Assessing Efficiency of Local Police Agency Using Data Envelopment Analysis

  • The purpose of this paper is to measure the relative efficiency of the police agencies in Korea with data collected from 2018 to 2020, using data envelopment analysis (DEA), as put forward by Charnes et al., which is used to construct a scalar measure of efficiency for all police agencies. The results of this study can be used to assist police agencies in delivering better and more efficient services to the community. The analytical results based on DEA identify potentially weak and strong police agencies on policing performance, their efficient benchmarking, and the levels of clear-ups that would make inefficient police agencies efficient. We could suggest that higher levels of the police force are associated with higher performance efficiency against crimes. But, it is a little hard to say that higher levels of the police force can keep the local police agencies efficient without explaining the contribution of other input variables to criminal arrest and prevention. On the other hand, our analysis presents that differences in operating environments and socioeconomic factors do not have a significant influence on the efficiency of local police agencies. But, it is necessary to note that we need to examine the effect of environments and socioeconomic factors on crime to create the better-policing performance.

A Systematic Evaluation on the Management Efficiency of General Bank (일반은행의 시스템적 경영효율성 평가)

  • The purpose of this paper is to measure and analyze the efficiency of management in general bank. Each bank was analyzed to find out the efficiency and classified as efficient and inefficient bank. To the inefficient bank, the inefficient part and the extent are round out, the improvement methods of efficiency are suggested, and the effects of scale of bank on management efficiency by BCC model are analyzed. And, the differences between commercial bank and local bank also are examined. Empirical main results are as follows: Frist, After 2000, both of commercial and local bank shows the continuous improvement of the management efficiency. Second, the relative efficiency of management of commercial bank is higher than local bank except 2004. Third, there are differences in variables except equity ratio and no differences appeared in the management efficiency between commercial bank and local bank. Fourth, there are no influences or negative influences by M&A and reconstruction among banks in the effect of scale to the management efficiency.

A Case Study on the Release Characteristic and Removal Efficiency of Vinyl Chloride in the Poly Vinyl Chloride Extrusion Process (PVC압출공정의 염화비닐 발생특성과 작업환경개선에 관한 사례연구)

  • This study was carried out to investigate characteristic of vinyl chloride emissioned from poly vinyl chloride extrusion process and to evaluate the efficiency of local exhaust ventilation system. Before local ventilation facility was constructed in poly vinyl chloride extrusion process, the average worker exposure to vinyl chloride was 3.15 ppm, which exceeded Threshold Limit Value of American Conference of Gorvernmental Industrial Hygienists (ACGIH-TLV), 1 ppm. lt is possible that vinyl chloride residues in the poly vinyl chloride resin was released or degased due to extrusion heat. The larger the width of vinyl tube become, the higher worker exposure to vinyl chloride was. It is estimated that vinyl chloride from vinyl chloride resin increased as amount of poly vinyl chloride resin extruded in the extrusion process increased. Canopy hood was an appropriate type for poly vinyl chloride resin extrusion process. This local exhaust ventilation has fan static pressure of 7.65 inch wg($190mmH_2O$, total volumetric flowlate of 4,796 CFM ($135.8m^3$/min) and fan power requirement of 12 hp (8.952 Kw). After this local exhaust ventilation was constructed there, the average concentration of worker exposure to vinyl chloride was reduced to be 0.46 ppm, which was below the Threshold Limit Value, 1 ppm. Also, the removal efficiency rate of vinyl chloride attained by local exhaust ventilation was 85.3%. It was a statistically significant (p<0.01).

  • 적절한 벤치마킹 대상의 선정은 조직 계획 및 통제에 있어 중요한 요소로 인식되고 있으며, 이에 대한 많은 연구가 이루어져 왔다. 특히, 조직의 상대적 성과 평가와 이를 바탕으로 벤치마킹 대상을 결정하는 DEA(data envelopment analysis)의 출현은 벤치마킹에 대한 연구를 증대시켜왔다. 하지만, 벤치마킹 대상 선정은 기술적 생산 가능성 측면 외에도 조직의 정책적 고려, 관리적 우위 그리고 외부 제약 등을 고려해야 한다. 따라서 수리적 결과에 바탕을 둔 기술적 생산 가능성만을 가지고 벤치마킹 대상을 제공하는 현재의 DEA 접근 방법에는 한계가 있다. 즉, 고려하는 모든 대상을 기반으로 한 global efficiency 관점에서 제공하는 해가 비 효율적 조직 입장에서는 바람직하지 않을 수도 있다. 이에 따라 본 연구에서는 local efficiency 개념을 도입하여, 다양한 관점에서 벤치마킹 대안들을 살펴 볼 수 있는 방법을 제공하고자 한다. 이는 다음과 같은 과정에 의해 수행된다. 먼저, DEA를 이용하여 비교하고자 하는 모든 DMU(decision making unit)의 투입/산출물을 바탕으로 각 DMU의 효율성 값과 비효율적 DMU의 참조집합 (reference set)을 도출한다. 다음으로, 도출된 참조집합이 조직 운영 관점에서 적절한 벤치마킹 대상이며, 이러한 목표를 달성할 수 있는가를 평가한다. 이때 도출된 벤치마킹 대상이 적절하다면 분석과정을 종료하고, 적절하지 않을 경우 다음과 같은 추가적인 분석을 수행한다. 우선, 각 참조 집합을 중심으로 DMU를 그룹핑하고, 각 그룹별로 효율성 값 및 참조집합을 도출한다. 이때 도출된 효율성 값이 local efficiency 값에 해당된다. 다음으로, 참조 집합 그룹을 중심으로 도출된 비효율적 DMU의 참조집합이 적절한 벤치마킹 대상인가를 판단한다. 적절한 벤치마킹 대상을 도출하였으면 분석을 종료하고, 그렇지 않을 경우 적절한 벤치마킹 대상을 도출할 때까지 추가적인 분석과정을 반복한다. 제안한 방법을 통하여 조직은 기술적 생산 가능성 외에도 다양한 조직 운영 관점에서 적절한 벤치마킹 대상을 선정할 수 있으며, 이에 따른 목표를 수립할 수 있을 것으로 기대한다. 또한 더 나아가 global efficiency 관점에서 효율적 조직이 되기 위하여 단계적인 벤치마킹 대상 선정과 이에 따른 목표를 수립하는데도 유용하리라 판단된다.

The efficiency of topical anesthetics as antimicrobial agents: A review of use in dentistry

  • Topical anesthetics are commonly used in oral & maxillofacial surgery to control pain in the oral cavity mucosa before local anesthetic injection. These anesthetic agents come in many forms, developed for different usages, to minimize adverse reactions, and for optimal anesthetic efficiency. Earlier studies have revealed that these agents may also limit the growth of microorganisms in the area of anesthetic application. Many topical anesthetic agents show different levels of antimicrobial activity against various bacterial strains and Candida. The dosage of local anesthetic agent used in some clinical preparations is too low to show a significant effect on microbial activity. Efficiency of antimicrobial activity depends on the local anesthetic agent's properties of diffusion within the bloodstream and binding efficiency with cytoplasmic membrane, which is followed by disruption of the bacterial cell membrane. The antimicrobial properties of these agents may extend their usage in patients to both control pain and infection. To develop the topical local anesthetic optimal usage and antimicrobial effect, a collaborating antiseptic agent may be used to benefit the local anesthetic. However, more research is required regarding minimum inhibitory concentration (MIC) and minimum bactericidal concentration (MBC) of topical local anesthetic agents with drug interaction between anesthetics and antiseptic agents.

On Practical Efficiency of Locally Parametric Nonparametric Density Estimation Based on Local Likelihood Function

  • This paper offers a practical comparison of efficiency between local likelihood approach and conventional kernel approach in density estimation. The local likelihood estimation procedure maximizes a kernel smoothed log-likelihood function with respect to a polynomial approximation of the log likelihood function. We use two types of data driven bandwidths for each method and compare the mean integrated squares for several densities. Numerical results reveal that local log-linear approach with simple plug-in bandwidth shows better performance comparing to the standard kernel approach in heavy tailed distribution. For normal mixture density cases, standard kernel estimator with the bandwidth in Sheather and Jones(1991) dominates the others in moderately large sample size.

  • This paper compares efficiency results and performance targets for academic departments in a local private college using DEA (Data Envelopment Analysis). Because of an aging society, a smaller school-age population entering colleges, and enhanced accreditation standards by the government, colleges and universities are not recruiting and retaining sufficient students and therefore are struggling for survival. In contrast to popular four-year undergraduate universities concentrated in Seoul and its satellite cities, retaining students is critical for the survival of local private colleges in poor or remote regions. Therefore, it is very important to identify the factors involved in the retention of students in the various departments of a college. However, given the different characteristics of the departments, it is difficult to identify one unique or robust set of standards to evaluate their performance. The purpose of this paper is to maximize student retention capabilities by ensuring that additional resources are assigned to efficient DMUs, while, inefficient DMUs are given benchmarked targets. Based on previous studies and college accreditation standards, this paper presents indices to be used in evaluating the efficiency of academic departments in a college. In evaluating relative efficiency, this paper uses the output-oriented BCC model. To define target levels to be achieved for efficient DMU, a multi-stage DEA procedure is used.

Analysis of Efficiency Gap of Local Governments' Aged Welfare Institutions in Gyeonggi-do Province (경기도 지역 지방자치단체 노인복지시설의 효율성 격차 분석)

  • This research analyzed the relative efficiency of 27 local governments' aged welfare institutions and facilities in Gyeonggi-do Province by using Data Envelopment Analysis. The results show that 12 local governments' aged welfare institutions are relatively inefficient as compare to their reference groups, meaning that there is efficiency gap among localities. It also appears that the most influential input and output elements are the budget for the aged and the number of the aged welfare institutions and facilities, relatively. However, the influential elements differ from one locality to another.

Asymptotic Relative Efficiency of t-test Following Transformations

  • The two-sample t-test is not expected to be optimal when the two samples are not drawn from normal populations. According to Box and Cox (1964), the transformation is estimated to enhance the normality of the tranformed data. We investigate the asymptotic relative efficiency of the ordinary t-test versus t-test applied transformation introduced by Yeo and Johnson (1997) under Pitman local alternatives. The theoretical and simulation studies show that two-sample t-test using transformed date gives higher power than ordinary t-test for location-shift models.

Efficiency analysis in the presence of network effect with DEA method (네트워크 효과를 고려한 천연가스산업의 기술적 효율성 분석)

  • This study takes an issue of efficiency analysis in the presence of network effect utilizing the DEA (Data Envelopment Analysis) framework. Network effect has important policy implication for the regulation of local monopolies which undertake their business through physical network, such as electricity, natural gas, local telephony, etc. If the difference in spatial condition between companies is not controlled properly, the performance comparison and associated incentive regulation bear significant bias. In this study, we propose a methodology to measure the true managerial or technical efficiency apart from efficiency difference accruing from the difference in spatial condition. A series of modified DEA efficiency models are combined to investigate the extent of exogenous and endogenous efficiency component in the Korean natural gas distribution companies. Empirical results show that the network effect plays significant role in determining superficial performance difference.
