation of community development works. 2) In relation to local agenda 21, how to secure the implementation mechanism is more important than the developing the local agenda 21. 3) The policies aimed to raise the resident's awareness, formation of community field, create community social capitals, and define strategies to the selective community development programs should be considered to make the philosophy of sustainable community development active in the field level.

Using primary data collected through semi-structured interviews conducted during February 2019, this article examines citizen's awareness and knowledge of Khon Kaen Smart City (KKSC) among the residents of five contiguous municipalities within Khon Kaen Province, Thailand. A self-weighted sample of 420 respondents was selected through a two-stage, 30-cluster sampling process. In the first stage, a sample of 30 artificial clusters of 100 households each was selected. In the second, 14 households were randomly selected from each of these clusters. The head of household or, if unavailable, a resident aged 18 or over was interviewed. The study applies the "citizens as democratic participants" dimension of Simonofski et al.'s (2019) evaluative framework. Results found that, because of ineffective citizen engagement, the levels of awareness and knowledge about KKSC were low. However, multiple logistic regression found that, despite the low levels of awareness and knowledge, education and income could establish an independent effect on awareness of KKSC. Those who completed post-secondary school were more aware of KKSC than those who finished only secondary or primary education. Similarly, the analysis of data clearly indicated that educational attainment, solely and independently from all other socio-economic and demographic variables, could explain the positive effect of education on knowledge about KKSC.
This paper describes design and development of a system that supports continuous creation of hazard maps by local residents in their daily life. We made an interview survey to design our system in a model traditional town in Saga, Japan. The results show that in spite of continuous efforts, many practical problems remain and residents feel unsafe. Based on these results, we designed and developed a unique ICT-based support system which contributes to community-based disaster prevention/reduction. The continuous resident participation and posting design are core concept for our sustainable community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information about the spot (disaster types, a risk level, a photograph, comments, positional information) that can be dangerous in case of disaster. We have evaluated the usefulness and possibilities of our prototype system implemented as an iOS application.
