A Review of the Operation Community Health Practitioner System as a Reorientation of Primary Health Care (보건 진료원 제도 운영 평가에 관한 연구 -우리나라 1차 보건의료 제도 방향 재설정을 위하여 -)

  • In the changing social and economic conditions, reorientation of the health care system is a process of rearranging health care resources keeping in mind the appropriativeness, relevancy, and efficacy of health care programs. Also it has been recognized recently that the CHP program is in need of review for the same reasons, that is to say, the ease in which health care facilities are available, the high rate of coverage with insurance and the development of an effective transportation system. Therefore there is a social inclination to think that there are no remote areas and to question the roles of public health facilities, health centers, health sub centers and CHP posts. This paper was done to review problems and to propose new directions for the CHP system. The findings of this study are as follows ; 1) It is necessary that primary health care should be simplified into three parts, medical treatment, preventive care services and the organization of administration and logistics. Also each department should be supplemented with the appropriate professional personnel in order to develop a task oriented system. The reorientation of the CHP system should be managed in keeping with that of other public health care systems. Therefore it is necessary to look at the CHP system problems as one aspect of the reorientation process of public health care systems, and to work to find new ways to address these problems. 2) The location of the CHP post should be decided by the needs of the community in both the medical and preventive areas. If the people have a minimum need, the location of the CHP post should be altered and the existing roles of the CHP should be modified to allow for flexibility according to the community needs. 3) Use of the problem solving method in regular team meetings will prove to be as efficient as continuing education programs in improving job competancy. 4) The supervision of CHP's activities should be made by the same type professional personnel, that is, senior CHPs or charge nurses in the public health center at the county level. 5) The operational expensies of CHP post should be supported by the administrative department of the public health center and should create working conditions that will allow the CHP to concentrate on community health service programs. 6) The organizations for community participation, working committees, community health workers and a number of the local assembly, should be activated to provide for participation in finding solutions to health related problems in the com-munity.

  • The Korean government has been pursuing many supporting programs to enhance the competition of water transportation companies in recent years. To implement the policies effectively, which needs its monitering and evaluates about their business performance. The purpose of this study was to evaluate the business performance of water transportation company groups and determine the outranking between the groups using the Integrated Fuzzy AHP-PROMETHEE.. To achieve this purpose, first, the companies were classified into seven alternative company groups and the criteria for their evaluation was extracted Second, the weights of the criteria, by maritime and port expert survey, were calculated using the Fuzzy AHP. This paper, finally, determined the total priority orders of their company groups as the link Fuzzy PROMETHEE II with weights of the criteria and the local priority orders between them using the Fuzzy PROMETHEE I. In the proposal for this model, thus was collected four criteria such as growth ability, beneficial ability, technical ability, and productive ability. Through the result of this evaluation, the other marine transportation services group was determined as the highest outranking but the inland passenger & cargo transportation services group was lowest. Thus, the developing plan of the productive ability for the other marine transportation services group should be reviewed to continue its good performance, and all off the criteria for the inland passenger & cargo transportation services group to raise the performance should be reviewed.

A study on Establishing Strategic Tasks for Social Economic Organizations through SWOT Analysis: Focusing on Chungnam Region (SWOT분석을 통한 사회적 경제조직의 전략과제 정립에 관한 연구: 충남지역을 중심으로)

  • This study analyzed SWOT based on existing literature data to establish strategic tasks and strategic directions for revitalization of social economic organizations (Chungnam region). First, as a result of SWOT analysis of social economic organizations, a total of 16 factors were derived from the factors for strength (S), weakness (W), opportunity (O), and threat (T), with 4 factors each. Second, for strategic factors for social economic organizations, 16 strategic tasks were derived from SO strategy, ST strategy, WO strategy, and WT strategy through SWOT Matrix Mapping for factors established through SWOT analysis. Strategic direction 1 was established as a strategic direction to improve self-sufficiency by establishing a sustainable management body as a "advancing the support policy base of social economic organizations". Strategic Direction 2 is "Creating a Growth Foundation for Social Economic Organizations", which means a strategic direction for social economic organizations to grow and develop on their own. Strategic direction 3 is "discovering and fostering social economic organizations," which means a strategic direction for sustainable growth by discovering and fostering organizations that meet local characteristics so that social economic organizations can solve various problems in the region. Strategic direction 4 was 'promotion and promotion of social economic organizations', which means strategic directions for promotion of social economic organizations and promotion of education for employees.

The Spatial Distribution Characteristics and Determinants of Strong Small Farm: Focusing on Apples (강소농의 공간적 분포특성과 결정요인 분석 -사과를 중심으로-)

  • The present study is to investigate the characteristics and determinants of spatial distribution of strong small farm by defining the term, strong small farm (SSF) extracting the SSF households data dealing with apples, from 2010 Census of Agriculture, Forestry and Fisheries, Korea. Spatial distribution and concentration of SSF are analyzed based on spatial clustering techniques. We construct discrete dependent variables on strong and non-strong small farms and then analyze the determinants of the SSFs using probit model, with independent variables including population and economic characteristics and management characteristics. As of 2010, the apple SSFs, 1,529 households in total, are geographically concentrated in Gyeonsangbuk-do according to the analysis results. The determinants of SSF are similar to those of farms' earnings. When located in the apple producing area, and participating in producers organization while selling products directly, the farm is highly likely an SSF. The findings and results of the present study are expected to provide fundamental information helpful for preparing and implementing policies for SSFs in that the present study investigates the characteristics of SSF, which is a prerequisite step for SSF-related policies.

An integrated framework of security tool selection using fuzzy regression and physical programming (퍼지회귀분석과 physical programming을 활용한 정보보호 도구 선정 통합 프레임워크)

  • Faced with an increase of malicious threats from the Internet as well as local area networks, many companies are considering deploying a security system. To help a decision maker select a suitable security tool, this paper proposed a three-step integrated framework using linear fuzzy regression (LFR) and physical programming (PP). First, based on the experts' estimations on security criteria, analytic hierarchy process (AHP) and quality function deployment (QFD) are employed to specify an intermediate score for each criterion and the relationship among these criteria. Next, evaluation value of each criterion is computed by using LFR. Finally, a goal programming (GP) method is customized to obtain the most appropriate security tool for an organization, considering a tradeoff among the multi-objectives associated with quality, credibility and costs, utilizing the relative weights calculated by the physical programming weights (PPW) algorithm. A numerical example provided illustrates the advantages and contributions of this approach. Proposed approach is anticipated to help a decision maker select a suitable security tool by taking advantage of experts' experience, with noises eliminated, as well as the accuracy of mathematical optimization methods.

An Experience of Living Lab as Energy Transition Experiment: The Case of Urban Living Lab for Mini-PV System in Seong-Dae-Gol, Seoul, KOREA (에너지전환 실험의 장으로서 한국 리빙랩의 경험: 성대골의 도시지역 미니태양광 사례를 중심으로)

  • Recently, interest in energy tranisition is rising. Energy transition requires active participation and cooperation of diverse stakeholders, including users / citizens, in that it requires not only changes in technological factors but also changes and coordination of various social factors. Living labs are attracting attention as one of the ways to do this. This article is a detailed analysis of the activities of the mini-PV living lab in the urban area from 2016 to 2017 at the Seoul, Sung Dae Goal. Through the Living Lab, mini PV DIY products, backup centers, local financial services, and the development of a variety of education and training strategies have been achieved. These activities and achievements were analyzed through questions raised on strategic, tactical, and operational levels, as well as through multi-level perspective and interaction between initiative, regime, and niche. In conclusion, this living lab activity confirmed the possibility of a 'transition lap' to solve social problems such as sustainability of energy production and utilization. In particular, it gained remarkable results in terms of the operational leves of transition management governance, that is, transition experiment, and it was also remarkable in that it was the initiative of citizens. However, it did not proceed without difficulty. In particular, structural problems such as the conflict between the flexibility inherent in living lab and the bureaucratic rigidity of the financial support organization have appeared. There was also a limitation that there was no 'transition field' on the strategic level necessary to replicate and expand strategic niches while spreading the knowledge gained from the transition experiment, forming the vision of transition.

The Effects of Rehabilitation Therapists' Characteristics and Job Involvement on job Stress; in some Local Hospitals (일부지역 병원에서 근무하는 재활전문 치료사의 특성과 직무몰입이 직무스트레스에 미치는 영향)

  • Objective : The objective of this study was to evaluate the effects of rehabilitation therapists' general characteristics and job involvement on stress. The subjects of this study were occupational therapists and physical therapists working for long-term hospitals and general hospitals located in K and B cities, South Korea. Methods : The study investigated general characteristics, job stress, and job involvement by using questionnaires. Analysis conducted on total 144 questionnaires excluding 19 questionnaires, which did not satisfy the subject selection criteria. Results : The results show that job involvement had significantly positive correlations with job requirement, job autonomy, relationship conflicts, organization system, inappropriate compensation, job instability, and workplace culture. Secondly, marital status, wage level, and job engagement explained 46.6% of variations in job stress. Conclusion : The study was meaningful in examining the variables influencing the job stress of rehabilitation therapists. We expect that it can be used for improving the job environment of rehabilitation therapists.

A Study on Arbitration Qualification of Intellectual Property Right Dispute - Focus on Korea and China - (지적재산권분쟁의 중재적격에 관한 연구 -한국과 중국을 중심으로-)

  • In the intellectual based society of the 21th century, intellectual property of nation and enterprise management has been the key element of nation's competitiveness and development. Therefore in countries like Korea, China, and many other countries, intellectual property of advancement strategy are being constructed and intellectual properties are protected at national level. Top priority task of protecting the intellectual property is to efficiently resolute intellectual property right disputes. Considering the nature of intellectual property right and arbitrage system, arbitration to solve intellectual property disputes is realistically the best method. However, not all cases of them are qualified. In order to relieve the intellectual property disputes through arbitration, qualification must be obtained. During the process, generally and globally, intellectual property right dispute is evaluated by three parts, intellectual property right contract dispute, intellectual property right violation dispute, and intellectual property right validity dispute. Based on UN's "Convention on the Recognition and Enforcement of Foreign Arbitral Awards Agreement" in 1958, June 10th, in New York, both arbitrage organization and judgment can be approved in both Korea and China countries. However, as of today, there is a big gap of arbitration qualification between two countries, which can be troublesome if intellectual property right disputes arise. For instance, in Korea, intellectual property right contract disputes and intellectual property right violation disputes are both generally accepted as arbitration qualification. However for intellectual property right validity dispute, arbitration qualification is only accepted for non-registered intellectual property as in copyright entity. It does not apply to other registered intellectual property right as in patents. In China, arbitration qualification is accepted for intellectual property right contract dispute, and also accepted for intellectual property right violation dispute to copyrights but restricted to others. As for intellectual property right validity dispute, arbitration qualification is completely denied. Therefore, when there is an intellectual property right dispute between Korea and China, the biggest problem is whether China will accept arbitrage judgments made in Korea. Theoretically, arbitrage judgement made in Korea should be also accepted in China's court. However, considering the criticism of China's passive nature of arbitration qualification for its own local intellectual property right disputes, it's very unlikely they'll actively accept arbitrary judgment made in foreign countries. Korea and China must have a more open minded approach for intellectual property disputes and arbitration qualification. Base on WTO's Intellectual Property Right Agreement, it's being defined as private right. Therefore, sovereign principle should be the basic principle of solving intellectual property right disputes. Currently, arbitration qualification is expanding internationally. So both Korea and China must also follow the trend expand the arbitration qualification with a more open minded and forward looking approach, for the good of intellectual property disputes.

A Study on the Research Trend of Counter-Terrorism: Focusing on Counter-Terrorism studies of the National Police Headquarters (대(對)테러리즘 분야 연구경향분석:치안본부 대테러연구를 중심으로)

  • International society got a severe shock from terrorism of hostage, abduction and murder that was committed on a target of Israel athlete delegation in Munich Olympics, West Germany by Black September, a Palestine terrorism organization. Korea with 1986 Asian Games and 1988 Olympics ahead was directly and indirectly exposed to threats of North Korea's nation-support terrorism, a military provocation and a local war limited warfare. This study explores the roles of the police at the time of the National Police Headquarters with regard to counter-terrorism, and analyzed academic research trends of Studies of Counter-terrorism published by the same office between 1983 and 1990. Looking into them shows a fact firstly, that the most frequently appearing key words in common were "terrorism," "hostages," "measures," and "international," etc. Secondly, before and after 1988 Olympics, the key word "Olympics" was frequently addressed. Thirdly, looking at the difference by the year, the key word, "policies of defense and borderlands" was frequently addressed between 1983 and 1984, "terrorism against South Korea," and "civil aircraft" frequently addressed in 1985, and "corporate" in 1986. In 1987, the key word "terrorism trends" was addressed, and in 1990, "international terrorism," and "separatism" were used.

Analysis of Geographic and Pairwise Distances among Chinese Cashmere Goat Populations

  • This study investigated the geographic and pairwise distances of nine Chinese local Cashmere goat populations through the analysis of 20 microsatellite DNA markers. Fluorescence PCR was used to identify the markers, which were selected based on their significance as identified by the Food and Agriculture Organization of the United Nations (FAO) and the International Society for Animal Genetics (ISAG). In total, 206 alleles were detected; the average allele number was 10.30; the polymorphism information content of loci ranged from 0.5213 to 0.7582; the number of effective alleles ranged from 4.0484 to 4.6178; the observed heterozygosity was from 0.5023 to 0.5602 for the practical sample; the expected heterozygosity ranged from 0.5783 to 0.6464; and Allelic richness ranged from 4.7551 to 8.0693. These results indicated that Chinese Cashmere goat populations exhibited rich genetic diversity. Further, the Wright's F-statistics of subpopulation within total (FST) was 0.1184; the genetic differentiation coefficient (GST) was 0.0940; and the average gene flow (Nm) was 2.0415. All pairwise FST values among the populations were highly significant (p<0.01 or p<0.001), suggesting that the populations studied should all be considered to be separate breeds. Finally, the clustering analysis divided the Chinese Cashmere goat populations into at least four clusters, with the Hexi and Yashan goat populations alone in one cluster. These results have provided useful, practical, and important information for the future of Chinese Cashmere goat breeding.
