A Case Study of School Meal Service Support Centers (학교급식지원센터 사례 연구)

  • The system of School Meal Service Support Centers was established to support the supply of high-quality food ingredients for school meal services when the School Meal Service Act was amended in 2006. A case study was conducted to examine the operating effects, success factors, and major obstacles of a School Meal Service Support Center which was highly evaluated for its operational efficiency and customer satisfaction. Qualitative data were collected from eight stakeholders (two individuals each from the center, farms, schools, and distributors) through in-depth interviews in July 2013 and analyzed by using the thematic analysis method. The successful operation of the center helped to stabilize income and price among the stakeholders, increase ingredient quality, increase school meal reliability, reduce costs, and promote the consumption of agricultural products. Success factors were identified as the center director's commitment and insights, and the competitive operating system including fair operations, rational pricing, liberal consumer choice, total quality management, and partnerships with distributors. Major obstacles included a lack of diversity in supplied ingredients and a lack of administrative and financial support form the local government. The results can be used as baseline information to vitalize the system of School Meal Service Support Centers and increase the quality of school meal services.

Food Waste Management and Public Dissemination of Zero-Food Waste System in Multifamily Housing Estates (공동주택단지의 음식물쓰레기 관리 실태 및 지방자치단체의 음식물쓰레기 무배출 시스템 도입 의향 분석)

  • As the largest source of food waste is housing, and the food waste properties are good enough to recycle, the proactive approach to conventional food waste disposal is highly regarded. This research is to examine food waste management in the Seoul Metropolitan Area (SMA) and non-SMA and to analyze the public inclination to disseminate zero-food waste system (ZFWS) with fermentation and extinction technology in multifamily housing estates. The self-administered questionnaire survey was conducted and the collected data were statistically analyzed. The main findings are summarized as follows: food waste in multifamily housing estates were retrieved by refuse truck and largely recycled for compost and forage. Also, many local governments were in favor of ZFWS, and unwilling to invest in it due to financial constraint. It's found that logistics of ZFWS is likely to be influenced by important features such as a considerable amount of cost saving, effective energy recovery, and efficient operation/management.

Qualitative Study on the Related Factors of the Food Security and Food Variety in Yangpyeong-gun Elderly (양평지역 노인의 식품보장 및 식품다양성에 미치는 요인에 관한 질적연구)

  • This study was a qualitative investigation into the food security and food variety among the rural elderly. For the qualitative data collection, nineteen elderly people who lived in Yangpyeong-gun were interviewed individually. Food security and variety was evaluated based on accessibility and affordability. The participants seemed to have difficulty preparing their own meals and eating with their families or others. The frequency of vegetable intake was found to be high, as vegetables were available through cultivation. However, in terms of diversity, the intake of meat and milk, which are sources of protein and calcium, was found to be significantly low. This has to do with very poor physical accessibility. A lack of nutrition education was identified as the biggest reason for not following dietary therapy despite having a pre-existing disease condition. Therefore, for the elderly in Yangpyeong-gun, it is suggested that a basic nutrition policy for food supply that can increase their actual intake is more essential than education on cooking and nutrients. Moreover, periodic nutrition education or a regular counseling system for dietary therapy through local public health centers may help improve the health of the elderly.

  • The purpose of this study was to investigate food service management system and nutrition education of the early childhood education institute in Yongdungpo, Seoul. Self-administered questionnaires were completed by 26 public early childhood education institute and 34 private ones. A majority of the teachers were women over 40 with at least bachelor's degree. Other than the fact that food service provides food to the children, it contributed in providing the essential nutrients to the children, as well as giving them the opportunity to learn table manners. A normal food service would provide one set of lunch and two sets of snacks, which would be provided by the institute itself. In most cases, the director or teachers planned the menus instead of dietitians. Journals, cookbooks, and other information put out by mass communication, such as TV and newspapers, were used as reference to those menus. The factors considered in planning the menus were mainly nutritional balance and the children's food preference. The difficulties in meal management were about the budget and nutritional menu planning. Fifty five percent of the subjects were did nutrition education, and they focused mainly on the table manners and hygiene education but once a year. The difficulties and complaints in execution nutrition education at the institutes were lack of nutritional knowledge, personal shortage, and excessive work. The institutes were urgently requesting for menu provisions from local Public Health Clinics. As a recommendation from the results of this study, food service management and nutrition related subjects should be more enforced into the nursery teacher training curriculum. Also, it is necessary to provide nutrition education to teachers, and as a link, the need to develop a manual for nutrition education has become urgent.

Evaluation and Improvement Measures on collection and transportation System of Food Waste (음식물 쓰레기 수집운반체계 평가 및 개선 방안)

  • This research sought to analyze the food waste collection and transportation system in Korea's related public resource-making facilities, address related problems, and suggest a reasonable alternative measure. For the food waste sorting-out and discharging methods, apartments and similar housings use containers, and individual-style housings use 'quantity-proportional' bags. The sorting and discharging methods should be improved to boost the reuse of resource-made output. The analysis of collection and transportation costs by local governments indicates that they range from 30,000 won to 150,000 won per ton, varying greatly by characteristics of local governments, thus suggesting a need to establish costs calculation criteria to justify the costs. Charges imposed to each household were not greatly problematic in the case of quantity-proportional bags; however, in the case of apartments and similar housings, charges varied greatly, suggesting a need to impose differentiated charges calculated on the basis of collection and transportation costs according to regions. Many places used household-garbage collection vehicles to collect food waste, raising the possibility of causing complaints on leaching water and bad odors. Thus, exclusive food waste collection vehicles should be gradually introduced. Also, in certain places, vehicles should travel more than 20km to collect food waste, and in such cases, a cargo transferring system should be introduced to boost efficiency in carriage.

Strategic improvement of short-term agricultural machinery rental system using importance performance analysis (IPA분석을 통한 농업기계 임대사업의 전략적 개선방안)

  • Short-term agricultural machinery rental system has been operated by agricultural extension organization of local government (agricultural technology center) and sponsored by Ministry of Agriculture, Food, and Rural Affairs, to improve utilization efficiency and save agricultural production cost through joint utilization of agricultural machinery. This study was conducted to analyze current status of the rental system operation and provide recommendations for future direction. Question survey was conducted for officers in charge of the rental system in the technology center, and strategic improvement was suggested through importance performance analysis (IPA). Survey results showed that 11 issues should be reformed or improved by 2015, which is not practically feasible. IPA analysis resulted that administration and manpower support, cooperation between federal and local organizations, and cooperation with other organizations should be focused for successful operation of the rental system. Issues that seem to happen after 2015 need to be handled as future research.

Study on the Present Situation and Management of Free Meal Service for Elderly at Sungnam area (성남 지역의 노인을 위한 무료 급식시설의 급식 서어비스 현황 조사)

  • The purpose of this study is, to examine current foodservice management practices at free meal service organization for elderly people and, to evaluate the attitude of recipients about the service and their ecological background. 6 meal service center as well as randomly selected 120 recipients at Sungnam area were surveyed and interviewed and result were summarized as follow. The cost of each meal (lunch) was ranged from 1,300 won to 1,500 won and number of attendant at meal service were ranged from 50 to 200 persons. Meal time for lunch begins from 10:30 am to noon because greater portion of people (elderly) didn't take breakfast frequently. Most of the center adapted self-service system. Standard recipe was not developed and meal preparation was controlled under the experiences of volunteer’s. Recording system of, nutrition management, production control, storage and inventory control was not well adapted by most of the center. In order to measure the level of storage, sanitation etc., scorin system in survey was adapted in this study and result are as follow: The score of sanitation of kitchen was lower than dinning area and that of food storage was lowest score. It was suggested that not only financial but also systematical support on management by local government may be necessary to meet the goal of supply nutritionally balanced food at the center. The score given by the recipient on the satisfaction of meal service was rate as 4.8 at the 5-point maximum scale. Meeting friends and share social relationship was major reason (41.6% of the total) of visiting to the center. It is suggested that in order to meet the changes of the patterns of change of social and family structure, the service of the center should be extended in urban area and it is necessary to develop systematic management models for the center.

Establishing Weights among Indicators of Rural Residents' Quality of Life Using AHP (AHP를 이용한 농촌주민 삶의 질 지표의 중요도 설정)

  • This study aims to establish the indicator system of the quality of life of rural residents and to estimate the weights among criteria or sub-criteria that constitute the indicator system of the quality of life using AHP(Analytic Hierarchy Process) method. Indicator system consists of four criteria, that is, health care, eduction & culture, living environment, and income and jobs. Each criterion include three sub-criteria that make up corresponding criterion. The results show that income and jobs was most highly evaluated among the four criteria. It was followed by health care, living environment, and eduction & culture. Among the total 12 sub-criteria, annual income was most highly evaluated, followed by medical service level, job satisfaction, and public transportation environment in terms of global weight which was deduced from expert questionnaire survey. This study implies that rural development policy needs to focus on increasing rural residents' income by creating good quality occupations and increasing the level of medical services, and expanding public transportation services in rural areas. This study has failed to collect local residents' opinions regarding their quality of life in spite of the efforts to reflect the opinions from various expert groups, which is the limitation of this study.

  • The purpose of this study is to present the implications of the rural living area setting and rural spatial structure analysis of the rural spatial strategy plan through case analysis. Following the decentralization of autonomy and the promotion of the transfer of state affairs to local areas, some of the general agricultural and fishing village development projects of the Ministry of Agriculture, Food and Rural Affairs were transferred to local areas. In addition, in 2020, the Ministry of Agriculture, Food and Rural Affairs introduced a rural agreement system for 113 cities and counties. However, since the understanding of the field is still low, this study attempted to present implications through a case analysis of the structure of rural space and the establishment of rural living areas in three local governments in Chungcheong. As a result of the study, in the stage of establishing the living zone, it is necessary to comprehensively review the contents reviewed in the analysis of the current status and conditions. However, the two local governments had insufficient interpretation of the axis by function and the establishment of the base area, or were using the upper plan as it was. Second, the source of the data used in the survey on the distribution status of living SOC facilities is unclear. Since the distribution status of living SOC facilities overlaps with accessibility analysis, OD data analysis, and resident survey results and is used as the basis for setting living areas, the data source should be clearly marked, and verification should be possible. Third, amenity (facility) resources were classified and analyzed according to the conditions and characteristics of local governments. The local government that applied the guidelines as they were was A local government, and the remaining local governments conducted surveys and analysis according to the current status. Forth, since the establishment of the rural living area is the minimum unit supported by government policies through future rural agreements, it is necessary to distinguish them based on quantitative standards in the process of establishing them. Only one case area presented clear grounds and standards, and the rest of the case areas presented standards but are based on non-quantitative standards. In order for rural agreements to be sustainable in the future and benefit local residents, it is necessary to use or establish a government-level institution that can collect and produce objective data. In addition, it is necessary to find ways to specify and standardize the standards for setting the living area and specify them in the guidelines.

  • The study has made theoretical system by thesis journals at home and abroad, material of the Association of Convenience Store Industry of Korea, materials of Statistics Korea and reference books. First, the study examined convenience store's brand image, cognized value, quality level, reliability upon brand, structural relation of purchasing intention, and designed models and theses. Second, the first questionnaire consisted of test items of precedent study, and inspected in advance to inspect reliability and appropriateness, and made correction and supplemented problems. Third, SPSS and AMOS statistics were used to conduct empirical analysis and to find out conclusion and implications. In this study, the subject was consumers who visited local convenience stores such as GS25, Seven Eleven and CU last 3 months to buy PB food. Consumers' consumption pattern and culture made change to be reasonable and practical owing to aging society, nuclear family, women's entering into the society, one person household consumer, and convenient and prompt buying to make different consumption pattern and to make change of commodity distribution pattern. Convenience store took action against change of the trend to expand business area by new distribution channels to get another growth source. Private brand (PB) food that was distributor's brand was expanded. The PB product has been competitiveness of food service industry.
