A sell-designed rate control strategy can improve overall picture quality for video transmission over a constant bit rate channel and the rate control method is not a normative part of MPEG-video standard, the performance of MPEG video codec can be quite different depends on how to implement the rate control scheme. The rate control scheme proposed in MPEG show good results when scene changes is not occurred. But it has weakness that it does not properly handle scene-changed pictures. Therefore picture quality after scene change is deteriorated, and possibility of overflow occurrence becomes high. In this paper, a new method for detection of scene change occurrence using local variance and a new determination scheme for adaptive quantization parameter, mqunt, which can consider local characteristic of an image by using previously computed the local variance from the scene change detection part are proposed. IN addition, and adaptive rate control scheme which can handles scene changed picture very efficiently by scene-changed picture is proposed. Computer simulations are performed to verify the performance of the proposed algorithm. The suggested detection algorithm precisely detected scene change. And the proposed rate control scheme shows better rate control performance as compared with that of the conventional MPEG scheme.

KARI had developed an Local Area Augmentation System for aircraft precision landing as following ICAO SARPs(Standards and Recommended Practices) draft and FAA's recommended algorithm( carrier smoothing techniques). JPO in charge of managing GPS has introduced the signal structure of GPS modernization program. This paper estimates the accuracy performance of KARI-LAAS with modernized GPS signal but the same processing algorithm.

This letter presents an angular minimum spanning tree (AMST) algorithm for topology control in multi-hop wireless ad hoc networks. The AMST algorithm builds up an MST for every angular sector of a given degree around each node to determine optimal transmission power for connecting to its neighbors. We demonstrate that AMST preserves both local and network-wide connectivity. It also improves robustness to link failure and mitigates transmission power waste.

A fuzzy reasoning method is proposed for the implementation of control systems based on non-fuzzy microprocessors. The essence of the proposed method is to search the local active miles instead of the global rule base. Thus the reasoning is conveniently performed on a master cell as a fuzzy accelerating kernel, which is transformed from an active fuzzy cell. The interpolative reasoning is simplified via adopting the algebraic product of fulfillment for the conditional connective AND and the weighted average for the rule sentence connective ALSO.

This paper develops a methematical model for growth and exploitation of a schooling fish species using a realistic catch-rate function and imposing a tax on the catch to control harvesting. Fishing effort is assumed to depend on the net revenue. The steady states of the system are determined and their local and global stabil-ity are discussed. Taking the tax as a control variable; the optimal harvest policy is formulated and solved as a control problem. The results are illustrated with the help of a numerical example.

Operation usually brings about psychological stress as well as physical stress to the patient and it greatly influences the maintenance of the homeostasis. Until now, most of the nursing research concerning the anxiety of the patient undergoing an operation has been done while the patient was under general anesthesia. Under local anesthesia, the anxiety of the patient who undergone operation is short. However, there is much demand of the operational nurses to mediate between the patient who is undergoing operation when fully conscious, as they are aware of the patient's anxiety and to decrease the patient's anxiety of this local anesthesia. Therefore, this research tries to verify the effects of the Hand-holding program on the anxiety of the operational patient undergoing local anesthesia and affirms the role of the nursing intervention. As an unequivalent control group non-synchronized designs, this research selects out 20 control groups and 21 experimental groups at random who have received cataract operation while under local anesthesia and after implementing the Hand-holding program to the experimental groups while undergoing the operation, the effect of the experiment was observed. By observing the Epinephrine, Cortisol, blood pressure, and pulse for the physical indexes before and after the enforcement of the hand-holding, and using the measurement of Speilberger(1972) for the psychological indicators for the anxiety of the patient before and after hand-holding, the results were analyzed through SAS program. As a results, intervention of hand-holding had a remarkable effect to decrease the anxiety felt by the patient and the diastolic blood pressure also was effectively decreased. On the other hand, through the decrease of the systolic blood pressure was also observed, it was not statistically significant. In the Epinephrine and Cortisol indicators, the intervention of hand-holding was revealed to have an insignificant effect. The Hand-holding program may be said to have an effect which decreases the psychological anxiety of the patient undergoing local anesthesia.

Hall sensors of BLDC(brushless DC) motor are used to detect a position information for a control mechanism, which implements an algorithm for velocity and position control. Actual azimuth and altitude were measured to evaluate a control precision. The measurement revealed comparatively good accuracy that the measured values were $2.02^{\circ}$ and $1.01^{\circ}$ respectively, and the maximum error falls within $1.86^{\circ}$. The developed monitoring system of photovoltaic generation plants is a LCU(Local Control Unit) based on an integrated monitoring system which supports 1:N method for multiple simultaneous connections, remote control and real-time system state monitoring.
